Dubai: Air traffic at Dubai International (DXB) has begun to resume after an unprecedented storm hit the country last Tuesday. However, only the flights reaching Dubai as the final destination are allowed, while the onward connecting flights still remain suspended. Every day hundreds of Telugu NRIs and their families travel to North America and Europe and other parts of the world through Dubai Airport.

The Dubai International Airport urged travellers not to come to the terminal for outbound flights before confirming their flight status, as it said the access to the terminal was “strictly limited” to guests with confirmed departures. Dubai Airports on Friday extended the temporary limiting of inbound flights to Dubai International (DXB) airport due to operational challenges in the aftermath of torrential rains.

“Dubai Airports is endeavouring to do its best to support passengers at Dubai International impacted by travel delays due to the recent unprecedented weather conditions the UAE experienced. However, due to the ongoing disruption, and to assist the effectiveness of recovery, DXB is temporarily limiting the number of inbound flights from 12 pm on April 19 for 48 hours. Departures will continue to operate,” said the statement on Friday afternoon.

Around 1,244 flights were cancelled in the first two days after the torrential rains. Many inbound flights have been cancelled due to operational challenges at the airport, according to reports. Earlier, Emirates also suspended check-in for all customers in its network travelling with onward connections through Dubai until 2359hrs [GMT] on April 19 to support operations recovery from the recent bad weather at its Dubai hub.

Passengers already in Dubai and in transit will continue to be processed for their flights, it said. Air India has also announced cancellation of its flights to and from Dubai due to continued operational disruptions at Dubai Airport. “We are doing our best to get affected customers on their way by re-accommodating them on flights as soon as operations resume. Customers booked on our flights with valid tickets for travel till April 21, 2024 will be offered a one-time waiver on rescheduling and full refunds for cancellation,” the airlines posted on X.

Indian Embassy, Abu Dhabi, has issued an advisory for passengers travelling to or transiting through Dubai International Airport.

UAE flight delays: Why travellers should not go to Dubai Airport and what to do instead

Travellers in the UAE are continuing to face severe disruptions after record-breaking storms battered the country on Monday and Tuesday.

Emirates Airline has resumed check-in for some flights at Dubai Airport , but advised travellers not to go to the world's busiest air hub unless their flight has been confirmed.

The move came after the airline cancelled check-in for all Dubai passengers until 9am on Thursday due to severely restricted access because of flooding.

“Customers departing Dubai are requested to head to the airport only if they hold a confirmed flight booking, and only after 9am on April 18,” an airline representative told The National .

“While some customers have been able to return home or reach their destination, we are aware that many are still waiting to get on flights. Our teams are working hard to restore our scheduled operations, as well as secure accommodation and other amenities for affected customers at the airport.”

On Wednesday, Dubai International Airports advised travellers not to go to the airport “unless absolutely necessary”, with flights continuing to be delayed and diverted.

The same message is being pushed by flydubai. “Passengers are advised to only make their way to Dubai International (DXB) after confirming that their flight will operate,” a representative from the airline said .

Flydubai has extended a flight cancellation policy implemented on Monday. The Dubai airline resumed partial operations at 10am on Wednesday, with more flights set to resume from Terminal 2 at 8pm. From Terminal 3, the airline will resume flights after midnight.

“Due to the impact of the severe weather in the UAE on our operations and the continuing challenging road conditions, there have been further flight cancellations,” said an airline representative . “We are working very hard to restore our operating schedule and minimise the disruption to our passengers’ travel itineraries to get them to their final destination safely. We apologise for the inconvenience caused as a result of the adverse weather.”

Dubai International Airport has suspended operations at Terminal 2 and some operations at Terminal 1. A representative for the airport authority said it would “take some time until normal operations resume”.

Air Arabia – which operates mostly from Sharjah International Airport – has also advised passengers that flights are being cancelled or rescheduled.

In Abu Dhabi, the situation is better, but travellers flying from Zayed International Airport could still face possible delays and cancellations.

“Etihad Airways flights are operating as usual after the adverse weather witnessed yesterday, although some might still be subject to minor delays,” a representative from the airline told The National. “Guests are still required to allow plenty of time to travel to the airport, and to check etihad.com to check the status of their flight.”

It was business as usual at the capital's airport on Wednesday morning, with no major delays reported on departure boards and passengers able to easily check in for flights. The airport is also accepting flights that have been diverted from Dubai.

