FedRooms provides Federal Travel Regulation (FTR) compliant hotel accommodations at or below per diem with standardized amenities. The program is available to all U.S. government and military personnel. In 2024, there are over 10,900 FedRooms properties available in over 3,000 markets.

Best In Class (BIC)

FedRooms is a designated Best In Class (BIC) solution per the Office of Management and Budget. BIC solutions are rigorously vetted, well-managed governmentwide solutions that help governmentwide efforts in optimizing spend under management. Agencies should utilize FedRooms when booking lodging for official duty travel to take advantage of the benefits and protections, which include:

  • Rates at or below per diem.
  • No early departure fees.
  • No minimum stay requirements.
  • Unparalleled flexibility with 4:00 p.m. day of arrival cancellation policy for domestic stays and 24-hours prior to arrival cancellation policy for international.
  • Earn loyalty points at your favorite hotel.
  • Policy compliant hotels that are ADA compliant and FEMA certified within the US and US territories.
  • No additional fees (e.g. resort, booking, urban destination, etc.).

Booking the FedRooms rate

FedRooms rates are available through the preferred government booking channels: ConcurGov and E2 Solutions, the Defense Booking Tools, or your agency's travel management company. Choose a FedRooms rate in your agency’s online booking tool, or ask your travel management company specifically for the FedRooms rate to receive the program's benefits.

Eligibility

Federal civilian and military travelers on official government travel for 1 to 29 nights are eligible to use FedRooms properties. If you’d like to check if you are eligible to use FedRooms, please refer to the GSA Eligibility Determination webpage for more information.

FedRooms.com changes

In compliance with governmentwide policy for official government websites, GSA will no longer support fedrooms.com as a contractor-provided website. The FedRooms program overall will still be used for official government travel.

Existing reservations will be honored. As an alternative for leisure travel, federal travelers can contact their desired hotel or go to the hotel’s website to see if any special rates for government employees are offered.

The FedRooms rate will continue to be available for official duty travel via the government's booking tools (ConcurGov, E2 Solutions, the Defense Travel System or by calling your travel management company and asking for the FedRooms rate.

Traveler reimbursement is based on the location of the work activities and not the accommodations, unless lodging is not available at the work activity, then the agency may authorize the rate where lodging is obtained.

Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely surrounded by, the corporate limits of the key city, including independent entities located within those boundaries."

Per diem localities with county definitions shall include "all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."

When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.

Feds may lose travel perk when FedRooms booking website is overhauled

Federal employees may lose their ability to book discounted leisure travel through a popular government web portal when the website sunsets later this year.

The FedRooms lodging program is the only government-wide hotel program available to all federal and military travelers on official business. It sets competitive rates for stays at more than 10,000 properties around the world, and the ability to book leisure travel is an added benefit. More than 400,000 rooms were booked using the site last year, according to the General Services Administration .

This month, the program announced on Facebook that it was discontinuing the FedRooms website after Sept. 30, prompting concerns from feds that this meant an end to the program altogether. A GSA spokesperson clarified that’s not the case.

“The FedRooms program overall is not going away, but in order to be compliant with policy and to minimize future unnecessary costs, GSA will no longer support FedRooms.com as a contractor-provided website as of Sept. 30, 2024 (the date the contract is set to expire),” the official said in a statement.

Any existing reservations made for beyond Sept. 30 will still be honored, the spokesperson said. No new bookings after that will be permitted. GSA said that a new temporary-duty lodging contract is targeted for award this spring.

In the meantime, booking for official travel will remain available via other tools, such as E2 Solutions, ConcurGov, the Defense Travel System and by calling an agency’s travel management company, the spokesperson said.

For employees who still want to find a competitive rate for leisure travel, they can reach out to hotels directly to inquire about a “government” rate. Any deals, however, are subject to hotels’ discretion.

FedRooms is a popular program among feds. From 2019 to 2023, nightly stays increased almost 70%. Employees appreciate the program for its flexible cancellation policies, zero deposits, free parking and waived fees. It also ensures prices are at or below approved per-diem rates.

