Hoping to tour Europe in a rental car? Before you map out your route, it’s best to check your rental car company’s rental terms. European rentals often have restrictions on where you can go with a vehicle. Depending on which rental company you choose, it may be verboten to drive a rental car across a border in Europe.

Also, there are often more restrictions for luxury car brands. If you want more flexibility about where you can go, strongly consider sticking to mid-range or budget vehicles.

Note that you probably need an International Driving Permit to rent a car in Europe, so be sure to apply for one if you don’t already have one.

While researching rental cars in Europe, you may find many options with unlimited mileage. But while there may be no ceiling on the number of miles, there will likely be limits on where you can drive the vehicle. So a renter picking up in one country but driving to one or more other countries wants to ask a series of questions:

  • Are any countries entirely off limits?
  • What restrictions are there regarding vehicle types?
  • Are there any border crossing fees?
  • Can you take a vehicle on a ferry?

Note that these rules are always available to renters before booking, and a renter has to accept those rules as part of the confirmation process. It’s up to you to make sure you understand these rules before you head off in the car. Before you confirm your reservation, take a few minutes to read the rental policy and rules.

Rules About Crossing European Borders in a Rental Car

Some rental car companies spell out where you can drive a rental. Other companies, such as Hertz, specify where you cannot take their vehicles.

You may drive the vehicle in the following countries: Austria, Andorra, Belgium, Switzerland, Czech Republic, Germany, Denmark, Spain, France, Finland, Liechtenstein, Great Britain, Hungary, Croatia, Italy, Ireland, Luxembourg, Monaco, Norway, Netherlands, Portugal, Poland, San Marino, Sweden, Slovakia, Slovenia.

Vehicles up to the executive class can enter Italy and San Marino.

You can bring out-of-country rentals into Andorra, Belgium, Denmark, Finland, France, Gibraltar, Great Britain, Ireland, Lichtenstein, Luxembourg, Monaco, Netherlands, Norway, Austria, Portugal, Sweden, Switzerland and Spain.

You may bring out-of-country rentals into Croatia, Italy, The Vatican, San Marino, Poland, Slovakia, Slovenia, Czech Republic and Hungary. Exclusions include rentals of the following car makes: Audi, BMW, Mercedes, Volkswagen, Land Rover and Jaguar.

You cannot drive vehicles into Albania, Armenia, Azerbaijan, Belarus, Bosnia-Herzegovina, Bulgaria, Estonia, Georgia, Greece, Kazakhstan, Kosovo, Kyrgyzstan, Latvia, Lithuania, Macedonia, Moldova, Montenegro, Romania, Russia, Serbia, Tajikistan, Turkey, Turkmenistan, Ukraine and Uzbekistan.

All Mercedes and BMW models, Convertibles and SUVs, as well as all Hertz Prestige Collection and Fun Collection vehicles cannot be driven into or dropped off in Italy.

Sixt divides Europe into three zones:

  • 1: Andorra, Austria, Belgium, Denmark, Finland, France, Germany, Gibraltar, Great Britain, Ireland, Italy, Liechtenstein, Luxembourg, Monaco, Netherlands, Norway, Portugal, San Marino, Sweden, Switzerland, Spain and Vatican
  • 2: Croatia, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia and Slovenia
  • 3: All countries which are not in zone 1 or 2.

Jaguar, Maserati, Land Rover and Porsche cars as well as all luxury cars may enter only in Zone 1 countries. Sixt only allows Audi, BMW, Mercedes-Benz and Volkswagen cars up to group L*** to enter Zone 1 countries as well as Poland and the Czech Republic. All other vehicle brands may enter only in the zones 1 and 2. You can only drive trucks, vans, people carriers and minibuses in zones 1 and 2. You can not drive a vehicle into any country in zone 3.

