The most common visa is the temporary visitor visa which grants permission to stay in Japan for up to 90 days . This Japan tourist visa can be used for short-term business trips, visiting friends and family, or for general tourism in Japan.

The New Japan e-Visa: The entry requirements for Filipino Citizens

The Japanese government has introduced a new electronic visa (eVisa). Currently it is only available to citizens of the US and Canada but will eventually be made available for visits to Japan from the Philippines.

The Japan eVisa for Philippine citizens will requires a valid passport, completion of the online application form, as well as other official documents. Since the process is entirely online, applicants no longer have to visit the Japanese Embassy to obtain a Japan visa .

The Japan eVisa application asks for personal details, exactly as they appear on the passport. The applicant needs to provide the purpose of the trip, the dates of travel, port of entry, and the name of the transport carrier. Depending on your purpose, there are different types of Japan Visas you can apply for, (such as business visa, student visa, etc.) .

This guide is about how to apply and obtain a Japan Tourist Visa . This is for those whose purpose of visit is Short-term Leisure/Tourism or visiting Family/Friends who reside in Japan. If you intend to apply for Japan Multiple-Entry Visa, it has different set of requirements, READ THIS: Japan Multiple-Entry Visa Eligibility & Requirements for Filipinos .

If you have a different situation or intention/s, it’s best to directly contact the Embassy of Japan in the Philippines for more information.

Make sure all documents are in A4-size paper ONLY , clear , and readable . Also, be guided that the list of a Japan Tourist Visa requirements, varies depending on your situation and purpose as follows;

JAPAN VISA REQUIREMENTS LIST for Filipinos (with or without sponsor/guarantor) – This list of requirements is applicable for those applicants who will be funding their own expenses while traveling in Japan OR those who will be sponsored/funded by someone who resides in the Philippines and will NOT visit anyone who resides in Japan.

JAPAN VISA REQUIREMENTS for Filipinos Visiting Family or Friends (with or without sponsor/guarantor) – This is applicable for those applicants who will be visiting Family or Friends who reside in Japan . Your contact person in Japan must be either, working in Japan legally , or with Permanent Residency or a Japanese Citizen .

TIP! You can also submit other relevant documents that prove the reason for your travel (such as medical certificate, invitation letter, etc.) .

The Japanese Embassy in the Philippines does NOT accept direct applications from individuals, except for very special cases. Otherwise, the only way to apply is through travel agencies accredited by The Japan Embassy . The Japanese Embassy does not charge a fee, however accredited travel agencies do and they usually range from (P800-P1,500) as processing fee.

TIP! Be as early as you can on the day of submission as lines can get quite long at times in some travel agencies. Also, don’t forget to ask for a receipt as you’ll need it to claim your passport later on.

Processing time takes 5 business days . In some cases it can take less, but sometimes it can be longer than that. Which is why I recommend applying at least a month or two before your intended travel to allow ample time.

The travel agency will notify you via SMS/Text messages once your passport is available for collection but, they wouldn’t usually tell if your visa is approved or not. And as mentioned before, you’ll need to bring the receipt to claim your passport. Some agencies offer different arrangements to claim your passport (such as mail delivery, etc.) .

In my experience, I first applied for a Japan Visa in 2017 and it took only 4 days to be granted for a Single-Entry Visa . The second time was in 2018 and this time it only took 2 DAYS to be granted for a 5yr Multiple-Entry Visa . Yay! The process is pretty simple and straightforward, although requirements can be long at times, but I swear it’s nothing to the reward of visiting the most beautiful country there is, (for me that is) JAPAN!

TIP! If approved, it’s always best practice to check and make sure all information on your Visa is correct to avoid complications in your travels. GOOD LUCK!

However once your Visa is approved, I strongly recommend getting one because while Japan is a very safe destination, remember that you can’t really eliminate the risk when traveling, but you can always add protection! 2. How much is Japan’s Visa fee?

It’s FREE, but accredited travel agencies charge from (P800-P1,500) as processing fee.

3. Is Japan Visa fee refundable?

Unfortunately, it’s Non-Refundable regardless of the outcome ( Approved / Denied / Withdrew ).

4. Do I need a travel agency to apply for a Japan Visa?

YES! The Embassy of Japan does not accept direct applications from individuals, except for very special cases. Otherwise, the only way to apply is through travel agencies accredited by The Japanese Embassy. Personally, I applied with TravelPros in both of their SM Megamall and SM Auras branches. It was fast, easy, and successful!

5. How long is the processing time for a Japan Visa?

5 Business days , (standard).

6. How early can I apply for a Japan Visa?

3 months before your intended travel , (but keep in mind that it might be very close to the expiry date).

7. When is the best time to apply for a Japan Visa?

At least a month or two before your intended travel to Japan is the ideal time to apply for a visa. Why? Because sometimes, Japan Visa processing time takes longer than usual due to the volume of the visa application the Embassy receives. Also, it’s always a best practice to allow ample time to avoid complications in your travels.

8. How long is the validity of a Japanese Visa?

Single-Entry Visas – are valid for 3 months from the date of approval and for a stay up to 15 (but, some were given a stay up to 30 days). Multiple-Entry Visas – are valid from 3, 5 up to 10 years from date of approval. That means you can visit Japan as frequently as you want within those years and you can stay up to 30 days each time.