The change is motivated by compliance requirements in pre-existing policy that govern the use of official websites. The Office of Management and Budget within the White House directs agencies to use only “.gov” websites as a way to convey trustworthy, verified information to the public. In addition, the Federal Travel Regulation requires temporary duty travel to be made only with approved booking tools; Fedrooms.com is not one of them.

The existing contractor, CW Government Travel, was re-awarded the $47 million contract for FedRooms in 2019. That expires on Sept. 30, coinciding with the discontinuation of the website, which is managed by the vendor, not GSA. A request-for-proposal for fa five-year contract was submitted in January .

A spokesperson for the company directed Federal Times’ inquiries to GSA.

Correction: This article previously misstated how many stays were booked with FedRooms. In 2023, there were 400,000 room nights booked via fedrooms.com . That’s out of 3.8 million total FedRoom reservations approved through other booking tools, like ETS2, DTS, and agency TMCs.

How do I search for a property?

Enter your destination address in the search bar on the Business Travel or Medical Travel page OR select the city/community where you would like to stay. 

What is a standard room?

A standard room is a normal room offered by the property. It is clean and heated and has at least 1 bed, a television, and self-contained washroom. Properties are required to supply a standard room, at the listed rate, if one is available. If the hotel is sold out of standard rooms they may offer a better quality room at the same rate, but are not obligated to do so unless the original room reservation was confirmed / guaranteed.

What should I do if the property has a higher conference rate?

Properties may offer conference rates, that have been negotiated with the conference organizer, and are accessible to all attendees.

Properties are not obliged to offer rooms at the government rate if you identify yourself as a conference participant. In this case, the conference rate is applied to your booking.

What if the hotel does not honour or quote the rate listed online?

There may be multiple reasons for this:

  • The quoted rate is for a non-standard room . It's possible the hotel does not have any standard rooms available and the quote is for the next available room rate. If this is the case, contact another property that has standard rooms available at the listed rate.
  • Confirm the hotel knows you are referring to the provincial government rate as they may be quoting a federal or municipal government rate.
  • Many properties have reservation call centres  and they may be quoting a different rate. Contact the property directly instead or ask to speak to someone at the property.
  • Consider your occupancy. If you are travelling with someone and sharing a standard room, there could be an additional cost per person. If this is the case, the double or twin rate may be quoted.
  • Check the property’s blackout dates. If your travel occurs during blackout dates, the hotel is not obligated to provide you with a standard room at the listed government rate.

Can I stay with family or friends? 

Government employees may use private accommodation instead of commercial accommodation and claim the private accommodation allowance. Review CPPM Chapter 10 - Travel for information on allowances.

Are there additional fees, taxes, or levies?

All fees and levies are included in the rates listed. At check-out, hotels might break down these fees on a separate line. The standard room rate and these fees must total what is listed.

The destination marketing fee (DMF) and taxes assessed by a government (e.g. provincial sales tax and municipal and regional district tax) will be charged in addition to the standard room rate listed.

What kind of identification should I have if the property asks for proof that I work for an eligible organization?

Acceptable identification may vary depending on your employer. Identification will include, at a minimum, traveller’s name and employer.

For B.C. government employees, B.C. Public Sector entity employees, and Alberta, Saskatchewan or State of Washington business travellers, if requested, be prepared to present:

  • Photo identification and;
  • A business card, pay stub, or business email address (e.g. @gov.bc.ca or @viha.ca)

Can a consultant/contractor use the government rate while on official business?

Yes, consultants/contractors of the B.C. government or an organization on the CSA Users List may receive the government rate if they present a letter of authorization (DOC, 153KB)  signed by the Province’s or entity’s contract manager and their accommodation expenses are reimbursable as part of their agreement. The letter must include:

  • Full name of contractor/consultant
  • Start and finish dates of contract

Why is the hotel I stayed at last month not showing up in my search for this month?

The hotel (or property) may not have submitted a rate for the month or the rate they submitted was too high so they were not successful for the month. Properties submit rates by month so each monthly rate submitted could be different. Also, not all properties submit rates for every month of the year. High season, low season and mid-season vary so properties need to be able to submit different rates for each month. During evaluations, each month in each community is evaluated separately.