Sixt largely limits special cars (X***), luxury cars (L***), and Audi, BMW, Jaguar, Land Rover, Maserati, Mercedes-Benz, Porsche, and Volkswagen vehicles to Zone 1 countries. Beware of Rental Car Border Crossing Fees

Some rental companies charge a fee for each border crossed. While a traveler can freely cross from one country to another in the Schengen Area , there might be an additional fee for doing so in a rental car. For instance, Hertz at Berlin Tegel charges 47.60 euros for the right to cross over from Germany to another allowed country, while Enterprise charges a fee of 5 euros per day, up to a maximum of 50 euros, for trips originating in Germany but traveling to other permitted countries.

Beware of Rental Car Ferry Rules

The easiest way to get to many European countries is by ferry, but that can trigger high fees for rental car drivers. While rental companies allow a renter to take the vehicle on a ferry, a breakdown (for any reason) on an island is going to result in a hefty cost to repatriate the vehicle. For example, Avis and Hertz each address ferries in their rules.

Avis You can travel on ferries, provided that you can drive the specific vehicle in the specific country. However if you have a breakdown or the vehicle is not roadworthy or ready for use due to any other reason, you will have to pay for the costs of repatriation of the vehicle.

Hertz You can travel on all ferries as long as there is no restriction for the vehicle and destination country. If you purchase CDW, TP or SuperCover, it will cover any damage to the vehicle, either in transit or in the destination country.

Get into an accident? You are responsible for repatriating a vehicle to the original pick-up country or island, unless there is a specific provision stating otherwise.

I agree. The T and Cs are fairly meaningless - 'the vehicle selection may restrict use to certain countries....'

First of all, when in doubt the best option is to contact the rental company.

Sixt is one of the big and mostly reliable and usually the big companies allow you to cross boarders with no extra charge, with a few restrictions, which do not include France.

In any case, always check for special driving conditions in different countries. In France, for example, the car must have an Air Quality Certificate sticker to drive in a few low emission zones. You can find the info here

Usually rented cars are new and can drives in all zones but a Spanish vehicle might not have the sticker so if you pan on driving into one of the zones check with the rental company.

Remember, each country might have different rules, like special tax for driving on highways ( Switzerland , for example - you can pay it at the boarder) or special devices for toll roads (Portugal, for example) so you should do a bit of research.

Good advise. I just called them and was told that there is no special permission needed and there is no fee.

Driving a rental car to cross borders is typically possible depending on your hire car policy. Do make sure that you check prior to travelling what you can and can’t do though, as only some car hire companies allow cross border travel.

If you want to travel with a hire car from the UK to mainland Europe, you must inform the hire company in advance . There are some companies that allow you to drive outside of the UK, however, you must be sure to ask about company-specific restrictions before you depart . Here are some of the car hire companies that allow cross border travel: Enterprise, Sixt, Hertz, Europcar.

Some companies, like Alamo, do not permit taking your car hire outside the UK . Another example is Budget, which generally doesn't allow crossing borders with your car hire, except for travel to the Republic of Ireland. Each car hire company has its own rules and lists of authorized countries . Therefore, the best approach is to check directly with them when you finalize your road trip itinerary.

Please also note that the non-exhaustive list above is for reference only and does not go into detail regarding specific company-specific hiring stipulations.

The key to cross borders with a car rental in Europe is the cross-border fee , which covers extra taxes, insurance, and other expenses. They will also fill out a VE103 form for you. These fees can range from €10 to more than €90 depending on the car and the countries involved, so be sure to let your hire company know in advance and review the terms and conditions before you proceed .

If you cross any borders without having paid the fee, the car hire insurance won’t be valid , so you would be responsible for any damages, should they occur, and may owe extra taxes and other fees upon returning the car.

If you are travelling to a non-EU country , you must ensure you are aware of any extra rules and regulations that need to be adhered to prior to setting off. For example, your insurance policy in place for travel within the European Union will not allow you to travel in a non-EU country unless you have an IDP, or International Driving Permit, which you can get from your local Post Office. A UK sticker is also required on the hire car, and in some cases you'll have to get an insurance that covers you while traveling in the specific non-EU country.