“Within the last 24 hours, 21 flights, including one freighter and the remaining being passenger flights, were diverted from Dubai International Airport to Zayed International Airport,” a representative for Abu Dhabi Airports told The National on Wednesday.

Can passengers still check in for an Emirates flight?

Passengers arriving in Dubai with Emirates who are already in transit will continue to be processed for their flights.

This means that passengers can still check in for Emirates flights that are only connecting in Dubai. Travellers who have Dubai as a final destination face delays and disruption to travel plans.

What to do if your flight has been cancelled?

Affected customers are advised to contact the airline that they are flying with, or the travel agent that they booked flights through. Different airlines have different policies in place for flights but travellers should be able to rebook their flights or claim a full refund.

Passengers trying to contact Dubai Airports for the latest updates are unlikely to be able to do so on the phone as the airport has reported technical problems. Instead, travellers can WhatsApp the airport authority on +971 422 45555; use live chat on the Dubai Airports website; or reach out to the authority on social media.

Airlines are expected to provide travellers with refreshments when flights are delayed. If flights are cancelled overnight, it depends on the airline's policy whether or not they provide accommodation, but most major airlines will offer travellers lodging.

Travel insurance policies also typically cover emergency accommodation costs associated with flight delays and disruption; however, travellers may need to arrange and pay for these up front, then reclaim costs from their insurer.

In Dubai airport, food and refreshments are being distributed but the airport is facing supply challenges. By Thursday morning, food had been distributed across Terminal 1, with more on the way. Food was being handed out in Terminal 2 and restaurants in Terminal 3 were open and accepting meal vouchers that passengers have been given.

Airport hotels in Dubai are full – where can travellers stay instead?

With many travellers stranded in Dubai, airport hotels are experiencing high capacity.

The Holiday Inn Express Dubai Airport is fully booked, as is the Premier Inn Dubai International Airport Hotel, which suffered minor storm damage.

“The nearest hotel to the airport that still has availability is Premier Inn Dubai Dragon Mart,” a spokesperson for the hotel brand told The National.

Several areas around the airport are waterlogged or obstructed, so travellers looking to book a hotel would be advised to opt for a property on the airport side of town, but not so close to be caught up in flooding and the aftermath of the storms.

Reasonably priced options with room availability at the time of writing include the Swissotel Al Ghurair Dubai and Ramada by Wyndham Dubai Deira, both of which are close to a metro station. Al Jaddaf Rotana also has rooms available and is located within a short drive of the airport, traffic permitting.

Travellers can also use the Dubai Metro to arrive at or leave the airport. The Red Line operates from Dubai International Airport and the city's Roads and Transport Authority confirmed on Wednesday that it is operational.

Is it possible to drive to Dubai International Airport?

Access to Dubai International Airport is severely restricted but some travellers have been able to reach it in 4x4 vehicles. AP

The roads getting to and from the airport are exceptionally busy and drivers should expect major delays when making the journey. However, access is possible, and easiest in a 4x4 vehicle and by following diversions and using Google Maps or Waze for updates on road closures.

If you have friends or family stranded at the airport – picking them up might be a better option than asking them to take taxis or use ride-sharing cars as these are in very short supply with some people waiting hours to leave.

New Delhi: Air India cancelled its flights to and from Dubai on Friday due to continued operational disruptions at the airport in the Emirates.Passengers of Air India who have booked the flights for travel till April 21 will be offered a one-time waiver on rescheduling and full refunds for cancellation.

An Air India spokesperson said the airline has cancelled the flights to and from Dubai on Friday due to continued operational disruptions at the Dubai airport.

"We are doing our best to get affected customers on their way by re-accommodating them on flights as soon as operations resume," the spokesperson said in a statement.

DUBAI, United Arab Emirates (AP) — The United Arab Emirates tried to wring itself out Thursday after the heaviest recorded rainfall ever to hit the desert nation , with its main airport allowing more flights even as floodwater still covered portions of major highways and communities.

Dubai International Airport, the world’s busiest for international travel , allowed global carriers on Thursday morning to again fly into Terminal 1 at the airfield. And long-haul carrier Emirates, crucial to East-West travel, began allowing local passengers to arrive at Terminal 3, their base of operations.

However, Dubai Airports CEO Paul Griffiths said in an interview with The Associated Press that the airfield needed at least another 24 hours to resume operations close to its usual schedule. Meanwhile, one desert community in Dubai saw floodwaters continue to rise Thursday to as much as 1 meter (3 feet) as civil defense officials struggled to pump out the water.

