Après le chantier de la Tour Odéon, le Groupe Marzocco s’engage de nouveau dans un projet d’envergure : Testimonio II. Sur le dernier grand terrain constructible de la Principauté qui s’étend, en pente douce, du boulevard d’Italie à l’avenue Princesse-Grace, Testimonio II a débuté au deuxième trimestre 2017 et devrait être livré en 2024.

Idéalement situé dans la Principauté, à quelques pas seulement du Monte-Carlo Bay Hotel & Resort et des nombreux lieux de loisirs et centres d’affaires, Testimonio comprend deux tours résidentielles de 378 appartements, une crèche de 50 berceaux et un nouveau site pour l’École Internationale de Monaco qui pourra accueillir 700 élèves. Testimonio II: la tour Elsa et ses 181 logements seront livrés pour la fin 2022 à Monaco

La sam testimonio ii annonce achever ce bâtiment qui comptera 181 logements domaniaux pour la fin de l’année, en attendant la deuxième tour prévue, elle, pour juin 2023..

Sur les plans, elle s’appelait Testimonio II. La voici baptisée: tour Elsa. Doux prénom pour un mastodonte de 30 niveaux sur 100 mètres de hauteur dominant la Principauté.

La SAM Testimonio II (composée du groupe Marzocco et de VINCI Immobilier), à la manœuvre, vient de confirmer que la tour Elsa devrait être livrée à la fin de l’année 2022.

Le chantier s’est poursuivi ce mois d’août pour progresser dans la finition du bâtiment qui abritera 181 logements domaniaux ainsi qu’une crèche de 50 berceaux. Et 500 places de parking en sous-sol.

Elsa est la première des tours jumelles qui forment le complexe Testimonio II et compte au total 348 appartements domaniaux. Au début de l’été, l’attribution des premiers appartements aux familles monégasques a démarré. En attendant de s’y installer en fin d’année. À l’horizon de l’été 2023, la seconde tour, haute de 95 mètres et composée de 27 niveaux sera à son tour achevée.

En juillet dernier, le conseiller de gouvernement-ministre pour l’Économie et les Finances, Jean Castellini, évoquait d’ailleurs l’idée de surélever cette deuxième tour pour y ajouter une trentaine de logements. " Il faut analyser avec soin les coûts, les délais, les avantages et les inconvénients", précisait le ministre. Selon nos informations, le gouvernement aurait fait le choix de ne pas surélever le bâtiment, qui sera livré en juin 2023.

L’avenue Princesse-Grace à sens unique

Parallèlement, fin juin, le démontage de la première partie du pont provisoire sur le boulevard du Larvotto avait permis de remettre la circulation à double sens sur l’avenue Princesse-Grace au droit de l’entrée du Monte-Carlo Bay.

Dès le 29 août, l’axe sera à nouveau mis en sens unique jusqu’au 23 décembre pour permettre la réalisation de travaux de réseaux sous l’avenue, notamment pour les futurs aménagements des abords du projet. Le double sens sera rétabli ponctuellement, du 28 septembre au 1er octobre, pendant le Yacht Show.

Logements et équipements publics

Référencés comme la dernière grande parcelle constructible de la Principauté, les 10.000 mètres carrés du terrain de Testimonio II étaient une terre d’enjeux pour le pays, au moment où les travaux préparatoires ont démarré au 3e trimestre 2016. Six ans plus tard, c’est un nouveau quartier qui se compose à l’entrée Est de la Principauté. Sur un site à forte déclivité, courant du boulevard d’Italie à l’avenue Princesse Grace et enjambant le boulevard du Larvotto.

En détail, le site est coiffé à son sommet de deux tours domaniales abritant 348 appartements. Un complexe auquel s’additionnent la résidence privée Bay House composée de 56 appartements et 5 villas, soit 61 logements qui seront livrés en 2024.

10.000 m2 pour l'école internationale

Le projet porté par le groupe Marzocco, VINCI Immobilier et dessiné par l’architecte Alexandre Giraldi et le cabinet international Arquitectonia comptera aussi plusieurs équipements publics autour de 2.000 mètres carrés d’espaces végétalisés.