9. Is ‘show money’ required to apply for a Japan Visa?

YES! The Japanese Embassy requires financial documents for a reason and that is to establish your financial capability to cover all your expenses while in Japan, as well as your intention to return. If your trip is sponsored by someone, you need to submit their financial documents instead.

10. How much is the ‘show money’ to apply for a Japan Visa?

The Japan Embassy did not specify how much money you should have in the bank. It may be because it varies from person to person and the amount can also be totally different for everybody. But trust me, your financial documents don’t need to have millions, it just has to be realistic! So, if you intend to travel for a duration of 15 days with ONLY P20,000 in the bank, well that will raise a lot of red flags. In this case, you may want to consider applying with a Sponsor/Guarantor.

Most people I know who applied for a 5 to 7-day stay with P100,000+ in their bank accounts were pretty successful in getting a Japan Visa. I guess that’s a reasonable amount for that duration and their situation. But, a friend of mine got approved with only P35,000 in the bank for a 4-day stay. It was very risky, but it worked. I don’t recommend it though.

Again, the amount in your bank account should suffice to all your projected expenses in your trip to Japan, plus some extra funds for miscellaneous expenses. Also, you don’t necessarily have to spend all of them on that trip (which is why others refer to this as ‘Show Money’).

11. Do I need to book flights and hotel/s before applying for a Japan Visa?

No. You are not required to submit nor book flight tickets and hotel/s before applying for a Visa. Applicants are encouraged to secure a visa first before booking their flights and hotel/s.

For the question on the application form regarding flight details, you can simply check the airline’s website and copy the details of the flight you are eyeing for. For hotel/s, you can reserve it online ( for FREE ) through Agoda.com with a REFUNDABLE option if you cancel it a day before your intended stay. That way, you can also fill up the exact address and contact information needed on the application form.

12. What is the approval rate of a Japanese Visa?

95% is the approval rate for a Japan Visa, according to the travel agency I consulted .

NOTE: This may NOT be the exact approval rate by The Japan Embassy! This is just meant to give you an idea. Besides, not even the actual percentage nor anyone can guarantee you a visa, but only the Visa Officers and how convinced they are with your application.

13. What if my Japan Visa gets denied, can I apply again?

YES! You can apply again after 6 months from the date of your initial Japan Visa application results.

2. Complete the Japan visa requirements

Once you’ve decided to apply for a tourist visa to Japan, prepare all the necessary documents for your application.

The Japanese Embassy accepts only original copies and printed documents on A4-size paper.

Here’s a checklist of Japan visa requirements for visitors from the Philippines, including the specs for each document:

You can also get a form at the entrance of the Embassy of Japan or any accredited travel agency (Check the travel agency list on Step #3).

Take heed of the following reminders when accomplishing the Japan visa application form:

  • In case you need help in filling out the form, here’s a detailed guide you can follow .
  • Instead of accomplishing the form on the day of your visa application, download it in advance from the Japanese Embassy website and then fill it out. This way, you’ll save time and avoid causing delays to other applicants when you’re applying for a visa.
  • You can fill out the visa application form either by hand or digitally in BLOCK LETTERS (or capital letters) and black ink or font.
  • If your handwriting is hard to read, you’re better off typing your answers on a computer. It’s easy to add text to the digital form in PDF format and make corrections without erasures.
  • When you’re done, print your accomplished digital application form on an A4 paper and sign it.
  • If you choose to submit a handwritten form, make sure it is easy to read, is not stapled, has no erasure, and has no blank field. If a question doesn’t apply to you, just write N/A.

  • 4.5 cm x 4.5 cm (equivalent to 45 mm x 45 mm as the photo above shows). 
  • Centered with plain white background.
  • With the applicant’s name and birthdate written at the back of the photo.
  • No obstructions to facial features (e.g., headbands, sunglasses, caps, eyeglasses with reflection, etc.).
  • Pasted (not stapled) on the designated part of the visa application form.
  • Issued within a year by the Philippine Statistics Authority (PSA)
  • If there’s no birth record at the PSA , submit a Certificate of Non-Record from the PSA along with your birth certificate from the Local Civil Registrar.
  • For a birth certificate with late registration , submit your Form 137 from elementary or high school, baptismal certificate, and school yearbook in addition to the birth certificate.
  • If the PSA-issued birth certificate is hard to read or lacks information, submit it along with your birth certificate from the Local Civil Registrar.
  • Not required if you can submit your passport with a used Japan visa.
  • Issued within a year by the PSA.
  • If there’s no marriage record at the PSA, submit a Certificate of Non-Record from the PSA along with your marriage certificate from the Local Civil Registrar.
  • Specific details of your entire trip to Japan, including the dates, activities, accommodations, and contact information (of the hotels and tours you’re joining).
  • Template and sample schedule of stay in Japan
  • You need to submit a duly accomplished List of Visa Applicants form ( download it here ) if you’re traveling as a family or group. Solo travelers don’t need to submit this
  • You need to assign a “representative applicant” whose name should be first on the list. This representative applicant can either be one of the parents (if you’re applying as a family) or the one who will sponsor the trip (if you’re traveling as a group)
  • Write the names of the applicants as they appear on their passports
  • In the “Relationship with the inviting person and guarantor”, write N/A if you’ll travel to Japan as a tourist. Fill it out with the requested information if you’re visiting relatives/acquaintances in Japan
  • Print this document on an A4-size paper

h. Financial documents.

