Governor Henry McMaster’s Executive Order 2021-25 increasing truck weight limits up to 90,000 pounds for timber and wood chips expired Sept. 19, 2021. The truck weight limits for unmanufactured forest products will be a maximum of 84,272 pounds when the executive order expires. However, the Forestry Association of South Carolina worked with SCDOT to establish a program to allow the forest industry to obtain a permit to continue to transport loads up to 90,000 pounds on state roads. SCDOT Secretary Christy Hall announced this new program on September 10, 2021.

Here’s Secretary Hall’s announcement and outline of the new permit program:

  • An annual / multiple trip permit that allows for continuous travel time, 24 hours a day, 7 days a week, 365 days a year.
  • Applicable for the transport of products of husbandry on all US and SC shielded routes in the state.
  • Is truck/tractor specific and allows transport of up to 90,000 lbs (gross weight of tractor, trailer and load) with a maximum axle weight of 23,000 lbs. The 90,000 lbs. gross weight is permitted on a minimum 40’ trailer with 5 or more axles (tow unit and trailer). Maximum dimensions permissible are 8’6” wide, 13’6” high.
  • Is at no-cost.

A one-time account set up is required in which they will receive an email with a user ID and Password to access the system. Then, the customer will log into the website, click on the Apply for Permit button. Once logged in, the user will tab to Permit Type and choose Multi Trip; tab to Load Type and choose Bulk Agricultural.

While this annual 90k lb permit is likely to cover the majority of the travel, we also recognize that there may be times when the haulers need to travel on the Secondary routes. In those cases, they will need to secure a route-specific permit for the secondary roads. As always, 90k lb loads on the interstates will remain prohibited.”

2022 South Carolina Code of Laws Title 57 - Highways, Bridges and Ferries Chapter 3 - Department Of Transportation Section 57-3-150. Multiple trip permit; annual trip permit.

(A) The Department of Transportation, under the terms and conditions it considers to be in the best interest of the public for safety on the highways, may issue multiple trip permits for the moving of over-dimensional or overweight nondivisible loads over specified state highways determined by the Department of Transportation. The fee for the permit is as delineated in the fee schedule in Section 57-3-130(A), payable at the time of issuance, as long as a permit is purchased for each vehicle in the fleet, one hundred percent. A multiple trip permit is valid for one year from the date of issuance. To be valid, the original permit must be carried on the towing vehicle. It is unlawful for a person to violate a provision, term, or condition of the permit. The permit is subject at all times to inspection by a law enforcement officer or an authorized agent of the authority issuing the permit. A multiple trip permit is void one year from the date of issue or whenever the Department of Transportation is notified in writing that the permit has been lost, stolen, or destroyed.

(B) The Department of Transportation may issue to a motor home, travel trailer, or truck camper manufacturer, dealer, or transporter an annual trip permit authorizing the unlimited commercial movement of a motor home, travel trailer, or truck camper in the manufacturer's, transporter's, or dealer's possession which exceeds the maximum width specified in Section 56-5-4030(B). Notwithstanding the provisions contained in subsection (A), additional permit requirements must not be imposed on the commercial movement of motor homes, travel trailers, or truck campers if they comply with the provisions contained in Section 56-5-4030.

SOUTH CAROLINA O/D PERMITS INFORMATION

PERMITS: South Carolina oversize permits are valid for seven days. Must have permit prior to entering the state.

OPERATING TIME: One-half hour after sunrise to one-half hour before sunset, Monday through Saturday. No Sunday travel. Overweight only not over 130,000 pounds gross may have continuous travel if they can maintain traffic flow speed. Over 130,000 pounds may travel Monday through Friday only.

RESTRICTED TRAVEL: No loads over 12′ wide up to 15′ wide are to be moved over state highways in close proximity to large urban areas between the hours of 7:00 – 9:00 AM and 3:00 – 6:00 PM on school days and 4:30 – 6:00 PM on other days, and loads over 15′ wide up to 16′ wide must be moved between the hours of 9:00 – 3:00 during school days and 9:00 – 4:00 other days. Routes between I-95 and the Myrtle Beach area are prohibited on Friday and Saturday form Memorial Day through Labor Day. No travel on major holidays and holiday weekends.

  • Over 16′ – 3 escorts at minimum, and may require police escort

Height: Not specified. Permittee is responsible for vertical clearances.

EXCEPTIONS & MISCELLANEOUS: Implements of husbandry, including farm tractors, forestry equipment and road machinery, are exempt from needing permits when the load is not over 12′ wide, 13’6 high or 90,000 pounds gross. This exemption is for daylight running, and may run seven days a week.

SIGNS, FLAGS & LIGHTS: “Oversize Load” signs are required at front and rear for all loads exceeding 12′ wide, and flags are required on each corner. A rotating amber beacon or strobe light is required on rear of loads exceeding 12′ wide up to 14′ wide. When width is over 14′ wide up to 16′ wide, a rotating amber beacon or strobe is required on each outer rear corner of the load. For any rear overhang of 4′ or more, a red flag must be displayed at the extreme rear of the load, and a rotating amber beacon light or strobe light must be displayed there when traveling from one-half hour after sunset to one-half hour before sunrise, or when windshield wipers must be used or inclement weather or other conditions reduce visibility below 500 feet.

ESCORTS FOR WIDELOAD AND OVERSIZED SHIPPING

Generally, no escorts are required on divided highways. Escorts must be certified for loads over 12’ wide

When Escorts are Needed:

On 2-lane highways:, on all highways:, signs, flags & lights.

“Oversize Load” signs are required at the front and rear for all loads exceeding 12 ′ wide, and flags are required on each corner. A rotating amber beacon or strobe light is required on the rear of loads exceeding 12 ′ wide up to 14 ′ wide. When the width is over 14′ wide up to 16′ wide, a rotating amber beacon or strobe is required on each outer rear corner of the load. When traveling from one-half hour after sunset to one-half hour before sunrise, or when windshield wipers must be used, or when inclement weather or other conditions reduce visibility below 500′, a red flag must be displayed at the extreme rear of the load, and a rotating amber beacon light or strobe light must also be displayed there.

  RESTRICTED TRAVEL

In large metropolitan areas (Charleston, Columbia, and Greenville), no travel is permitted between 7:00 and 9:00 a.m. and between 3:00 and 6:00 p.m. on school days and from 4:00 to 6:00 p.m. on all other days. Operators of house or extremely large load movers must have city permits and prior local approval before operating within any city’s limits.

Temporary Permit

If motor carriers aren’t registered with IFTA, they must purchase fuel trip permits from each jurisdiction, in which they travel. A Temporary Trip Permit is issued in place of IRP plates for travel within South Carolina. The Temporary South Carolina Trip Permit costs $15 and is valid for 72 hours. To get a permit, you can apply through a permitting service with additional charges.

A Temporary Fuel permit is issued in place of IFTA licensing for travel within South Carolina. The fee for a Temporary South Carolina Fuel permit is $15 and is valid for ten days. To get a permit, you can apply to the Motor Carrier Services office, located at 10311 Wilson Blvd., Blythewood, South Carolina 29016 or through a permitting service with additional charges.
