Donald J. Trump has announced his post-debate plans: a rally in the Virginia Beach area on Friday, the day after he faces off against President Biden. The Trump campaign has repeatedly declared its intent to try and flip Virginia, which has voted for Democratic presidents since 2008 but where recent polls have shown a close race.

Appearing at the Faith & Freedom Coalition’s conference in Washington on Saturday, Mr. Trump described migrants with the dehumanizing terms he often uses to refer to them, saying they were “tough,” “come from prisons” and are “nasty, mean.”

Mr. Trump then said that he had suggested to Dana White, an ally of the former president’s who is the chief executive of the Ultimate Fighting Championship , “Why don’t you set up a migrant league of fighters?”

He continued, referring to the U.F.C.: “And then you have the champion of your league — these are the greatest fighters in the world — fight the champion of the migrants? I think the migrant guy might win! That’s how tough they are.”

Mr. Trump said that Mr. White “didn’t like the idea too much.” But, he added, “It’s not the worst idea I’ve ever had. These are tough people.”

Mr. White, asked about Mr. Trump’s comment at a U.F.C. event on Saturday, confirmed that the former president had made the proposal, but said, “It was a joke, it was a joke. I saw everybody going crazy online. But yeah, he did say it.”

The Biden campaign denounced Mr. Trump’s comments, attacking what it called “a rambling, confused tirade,” at what it said was intended to be “a conference for Christian values.”

“Trump’s incoherent, unhinged tirade showed voters in his own words that he is a threat to our freedoms and is too dangerous to be let anywhere near the White House again,” Sarafina Chitika, a spokeswoman for the Biden campaign, said in a statement.

Mr. Trump has made immigration a central part of his platform in the 2024 presidential election, as it was in his two previous campaigns. He has pledged to carry out sweeping raids and to use military funds to erect camps to hold undocumented detainees. He has also escalated his rhetoric against migrants, at times using language that invokes the racial hatred of Hitler by describing migrants as “poisoning the blood of our country.”

“Fantasies about cage matches are a distraction from the very real plans Trump and his team are making to deport millions of people who have lived here for decades and the resulting inflation, joblessness and economic devastation,” said Doug G. Former President Donald J. Trump addressed the evangelical Faith & Freedom Coalition in Washington on Saturday, presenting himself as a champion of religious freedom and a martyr for Americans of faith while denouncing what he described as a mass persecution of Christians.

Mr. Trump also portrayed himself as having “wounds all over,” alluding to his legal troubles while suggesting that he was being targeted for his political beliefs.

“In the end, they’re not after me, they’re after you,” Mr. Trump said. “I just happen to be, very proudly, standing in their way.”

He added to raucous applause, “We need Christian voters to turn out in the largest numbers ever to tell crooked Joe Biden ‘you’re fired!’”

Mr. Trump’s appeals to evangelicals come at a crucial phase in the presidential campaign. President Biden and Mr. Trump will face off in an unusually early debate on CNN on Thursday, as polls reflect a tightening of the race.

The appearance marked something of a triumphant return to the event for the former president as the presumptive Republican presidential nominee. Thirteen years ago, Mr. Trump was hardly the image of a social conservative warrior . Now, in his ninth appearance before the group, the former president threw his support behind many of the stances on cultural issues taken by conservative and religious leaders, and outlined his vision of what he can offer the Christian right in a second term as president.

He endorsed Louisiana’s new law mandating that the Ten Commandments be hung in every public classroom , wondering aloud how anyone could possibly oppose the inclusion of the religious text in schools and adding “the right to religion does not end at the door at a public school.”

He also vowed to “shut down the federal Department of Education” if elected, a promise that got a standing ovation from attendees, as members began chanting “vote, vote, vote.”