If you don’t have a guarantor or sponsor for your trip (i.e., you’ll shoulder your travel expenses), submit the following proof of financial capacity to travel to Japan:

Bank certificate

This financial document serves as the “show money” for your Japan visa application .

  • Valid for three months from the date of issue.
  • Addressed to the Japanese Embassy.

Income tax return (ITR)/BIR Form 2316 .

  • Clear photocopy

Submit these documents if you have a guarantor or sponsor living in the Philippines who will cover part or all your travel expenses:

Guarantee letter

This letter addressed to the ambassador or consul-general of Japan, states that your sponsor guarantees your travel expenses in Japan and your compliance with the country’s laws and regulations.

  • Completely filled out and signed by the guarantor.
  • Letter of Guarantee template

Proof of the relationship between the applicant and guarantor

  • Birth certificate of the guarantor (parent or sibling).
  • Marriage certificate (spouse).

Guarantor’s ITR and bank certificate

These documents will prove your guarantor’s financial capacity to sponsor your trip.

  • Clear photocopy of the guarantor’s ITR.
  • Original copy of the guarantor’s bank certificate.

The Japanese Embassy requires all tourist visa applications to be filed through an accredited travel agency.

The agency will submit your application for you. No need to go to the Embassy of Japan for an interview.

To date, seven travel agencies in the Philippines are authorized to receive visa applications. All of them accept walk-in applications from Mondays to Saturdays.

A few offices located in malls operate on Sundays. Most agencies are closed on Sundays and holidays.

4. File your Japan visa application

It’s best to make a personal appearance when applying for a Japan visa. Go to the office of your chosen travel agency and get a queue number at the entrance. Submit all the Japan visa requirements when your number is called.

The agent will then check your documents. If they’re all good, you’ll proceed to the window for the visa processing fee payment. The Japan visa itself is free, but travel agencies charge a fee ranging from Php 800 to Php 1,500+ for their services.

Here are the Japan visa processing fees per travel agency:

After paying for the processing fee, you’ll be issued a receipt. Keep your receipt, as you’ll use it later to claim your passport (with a visa, hopefully!).

Travel agencies like Friendship Tours, Reli Tours, and UHI don’t accept visa application filed by a representative, except when it’s done on behalf of minors or senior citizens .

If you’ll travel to Japan with children under age 18 or elderly aged 60 and above, you may apply for their visas. Parents or siblings (of legal age) can file a visa application for minors, while children (of legal age) can do so for their senior parents.

Representatives should present a signed authorization letter from the applicant, applicant’s ID, representative’s ID, and any proof of relationship with the applicant such as a birth certificate.

If you live far from any agency and cannot apply for a visa personally, you may send your documents through a courier.

Contact your chosen agency to know what courier you can use and how much it costs. Attic Tours, for example, charges a PHP 300 courier fee.

Japan visa processing typically takes two to seven working days. In some cases, it may even take weeks.

Wait for the agency to call, text, or email you. When it does, the agency either requests for additional documents or notifies that your passport is ready for pickup in its office.

If you’re asked to submit additional requirements, do so within three months to avoid the cancelation of your visa application.

When verifying the status, provide the eight-digit acceptance number on your receipt.

Get your passport from the travel agency’s office only after you’ve been informed that it’s available for pickup. Or you can receive it through the mail. It depends on your prior arrangement with the agency.

If you can’t claim your passport personally, anyone who’ll travel with you can get it on your behalf. Just have your representative submit your signed authorization letter and a photocopy of your ID.

You’ll know whether your Japan visa application is approved or rejected only when you’ve received your passport.

You’ve been issued a visa if your passport has a white sticker at the back. If the sticker on your passport is red, your application has been declined.

Tips and Warnings

First time to visit Japan? Your safest bet is to request for 15 days of stay or shorter on a single-entry visa. This will help you increase your chance of visa approval.

Applying for a longer stay or multiple-entry tourist visa as a first-timer may give the Embassy the impression that you’re trying to find a job in Japan. In that case, you’ll be denied a Japan visa.

You can travel again to Japan after you get approved for a single-entry visa. You might even get approved for a multiple-entry visa with a longer stay on your next application.

To be approved for a visa, you need proof that you can fund your travel in Japan.

But what if you don’t have a job? What if you’re earning irregular income? What if you don’t have enough show money in your bank account?

In any of those cases, you can still get a Japan visa if you apply with a guarantor who will sponsor your trip. Ideally, your guarantor is an immediate family member—a parent, sibling, or spouse—who is financially capable of covering all or part of your travel expenses.

It doesn’t matter whether your guarantor will travel with you to Japan or not. What’s important is that your guarantor’s bank certificate and ITR can prove his or her financial capacity to fund your trip.

You have to be very OC with your Japan visa requirements, as a single mistake or oversight can delay your visa processing. Worse, it may lead to rejection.

Start with making a checklist of all the requirements you need to prepare for your tourist visa application. It helps to write down the status of each document and update it as you go along.

