Draft National Tourism Policy seeks to enhance contribution of tourism in Indian economy by making India a year-round tourist destination

The Ministry of Tourism has drafted a National Tourism Policy incorporating suggestions received from Central Ministries, State Governments/UT Administrations and Industry Stakeholders. The key strategic objectives of the Policy are:

i. To enhance the contribution of tourism in Indian economy by increasing the visitation, stay and spend and making India a year-round tourist destination,

ii.  To create jobs and entrepreneurial opportunities in tourism sector and ensure supply of skilled work force,

iii. To enhance the competitiveness of tourism sector and attract private sector investment,

iv. To preserve and enhance the cultural and natural resources of the country,

v.  To ensure sustainable, responsible and inclusive development of tourism in the country.

Ministry of Tourism, Government of India has launched the “Adopt a Heritage: Apni Dharohar, Apni Pehchaan” project for developing tourism amenities at heritage/natural/tourist sites spread across India for making them tourist friendly, in a planned and phased manner. The project aims to encourage companies from public sector, private sector, trusts, NGOs, individuals, and other stakeholders to become ‘Monument Mitras’ and take up the responsibility of developing and upgrading the basic and advanced tourist amenities at these sites as per their interest and viability in terms of a sustainable investment model under CSR and other funds.

In order to deliberate, ideate and devise strategies for promoting “Tourism in Mission Mode” and in line with the Government decision, the Ministry of Tourism organized a 2 days Chintan Shivir – on the theme of ‘Tourism in Mission Mode: Convergence and Public Private Partnership’, on 28-29 March, 2023 at New Delhi. The Ministry of Tourism has instituted a steering committee for increasing investments and public private participation in tourism and hospitality sector. The committee has representation from key line Ministries, industry associations (CII, FICCI, HAI, HHAI) and Invest India.

The guidelines for Swadesh Darshan2.0 envisage encouraging the States for opportunities for Private-Sector and Public-Private Partnerships. PRASHAD Scheme provides for PPP mode in only operation and maintenance of the facilities created/to be created under the project. Ministry of Tourism has launched the Travel for LiFE Initiative. Travel for LiFE aims to promote sustainable tourism in the country, through mindful and deliberate actions mobilized toward tourists and tourism businesses in the consumption of tourism resources.

Ministry of Tourism is organizing webinars under Dekho Apna Desh initiative to create awareness among the citizens about the rich heritage and culture of the country, generate a sense of national pride and belongingness among the citizens, and encourage the citizen to travel widely within the country, enhanced tourist footfalls, development of local economy and creation of job at local level. The Ministry through its regional offices has also organized quiz programmes, essay writing and poster making competitions at YUVA Tourism Clubs, IHMs, IITTMs, Schools to create awareness about history, heritage, tourism products and destinations in the country among the students.

In order to attract foreign investment in the tourism sector, 100% Foreign Direct Investment (FDI) is allowed under the automatic route in the tourism and hospitality industry in India, subject to applicable regulations and laws. 100% FDI is allowed in tourism construction projects, including the development of hotels, resorts and recreational facilities.

This reply was given by Minister of Culture, Tourism, and Development of North-Eastern Region Shri G.Kishan Reddy in Lok Sabha today in a written reply.

In a boost to Bihar tourism, state welcomed over 8 lakh tourists in 2023

A senior tourism department official said that the surge in tourism in bihar could be attributed to the diverse attractions that cater to various religious and cultural interests..

The state of Bihar is underlining its presence on the country's tourism map at a very fast pace. According to the state tourism department officials, Bihar welcomed over eight lakh tourists in 2023.

"The state is rich in cultural heritage and historical significance, and it has seen an influx of eight lakh tourists in the past year. This surge in tourism can be attributed to the diverse attractions that cater to various religious and cultural interests", said a senior tourism department official.

Buddhists from around the world are drawn to Bihar to visit Bodh Gaya, the place where Gautam Buddha attained enlightenment. The site is one of the most revered pilgrimage destinations for Buddhists across the world.

Additionally, Sikhs pay visit to Patna Sahib, the birthplace of Guru Gobind Singh, making it a significant spiritual destination.

"For Muslims, the Maner Sharif is notable as one of the oldest Sufi mosques in India, attracting devotees and historians alike. Jain pilgrims visit Bihar to honour Mahavir, the 24th Tirthankara, whose birthplace in Vaishali is a focal point of Jain culture. Hindu devotees flock to Gaya for the Pitrpaksh Mela, an annual event where rituals are performed for the salvation of ancestors' souls", he added.

