Please prepare documents of:

  • Completed, signed and dated Form 14A . (Signature must be the same as shown on your passport.)
  • Photo size should be 3.5cm×4.5cm
  • The facial image should be between 3cm and 3.5cm
  • Image must be taken within the last 3 months
  • Photograph should be in color, must be taken against a white background with a matt or semi-matt finish
  • Image must show the full face and without headgear (headgear worn in accordance with religious or racial customs is acceptable but must not hide the facial features)
  • Please write your name-same as passport- back of your photo and stick it on ApplicationForm14A before you hand it
  • Original passport (Please ensure that the passport is valid for at least 6 months from the date of entry.)
  • Passport cover page (both front & back side)/bio data pages/signature page/valid visa for Japan page/valid re-entry permit page/ (Indian passport holder requires last page as well)
  • Photocopy of Bio-date page of previous passport
  • Photocopy of Previous Visa (Please confirm that the previous visa expired.)
  • Other free format explanation paper in English (with your signature)

LOI Form V39A

Letter of Introduction (LOI) Form V39A may be issued by a local contact in Singapore. Any Singapore Citizen or Singapore Permanent Resident who is at least 21 years old can act as a local contact.

Some Nationality applicants are not mandatory. If it is difficult to prepare FormV39A, you might need to ask your company or school to write Certificate or Letter of Introduction instead of V39A. Kindly note, these Certificate and Letter are issued in English.

Traveller who intend to travel to Japan for tourism, leisure, business, can get their respective Japan Visa in Singapore issued only if you hold a valid residential status in Singapore.

Japan Visa is generally granted a validity of 3 months single entry with a valid stay up to 15 days. Applicant have to apply for Regular Japan Visa in Singapore which is pasted on passport. There is no electronic visa service to Japan.

Travellers intending to travel to Japan for purpose of tourism and leisure can get their Tourist Visa issued in Singapore.

Travellers have the choice of travelling to Japan by Air, Sea or by Road.

Documents required to apply for Tourist Visa to Japan from Singapore are:

  • Completed Japan visa Application Form
  • Original Passport - valid at least for 9 months from the date of travel
  • IC Copy (S Pass /EP / PR/ work permit) - valid at least for 3 months from the date of travel
  • Current Employment Letter in original issued less than one month
  • Latest Bank Statement for 3 months
  • Flight Booking indicating the full name of the applicant, dates in and out of Japan and place of travel
  • One Photograph in white background 
  • Detailed Schedule of travel to Japan
  • Completed Power of Attorney Form (Authorization Form for agency to submit

Processing Time for Japan Visa Application:

Processing Time for getting Japan Tourist Visa is generally 5 to 7 working days. However, in few cases Visa processing can take a fewer days more. It is to be noted that there is no emergency service for Japan Visa

Detailed Requirement (For Tourist Visa and Business Visa):

Should be submitted for the processing of the Japan Visa application as Visa will be stamped on the passport. Passport should have at least two blank pages one for visa stamping and other one for stamping of entry/exit stamps in passport. Passport should be valid for at least 6 months as on the day of travel to Japan. If passport validity is less than 6 months it is better to renew the passport before applying for Japan Visa.

Singaporean PR should enclose the copy of the NRIC and re-entry permit copy along with the application. Long Term Pass Holders, Employment Pass Holders, Dependent Pass Holders, S Pass Holders, Work Permit Holders, Student Pass Holders, Personalised Employment Pass Holders, Entre Pass, Training Employment Pass applying for Japan Visa Singapore should attach a copy of the pass along with your Japan Visa Application.

It is to be noted that the pass validity should be at least three months valid at the time of submission of Japan Visa.

If the duration of pass is lesser than three months, applicant should produce a letter of explanation from the guarantor. Guarantor can be generally Applicant’s Employer or Spouse Employer.

Ticket and Hotel Booking

Travellers who apply for visa should have hotel booking in Japan. Flight tickets should be provided showing the applicant name, in and out dates of Japan. Travellers who are travelling by cruise can provide the cruise itinerary instead of flight ticket and hotel booking.Please be noted that confirmed bookings are not mandatory but a booking on applicant name is required.

Bank Statement

Applicant should provide the latest three months bank statement along with Japan Visa application to prove that they have adequate funds for their travel to Japan. If person travelling alone the bank balance should be at least SGD 3500 to SGD 4000. If the traveller is neither un-employed nor holding a bank account can produce the spouse or parent’s bank statements with supporting relationship documents like marriage certificate or birth certificate whichever is applicable.