Some important things to do before you apply for a Japan visa:

  • Check your passport’s condition and validity. Renew your passport ASAP if it is damaged, has just one or no blank page, or will expire soon.
  • Tell the photo studio that you’ll use your ID picture for a Japan visa . This ensures that the studio will follow the specs from the Japanese Embassy.
  • Make sure all your printed documents are on A4 paper. If a document is smaller or larger than the required size, adjust the original size to A4 size before printing it.
  • Double-check all your documents. Make sure they’re correct and complete.

Allow yourself ample time to prepare and complete your documents for the Japan visa application. This will help you spot anything wrong or lacking and make necessary adjustments before you apply for a visa.

For higher chances of approval, you can provide documents—in addition to the Japan visa requirements—proving you’ll come back to the Philippines within your visa’s validity period.

Your supporting documents may include the following:

  • Return flight ticket to the Philippines.
  • Certificate of employment.
  • Approved leave of absence.
  • Photocopy of travel history (including stamps and visas) on old passports.
  • Title of your real estate property, land , car, etc.
  • Business registration papers.
  • Any proof of investments (stocks, mutual funds , etc.) and insurance in the Philippines.

These documents help establish your economic or social ties with the Philippines and assure the Japanese Embassy that you won’t work or settle in Japan illegally.

Queues can get very long at travel agencies, especially during peak periods like the sakura season when tourists flock to Japan.

Agencies also handle tours and visa applications to other countries, so expect the agency’s office to be filled with customers.

Arrive early at the agency’s office so that you’ll be among the first customers in line. The wait won’t be as long as when you go there at a later time.

You also won’t have to go back after lunch or the next day if your queue number didn’t make it to the agency’s cut-off time.

Citizens of around 180 countries require a visa when traveling to Japan for tourist reasons . The Philippines is one of the countries included in that list.

Any Filipino passport holders wishing to travel to Japan must meet the Japan visa requirements.

The Japan electronic visa , or eVISA , allows Philippine citizens to travel to Japan for short visits for reasons of tourism.

The Japan eVISA i s available to citizens of the Philippines resident in select countries . It is easy to apply for via a straightforward online form. The application is usually processed quickly, and the authorization is sent via email. Learn more about the process below.

What is a Japan eVISA for Philippine Nationals?

The Japan eVISA is an electronic visa that grants the holder entry to Japan for purposes of tourism .

The eVISA allows the holder a single entry stay in Japan for up to 90 days . It is valid to enter Japan for 3 months from the day after approval. It only permits entry by air.

The Japan eVISA was originally offered to passport holders from the People’s Republic of China. However, it was then made available to citizens of certain other eligible nations, including Filipino citizens , if they are resident in select countries.

Do I Need an eVISA to Travel to Japan as a Filipino?

The Japan eVISA is only available to Filipino passport holders if they hold permanent residence in one of the following countries:

  • Saudi Arabia
  • South Africa
  • United Arab Emirates
  • United Kingdom
  • United States of America

Filipino travelers who are not resident in these countries, visiting for reasons other than tourism, not arriving by air, or wishing to stay in Japan longer are not eligible to apply for the eVISA. They should contact their local Japanese embassy or consulate for further information.

How Can I Apply for a Japan eVISA as a Citizen of the Philippines?

The application procedure for a Japan eVISA for Filipinos is straightforward. The online form takes just a few minutes to fill out . It can be completed from any device with an internet connection.

You should ensure you have all the correct paperwork and information with you when you fill in the application. This is to avoid mistakes and speed up the process of application to ensure there are no problems.

When filling in the form, you will require:

  • A valid Filipino passport . It should have at least 6 months’ validity from the date of your trip to Japan.
  • A photograph of yourself, passport.style, taken in the last 6 months.
  • An email address to which the  Japan eVISA approval notice will be sent

There will be a selection of security questions to answer as part of the online application, as well as information from the applicant’s passport. Information regarding travel details will also be required, such as dates of travel and flight information.

If you are a citizen of the Philippines resident in either Singapore or the UK, you can pay the processing fee online using a valid debit or credit card. Otherwise, you need to visit the nearest diplomatic office of Japan to complete payment.

How Will I Receive My Japan Visa as a Filipino Citizen?

When the Japan eVISA is checked and approved, the approval notice is sent to the email address registered on the application.

This processing is usually very fast, within 5 business days but often quicker than that. During busy times there can be a slight delay, so always ensure you leave plenty of time to apply before traveling.

Japan eVISA holders are required to show the original visa approval notice on a mobile device to board their flight at the airport. Printouts or screenshots are not currently permitted. If you are unable to do this, you’ll have to apply for a visa at a Japanese diplomatic office.

When we were invited to speak at the World Tourism Forum in Istanbul in early 2016, our excitement quickly morphed into worry when we realized Filipinos are required to get a visa to enter Turkey. It wouldn’t have been a problem any other day, but we were traveling abroad and we didn’t have more time to apply for one. But a quick online search revealed that e-Visas were available for Filipinos with a valid multiple-entry Japan visa. It saved us. The application took only minutes.

Sadly, Turkey no longer accepts Japan visa as a supporting document . (They limited it to US, UK, Schengen, and Ireland visas.) But it opened our eyes that this whole visa game is more complicated than we previously thought. Some countries are easier to visit if you have existing visas from other countries. For example, having a US visa on your Philippine passport will allow you to access many other countries. And that’s good news for Filipino travelers given that the Philippine passport isn’t all that powerful. At the school of passport privileges, the Philippines doesn’t sit at the table where popular kids like Germany, Singapore, South Korea or the US have their lunch.