A decline in crimes, better highway and road connectivity, and comfortable and affordable accommodation and transportation facilities that have been created in the last decade, have helped the state excel in the field of tourism.

However, officials say that many areas in the state were still underrated and people need to visit them to understand the true history of India.

The erstwhile Jagirdar of Jagdishpur estate, Babu Kunwar Singh, was a hero of the 1857 revolution and had conquered large parts of eastern India from the British and died a heroes' death after cutting his own hand that had been shattered due to a bullet wound.

The Ara House, his fortress of Jagdishpur and the tunnels across the area are some of the key historical landmarks that mark the freedom struggle. Also, many parks and memorials for his contributions have been made that are open to tourists, the official added.

The state is also focusing on ecotourism to diversify its offerings.

"Ecotourism clusters are being developed to showcase the state's natural beauty. The Kaimur Wildlife Sanctuary, with its stunning waterfalls, is a prime example. Additionally, the Rajgir-Nalanda area is being promoted for its potential to attract nature enthusiasts alongside its historical significance," the official said.

In a recent development, a record number of visitors attended the Manmas Mela over the past two and a half years, reflecting the state's growing appeal.

Moscow targets Indian tourists with focus on leisure, MICE, weddings, and film tourism

The Moscow City Tourism Committee is focusing on leisure, MICE, wedding and film tourism segments in India to spur tourism growth. The Indian outbound tourism market is now strongly recovering for Moscow with the destination recording 60,000 tourist arrivals from India in 2023 – a 25 per cent year-on-year growth over the previous year.

Evgeny Kozlov, first deputy head of the mayor’s office and the Government of Moscow, chairman of the Moscow City Tourism Committee who is at present in India as part of the delegation participating in trade event, SATTE 2024 said the electronic visa regime which was introduced by Russia for India among many other global markets on August 1, 2023 is helping the tourist numbers to grow.

“There are many diverse tourism experiences available in Moscow. We want to promote the use of ‘RUSSPASS’ among Indian leisure tourists who with the use of this digital platform can plan their trip in Moscow according to their interest,” said Kozlov.

Last year, Moscow hosted the Meet Global MICE Congress which recorded a strong presence from the Indian market. “We cooperate closely with the Indian MICE planners, educating them about our MICE products through fam trips. This year, we are planning a fam trip for MICE planners in India,” said Kozlov.

The Moscow City Tourism Committee is also looking to tap into the Indian weddings segment, since no Indian wedding has been hosted in Moscow.

“We understand the potential of Indian weddings and want to penetrate this market. Apart from traditional venues, as a destination, we can offer very unique locations for weddings like old beautiful metro stations, forests or (nearby the) river. We will be engaging with wedding planners in India to understand the demand and expectations of this segment and will plan our strategy accordingly,” added Kozlov.

Indian tourists rank third in the number of business travellers from outside the CIS countries: Evgeny Kozlov

Business travellers, including those from india, usually spend two times more than travellers visiting the country for other purposes..

Noting that Indians rank highly among business travellers to Russia, the Russian authorities are now drawing up plans to tap on this segment, especially in the wake of economic sanctions from the West post the war with Ukraine. Outside of the 12 Commonwealth of Independent States (CIS) countries, a regional grouping of the former Soviet nations, Indian tourists presently rank third in the number of business travellers, and are also high spenders as compared to other categories of visitors. More flight connections between Russia and various Indian cities are likely to be added in the coming days, to cater to the growing segment of business travellers, EVGENY KOZLOV, Chairman, The Moscow City Tourism Committee, told DIVYA A in an interview with The Indian Express. Excerpts:

Have the dynamics of business tourism to Russia changed over the past one year? In the post-conflict world, how has this panned out?

Kozlov: Moscow is implementing many initiatives at once to increase its tourist attractiveness. This year, we brought the tourist flow to 90 per cent of what it was before the pandemic. Almost one million foreign tourists came to Moscow in the first half of 2023. The leader in tourist traffic among non-CIS countries was China. Also in the top are Iran, the United Arab Emirates, Turkey and India. Prior to the outbreak of the pandemic, there was an annual increase of 12-15 per cent in the number of tourists from India. We are now making strides towards recovery, as all necessary conditions have been established.

What are the measures planned to ease the procedure of arrival and stay in Russia?

Kozlov: More than 30,000 tourists have used the electronic visa in the first month itself, since it was introduced on August 1, 2023. Indian tourists currently rank third in the number of business travellers from outside the CIS countries.