To apply for Japan Visa, you would require Three photographs. The photograph should be in white background. The photograph size required for the Japan Visa Application is 45 mm X 45 mm. The photograph should be latest, front facing with most exposure is on the face. Long distanced photographs, photographs of dull and blurred visibility are not accepted.

Additional Documents for Domestic Worker

Travellers intending to travel to Japan along with maid would need to provide below documents in addition to the stated requirements

Yellow Fever Certificate

Travellers of below countries are required to submit the Yellow Fever Vaccination Certificate along with their Visa Application. The Certificate must also be produced at the Immigration Counters in Japan upon Arrival

Letter of Invitation from Japan Company – Business Visa

To apply for business Visa, the company in Japan should produce a letter of invitation to the applicant. The invitation letter should clearly explain the name of the applicant, position, purpose of visit and proposed number of days for stay in Japan. The letter should be issued in the Japan company letter head with the signature of the authorised person of the company.

Letter of Undertaking from Singapore Company – Business Visa

To apply for business Visa, the company in Singapore should produce a letter of undertaking to the applicant. The undertaking letter should clearly explain the name of the applicant, position, salary, purpose of visit and proposed number of days for stay in Japan. The letter should be issued in the Singapore company letter head with the signature of the authorised person of the company.

Entry and Exit

Singapore passport holders are not required to apply for visas for short-term entry into Japan (less than 90 days).

Travellers intending to travel to Japan should refer to the Embassy of Japan in Singapore’s website and Japan National Tourist Organisation’s website for the latest entry requirements.

Travellers may also refer to the Embassy of Singapore in Tokyo’s website and Facebook page for the latest travel updates. 

Safety and Security

While the crime rate for petty crimes in Japan is generally low, travellers should remain vigilant and ensure that valuables such as passports and cash are not left unattended.  There have been occasional reports of foreigners being targeted for credit card fraud and extortion in Tokyo’s entertainment and nightlife districts. Travellers are advised to avoid touts. Travellers should note that the Japan Police may not provide a copy of the police report of the incident. Instead, a report number (with no content) will be issued to acknowledge that a report has been lodged at the police station. Hence, it may be useful to take note of the Police Station where the report is filed.

The legal age for consuming and purchasing alcohol and tobacco in Japan is 20 years old.

An International Driving Permit (IDP) is required for Singaporeans to drive in Japan. As it is illegal to drive without the original IDP, car rental companies will not be able to rent cars to foreigners who are unable to produce the original IDP. For application procedures, please refer to the website of the Automobile Association of Singapore ( https://www.aas.com.sg/our-services/international-driving-permit-idp.html ).

Possession of prohibited drugs is a crime and can lead to heavy penalties, including imprisonment and fines. Travellers should note that prohibited drugs can include prescribed drugs for personal consumption. Travellers importing prescribed drugs should check with the Japan Ministry of Health, Labour and Welfare ( http://www.mhlw.go.jp/english/topics/import/index.html ) or the Japanese Embassy on the application for an import certificate, before bringing the drugs into Japan.

The Japan National Tourism Organisation ( www.jnto.go.jp/safety-tips/eng ) provides safety tips and useful emergency information for travellers to Japan. The NHK World (mobile) app provides push notifications on disaster and emergency information in English. This includes alerts on earthquake, tsunami, volcano warnings issued by JMA, as well as information from J-Alert. The NHK World app is available for free on Google Play and App Store.

Singaporeans planning overseas travel are reminded to take the necessary precautions, including being prepared to deal with accidents, natural disasters or terrorist attacks. Singaporeans are also reminded to be familiar with your destination’s local laws, customs, and COVID-19 regulations.

Demonstrations do occur in major cities across the world. Such demonstrations can sometimes escalate into violence. It is important for Singaporeans to keep abreast of local news, avoid any protests or demonstrations and heed the advice of the local authorities.

When participating in outdoor leisure activities overseas, Singaporeans should be mindful that certain sporting activities, especially in open seas, may carry risks. Besides ensuring that one has the physical competencies and appropriate condition to undertake the activity, every effort should be made to ascertain if the trip organiser or guide is reliable and competent, and that appropriate safety and contingency plans are in place. When in doubt, Singaporeans should consult the relevant professional bodies or sporting associations for specific advice.