Alongside these documents, you must make sure that you take your valid UK/EU passport with you when crossing any non-EU border and take care of visa applications etc. prior to travelling. If you don’t have any of the above to hand when asked, you may be refused entry into the country and turned away at the border.

Crossing borders with a hire car in Europe

In Europe, it is unlikely that you will find a hire company that will allow you to take your hire car to another country for free . This is because insurance policies and legal requirements vary from country to country and, if you leave the country within which your insurance is valid and enter one where you are required to have a different policy all together, the car hire company is taking a risk by allowing you to travel there. As you can see above, the fees do vary, they can be quite expensive and it is, therefore, worth checking in advance as to what you can expect to pay.

If you are hiring a car in the US, however, and are looking to cross the border to Canada, you are not usually required to pay a surcharge . Just be sure to take a valid passport and the insurance documentation given to you upon hiring your car in the US when crossing the border.

If your car is registered to a UK/EU-based hire company , travelling to and from EU countries is very simple once formalities have been taken care of (i.e. cross border surcharges etc.). For example, your hire car may not be covered if you leave the EU, or if you try to take your car to the Balearic Islands of Spain , even though you’re not crossing a border. Additional documentation may also apply, depending on your itinerary. In the UK, for example, you’ll need to complete a VE103 form with the hire company to show that you have permission to drive a hired or leased vehicle in another country.

When you hire a car with the intention of driving across state or national borders, you have to keep a few things in mind. There are different rules for hire car border crossing depending on the provider , car category and region.

Cross the state borders in the US

In the US, most major national hire car companies don’t restrict driving across state lines . Avis, Budget, Hertz, Dollar, Thrifty, Enterprise, National and Alamo allow cross country car hires (non exhaustive list, and for reference only). You can book a cross country car hire with unlimited mileage from any of these providers and head to your destination without worrying about incremental fees.

However, some providers may require that you book a one way hire since you’ll be dropping the car off far from your original pick-up location, and this requires a one-time fee. This is the cheapest cross country car hire option in the US. As the name suggests, an unlimited mileage hire car has no limit on the distance you can drive, so this option makes the most sense for your trips out of state.

Special cases and limits

You won’t be able to drive out of state if you hire with some regional or smaller national chains . They don’t have the network to accept drop-offs that are far from the original pick-up location, or assist drivers in roadside emergencies. Some of these companies allow driving out of state but have limits on which states. For example, you could pick up your hire car in California and drive to Nevada, Arizona, Colorado, Utah, or Washington, but not to Florida or New York . This makes sense considering the greater distance from the original pick-up location. It’s risky to violate these territorial restrictions because you could get into an accident and be held solely responsible for the damages.

There are special rules to keep in mind for the non-contiguous states. Hire cars in Hawaii must typically stay on the island where they were hired out, and hire cars in Alaska must typically stay in the state. Whichever option you choose, make sure to check the terms and conditions of your car hire agreement . Special offers and weekend rates may not include the unlimited mileage you’ll need to drive across borders.

In addition to driving across the US, you may also be wondering if you can drive to Canada or Mexico. Driving to Canada is permitted by most providers for most cars , with the exception of luxury cars, exotics, and large cargo or passenger vehicles. The same rules for driving between states in the US may apply to driving to Canada.

When considering whether you can drive a hire car across the border, you may be wondering if car hire companies can track where you are. There must be some way for them to track whether you’ve crossed borders at all. The answer is that some hire cars are equipped with GPS tracking devices , but not all. It will be clear in your car hire agreement whether the car you’re hiring out has such a device installed. These cars typically trigger an automatic alert back to the provider when they cross state or international borders, but this shouldn’t raise any alarms for you if you’ve already let the provider know in advance, and have already agreed to the necessary fees.