Japan is a dream destination for many Filipinos. Over the past few years, visa policies have been relaxed and more forgiving, allowing many to visit Japan easily. But your Japan visa is more powerful than you think ! It comes with many other perks. With a valid Japan visa, your Philippine passport will get a bit more edge.

WHAT'S COVERED IN THIS GUIDE?

I discovered this on my recent trip to Europe’s Balkan region. My Schengen visa wasn’t multiple entry, which narrowed down the countries that I could visit in the area. But then I found out that Montenegro grants entry to travelers of certain nationalities, including Filipinos, provided that they have a valid multiple entry Japan visa !

I emailed their Ministry of Foreign Affairs to confirm and they replied with this:

According to the Article 7 of the Decree on Visa Regime, holders of valid foreign travel documents containing a valid Schengen visa, a valid visa of Commonwealth of Australia, the Republic of Bulgaria, the Republic of Croatia, Japan , Canada, New Zealand, the Republic of Ireland, Romania, the United States of America and the United Kingdom of Great Britain and Northern Ireland may enter, pass through the territory and stay in Montenegro up to 30 days, and not longer than the expiry of visa if the period of validity of the visa is less than 30 days.

A few days later, I was in Montenegro! I visited Kotor and Perast and they were so beautiful!

If you have a valid multiple-entry Japan visa on your Philippine passport, you don’t need to apply for a Mexico visa for stays shorter than 180 days. I learned about this because we get invited to a lot of press trips to Mexico at the last minute and we kept on declining thinking we would need to apply for a Mexico visa, which can take days. BUT when we finally took the time to research, we found out that we didn’t actually need one if we have a valid Japan visa.

According to the Mexican Embassy:

With the purpose of facilitating and promoting travel to Mexico, effective May 2016 all those foreign nationals, regardless of their nationality, visiting Mexico for tourism, business or transit are NOT required to obtain a Mexican visa IF they hold a valid (non-expired) Visa or Permanent Residence of any of this countries: United States of America, Canada, Japan , United Kingdom or Schengen area (European Union).

Ting ting ting! Japan is there! But this seems to good to be true so I emailed the Embassy of Mexico in Manila to be absolutely sure! Here’s what they said.

So yep, it’s confirmed. You can enter Mexico for tourism with a Japan visa.

Normally, a visa can be obtained online using Georgia’s E-Visa Service website . But recently, they have allowed Filipino citizens to enter the country if their passport has a valid visa from any of the member states of the Organisation for Economic Co-operation and Development (OECD), which include (among others) the US, the UK, Australia, South Korea, and (wait for it) Japan!

I tested it by making a faux application at Georgia’s E-Visa site and here’s what it said when I entered my Japan visa as a supporting document:

In case the text is too small for mobile readers, here’s what it says: Holders of valid visa or residence permit of the (Philippines) are exempted from visa requirements. You can enter Georgia without a visa for 90 days in any 180-day period. Please note that you must present relevant valid visa or residence permit along with your travel document/passport at the moment of crossing Georgian border.

Hi Panila, never been to Romania, but as far as I know, yes, you can enter Romania using a multiple entry Schengen visa. It’s also best practice to have proof of return or onward journey, just in case you’re questioned at the Immigration.

The Korean Embassy recently excluded Japan visa from their list of OECD visas that they honor after discovering several Filipinos submitting fake Japan visas.

Applicants with Japan visa will still have to complete all the requirements (including ITR) unlike before, but I think nagmamatter pa rin naman na may Japan visa ka kasi it proves your travel history.

Hi Yoshke. I was able to receive a reply via email from the Consulate of Montenegro in the Philippines. They are the ones processing the Montenegrin visa applications of Filipinos and submit those to the Embassy of Montenegro to the People’s Republic of China. They are also the ones receiving the applications directly from applicants.

Please note that holders of travel documents containing a valid Schengen visa, a valid visa of the United States of America, United Kingdom, Northern Ireland, Republic of Ireland, Japan, Australia, New Zealand, Bulgaria, Romania, and Croatia or permission to stay in these countries, may enter and stay, i.e. pass through the territory of Montenegro up to 30 days, and not longer than the expiry of visa, if the period of validity of the visa is less than thirty days. Holders of valid APEC business cards may enter and stay, i.e. pass through the territory of Montenegro up to 30 days.   If you do not hold any of the above-mentioned visas, you’ll need to apply for a Montenegrin visa.

Hi Yoshke, it is me again. It isn’t like how Japan and US handle valid visas? That as long as the visa is valid on the old passport (because sometimes, the validity of the visa exceeds that of the passport), you can travel to Japan or US with the valid visa in the old passport and attach with it the new valid passport? In Montonegro, they mean BOTH the valid Japan visa and the passport to which it is pasted should be also valid? Thank you.

Here’s what their Visa Center wrote to me via email. I’m copy-pasting it:

“Regarding your question about Japan visa in old passport I am informing you that is possible to enter Montenegro only with a visa in a valid passport.”

So I’m assuming the visa has to be on a valid passport. I’m not sure also if there have been changes to this policy since the pandemic, so best to email them directly to be sure.