He again repeated his lie that the 2020 election was stolen from him and wove a narrative of the Biden administration persecuting Christians for their faith, while suggesting that his own legal troubles had made him a martyr on behalf of his supporters. He said that he would, if elected, “create a new federal task force on fighting anti-Christian bias nationwide”

Mr. Trump’s fiery and righteous rhetoric was fused with his efforts to placate some in the Christian right who say his policies on abortion do not go far enough. Allies of Mr. Trump have pleaded with the former president to back a national abortion ban , or to adopt plans to criminalize abortion pills through enforcing the Comstock Act.

On those issues, Mr. Trump did not give evangelical hard-liners what they were hoping for. Mr. Trump repeated his assurances that supporters of harsher restrictions should “go with your heart,” but, he added, “we have to get elected, we have to win.”

Michael Whatley, a close ally of Mr. Trump who leads the Republican National Committee, supported Mr. Trump’s stance against a national abortion ban after his own address to the evangelical group, which preceded Mr. Trump’s.

“We fought for over 50 years to end the tyranny of Roe v. Wade,” Mr. Whatley said to reporters after his own address to the Faith & Freedom Coalition, adding that “this is a discussion that needs to take place in each and every state.”

He continued, “We feel very good about the campaign and where we’re going to go on that issue.”

The Biden campaign released a statement that said little about Mr. Trump’s religious rhetoric, instead criticizing the speech as “a rambling, confused tirade” and highlighting a moment where Mr. Trump said he had suggested to his ally Dana White, chief executive of the Ultimate Fighting Championship , to start a “Migrant League” to have migrants fight each other.

Donald Eason, the senior minister of the Metro Church of Christ in the suburbs of Detroit who attended the Faith & Freedom Coalition’s conference, said he supported leaving the issue of abortion to the states.

“Whatever powers were not given to the federal government are automatically part of state government. The Supreme Court should never have gotten involved in that in the first place,” Mr. Eason said, but left the door open to national restrictions, adding “Congress, obviously, could step in and make it a national ban.”

Mr. Eason also said he supported Louisiana’s law regarding the Ten Commandments in public classrooms, saying that the policy should be expanded to other states.

Trump hawks American flag pins with his name in gold splashed across them.

Donald J. Trump’s campaign is billing it as a must-have fashion accessory for his supporters: an American flag lapel pin with the former president’s name scrawled in gold block letters across it — in all caps.

The pins were available starting Thursday for a $50 donation to the Trump campaign, the latest merchandising gambit from a candidate who has hawked a plethora of products over the decades, most recently Bibles and Trump sneakers .

A donation page for the pins declared that Mr. Trump’s political opponents had rendered him a convicted felon and asked supporters if he could count on their support.

His latest marketing pitch is further testing the norms of flag etiquette and drawing fresh scrutiny from critics.

It’s not only the flag flap surrounding Mr. Trump, whose birthday, June 14, happens to fall on Flag Day. Some election deniers have flown the flag upside-down , a historical symbol of distress, to protest Mr. Trump’s 2020 election defeat. An inverted flag appeared at the home of Justice Samuel A. Alito Jr. , a display that he attributed to his wife.

Alterations to the flag are forbidden under the U.S. Flag Code , which was created in the 1920s by a group of patriotic and civic groups that included the American Legion and adopted as law by Congress in 1942.

“Basically, you’re not supposed to put anything on the flag,” Ted Kaye, secretary of the North American Vexillological Association , a group of flag scholars and enthusiasts, said on Saturday. “The flag is not a template for advertising or for political messaging.”

But there are caveats, according to Mr. Kaye, who said that the Flag Code has no enforcement provisions and does not address depictions of the American flag.

“That is, of course, where people get around the Flag Code,” he said.

Some of Mr. Trump’s critics, including President Biden’s campaign, say that he is co-opting the national symbol in ways that were never intended.

“Donald Trump is a desperate convicted felon only out for himself, who does not respect the flag, our country, or the office he seeks,” James Singer, a spokesman for the Biden campaign, said in an email. “He’s using his campaign to sell out America, fill his own pockets, and put himself back in power.”