Advisory: Email Scams

There have been reports of individuals receiving scam emails/messages purportedly sent from friends in distress overseas. These emails/messages typically originate from an email address/social media known to the receiver bearing claims of the sender getting into trouble overseas and urgently requesting financial assistance. The sender would also claim to have approached a Singapore Embassy/Consulate and the local Police for help to no avail.

MFA takes the safety of all Singaporeans very seriously.  Singaporeans in distress approaching our Overseas Missions for assistance will be rendered with all necessary consular assistance.  If you receive such emails/messages from purported friends seeking funds transfers, we strongly advise you to call them first to verify the authenticity of the emails/messages before responding to their request.  It is also not advisable to give out any personal information such as NRIC/passport numbers, address, telephone number, etc.  Any form of reply, even one of non-interest, could result in more unsolicited emails.  Members of the public who suspect that they have fallen prey to such scams should report the matter to the Police immediately.  Should Singaporeans abroad require consular assistance, they can contact the nearest Singapore Overseas  Mission  or call the Ministry of Foreign Affairs 24-hr Duty Office at +65 6379 8800/+65 6379 8855.

How to Apply for a Japan Visitor Visa in Singapore

That being the case, let us take a look at how Filipinos residing in Singapore can jumpstart their application for a Japan Visitor Visa to make their 2018 travel goals a reality. Here’s how:

Applying for a Japan Visitor Visa in Singapore

If you’re a Filipino or an expat staying in Singapore who does not come from any of the 68 countries with visa exemptions and are planning a short visit to Japan (15 days maximum), then take note of the following procedures and requirements for your Japan visitor visa application here in Singapore:

Remember to prepare the following documents prior your visit to the Embassy:

  • A completely filled-out visa application form you can print and download here
  • Your valid and original passport with at least two back-to-back blank pages.
  • One recent and original 2 x 2 colour photograph taken within the last 6 months to be attached on your printed visa application form
  • A copy of your certificate of employment
  • Note: It is recommended that you have at least SGD 3,000 in your bank account for safe measure.
  • Your air ticket and flight itinerary
  • A copy of your valid Singapore ID, front and back (E-Pass, S-Pass, etc)

Tip:  Go to the Japan Embassy in the morning as visa applications are only accepted from 8:30 am to 12:00 pm.

  • Proceed to the Visa counter and present all your documents. Once the receiving officer accepts your papers, he/she will do a quick processing of your application before he/she hands you a schedule slip for the release of your visa.
  • Wait for the release of your visa. This usually takes about 3-4 days.
  • Pick up your passport along with your Visitor Visa at the Japan Embassy on the scheduled date.

Note:  Take note of the schedule at the Embassy. Visa collection takes place in the afternoon (from 1:30 pm to 4:00 pm), so be sure to come a little earlier than scheduled.

Japan Visas for Citizens of Singapore

Japan is a popular travel destination and has been for a number of years. Millions of visitors flock to the country every year from all over the world. In 2018, for instance, Japan was the host nation for over 30 million international travelers . Its vibrant culture, people, customs and cuisine make it an attractive destination for people to visit.

Aside from being a great travel destination, Japan also is a great country for businessmen as it boasts a mature economy with a global consumer base. It attracts international business professionals due to its economy’s growth potential as well as the opportunity to introduce their ventures to other major markets around the world.

This is why it should not come as a surprise that more than 437,000 Singaporean citizens visited Japan in 2018 , representing 1.4% of the total overseas travelers welcomed by the country.

There are myriads of reasons for why people choose to travel to Japan. The Japanese authorities have decided to adjust their visa application and authorization system to suit an international travel standard in order to make the process easier for the average traveler. The new Japanese eVisa promises to achieve just that .

Do I Need a Visa to Visit Japan from Singapore?

Singaporean citizens will be eligible to apply for the Japanese eVisa once it is made available. In the meantime, travelers from Singapore can apply for other visas that are offered by the Japanese government through a Japanese embassy or consulate.

The type of visa a Singaporean traveler may need depends on their travel plans and the length of their stay in the country. How long can a Singaporean citizen stay in Japan will also depend on the type of visa obtained by the applicant. There are several short-term visas that travelers can apply for, such as:

  • Japanese tourist visa : This visa is appropriate for travelers that are interested in taking up touristic activities while in Japan. It allows travelers a stay of up to 90 days in the country and can be obtained either as a single-entry or as a double-entry visa.
  • Japanese business visa : For individuals interested in short-term business engagements, the Japanese business visa should work well. It is also available either as a single- or double-entry visa.
  • Japanese transit visa : This visa is required by people who will be stopping over in Japan on their way to another country.