À savoir: la crèche de 50 berceaux, de nouveaux locaux livrés en 2023 pour l’International School of Monaco (ISM) dimensionnés pour accueillir 700 élèves sur 10.000 mètres carrés - avec une entrée depuis l’avenue Princesse-Grace. Mais aussi 1.100 places de parking sur 13 niveaux dont 850 prévues pour les appartements domaniaux, la Villa Carmelha voisine et le stationnement public.

Sur le dernier grand terrain constructible de la Principauté qui s’étend, en pente douce, du boulevard d’Italie à l’avenue Princesse-Grace, Testimonio II, mixera appartements, parkings, crèche, école…Un nouveau challenge pour le Groupe, mené avec des partenaires d’exception, et qui illustre parfaitement sa vitalité. Le chantier qui débutera au deuxième trimestre 2017 devrait être livré à partir de l’année 2022.

Couvrant une surface de 9 755 m2, Testimonio II regroupera 150 logements dans une tour de 25 étages, 49 appartements privés, 1 100 places de parkings, une crèche de 50 berceaux, l’École Internationale de Monaco, actuellement à l’étroit dans ses locaux du quai Antoine 1er, et qui pourra accueillir 700 élèves.

Dans sa politique de construction de logements domaniaux, d’aménagement du territoire et de construction d’équipements publics, le Gouvernement Princier a initié, en juin 2013, le concours pour l’opération Testimonio II, terrain s’étageant entre le boulevard d’Italie et l’avenue Princesse Grace, à l’Est de la Principauté.

Un projet ayant pour objectifs la conception, le financement et la réalisation d’une opération d’ensemble regroupant un programme public et une offre immobilière privée revenant à l’attributaire du contrat.

Le concours de promotion immobilière s’est clôturé avec la désignation du Groupe MARZOCCO et VINCI immobilier, ayant pour architectes Alexandre GIRALDI et ARQUITECTONICA.

Le programme Testimonio II prévoit la construction de :

150 logements domaniaux sur une vingtaine d’étages ;

une école internationale   de 700 élèves sur plus de 5.500 m² et 4 niveaux ;

une crèche de 50 berceaux sur environ 800 m2 ;

un parc de stationnement d’environ 900 places.

Un programme de logements privés complétera l’opération.

A l’horizon 2021, l’opération Testimonio II, intégrera des ascenseurs publics reliant les boulevard Princesse Grace, du Larvotto et d’Italie.

Testimonio II, un projet « emblématique »

Testimonio II est, avec Mareterra, l’un des plus importants projets immobiliers en cours dans la Principauté. Selon le gouvernement, il représentera « une contribution significative à l’aménagement de la Principauté et au rayonnement de l’art de vivre dans le nouveau Monaco ».

Le projet comprend des espaces paysagers, deux tours résidentielles composées de 348 appartements domaniaux, une crèche de 50 berceaux et un nouveau site pour l’École Internationale de Monaco qui pourra accueillir 700 élèves.

Situé sur la dernière grande parcelle de terrain constructible, le site présentait des contraintes exceptionnelles, tout en longueur, avec une très forte déclivité, des emprises réduites, une hydrogéologie et une géotechnique compliquées. Le Groupe Marzocco et VINCI Immobilier ont été retenus pour mener à bien les travaux.

Livraisons dès 2022

L’avancement des travaux va permettre la livraison de la première Tour ainsi que de plusieurs équipements au quatrième trimestre :

• la Tour T2 (30 niveaux et 100 mètres de hauteur) comprend 181 logements domaniaux et sera livrée ;
• la crèche de 50 berceaux (superficie d’environ 1000 m2) sera terminée ;
• plus de 500 places de parking seront livrées.

• Logements domaniaux : deux tours résidentielles de 27 et 30 étages sur rez-de-chaussée (environ 95 et 100 mètres de hauteur) permettant d’offrir 348 appartements domaniaux, ce qui représente environ 10% du parc domanial actuel.

• Promotion – Bay House (résidences privées) : 56 appartements + 5 villas, soit 61 résidences au total.

• Septembre 2019 : démarrage des travaux de structure pour la 1ère Tour domaniale de 30 étages
• Fin 2020 : démarrage des travaux de structure pour la 2ème Tour domaniale de 27 étages
• 4ème trimestre 2022 : livraison de la 1ère Tour domaniale et de la Crèche
• 3ème trimestre 2023 : livraison de la 2ème Tour domaniale et de l’École Internationale de Monaco
• 2024 : livraison des résidences privées Bay House.