Steven Cheung, a campaign spokesman for Mr. Trump, in a statement hit back.

“Joe Biden and his campaign would rather see the flag burn, like during the disgusting campus riots, because they hate America and have no respect for its values,” Mr. Cheung said.

As Mr. Trump vaulted to the presidency in 2016, he made the flag a focal point in his branding, and his supporters ran with it. They superimposed Mr. Trump’s likeness and name on American flags which, along with banners displaying his Make American Great Again slogan, have become ubiquitous at his rallies.

After a 2020 speech at the Conservative Political Action Conference, Mr. Trump hugged and kissed an American flag onstage while mouthing, “I love you, baby.” And flags, rows and rows of them, are a staple of his political stagecraft.

For three days beginning on Flag Day, the Biden campaign used a television ad in several battleground states to highlight how Mr. Trump’s supporters who attacked the U.S. Capitol on Jan. 6, 2021, were waving MAGA flags.

Another group of Mr. Trump’s followers tried to replace an American flag with a Trump flag at the Capitol that day while members of Congress were certifying Mr. Biden’s election as president.

In the period between the riot and Mr. Biden’s inauguration, an upside-down flag was aloft outside the Alexandria, Va., residence of Justice Alito. Justice Alito said that it had been hoisted by his wife, Martha-Ann Alito, during a dispute with a neighbor.

Judicial experts have said the inverted flag, which has become a protest symbol for some of Mr. Trump’s supporters, created an appearance of bias and raised questions about Justice Alito’s impartiality in cases related to the election and the Capitol riot.

Mr. Kaye, the flag expert, said that an inverted flag was first used on ships to show distress during the 1600s, most likely during the Anglo-Dutch wars. American ships adopted it, too, but the practice waned with the invention of radios, he said.

He noted that the Flag Code spells out how the American flag should be displayed : “The flag should never be displayed with the union down, except as a signal of dire distress in instances of extreme danger to life or property.”

Still, the Flag Code does not address using the flag as a “political statement,” according to Mr. Kaye, who said it was turned upside-down by Vietnam War protesters during the 1960s and 1970s.

Mr. Kaye said that one of his neighbors in Portland, Ore., recently asked him whether she might be mistaken as a Trump supporter by displaying an American flag, right side up, at her home.

“I said, ‘As long as you’ve got your Biden lawn signs out, at the same time, people will not misinterpret what you mean by flying the American flag,’” he said.

Secret Service details security plans for the Republican National Convention.

A Milwaukee park that is a few blocks from the arena hosting the Republican National Convention and has been at the center of a free speech lawsuit will be off limits to protesters during next month’s event, the Secret Service revealed, following intense lobbying by convention organizers.

Access to Pere Marquette Park will be limited to people with official credentials, a group that includes delegates and journalists, while the convention takes place in mid-July, officials with the Secret Service said at a news conference on Friday in Milwaukee.

Protesters had been eyeing the park, which is tucked between the Fiserv Forum, the convention arena, and the Milwaukee River, as a gathering place.

But Audrey Gibson-Cicchino, an assistant special agent and the Secret Service’s coordinator for the convention, said on Friday that its location next to the Milwaukee County Historical Society, which will host other official convention activities, presented a security risk.

“The executive steering committee determined that that location would need to fall within the security perimeter in order to ensure the highest level of safety for the convention,” she said.

The Secret Service designated two other parks outside of the inner security perimeter, an area roughly five blocks by seven blocks downtown, for protesters. The parks are farther from the arena, but inside the outermost security perimeter, where vehicles must pass through screening checkpoints.

The American Civil Liberties Union of Wisconsin, which sued the city this month on behalf of a protest umbrella group, criticized the size of the security perimeter and the inclusion of Pere Marquette Park within it.

“The expansion represents an impermissible concession to the Republican National Committee, which did not want to see or hear demonstrators near its convention,” Tim Muth, a staff attorney for the A.C.L.U. of Wisconsin, said in a statement.