“We were looking at the radar thinking, ‘Goodness, if this hits, then it’s going to be cataclysmic,’” Griffiths said of the storm. “And indeed it was.”

The airport ended up needing 22 tankers with vacuum pumps to get water off its grounds. Griffiths acknowledged that taxiways flooded during the rains, though the airport’s runways remained free of water to safely operate. Online videos of a FlyDubai flight landing with its reverse thrust spraying out water caught the world’s attention.

“It looks dramatic, but it actually isn’t that dramatic,” Griffiths said.

Emirates, whose operations had been struggling since the storm Tuesday, had stopped travelers flying out of the UAE from checking into their flights as they tried to move out connecting passengers. Pilots and flight crews also had a hard time reaching the airport given the water on roadways.

But on Thursday, Emirates lifted that order to allow customers into the airport. That saw some 2,000 people come into Terminal 3, again sparking long lines, Griffiths said.

Others who arrived at the airport described hourslong waits to get their baggage, with some just giving up to head home or to whatever hotel would have them.

The UAE, a hereditarily ruled, autocratic nation on the Arabian Peninsula, typically sees little rainfall in its arid desert climate. However, a massive storm forecasters had been warning about for days blew through the country’s seven sheikhdoms.

By the end of Tuesday, more than 142 millimeters (5.59 inches) of rainfall had soaked Dubai over 24 hours. An average year sees 94.7 millimeters (3.73 inches) of rain at Dubai International Airport. Other areas of the country saw even more precipitation.

Meanwhile, intense floods also have struck neighboring Oman in recent days. Authorities on Thursday raised the death toll from those storms to at least 21 killed.

The UAE’s drainage systems quickly became overwhelmed Tuesday, flooding out neighborhoods, business districts and even portions of the 12-lane Sheikh Zayed Road highway running through Dubai.

The state-run WAM news agency called the rain “a historic weather event” that surpassed “anything documented since the start of data collection in 1949.”

In a message to the nation late Wednesday, Emirati leader Sheikh Mohammed bin Zayed Al Nahyan, the ruler of Abu Dhabi, said authorities would “quickly work on studying the condition of infrastructure throughout the UAE and to limit the damage caused.”

On Thursday, people waded through oil-slicked floodwater to reach cars earlier abandoned, checking to see if their engines still ran. Tanker trucks with vacuums began reaching some areas outside of Dubai’s downtown core for the first time as well. Schools remain closed until next week.

Authorities have offered no overall damage or injury information from the floods, which killed at least one person.

However, at least one community saw the effects of the rainfall only get worse Thursday. Mudon, a development by the state-owned Dubai Properties, saw flooding in one neighborhood reach as much as 1 meter. Civil defense workers tried to pump the water out, but it was a struggle as people waded through the floodwater.

Residents of Mudon, who spoke to the AP on condition of anonymity given the UAE’s strict laws governing speech, described putting together the equivalent of nearly $2,000 to get a tanker to the community Wednesday. They alleged the developers did nothing to help prior to that, even as they called and emailed. They also said a nearby sewage processing facility failed, bringing more water into their homes.

“A lot of people were in denial of how bad it was,” one homeowner said as civil defense officials waded through the water, bringing bottled water on a raft.

Dubai Holding, a state-owned company that has Dubai Properties as an arm, did not respond to questions. It’s part of a wider nexus that U.S. diplomats have called “Dubai Inc.” — all properties overseen by the city-state’s ruling family.

The flooding sparked speculation that the UAE’s aggressive campaign of cloud seeding — flying small planes through clouds dispersing chemicals aimed at getting rain to fall — may have contributed to the deluge. But experts said the storm systems that produced the rain were forecast well in advance and that cloud seeding alone would not have caused such flooding.

Scientists also say climate change is responsible for more intense and more frequent extreme storms, droughts, floods and wildfires around the world. Dubai hosted the United Nations’ COP28 climate talks just last year.

Abu Dhabi’s state-linked newspaper The National in an editorial Thursday described the heavy rains as a warning to countries in the wider Persian Gulf region to “climate-proof their futures.”

“The scale of this task is more daunting than it appears even at first glance, because such changes involve changing the urban environment of a region that for as long as it has been inhabited, has experienced little but heat and sand,” the newspaper said.

Dubai flooding hobbles major airport's operations as "historic weather event" brings torrential rains to UAE

Dubai, United Arab Emirates  — The desert nation of the United Arab Emirates attempted to dry out Wednesday from the heaviest rain ever recorded there after a deluge flooded out Dubai International Airport, disrupting travel through the world's busiest airfield for international travel. The state-run WAM news agency called the rain Tuesday "a historic weather event" that surpassed "anything documented since the start of data collection in 1949." 