Do Filipino citizens need a Japan Tourist Visa?

Filipino citizens heading to Japan for sightseeing, visiting relatives and friends, or attending short-term business meetings must secure a Japan Tourist Visa .

Currently, we only handle single-entry visa applications, which allows for a stay of 15 or 30 days and is valid for three months. If you want a multiple-entry tourist visa with a validity of up to 5 years, please check out the Embassy of Japan in the Philippines website for more information on how to apply.

How to apply for a Japan Tourist Visa from the Philippines with us

Applying for a visa can be tricky, but we make the process simpler and more manageable compared to other platforms.

Here’s a step-by-step guide on how to apply with us:

Step 1: Enter your personal and travel details on our website or via the iVisa app .

Step 2: Verify that all your information is accurate. Pay the service fee with a credit or debit card, PayPal, or Venmo. Once your payment is received, we’ll send you a guide to help you complete the rest of the application process.

Step 3: Finish filling out the application form, upload the required documents, and submit everything.

Step 4: Gather the required documentation and submit it to one of the travel agencies accredited by Japan for processing.

After the processing period, you’ll receive a notification to go and collect your passport. If your visa is approved, the passport will have the visa affixed to it.

When you arrive in Japan, an immigration officer will review your Japan Tourist Visa and the documents confirming the purpose of your visit. They will then stamp your passport with a Landing Permit , which takes the place of the visa.

Not everyone can get a multiple-entry Japan Tourist Visa. You’ll either have been to Japan and is financially capable, traveled several times to a G7 Country (Canada, France, Germany, Italy, UK, and the US), have enough money or is an immediate family member of someone with high financial capacity. How to Apply for Japan Tourist Visa

Below is a step-by-step guide on how to apply for a Japanese Tourist Visa.

Note: The Japan National Tourism Organization (JNTO) cannot facilitate Visa applications  nor can we answer Visa-related inquiries.

For Visa-related inquiries, kindly contact the Japanese Embassy in the Philippines. https://www.ph.emb-japan.go.jp/itpr_en/00_000035.html

  • Passport (holder’s signature required)
  • Visa Application form (one 4.5cm x 3.5 cm facial photo must be attached)
  • Birth Certificate (issued by PSA within one year)
  • Marriage Certificate (issued by PSA within one year, for married applicants only)
  • Itinerary in Japan

Note: If there is a used Japanese Visa on your passport, birth certificate and marriage certificate are unnecessary.

If applicant will shoulder part/all travel expenses:

  • Bank certificate
  • Photocopy of Income Tax Return (BIR Form 2316)

If a guarantor will shoulder part/all travel expenses:

  • Guarantee letter
  • Proof of relationship between applicant and guarantor (e.g. birth certificates)
  • Bank Certificate

You can get the application form from The Embassy of Japan in the Philippines website .

Make sure to make extra copies.

You can submit your application form with the required documents through these  accredited travel agencies .

The Visa-handling fee for the Japan Tourist Visa varies per travel agency. You must pay the fee after you submit your documents.

The travel agency will contact you if your passport is ready for pickup.

A senior official at South Korea’s Ministry of Foreign Affairs told reporters Friday that the government is considering measures for passport-free travel between South Korea and Japan. Failing that, the official said, there are considerations of a system that would simplify the entry process so that Japanese citizens can travel to Korea almost as easily as Korean citizens.

The official made these comments in a background briefing after a press availability by Yun Duk-min, South Korean ambassador to Japan. During the briefing, the official added that Japan is “largely in agreement” on the proposal.

“South Korea and Japan share the same values. We are countries in Asia where the citizens are free to say whatever they want about their leaders, and they do not have to fear political imprisonment,” the official said.

“Our levels of economic achievement are also similar. I’d even argue that Koreans have a better standard of living. I don’t think requiring a passport for Korea-Japan travel makes much sense.” 

The plan touched on by the official is being likened to a South Korea-Japan equivalent of the European Union’s Schengen Agreement, which allows visa-free travel among member nations. The official proposed a system that permits Korea-Japan travel so long as travelers present a simple form of ID akin to Korea’s resident registration number or Japan’s “My Number” card.

Next year, Korea and Japan will celebrate 60 years of relations. The Foreign Ministry official suggested that South Korea and Japan “make an agreement for reconciliation and cooperation similar to the one made by Germany and France,” while noting that “a variety of discussions are currently underway.” 

The official was likely referencing the Treaty of Élysée, which was signed by West Germany and France on Jan. 22, 1963, at the Élysée Palace in Paris. With that document, French President Charles de Gaulle and German Chancellor Konrad Adenauer agreed to formally end the two countries’ hostile relations and normalize diplomatic relations. 

Regarding controversies and disagreements concerning the Japanese colonial occupation and forced labor mobilization by Japanese firms, the official remarked, “Those are complicated issues, but we are working on solutions, and many Japanese firms have expected to delegate significant funds dedicated to building a Korea-Japan partnership.”

“We need to view those issues [of forced mobilization] not as legal issues or nation-to-nation issues, but as person-to-person issues,” the official added.

“Even as Japanese travelers are forgoing overseas trips amid a sharp depreciation of the Japanese yen, 2.3 million Japanese tourists have visited Korea this year, and the number keeps going up,” said Yun. 