Les heureux futurs locataires de la tour Testimonio II sont connus

Un tout nouveau lieu de vie à l’est de la Principauté.

En début d’année, la Principauté lançait un appel à candidatures pour l’attribution des nouveaux logements construits dans les tours Testimonio II et II bis. Depuis la commission qui s’est réunie le 14 juin, les futurs locataires connaissent leur futur appartement, pour ceux qui ont eu la chance d’être sélectionnés.

Les travaux d’aménagement des appartements sont toujours en cours mais ils devraient finir d’ici cinq mois pour que les nouveaux locataires emménagent courant novembre. 

Au total, ce sont 348 appartements qui ont été mis sur le marché des logements domaniaux. Ce n’est pas seulement une tour de logements, un parking de 1100 places, une crèche et de nouveaux locaux pour l’International School of Monaco ont été construits, dans le même temps.

Selon Jean Castellini, Conseiller de Gouvernement et Ministre des Finances et de l’Économie, à partir du 14ème étage, les appartements disposent « d’une vue mer, imprenable et à 360 degrés. » Ce que confirme un futur locataire en visite : « Agréablement surpris de la vue, on attend ça avec grande impatience. »

De nouveaux logements domaniaux bientôt attribués

Cette attribution de logements s’inscrit dans le plan national logement voté en 2018. D’ailleurs, encore 800 appartements devraient être livrés jusqu’au premier trimestre 2024.

Par exemple, la Villa Carmelha et Grand Ida devraient voir le jour dans les prochaines années entre 2023 et 2024. 

En ce qui concerne la tour Testimonio II bis, la commission pour l’attribution des logements se réunira dans le premier trimestre 2023 et les deux tours devraient être renommées prochainement.

Testimonio II | Immobilier neuf Monaco

Le Testimonio II, débuté en 2017 et prévu pour 2024, est un nouveau projet d’envergure dans le quartier du Larvotto. Deux immenses tours résidentielles de 25 et 30 étages, dont les hauteurs respectives sont de 90 et 100 mètres, se dressent face à la plage. Visit to Tour Elsa – Testimonio II

On Monday 21 November, H.E. Pierre Dartout, the Minister of State, visited Tour Elsa, the name given to the Testimonio II building featured in the National Housing Plan. He was accompanied by Céline Caron-Dagioni, Minister of Public Works, the Environment and Urban Development, and Jean Castellini, Minister of Finance and Economy. Brigitte Boccone-Pagès, President of the National Council, also attended.*

The tour of the building – which was led by the contractors** who built the complex under a property development contract concluded with the State, and by Alexandre Giraldi, the architect behind the development – took in several state-owned apartments of various types and located on different levels, to enable the participants to appreciate the quality of the accommodation, which will be delivered soon.

High-quality materials, wall cupboards, fully equipped kitchens – every detail has been considered to make things easy for the future tenants in the 181 luxury apartments in the project’s T2 tower, recently renamed “Tour Elsa”.

Quality of life and environment  

In addition to being connected to the Larvotto ocean thermal energy loop, which supplies district heating and cooling to Tour Elsa, the thirty-first floor has a roof topped with photovoltaic panels and the technical equipment required to generate energy.

On the ground floor, a crèche covering more than 1,000 square metres and offering 50 places will welcome children into a decidedly modern and comfortable space from the beginning of 2023.

A car park to meet the project’s needs

The project includes a car park with nearly 1,100 spaces spread over 13 levels. It has an entrance and exit on Boulevard Larvotto and Avenue Princess Grace, and comprises a number of spaces reserved for the tenants of the state-owned apartments, public parking spaces, private spaces for the Bay House project and a drop-off area for parents taking their children to the crèche or to the Monaco International School.

Testimonio Tower could gain 5 More Floors

At 27 and 30 storeys high, 95 and 100 metres respectively, the two new Testimonio towers will be among the tallest residential buildings on the entire Côte d’Azur. And they may be getting even taller. The recently renamed Réséda tower (Testimonio II-bis) may gain five new levels, or about thirty more apartments, bringing its number of apartments up to 200. The final decision on whether or not to extend the tower is still pending.