Singaporean travelers that need to stay in Japan longer than a few months may be eligible to apply for a Japanese long-term visa . There are several different types of long-term visas that travelers from Singapore can apply for. Travelers from Singapore can scan the list of available long-term visas and the associated requirements to select one that best suits their travel needs.

Japanese eVisa for Singaporean Citizens

Once the Japanese eVisa is rolled out, Singaporean citizens will be able to apply for the eVisa online without having to go through an embassy or consulate. It has been specifically designed to simplify the application of a Japanese visa for short-term stays in the island nation.

Once the Japanese eVisa becomes available, Singaporean nationals will have to apply for the Japanese eVisa by filling out an online application with their personal, passport and travel details.

They will also be required to answer some security questions concerning any past criminal offences or other legal violations. Travelers are required to answer these questions as honestly as possible, making sure the information they provide is accurate and matches the information shown on the applicant’s other travel documents.

Japanese Visa Requirements for Singaporean Citizens

In order to obtain a Japanese visa, there are certain requirements that applicants must fulfill in order to ensure a successful application. These requirements include:

  • Having a valid passport with at least 2 blank pages and a validity that covers the traveler’s duration of stay in Japan (advisable: 6 months validity)
  • A signed and completed visa application form
  • A recent photo of the traveler taken against a white background
  • A secondary identification document such as a driver’s license, birth certificate, etc.
  • If the traveler is married, a marriage certificate will be required as well
  • Travel itinerary including intended date of travel, place of accommodation during the trip, etc.

If the traveler has been sponsored for their trip to Japan by a Japanese sponsor or guarantor, some additional documentation must be submitted along with the application:

  • A letter from the sponsor/guarantor explaining the relationship between the traveler and the sponsor/guarantor
  • Proof of the relationship between the sponsor/guarantor and the traveler
  • Sponsor/guarantor’s proof of sufficient funds for the traveler’s trip to the country

If applicants do not have a sponsor/guarantor, then they need to submit their own proof of sufficient funds in the form of a recent bank certificate and a copy of their income tax return.

What Can Singaporean Citizens Expect from the New Japanese eVisa?

The Japanese eVisa is currently being developed by the Japanese government as a single-entry eVisa to automatically evaluate a traveler’s details in order to determine their eligibility to travel to the country. Once all details regarding the eVisa have been finalized, more updates will be made available on this website.

6 Things You Need To Know About Travelling To Japan Now (According To 5 Travel Agencies In SG)

If there is a destination Singaporeans can't get enough of, it's Japan. And with the recent news that Japan now allows you to travel without strictly following an itinerary from a tour group ( you can check out the updated rules here! ), we bet many of you are excited to plan your trip soon ? However, the rules aren't still clear as ever, so we asked these local travel agencies ( Nam Ho Travel , Azza Travel , NTA Travel , SA Tours and JTB Singapore ) to break down the process for you ?

How much do visas cost?

So a little recap, visas are mandatory for all travellers, including Singaporeans. Visas were not required for Singaporeans before the Covid-19 pandemic. Travellers from all countries must apply for a visa through the authorised travel agents.

It goes without saying that visas booked via travel agencies do cost a little more due to service charges. While other tour agencies that responded to us declined to give a rough cost of their visa costs, SA Tours told us that they charge about $120 per person ?

How long should I expect to wait for my visa?

In general visa processing do take at least between 5-14 working days; a general answer provided by all the tour agencies we interviewed. However, it's the visa approval part that's simply a hair-pulling situation ?

For your visa to be approved, you'll need to receive the Entrants, Returnees, Follow-up System (ERFS) code from the travel agency, once you've made the necessary trip planning arrangements like booking flight tickets. Once you've received the code, you can proceed to make an appointment at the Japanese Embassy of Singapore to apply for your visa.

However, due to overwhelming enquires, it could take weeks, even up until months, for your visa to be approved. NTA Travel and JTB Singapore told us that the system is currently booked till 7th November . Simply put, it's highly impossible to travel in October and early November as the visa would not be approved in time. NTA Travel told us that appointments have to be booked almost 5 weeks in advance now ! ?