What is Moscow going to attract international business with? What are the countries they would be focusing on at this juncture, even as most of Europe is out of picture in terms of business/business tourism?

Kozlov: We are focusing on developing business tourism by arranging business missions and preliminary visits to Moscow. The Moscow City Tourism Committee has organised eight business missions across eight countries, with over 70 companies from the UAE, India, and Iran participating in these events. We are also implementing an online training and certification programme to promote Moscow as an attractive destination for business tourism. The city will host the Global MICE Congress on October 6, bringing together professionals from 14 countries, including India, China, Indonesia, and Malaysia. This will promote interaction between representatives of Moscow and foreign tour industries.

What is the profile of the Indian business traveller coming to Moscow, and to Russia in general?

Kozlov: Business tourists account for one fifth of all tourist traffic to Moscow. At the same time, about 40 per cent of all business tourists return to the city with family or friends. This year, the trend continued: in the first quarter, India was in third place among visitors from abroad in terms of the number of business travellers. Business travellers, including those from India, usually spend two times more than travellers visiting the country for other purposes.

Was the event in Delhi a standalone effort with India in mind, or part of a series of such events globally?

Kozlov: We place a certain emphasis on business tourism, which can create a steady high flow of tourists to the city. We see India as one of the best. One of the goals of the event is to present Moscow to the international MICE community as an attractive place for organising business events of various sizes.

Are there any specific practical issues that a tourist going to Russia currently might face – flight connections, if credit cards are working, or anything else one might brace for?

Kozlov: We are doing our best to establish cooperation with all India’s states. Currently, there are 10 regular flights from Moscow to different cities in India. Of course, in the case of a significant increase in tourist traffic – both corporate and private travellers – more flights will be required. We expect that the mutual tourist flow between our countries will continue to grow. We feel the need to launch direct flights with other cities, primarily Mumbai , but also Kolkata , Bangalore and Chennai. The validity period of an e-visa is 60 days from the date of its issuance. You can stay with it in Russia for 16 days. It has several advantages over a traditional visa — you do not need to go to consulates or embassies, and the only documents required are a digital photograph of your face and a scan of the page with your passport data. The e-visa is available for citizens of 55 countries, including India. Also, initiatives like the Foreign Tourist Card will help address payment-related issues.

From the capital to Siberia 30 Indian travel companies visited Moscow and Tyumen

Delhi, India (NewsVoir) • Representatives of 30 Indian travel companies visited Moscow to learn about a new tourism project • Russian holidays: From the capital of Russia to the capital of Siberia” and establish business contacts with representatives of the Russian tourism industry The project “Russian holidays: From the capital of Russia to the capital of Siberia” was presented at a B2B session organized jointly by the Moscow City Tourism Committee and Aeroflot on 31st August 2023. As part of the project, Indian travelers will have the opportunity to discover the beautiful sights of Moscow and the mysteries of Siberia, explore the Siberian capital, Tyumen, soak in thermal springs, and try local cooking. Members of the Indian delegation participated in over 800 negotiations that took place between companies, thus significantly expanding the number of potential service providers and the range of options available for Indian tourists. Evgeny Kozlov, Chairman of the Moscow City Tourism Committee said, “Meetings like this enable us to tell our colleagues from abroad about tourism products and introduce Indian travel companies to what the capital has to offer. Indian tour operators traditionally highlight the developed hotel and exhibition center infrastructure of the Russian capital, and consider it important that Moscow tourism operators are familiar with the tastes of Indian tourists and the specific demands of the Indian market. I am confident that the strengthening and development of cooperation between travel companies in our countries can help increase the number of Indian tourists who discover Moscow and other Russian cities. This is a fine opportunity to combine two regions that offer a wealth of sights and activities.” The representatives from Indian tourism companies expressed that their visit had opened up new avenues for bringing more Indian tourists to Russia. They expressed confidence that the number of Indian tourists would steadily increase, especially with the assistance of the new simplified visa regime. Jay Saraogi, Director of HolidayTripster said, “Until recently it was expensive and took a long time to get a Russian visa. But now our tourists can get a visa in 4 days and stay in Russia for 16 days. In the past, we worked with a small group of Russian tourism operators. In the capital, we were able to extend our contact networks and I am now sure that, whatever the client’s request, I can find a suitable tour.” Mahid Mangwani, Director of TravelCanvas stated, “We have been doing business in Russia since 2016. I always recommend my clients to visit Moscow – It has great infrastructure, spectacular buildings, a highly developed and convenient public transport system, clean roads, and high standards of driving. And I am glad that now Indian tourists will be able to learn more about both Moscow and Siberia. I am sure that these destinations will be popular with our tourists.” Indian tourism operators pointed out several advantages of Moscow as a destination, including its high standards of hospitality and safety, one of the world's most beautiful metro systems, a diverse cultural scene, vibrant nightlife, and delicious cuisine. Pankaj Sharma, Branch Manager at Akbar Group said, “Since food holds significant importance for Indian tourists when traveling abroad, it's worth noting that Moscow boasts a wide array of Indian restaurants that serve authentic cuisine. I highly recommend our tourists to consider visiting Russia for this reason.” Moscow provides visitors with numerous opportunities for cultural tourism and the chance to enjoy nature as well. The capital has over 10,000 theatres, museums, libraries, parks, cinemas and concert halls. In the last 10 years, around 900 parks and green spaces have been modernized. The city also has a whopping 18,500 cafes and catering establishments, including Indian restaurants. For those seeking cityscape views, there are several options in Moscow, including riding the Moscow cable car, visiting the observation decks of skyscrapers, exploring the hanging bridge at Zaryadye Park, and checking out viewpoints in the city center and other areas of the capital. An increase in visitors in the Fox Cities directly supported 4,947 jobs in the cities' tourism industry.