Discussions between government services and the project’s developer are ongoing, however, the Finance and Economy Department ensures that a decision regarding the 5 storey expansion will be made very soon.

Testimonio II bis plans have changed before. In September 2020, plans to make the building two storeys taller were announced. Located opposite Larvotto Boulevard, the Testimonio project has been taking shape for several years now. Known as the last great building plot of the Principality, it spans from Boulevard d’Italie to Princesse-Grace Avenue.

Testimonio II will comprise of about 350 housing units altogether (not including the possible expansion) a 50-place nursery and a car park with 1,100 spaces. The Testimonio nursery will be completed early next month and will be accepting children in January. The nursery will employ a team of 20 people and will be reserved for the occupants of the two towers and residents of the Saint-Roman and Larvotto sectors.

The first tower, renamed “Elsa” will be home to 181 state-owned housing units and is set to be completed by the end of this year. The second Réséda tower is projected to be ready by June 2023.

Three years ago, in response to a housing shortage in the Principality, Prince Albert II arranged for the creation of 1,831 new state housing units of by 2033. According to the National Housing plan, released in March 2019, the Principality will be creating an average of 122 new apartments per year over the next 15 years. These new apartments will accommodate more than three quarters of Monegasque households.

Testimonio II Monaco

Testimonio II, Monaco is one of the biggest construction projects underway in the Principality and is scheduled for completion in 2024. This magnificent modern complex in the east of Monaco will stretch from Boulevard d’Italie to Avenue Princesse-Grace, over a surface of 9,755m2.

The sea-facing project incorporates 49 private apartments and a 25-store tower with 150 state-owned housing units. It will also house a 50-place kindergarten and the International School of Monaco, which has outgrown its premises on Hercules  harbour . A nine-storey underground car park offering 1,100 spaces will benefit Testimonio II residents and the public.

Testimonio II’s gently undulating facades and landscaped areas will enable it to integrate harmoniously into the surrounding area. The tower will rise from the highest part of the sloping terrain and the adjoining private residences will overlook Boulevard du Larvotto. The International School, which is to be built on four levels, will be located on Avenue Princesse Grace, on the lowest part of the terrain.

Public lifts connecting Boulevard Princesse Grace, Boulevard du Larvotto and Boulevard d’Italie, will give residents easy access the nearby beaches and shops.

The winning team

Architect Alexandre Giraldi and the firm Arquitectonica designed Testimonio II Monaco for this project led by the Marzocco Group. The group has worked on prestige property projects in Monaco since 1980 and notably developed the ultra-luxurious Odeon Tower, Monaco’s tallest building , which was inaugurated in 2015.

The Principality awarded the project to the Marzocco Group following a competition. The group has entrusted interior designer Laura Sessa with creating a timeless aesthetic for Testimonio II.

On a day-to-day basis, the on-site teams do everything in their power to minimise all types of nuisances as much as possible (noise, dust, traffic).

To drastically reduce noise pollution, an electric hydraulic milling device (Hydrofraise®) was used on site by SOLETANCHE to excavate the complex terrain to the highest standards. This breakthrough technological innovation has made it possible to divide the sound intensity by 4, reduce greenhouse gas emissions by saving over 5,000 litres of fuel a week, and improve the surrounding air quality by eliminating all exhaust pollution. The use of this powerful machine is a first in both Monaco and France.

In addition to this, specific acoustic protections for the mud drilling and treatment plant have been put in place.

Special attention has also been given to the choice of building materials. For example, VINCI Construction used its new range of “very low carbon” concrete for Testimonio II. With far less clinker, this formula sets new standards, reducing CO2 emissions by up to 70%, while demonstrating resistance and durability that is equivalent to those of classic concrete.

Protecting Monaco’s waters

Since the project launch, special care has always been taken to protect and preserve the spring and the underground rivers that  flow below the development. Testimonio II is named after the Testimonio Spring, which is one of the largest local drinking water source in the Principality. This exceptional spring runs through the project site. The utmost care has been taken to protect it and the pristine bay in which it flows.

A drainage gallery has been created to collect water from the Testimonio spring. Pumps and turbidimeters are in place in the improbable event of needing to recover or treat any water impacted by the construction process.