The rains began late Monday, soaking the sands and roadways of Dubai with some 0.79 inches of rain, according to meteorological data collected at Dubai International Airport. The storms intensified around 9 a.m. local time Tuesday and continued throughout the day, dumping more rain and hail onto the overwhelmed city.

Flooding impacts Dubai International Airport

By the end of Tuesday, more than 5.59 inches of rainfall had soaked Dubai over 24 hours. An average year sees just 3.73 inches of rain fall at Dubai International Airport, a hub for the long-haul carrier Emirates.

At the airport, standing water lapped on taxiways as aircraft landed. Arrivals were halted Tuesday night and passengers struggled to reach terminals through the floodwater covering surrounding roads.

The airport said in a  series of social media posts  that all operations were halted for about 25 minutes on Tuesday afternoon and that all arrivals would be diverted after that "until the weather conditions improve." Late Wednesday morning, the airport and the flagship carrier Emirates were still warning travelers not to come to the airport unless absolutely necessary, saying all flight check-in was still suspended.

"Flights continue to be delayed and diverted. Please check your flight status directly with your airline," the airport said in a tweet. "We are working hard to recover operations as quickly as possible in very challenging conditions." 

One couple, who spoke to The Associated Press on condition of anonymity in a country with strict laws that criminalize critical speech, called the situation at the airport "absolute carnage."

"You cannot get a taxi. There's people sleeping in the Metro station. There's people sleeping in the airport," the man said Wednesday.

They ended up getting a taxi to near their home some 18 miles away, but floodwater on the road stopped them. A bystander helped them over a highway barrier with their carry-on luggage, the bottles of gin they picked up from a duty-free store clinking away.

UAE-BAHRAIN-OMAN-WEATHER-FLOOD

Paul Griffiths, the airport's CEO, acknowledged continued issues with flooding Wednesday morning, saying every place an aircraft could be safely parked was taken. Some aircraft had been diverted to Al Maktoum International Airport at Dubai World Central, the city-state's second airfield.

"It remains an incredibly challenging time. In living memory, I don't think anyone has ever seen conditions like it," Griffiths told the state-owned talk radio station Dubai Eye. "We are in uncharted territory, but I can assure everyone we are working as hard as we possibly can to make sure our customers and staff are looked after."

Did "cloud-seeding" contribute?

Rain also fell in Bahrain, Oman, Qatar and Saudi Arabia. However, the rains were acute across the UAE. One reason may have been " cloud seeding ," in which small planes flown by the government go through clouds burning special salt flares. Those flares can increase precipitation.

Several reports quoted meteorologists at the National Center for Meteorology as saying they flew six or seven cloud-seeding flights before the rains. The center did not immediately respond to questions Wednesday, though flight-tracking data analyzed by the AP showed one aircraft affiliated with the UAE's cloud-seeding efforts flew around the country Sunday.

The UAE, which relies heavily on energy-hungry desalination plants to provide water, conducts cloud seeding in part to increase its dwindling, limited groundwater.

Flooding closes schools across UAE

Schools across the UAE, a federation of seven sheikhdoms, largely shut ahead of the storm and government employees were largely working remotely if they could. Many workers stayed home as well, though some ventured out, with the unfortunate ones stalling out their vehicles in deeper-than-expected water covering some roads.

Heavy rains over Dubai

Authorities sent tanker trucks out into the streets and highways to pump away the water. Water poured into some homes, forcing people to bail out their houses.

The country's hereditary rulers offered no overall damage or injury information for the nation, as some people slept in their flooded vehicles Tuesday night. In Ras al-Khaimah, the country's northernmost emirate, police said a 70-year-old man died when his vehicle was swept away by floodwater.

Fujairah, an emirate on the UAE's eastern coast, saw the heaviest rainfall Tuesday with 5.7 inches falling there.

Authorities canceled school and the government instituted remote work again for Wednesday.

Rain is unusual in the UAE, an arid, Arabian Peninsula nation, but occurs periodically during the cooler winter months. Many roads and other areas lack drainage given the lack of regular rainfall, causing flooding.

Meanwhile in neighboring Oman, a sultanate that rests on the eastern edge of the Arabian Peninsula, at least 19 people were killed in heavy rains in recent days, according to a statement Wednesday from the country's National Committee for Emergency Management. That includes some 10 schoolchildren swept away in a vehicle with an adult, prompting condolences from rulers across the region.

