Mexicans are bit more formal -- you will not see any in shorts in CDMX nor sandals. Jeans are common and Mexican women generally have a flair of flash. However, just do no shorts/sandals and you won't stick out like a sore thumb. Also, it gets windy/cooler later in the day, starting at around 2-3.