The general consensus among all of the travel agencies we interviewed is that you'll need a minimum of 2 months to process your visa and get your visa approved. Looks like your Japan trip this year might be postponed to next year instead ?

What are the unguided tours you offer?

While some tour agencies did not share the list of unguided tours, the ones that do are making their tours a lot more private, albeit guided.

For instance, Nam Ho Travel are in the midst of launching their private guided tours. Currently, these are the ones available:

  • 5D4N Kansai Private Tour (Osaka, Kyoto and Nara)
  • 6D5N Tokyo, Mt Fuji and Osaka Semi Tour
  • 6D5N Kyushu Private Tour

Do note, however, that the English speaking tours are currently limited at the moment. They added that they might launch non-guided tour packages, once they are able to clarify the regulations to do so! ?

For Azza Travel however, they have always been providing mostly customised tours as well, which includes a combination of non-guided packages. These are some of their unguided tours on offer:

  • 6D Tokyo + Yamagata Mountain Cabin by Rail (Spring/Autumn/Winter)
  • 7D Honshu Highlights By Rail (Tokyo / Osaka)
  • 6D Osaka + Kyotango By Rail

They've already started selling these unguided packages to Japan, however the group departure will only begin in 2023, so again, travelling to Japan this year may not seem possible at the moment ?

What are the average costs of these tour packages?

Out of all of those who replied, only two (SA Tours and Azza Travel) have gotten back to us on the average costs of their tour packages on offer.

Azza Travel said their popular package (6D Tokyo Yamagata) starts from SGD1480 onwards. They added that most of their customers have also switched to their unguided and semi-guided tours as it's much more cheaper.

However, SA Tours shared the average price of a 6 nights tour (including the estimated cost of a flight) plus a local 4-star hotel (twin/triple sharing) is estimated at $3500 per person. You can however proceed to seek a quotation on the actual cost, however you do have to place a non refundable deposit of $200 per pax. It will be offset in the balance, if you do so though.

These costs have yet to include your personal expenses and travel insurance, and we're expecting it to go up to about SGD4000 per person. Better start saving up soon! ?

How flexible are the unguided tours?

One good news though - it seems that you can actually choose a hotel of your preference! However, this depends on a lot of factors.

Firstly, Azza Travel told us that their rates are based on the hotels that they usually work with, so if the hotel you choose lie on the high end, or is located in somewhere obscure, be prepared to fork out a lot more money for your tour package ?

For Nam Ho Travel, they allow customers to choose their preferred hotel, but they are unable to accept requests of choosing hotel room types. The rooms are given based on availability.

SA Tours allows you the freedom to provide your hotel preferences, where they will send an agent to book it for you, however, it's unclear if this applies to hotel room types.

Do you have any tips for travellers heading to Japan in the future?

SA Tours advise customers to remember that you need to arrange your flight tickets (round trip) and accommodation for the entirety of your stay in Japan via a travel agency! Secondly, they added that you should remain contactable via a phone call, email or an SMS at all times with your travel agent throughout your entire stay.

Azza Travel shared that you should start planning your trip early (more than 3 months!) due to long waiting times for visa processing and application. Many experts predict the rules might stay in place at least till early spring next year, so if you want to see those cherry blossoms, start planning now! ?

You can also consider checking out less-crowded prefectures, as suggested by Azza Travel. Not only is it safer Covid-wise, you wouldn't have to spend as much. Plus you'll be treated to a different side of Japan you've never seen before - which captures the true authenticity you missed ? Because of the sheer volume of applications, the Japanese Embassy doesn’t accept direct or walk-in applications, except in rare special cases. Instead, tourist and visit visa applications must be coursed through an officially designated travel agency, which will then compile and submit the applications in bulk.

The downside of this system, of course, is the service fee. The embassy’s processing of the visa is FREE-OF-CHARGE. But the travel agency will collect a service charge per application. But this system has ensured a fast, efficient way to process visa applications. In fact, the Korean Embassy has followed suit and employed a similar model recently. The fee varies from agency to agency, so if budget is a concern, contact them before showing up at their office.

Hi Mat, I think legit naman sya kasi yung accreditation ng Japan Embassy yata ay per company, hindi per branch. So since accredited yung Universal Holiday, most likely kasama lahat ng branches nila.