The Fox Cities Convention & Visitors Bureau earlier this month released data recounting 2023's visitor spending, which says its up 2.3% over the previous year.

Here's six things to know about the data, and what it means for the region:

How did 2023 stack up?

Fox Cities visitors spent $571 million in the area in 2023, a 2.3% — or $13 million — increase over 2022.

The spending pushed the total economic impact of tourism to about $748 million, according to the bureau.

What do we mean when we say 'visitor spending'?

Spending by visitors to the city is tracked in five categories: lodging, food and beverage, retail, recreation and entertainment and transportation. There was an increase in all of the categories except for lodging, which decreased by .1%.

“The growth is a testament to the Fox Cities lodging and hospitality industries and the incredible experiences available to visitors at our attractions and events,” the bureau's executive director, Pam Seidl, said.

How many jobs did visitor spending support in the Fox Cities?

Because of the increase, 4,947 jobs were directly sustained because of tourism. When you include those indirectly supported, that number increases to 6,783.

About 30% of the $571 million came in through food and beverage, with lodging and retail bringing in 21.4% and 21.2%, respectively. Recreation and entertainment accounted for 15.2% of the spending, and transportation was responsible for 12.2%.

How does this spending compare to pre-pandemic levels?

The spending is $60 million more than the cities saw in 2019, before the COVID-19 pandemic soured Wisconsinites' desire to travel for a few years.

Which events drew the most visitors in 2023?

According to Seidl, youth sports tournaments, such as volleyball, basketball, hockey, soccer, softball and basketball generate the most tourism for the Fox Cities.

“The third quarter is always our strongest, bolstered by EAA's AirVenture (in Oshkosh) and early season Packer Games, Mile of Music and Octoberfest play into this bump as well," she said. "Overall, our tourism spending is less seasonal that other Wisconsin destinations as we tend to have a variety of tourism-generating activity year-round."

The Fox Cities also has many summertime activities listed on the bureau’s website including drive-in movie theatres, baseball games and farmers markets.

Is visitor spending expected to rise next year, when the NFL Draft comes to Green Bay?

Seidl also offered insights on her prediction of a drastic growth due to the NFL Draft being hosted in Green Bay at Lambeau Field in 2025.

“We are still gathering data from other host cities, but it seems that the three to four nights during the Draft will be very strong, similar to a Packer home game weekend or EAA week,” Siedl said.

Brown County's tourism hit a record $1.335 billion in economic impact in 2023

GREEN BAY (WLUK) -- Tourism generated $1.335 billion economic impact in 2023 in Brown County.

Discover Green Bay says Brown County tourism experienced record-breaking 2023, contributing to Wisconsin tourism’s historic $25 billion economic impact.

Visitors to the community spent nearly $800 million at Brown County businesses, ranking Brown County fifth in overall visitor spending behind Milwaukee, Dane, Sauk, and Waukesha counties.

“Once again, we saw record-breaking tourism impact in the Green Bay area,” said Brad Toll, President and CEO of Discover Green Bay. “Our region is a hot-spot for tourism, and we’re so excited to be a part of that growth. As we look forward to the 2025 NFL Draft, this is yet another reminder how critical the tourism economy is to our region.”