Good to know when renting in Spain

The minimum age to rent a car with SIXT in Spain is 18. An underage driver fee applies to those under 23 years old.

You can rent a car one way between SIXT stations in Spain, depending on the tariff. One-way rentals to Spanish islands are not allowed.

You need a valid driver’s license plus an ID or passport for a SIXT rental in Spain. Renters with licenses using a non-Roman alphabet, like Arabic or Cyrillic, also need an international driving permit.

Credit and debit cards from internationally recognized companies (Visa, MasterCard, etc.) are accepted at our branches in Spain. Prepaid cards are not accepted. Some car categories require a credit card as payment.

What is a cross-border fee on rental cars?

To drive your car outside the country of hire, you need to inform your car rental companies in advance and you may need to pay a cross-border fee. This fee covers extra taxes, insurance, and other expense that car rental companies charge to insure your cross country travels.

Which car rental companies allow cross-border in Portugal?

You are allowed to drive a rental car into Spain if you pick up in Portugal from these car rental companies:   Alamo , Thrifty , Avis , Hertz , SIXT , Budget , Europcar , National , Dollar, and   Enterprise . However, this company list only applies to the car categories that are allowed to cross the border. And it does not mean that all vehicles under the car rental companies and all border/country will be allowed to drive. To prevent any confusion, it is also recommended to read through the Terms and Conditions of the rental company for the detailed instructions during online booking or contact the counter directly.

Conditions of cross-border car rental

Different car rental companies have different policies and charging methods for border crossing in different countries. It can be seen that there are four main conditions:

1. Forbidden : that is, the car you rent can only drive in the region/country of pick up. This is usually due to war/political instability or foreign policy between the two countries.

2. Free : that is, your rental car can cross into a permitted country free of charge.

3. Conditional : that is, your rental car can cross into a permitted country, but you may need to buy additional insurance at the counter, for example, Europe has more luxury cars and more transit restrictions for fear of damage.

4. Charge : that is, your rental car can cross into a permitted country by paying a cross-border fee. However, because each car rental companies offer different services, they charge different prices. And the cross-border fee fluctuates according to the cross-border policies, local insurance companies and business strategies between the two countries, so it is often hard to get an accurate price.

A special cross-border condition: Inter-island border-crossing

This is common in New Zealand, Australia, and other island countries.

There are two types of inter-island rentals, one is that you don’t have to change your rented car , which means you drive the rented car on the ferry (NB: the ferry tickets generally need to be booked in advance on the ferry company website). 

Another type of inter-island rentals is that you need to change the car , which means to pick up the new car at the counter after arriving at the destination and continue driving with the vehicles in the same car categories/group (NB: some rental companies require that the rental period of each island/region should be more than 3 days. If your rented car is a wagon or commercial vehicle, the required rental period is longer).

Expert tips: If your car rental company shows that you cannot cross the island, you can place two orders, beca us e there are local car rental companies that can provide vehicles.

There are two points to note when border-crossing:

i. Inform the car rental companies when placing the order and prepare the border-cross documents in advance (for example, provide the proof of insurance);

ii. Inform the car rental companies during the pick-up , otherwise, the insurance coverage may be invalid when entering the adjacent country or region.

How to pay the cross-border fee?

Generally, the online rental fee does not include the cross-border fee, so it needs to be collected at the counter according to the latest price. If you only drive to one country, there’s only one transit fee. However, if you plan to cross more than one county, depending on different vehicle policies, some car rental companies will only charge the most expensive transit fee, while others will add to it. We suggest you consult ahead of time and choose a car rental company that you can accept.

What if I accidentally cross the border?

If you decide to pick up and drop off your rented car in the same location and wish to embark on cross-border travel, you must obtain the rental desk’s consent when picking up your car. Otherwise, you risk violating their cross-border restrictions and may be charged $0.5/mile. If you accidentally cross the border, contact your car rental company to notify them but there is highly change that you need to pay for the penalties.