“South Korea-Japan human exchange has gone beyond the 10 million era. We are now entering the 12 million era,” the ambassador added. 

Noting that Korea and Japan mark 60 years of diplomatic relations next year, Yun said, “I believe there’s a need to not go backward, but upgrade our relationship to a stable one with tangible benefits for the publics of both Korea and Japan.”

A New Pacific Arsenal to Counter China

With missiles, submarines and alliances, the Biden administration has built a presence in the region to rein in Beijing’s expansionist goals.

U.S. officials have long seen their country as a Pacific power, with troops and arsenals at a handful of bases in the region since just after World War II.

But the Biden administration says that is no longer good enough to foil what it sees as the greatest threat to the democratic island of Taiwan — a Chinese invasion that could succeed within days.

The United States is sending the most advanced Tomahawk cruise missiles to Japan and has established a new kind of Marine Corps regiment on Okinawa that is designed to fight from small islands and destroy ships at sea.

The Pentagon has gained access to multiple airfields and naval bases in the Philippines , lessening the need for aircraft carriers that could be targeted by China’s long-range missiles and submarines in a time of war.

The Australian government hosts U.S. Marines in the north of the country, and one of three sites in the east will soon be the new home for advanced American-made attack submarines. The United States also has a new security agreement with Papua New Guinea.

Xi Jinping, China’s leader, and other officials in Beijing have watched the U.S. moves with alarm. They call it an encirclement of their nation and say the United States is trying to constrain its main economic and military rival.

Since the start of his administration, President Biden has undertaken a strategy to expand American military access to bases in allied nations across the Asia-Pacific region and to deploy a range of new weapons systems there. He has also said the U.S. military would defend Taiwan against a Chinese invasion.

On Wednesday, Mr. Biden signed a $95 billion supplemental military aid and spending bill that Congress had just passed and that includes $8.1 billion to counter China in the region. And Secretary of State Antony J. Blinken traveled to Shanghai and Beijing this week for meetings with Mr. Xi and other officials in which he raised China’s military activity in the Taiwan Strait and the South China Sea, calling it “destabilizing.”

Mr. Xi told Mr. Blinken on Friday that the United States should not play a “zero-sum game” or “create small blocs.” He said that “while each side can have its friends and partners, it should not target, oppose or harm the other,” according to an official Chinese summary of the meeting.

Earlier in April, the leaders of the Philippines and Japan met with Mr. Biden at the White House for the first such summit among the three countries. They announced enhanced defense cooperation, including naval training and exercises, planned jointly and with other partners. Last year, the Biden administration forged a new three-way defense pact with Japan and South Korea.

“In 2023, we drove the most transformative year for U.S. force posture in the Indo-Pacific region in a generation,” Ely S. Ratner, the assistant secretary of defense for Indo-Pacific security affairs, said in a statement following an interview.

The main change, he said, is having American forces distributed in smaller, more mobile units across a wide arc of the region rather than being concentrated at large bases in northeast Asia. That is largely intended to counter China’s efforts to build up forces that can target aircraft carriers or U.S. military outposts on Okinawa or Guam.

These land forces, including a retrained and refitted U.S. Marine littoral regiment in Okinawa, will now have the ability to attack warships at sea.

For the first time, Japan’s military will receive up to 400 of their own Tomahawk cruise missiles — the newest versions of which can attack ships at sea as well as targets on land from over 1,150 miles away.

The Pentagon has also gained access rights for its troops at four additional bases in the Philippines that could eventually host U.S. warplanes and advanced mobile missile launchers, if Washington and Manila agree that offensive weaponry can be placed there.

The United States has bilateral mutual defense agreements with several allied nations in the region so that an attack on the assets of one nation could trigger a response from the other. Bolstering the U.S. troop presence on the soil of allied countries strengthens that notion of mutual defense.

In addition, the United States continues to send weapons and Green Beret trainers to Taiwan, a de facto independent island and the biggest flashpoint between the United States and China. Mr. Xi has said his nation must eventually take control of Taiwan, by force if necessary.

“We’ve deepened our alliances and partnerships abroad in ways that would have been unthinkable just a few years ago,” Kurt Campbell, the new deputy secretary of state, told reporters last year, when he was the top Asia policy official in the White House.

What Deters China?

Taiwan’s foreign minister, Joseph Wu, said in an interview in Taipei that the strengthened alliances and evolving military force postures were critical to deterring China.

“We are very happy to see that many countries in this region are coming to the realization that they also have to be prepared for further expansions of the P.R.C.,” he said, referring to the People’s Republic of China.

To some Chinese military strategists, the U.S. efforts are aimed at keeping China’s naval forces behind the “first island chain” — islands close to mainland Asia that run from Okinawa in Japan to Taiwan to the Philippines.

U.S. military assets along these islands could prevent Chinese warships from getting into the open Pacific waters farther east if conflict were to break out.

Leaders in China’s People’s Liberation Army also talk of establishing military dominance of the “second island chain” — which is farther out in the Pacific and includes Guam, Palau and West Papua.

But several conservative critics of the administration’s policies argue that the United States should be keeping major arms for its own use and that it is not producing new ships and weapons systems quickly enough to deter China, which is rapidly growing its military .