Heavy rains over Dubai

Climatologists have warned for years that human-driven climate change is fueling more extreme and less predictable weather events across the globe.

Parts of southern Russia and Central Asia have also been dealing for days with unusually damaging amounts of rainfall and snowmelt, forcing tens of thousands of people to evacuate to higher ground and killing more than 60 people in Pakistan and Afghanistan.

Israel launched a retaliatory strike against Iran early Friday morning local time, a senior U.S. official told ABC News.

The strike followed Iran's attack on Saturday, when Tehran sent a volley of more than 300 drones and missiles toward targets in Israel, according to Israeli military officials. All but a few were intercepted by Israel and its allies, including the United States, officials said.

Iran's weekend attack came more than six months after Hamas terrorists invaded Israel on Oct. 7, after which the Israeli military began its bombardment of Gaza.

Israeli officials said the country's Iron Dome defense system endured a big test from Iran's attack on Saturday, intercepting 99% of the 300 "threats of various types" thrown at it.

Iran's Islamic Revolutionary Guard Corps, according to Israel Defense Forces spokesperson Daniel Hagari, launched 170 unmanned aerial vehicles (UAVs), more than 120 ballistic missiles and more than 30 cruise missiles in the attack.

Hagari said "99% of the threats launched towards Israeli territory were intercepted -- a very significant strategic achievement."

Hagari said the attack resulted in only one known Israeli casualty, a 7-year-old girl who was severely injured when she was struck by shrapnel apparently from an intercepted missile.

G7 foreign ministers: Iran should be held accountable for 'malicious and destabilizing actions'

The foreign ministers at the G7 meeting in Capri, Italy, issued a lengthy statement condemning Iran’s weekend attack on Israel.

"We, the G7 Foreign Ministers of Canada, France, Germany, Italy, Japan, the United Kingdom and the United States of America, and the High Representative of the European Union, condemn in the strongest terms Iran’s direct and unprecedented attack against Israel of April 13-14, which Israel defeated with the help of its partners. This was a dangerous escalation, as Iran fired hundreds of ballistic missiles, cruise missiles and drones," the leaders said.

"We will hold the Iranian government accountable for its malicious and destabilizing actions and we stand ready to adopt further sanctions or take other measures, now and in response to further destabilizing initiatives," the leaders said.

They added, "In light of reports of strikes on April 19th [from Israel to Iran], we urge all parties to work to prevent further escalation."

The G7 leaders also called on Israel to do more to allow humanitarian aid into Gaza.

House votes to advance foreign aid bills, including $26B for Israel

The House on Friday cleared a key procedural hurdle in passing foreign aid to Israel, Ukraine and Taiwan, despite dozens of Republican defections, with Democrats helping Speaker Mike Johnson avoid a defeat.

The Israel bill would provide roughly $26 billion in aid.

Its passage means the House will debate the bills Saturday morning before voting Saturday afternoon to send it to the Senate.

Three missiles were fired from Israeli fighter aircraft outside of Iran in Friday morning’s very limited strike, according to a senior U.S. official.

The Israelis were targeting an air defense radar site near Isfahan that’s part of the protection of the Natanz nuclear facility, the official said. The first assessment is that the strike took out the site, but assessment hasn’t been completed, the official said.

The strike was intended to send a signal to Iran that Israel has these capabilities, but was not looking to escalate the situation, according to the official.

United States Secretary of State Antony Blinken has denied any U.S. involvement in Israel's retaliatory strike on Iran.

Blinken was asked at a press conference early Friday morning if Israel told the United States in advance of the strikes in Iran.

"I’m not going to respond," Blinken said. He went on to say that "the U.S. was not involved in any Israel offensive.”

Minor damage reported at 2 Israeli air bases

At least nine Iranian missiles that breached Israel's air defenses struck two of Israel's air bases, but no significant damage was reported, a senior U.S. official told ABC News.

Five ballistic missiles hit the Nevatim Air Base, damaging a C-130 transport aircraft, an unused runway and empty storage facilities, the official said. Four additional ballistic missiles hit the Negev Air Base, but there were no reports of significant damage, the official said.

A spokesperson for the Israel Defense Forces said earlier Sunday that 99% of the 300 "threats of various types" Iran launched at Israel, including 120 ballistic missiles and more than 30 cruise missiles, were intercepted by Israel's air defense system and Israeli Air Force fighter jets, as well as "aerial defense systems and aircraft of our partners."