Tourism in Brown County also generated $48.41 million in local tax revenue and $100.5 million in total tax revenue. Additionally, last year, Brown County tourism supported 10,676 part- and full-time jobs across various sectors of the industry. Discover Green Bay noted increases in both overnight trips and day trips, rising by 2% and 6%, respectively.

Education Budget 2014

The 2014 Union Budget allocated Rs 68,728 crore for education, focusing on addressing teacher shortages and introducing skill programs.

– Rs 100 crore for virtual classrooms under CLICK (Communication Linked Interface for Cultivating Knowledge).

– Rs 30 crore for the School Assessment Programme.

– Rs 500 crore for the Pandit Madan Mohan Malviya New Teachers Training Programme to address a 1.2 million teacher shortage.

– Increased allocation for the Rashtriya Uchchatar Shiksha Abhiyan from Rs 400 crore to Rs 2,200 crore.

Education Budget 2015

In 2015, the education budget saw a slight increase to Rs 68,968 crore, with a focus on higher education and new loan schemes.

– Rs 26,855 crore for Higher Education and Rs 42,219 crore for School Education and Literacy.

– Establishment of five new AIIMS, two IIMs and two IITs.

– Launch of ‘Nai Manzil,’ an integrated education and livelihood scheme.

– Introduction of education loan schemes like Pradhan Mantri Vidya Lakshmi Karyakram.

Education Budget 2016

The 2016 budget allocated Rs 72,394 crore, marking a 4.9% increase, with a focus on higher education and global competitiveness.

– Establishment of the Higher Education Funding Agency (HEFA) with initial funding of Rs 1,000 crore.

– Introduction of the Digital Literacy Mission and 62 new Navodaya Vidyalayas.

Education Budget 2017

The 2017 budget increased to Rs 79,685.95 crore, later revised to Rs 81,868 crore, emphasising education quality.

– Rs 46,356.25 crore for school education and Rs 33,329.7 crore for higher education.

– Establishment of the National Testing Agency for entrance exams.

– Introduction of skill development initiatives like STRIVE and SANKALP.

Education Budget 2018

In 2018, the education allocation rose to Rs 83,626 crore, focusing on digital transformation and job creation.

– Rs 50,000 crore for school education and Rs 35,010 crore for higher education.

– Introduction of digital boards and the ‘Study in India ’ program to attract foreign students.

– HEFA allocation increased to Rs 2,750 crore.

Education Budget 2019

The 2019 budget saw a 13.4% increase, allocating Rs 94,853.64 crore, emphasising new-age skills and sports education.

– Rs 56,537 crore for school education and Rs 38,317 crore for higher education.

– Launch of the ‘Kayakave Kailasa’ initiative for skill training.

– Establishment of the National Sports Education Board.

Education Budget 2020

The 2020 budget allocated Rs 99,300 crore for education, with an additional Rs 3,000 crore for skill development.

– Focus on implementing the National Education Policy (NEP) 2020.

– Introduction of FDI and ECB to boost global collaboration.

– Establishment of National Police University and National Forensic University.

Education Budget 2021

The 2021 budget increased to Rs 93,224 crore, aligning with NEP reforms.

– Rs 54,874 crore for school education and Rs 38,351 crore for higher education.

– Establishment of the Higher Education Commission (HEC) and a central university in Leh.

– Amendments in the Apprenticeship Act and international collaborations for skill development.

Education Budget 2022

The 2022 budget saw a substantial rise to Rs 1.04 trillion, emphasising “exemplar schools” and teacher training.

– Rs 63,449.37 crore for school education and Rs 40,828 crore for higher education.

– Continued focus on Kendriya Vidyalaya Sangathan and Navodaya Vidyalaya Samiti.

– Renaming of the midday meal scheme to PM Poshan.

Education Budget 2023

The 2023 budget allocated Rs 1,12,899 crore, with significant emphasis on recruitment and research programs.

– Rs 68,805 crore for school education and Rs 44,095 crore for higher education.

– Focus on recruitment for Ekalavya Schools and establishment of new research centres.

– Increased allocation for the Samagra Shiksha Abhiyaan.

The forthcoming 2024-25 budget is anticipated to continue this trend, further reinforcing the government’s commitment to educational excellence. “We believe that the newly formed government should consider removing GST on educational services. Ultimately, education is about imparting knowledge to children and any financial barriers, such as GST, can hinder access to quality education. Eliminating GST will make education more affordable and accessible, helping to build a stronger, more knowledgeable future generation,” Mohit Kumar Tyagi, Founder and CEO of Competishun, said.