Some American commanders acknowledge the United States needs to speed up ship production but say the Pentagon’s warfighting abilities in the region still outmatch China’s — and can improve quickly with the right political and budget commitments in Washington.

“We have actually grown our combat capability here in the Pacific over the last years,” Adm. Samuel J. Paparo Jr., the incoming commander of the U.S. Indo-Pacific Command, said in an interview. “But our trajectory is still not a trajectory that matches our adversary. Our adversaries are building more capability and they’re building more warships — per year — than we are.”

Mr. Paparo said new American warships were still more capable than the ones China is building, and the U.S. military’s “total weight of fires” continued to outmatch that of the People’s Liberation Army, for now.

The Intermediate-Range Nuclear Forces Treaty , a Cold War-era arms control agreement between Washington and Moscow, prohibited land-based cruise or ballistic missiles with ranges between 311 miles and 3,420 miles. But after the Trump administration withdrew from the pact, the United States was able to develop and field a large number of small, mobile launchers for previously banned missiles around Asia.

Even with the deployment of new systems, the United States would still rely on its legacy assets in the region in the event of war: its bases in Guam, Japan and South Korea, and the troops and arms there.

All of the senior U.S. officials interviewed for this story say war with China is neither desirable nor inevitable — a view expressed publicly by Defense Secretary Lloyd J. Austin III. But they also insist that a military buildup and bolstering alliances, along with diplomatic talks with China, are important elements of deterring potential future aggression by Beijing.

Wang Yi, China’s foreign minister, told Mr. Blinken on Friday in Beijing that “the negative factors in the relationship are still increasing and building, and the relationship is facing all kinds of disruptions.” He warned the United States “not to interfere in China’s internal affairs, not to hold China’s development back, and not to step on China’s red lines and on China’s sovereignty, security and development interests.”

The new deterrent effort is twofold for American forces: increasing patrolling activities at sea and the capabilities of its troop levels ashore.

To the former, the Pentagon has announced that U.S. Navy warships will participate in more drills with their Japanese counterparts in the western Ryukyu Islands near Taiwan and with Filipino ships in the South China Sea, where the Chinese coast guard has harassed ships and installations controlled by the Philippines .

To the latter, Marine Corps and Army units already in the Pacific have recently fielded medium- and long-range missiles mated to small, mobile trucks that would have been prohibited under the former treaty.

These trucks can be quickly lifted by Osprey tilt-rotor aircraft or larger cargo planes to new locations, or they can simply drive away to evade a Chinese counterattack. A new flotilla of U.S. Army watercraft being sent to the region could also be used to reposition troops and launchers from island to island.

In an interview last year with The New York Times, Gen. David H. Berger, then the Marine Corps’ top general, said the service had begun analyzing strategic choke points between islands where Chinese forces were likely to transit throughout the Pacific. He said the service had identified sites where Marine assault forces like the new Okinawa-based littoral regiment could launch attacks on Beijing’s warships using these new weapons.

The Pentagon announced in February last year a new military base-sharing agreement with Manila, giving U.S. forces access to four sites in the Philippines for use in humanitarian missions, adding to the five sites previously opened to the Pentagon in 2014. Most of them are air bases with runways long enough to host heavy cargo planes.

Plotting their locations on a map shows the sites’ strategic value should the United States be called upon to defend their oldest treaty ally in the region , if the Philippines eventually agrees to allow the U.S. military to put combat troops and mobile missile systems there.

One, on the northern tip of Luzon Island, would give missile-launching trucks the ability to attack Chinese ships across the strait separating Philippines from Taiwan, while another site about 700 miles to the southwest would allow the U.S. to strike bases that China has built in the Spratly Islands nearby.

In 2023, the United States committed $100 million for “infrastructure investments” at the nine bases, with more funds expected this year.

The Pentagon has forged closer military ties with Australia and Papua New Guinea , extending America’s bulwark against potential attempts by the Chinese military at establishing dominance along the “second island chain.”

The Obama administration moved a number of littoral combat ships to Singapore and deployed a rotating force of Marines to Darwin, on Australia’s north coast, giving the Pentagon more assets that could respond as needed in the region.

Last year, the Biden administration greatly elevated its commitment to Australia, which is one of America’s most important non-NATO allies.

A new multibillion dollar agreement called AUKUS — for Australia, the United Kingdom and the United States — will permanently transfer some of the U.S. Navy’s newest Virginia-class attack subs to Canberra . The location of the new bases for those subs has not been announced, but the first group of Australian sailors who will crew them graduated from nuclear power training in America in January.

These stealthy submarines, which can fire torpedoes and Tomahawk missiles, will potentially add to the number of threats Beijing faces in case of a regional war.

Just north of Australia, an agreement in August gave U.S. forces more access to Papua New Guinea for humanitarian missions and committed American tax dollars to update military facilities there.

To Admiral Paparo, this growing network of partnerships and security agreements across thousands of miles of the Pacific is a direct result of what he calls China’s “revanchist, revisionist and expansionist agenda” in the region that has directly threatened its neighbors.

“I do believe that the U.S. and our allies and partners are playing a stronger hand and that we would prevail in any fight that arose in the Western Pacific,” the admiral said.

“It’s a hand that I would not trade with our would-be adversaries, and yet we’re also never satisfied with the strength of that hand and always looking to improve it.”
