What’s the culture and history of Vancouver?

'Pressure on school fields' leads to no-dog policy at some Vancouver school grounds

The discourse was civil but emotions were taut on Monday night at a public meeting about dogs being banned from a handful of schoolyards in Vancouver.
The two-hour meeting, held at Britannia Community Centre, was hosted by the Grandview Woodland Area Council and drew 40 people in person and another 20 online.
“There was a lot of tension, for sure,” said Craig Ollenberger, chairman of the council, which was formed more than 50 years ago to combat plans to bulldoze portions of east Vancouver and Chinatown to build a freeway. “People were respectful in their comments, but you could hear in their voices a lot of them were really working at it. It was a tense environment.”

At immediate issue was the grounds at Lord Nelson Elementary in east Vancouver, which have been closed to dogs and their human care-givers for a year and a half.
Ollenberger said dog owners are frustrated because they were initially told the grounds had been fenced off to install new sprinklers. And later, because new grass had been seeded.
Finally, a gate and lock were installed to the two-metre-high fence.
“No one really knew what was happening,” he said. “The (parental advisory council) didn’t know anything was happening, and people in the neighbourhood started asking, ‘What’s going on?'”
If the concern is dogs digging holes or owners not picking up after them, Ollenberger said the Grandview Woodland Area Council is so structured that it could maintain the grounds for the Vancouver school board.
“I mean, we shouldn’t have to, but if we have to to keep our space, that’s what we’ll do.”
The school board says its overriding commitment is to ensure that school grounds support educational programs.
There are seven schools, according to the VSB, that limit school grounds’ use to sports and students playing — Nelson, Templeton Secondary, Tupper Secondary, Byng Secondary, Jules Quesnel Elementary, Roberts Elementary, Tennyson Elementary, and Bayview Elementary.

“This decision was necessary to preserve the condition of the fields, which have been increasingly compromised by extensive damage due to dogs digging holes,” a school board spokeswoman said.
A handful of other school fields, such as Mount Pleasant, were fenced off temporarily over the summer to rehabilitate the fields, but have since re-opened, she said.
“The community is welcome to use other open VSB areas. Community members are reminded to please follow the overnight closure rules, and when accompanied by a dog, to please keep dogs leashed at all times, clean up after them, and prevent them from digging holes.”
Two VSB trustees — Suzie Mah and Lois Chan-Pedley — took part in Monday’s public forum.
“There have been incidents of children getting sprained ankles in these (dog-dug) holes,” Chan-Pedley told Postmedia. “Some of these fields are in pretty bad shape.”
Chan-Pedley, whose dog passed away this summer, said she has an ongoing conversation with the superintendent and needs to get further clarification from school board staff before thinking about bringing forward any motion to the other trustees.
“I’m a dog person and I understand the need,” she said. “Especially in this area of the city, which has a lack of green space available.
“It’s pretty clear — with more housing, there hasn’t been an increased investment in public spaces and green spaces. That really sucks for everybody and puts a lot of pressure on school fields.”
Ollenberger, meanwhile, points out that the school yard at Lord Nelson, which opened in 1911, has been available to the public for more than a century.
He fears the closures might be the tip of the iceberg, and that the school board has plans to rent out its green spaces instead of allowing general public use.
“I really feel like dogs are being used by the school board staff and others to make it a divisive issue,” he said. “It’s publicly stewarded green space. But now, all of a sudden, the school board seems to want to take it away, and it seems to me and it seems to a lot of us that they want to rent it out and monetize it.”