Update! I applied for multiple entry at the Cebu branch and thankfully na.approve naman. I asked them why they were not listed and I think it has something to do with limitation of what type of visa they were allowed to apply. Nakalimutan ko ano exactly yun. Hehehe. Yung inaply ko tourist visa w/o sponsor which is pwd nila i.process.

Hello! Do I really need to apply a Japan visa in an accredited travel agency?

All applications will go through an accredited agency. But you can apply at other non-accredited agencies, but they will still course it through an accredited agency rin so mas mahal sya.

Hi For the visa application, since I just had my passport renewed, and of course it is all empty though i had made multiple travels in the past 5 years and it is all in the old passport. What can you advise for such? Would it matter if my new passport is empty? or should i send in also the copy of my old one? just to show that i have record of my old trips?

Hi Nel, I can’t say for sure because I had a different experience each time I applied. There was a time when the agency also took my old passport too. There were also times when they did not. So I’m not sure what the protocol is.

My advice is to just bring your old passport when you visit the agency and ask them for their reco. :D

Hi Charmaine, I haven’t tried something like this, so I don’t know for sure. But the biggest challenge here is proving the relationship.

According to the travel agency we consulted before, it’s still better if the sponsor is a close relative because you can easily prove the relationship using birth certificates.

Best to consult the travel agency where you will lodge your application.

Hi ian, ang alam ko po, if kayo ung sasagot ng gastos, no need na for your wife and child. Basta same time kayo mag-apply.

Yung experience ko po kasi nung sinagot ko ung trip ng nanay ko and pamangkin ko, documents ko lang po ung sinubmit.

Pero tawag na lang din po kayo sa agency kung saan kayo mag-apply to be safe.

Depends on agency and type of visa. Tourist visas usually range P700-1000, Visit visas P1500-P2000. Call the agency where you plan to apply to be certain.

I think there were only 7 listed (UHI, friendship, Panpacific, Reli, etc.). For the list you specified here, ang nakalagay sa embassy site is List of Registered Agencies. Accredited agencies are agencies that directly submit visa application to our office. Registered agencies are those allowed to handle package tours for Japan and they need to submit the applications to any of our accredited agencies.

Tourist visa to Japan for FDW

A tourist visa to Japan is granted for a domestic helper holding a valid Singapore work permit accompanying her employer to Japan, for example, for taking care of her employer’s child(ren) during the trip or to assist elderly member(s) of the employer’s family. Domestic helpers intending to travel without their employers will not be eligible to apply for a visa in Singapore.

A tourist visa can be issued as a single or double-entry visa.

Required documents for a tourist visa to Japan

Documents required from a domestic helper.

  • Visa application form . The completed Japanese visa application form must be printed and signed by hand (blue ink). Refer to the Japanese visa application guide on how to complete the form in accordance with the requirements of the Embassy of Japan.
  • Photograph . 1 recent passport-size colour photograph on a white background – can be arranged in our office . You cannot wear a white top; the top must have sleeves.
  • Passport . The original passport must have at least 6 months of validity remaining after the intended visa expires and at least 2 blank pages for visa stamps.
  • Copy of a work-pass . For a new employment pass with a QR code instead of an expiry date, you must provide a printout of the validity and expiry status (scanned within last 5 days) which can be obtained with a free SGWorkPass app (available on App Store and Google Play ). The printout must show the access date at the top and the bottom.
  • Printscreen from the helper’s SingPass app showing her employment status with the name of their employer.
  • Global Singapore visa order form . Completed and signed Global Singapore visa order form .

Documents required from the employer

  • Passport copy.
  • Copy of a Residence permit for EP, PR, DP and S-Pass holders or Re-entry Permit for PR holders. For a new employment pass with a QR code instead of an expiry date, you must provide a printout of the validity and expiry status (scanned within last 5 days) which can be obtained with a free SGWorkPass app (available on App Store and Google Play ).
  • Letter of explanation . The letter should clearly explain why the domestic helper needs to accompany the employer on the trip. Additionally, depending on the reason for the helper’s presence, please submit the following documents as proof of the relationship: for childcare duties, include a photocopy of the birth certificate(s) for each travelling child. If the helper is assisting elderly parents, a photocopy of the employer’s birth certificate is required.
  • A supporting letter from the applicant’s employer in Singapore. Refer to the example of a company letter .
  • Bank statements showing the transactions for the last 2 months. The bank statements must have all pages included. The minimum amount required for a visa application is 3,000 SGD. OR a certificate of income or tax payment issued by a public agency.
  • Tickets . Copy of an inbound and outbound tickets to Japan for all travellers (that include the the airline 6-letter booking reference) showing that the applicants are departing from and terminating in Singapore.
  • A daily itinerary in Japan. Please, refer to the Japanese itinerary example on how to complete the form in accordance with requirements of the Embassy of Japan.
  • Guarantee letter for domestic helper.
  • Authorisation letter .
  • Document checklist .
  • Should you require to print any of the required documents in our office, please note that an additional charge will be applied.