These rates are for business travel or medical travel only.

If you are B.C. government employee, some properties do offer leisure/personal travel rates. Visit the Employee Discount Store on @Work (IDIR required) for more information.

When can I use the medical travel rates?

Use the medical travel rates when you (or a family member that you are care for) must travel out-of-town to obtain non-emergency specialist and outpatient medical services.

For further assistance, consider the  Travel Assistance Program which can help with transportation costs.

What do different occupancy types mean?

  • Single (S): 1 person and 1 bed in the room
  • Double (D): 2 people and 1 bed in the room
  • Twin (T): 2 people and 2 beds in the room

If breakfast is included, what is typically included in each offering?

Breakfast offerings vary by property and may not include everything listed below.

  • Continental breakfast typically includes coffee, tea, milk, fruit juices, cereal, fruit, toast (white/whole wheat bread), bagel and a selection of baked goods (e.g. muffins, croissants, and pastries) and may offer a milk beverage alternative (soy, almond)
  • Deluxe continental typically includes all items in the continental breakfast plus yogurt, eggs (hard-boiled, scrambled or omelette), pancakes and/or waffles, and oatmeal/porridge
  • Full breakfast typically includes bacon, sausage, or ham or meat alternative (beans, lentils, tofu, seeds/nuts), cereal, fruit, toast (white/whole wheat bread), bagel, baked goods, yogurt, eggs (hard-boiled, scrambled or omelette), pancakes and/or waffles, oatmeal/porridge, coffee, tea, milk, milk beverage alternative (soy or almond), and fruit juice

Note: At most Marriott hotels the government rate is available to eligible guests regardless of whether they are traveling on business or pleasure. Can I book Government Rates online?

Yes. Government rates can be booked online for Government employees on individual (non-group) government business-related travel. The eligible employees are U.S. Federal and State employees, National Government employees, active military personnel, Amtrak employees and Canadian Provincial employees. You will be required to provide the appropriate identification at check in. Please note that only one room can be booked per government employee.

I hate to have to travel on a leisure trip with my creds. If I loose them or they are stolen I am in a heap of trouble as I work for a federal law enforcement agency but I am not an 1811.

@L – That’s not an option for military members as we are required to have our IDs on us.

Glenn & Andy Not sure if this is the best place for this, but I can’t find elsewhere on your blog – “Choice” hotels offers Gold level automatically to all military members. Also offers government rate to military for leisure travel. Not the most elite chain, but a lot of us will use them for stops on a long road trip, etc. “Gold” gets 10% bonus on points – not much else. Thanks for writing a great blog.

Terms and Conditions

All government employees (federal, state, county, local governments), Military personnel, Defense or Cost Reimbursable Contractors (CRCs) and State-funded higher education universities and healthcare facilities qualify for Government rate.

To receive your discounted rate, be sure to present your official identification or work orders when you check in at any of our participating hotels, many of which also offer special amenities for government travelers. Without proper ID, discount cannot be given.

The Government Discount Rate is controlled by the individual hotels and is a percentage off our Best Flex Rate. Discount may vary by hotel. Blackout dates apply and rooms are subject to availability. Certain room types may be excluded from the promotion. Hotel policy varies in regard to number of guests allowed per room. Not applicable with other discounted rate promotions. Not applicable to group bookings.

Some restrictions apply based on individual hotel policies. Changes to your reservation are usually acceptable, but always check the hotel's cancellation policy before booking for cancellation fees that may apply depending upon arrival date and hotel selected.

If Eligible government employees are also IHG One Rewards Members they will be subject to the following additional terms:

  • In case that two or more than two Eligible Members check-in the same one room at the same time, points will only be credited to the same account of the one of such member who made the booking.
  • Eligible points will be deposited to the Eligible Member’s IHG® One Rewards account in 4-6 weeks.
  • If any Eligible Member is found conducting fraud or misusing regarding this promotion, IHG® One Reward has the full right and discretion to withdraw the rewards to such Eligible Member or even close the IHG® One Rewards account of such Eligible Member.