Processing time for a tourist visa to Japan

  • Typically, visa processing takes approximately 5-6 working days after the submission of documents to the Consulate. Singapore is making life tougher for global talent

Foreign workers face tightened visa rules in a move to appease disgruntled locals.

Starting from September, foreign employees on a work visa must abide by a new points-based system to keep working in Singapore.

It is employment pass renewal season in Singapore and the new regime is dominating the conversation at after-work cocktails on Fridays.

The program was announced in 2022 in a bid to promote fair hiring practices. Points are awarded for how a candidate’s salary compares to local peers, along with their education and skills and whether their nationality improves the diversity of the firm. It puts the onus on employers to prove why they need to hire foreigners.

The government knows that catering to the local population on jobs is important. In 2020, resentment over foreign workers led to the worst showing since independence for the ruling People’s Action Party. Singapore is undergoing the biggest leadership transition in its history and elections are expected by the end of the year. The issue is a vote winner, a convenient political tactic that both the opposition and ruling party raise whenever polls come around.

Safeguarding jobs for citizens is not unusual. Many countries — including the United Kingdom and Canada — do this, to strike a balance between the foreign and local workforce. For many sectors, it makes sense to hire Singaporeans: The population is extremely well-educated and regularly scores among the highest in the world in math, reading and science.

However, the city-state has historically struggled with instilling a culture of creativity in the exam-driven curriculum, but there are efforts to change that. Still, for a government that trumpets an open and free economy, the perception that it is restricting jobs for foreigners after a history of being relatively open could do more harm than good.

The new rules are more transparent, says Hsien-Hsien Lei, CEO of the American Chamber of Commerce (AmCham) in Singapore, though she cautions that the regulations have made it harder for U.S. firms to find suitable candidates. "At times we do feel that the talent in Singapore may not be ready for senior level jobs,” she told me. "Those require different levels of exposure and specific skill sets. It’s a small country, with a limited and shrinking workforce .”

Data from AmCham’s 2023 Manpower survey supports this. The new framework provides predictability, certainty and transparency, but companies have expressed lower confidence and increased uncertainty about whether it will allow them to access the talent they need.

There are other factors to consider. The new regulations could have an impact on companies making the decision to set up their regional headquarters in Singapore, recruitment firms have told me. The city-state is also no longer a place where foreign talent can start or develop their careers the way it used to be about a decade ago. Entry-level and middle of the market jobs are increasingly being reserved for the resident population.

For many locals, this is a long overdue adjustment. Some have told me they have felt like second-class citizens in their own country, passed over for jobs they know they are capable of doing. There has been rising frustration with what is seen as a preference to recruit foreigners. Many want the government to implement policies that encourage hiring Singaporeans and see the new guidelines as way to address this discontent and growing income disparity.

The changes seem to be working. In the first quarter of this year, employment growth for residents was higher than in previous quarters. Meanwhile, nonresident employment contracted for the first time since the third quarter of 2021, driven mainly by jobs in the construction and manufacturing sectors.

It is a tricky balance for the government to get right — keeping the economy open, yet also helping the local workforce achieve their career aspirations. The Ministry of Manpower, in an emailed statement, pointed to the number of work permits that are available for foreign staff, including the Overseas Networks & Expertise Pass, created for what it calls top talent. It also notes that the number of people granted the permission to work has continued to grow, as has overseas investment and the number of foreign firms looking to set up regional headquarters.

The reality is that the government’s focus on foreign talent will soon fade. It is an easy fix for a ruling party that has enjoyed enviable political support over almost six decades — since Singapore’s independence. Citizens could instead ask that their leaders address the higher cost of living, income inequality and a brutally competitive education system.

The bogeyman of overseas talent may well win votes, but in the longer term it will not fix fundamental issues within Singaporean society.
