What are the key factors that have contributed to the success of Arunachal Tourism?

The support and leadership of our Hon’ble Prime Minister Mr. Narendra Modi and Chief Minister Mr. Pema Khandu have been instrumental in our progress. Their vision and commitment have helped improve connectivity, accommodations, and infrastructure in the state. Today, Arunachal Pradesh stands proudly as one of the finest destinations in the country, boasting improved road and air connectivity, as well as a generous selection of accommodations, including delightful homestays, scattered across the state’s important tourist locations. We should all take pride in our collective efforts to address the crucial infrastructure and human resource needs within the tourism sector over the past five years. Moving forward, we remain committed to our sincere endeavours in further developing this vital industry.

The awards and recognition received by Arunachal Tourism in recent years are quite impressive. Can you tell us more about these achievements and how they reflect your team’s hard work?

The awards, including the Lonely Planet Award for the “Best Emerging Tourist Destination in India” and Travel & Leisure magazine’s award for the “Best Emerging Green Destination of 2019”, among others, are a testament to the dedication of our team. They reflect our efforts to promote and develop tourism in the state. It’s a result of our relentless work in marketing and promoting Arunachal Tourism, as well as establishing new destinations on the tourist map.

Let’s delve into some of the major works done by the Department of Tourism over the past five years. Can you provide more details about your flagship schemes and projects, and the creation of new tourist circuits?

Festive offer

We’ve achieved significant milestones through schemes like Swadesh Darshan and projects like “Development of Parshuram Kund”, which aim to enhance both the tourist experience and the spiritual and heritage aspects of destinations. Additionally, we’ve opened new tourist circuits, satisfying long-standing demands and showcasing the cultural tapestry of our region.

To give you more details, we have completed Swadesh Darshan 1.0, the flagship scheme of the Government of India, at a total cost of Rs 146.49 Crores. We have commenced Swadesh Darshan 2.0 from this year. The project titled “Development of Parshuram Kund” under the PRASHAD scheme has commenced with a budget of Rs 37.87 Crores. Its aim is to enhance and rejuvenate the spiritual and heritage aspects of Parshuram Kund. It is nearing completion.

Meanwhile, in just a short span of time, Arunachal Tourism has emerged as the most followed social media tourism page among the Northeastern states on Facebook . This clearly showcases our successful endeavours in promoting Arunachal Pradesh as a sought-after tourist destination. We have also successfully established the brand Arunachal Tourism through our relentless marketing and promotional endeavours. Our strategies include advertising in print and electronic media, collaborating with influencers, organising roadshows, events, car, bike, and cycling rallies, as well as participating in and organising webinars, fairs and festivals.

We have also successfully established new destinations such as Anini, Walong, Dambuk, Namsai, Changlang, Longding, Khonsa, Pakke Kessang, and more. Noteworthy is the opening of two new tourist circuits, namely, Deomali – Hukanjuri – Khonsa and Kanubari – Longding.

The impact on entrepreneurship and skill development is also noteworthy. Can you share the initiatives you’ve undertaken to create entrepreneurs and skilled personnel in the tourism sector?

We’ve initiated programmes like the Chief Minister Paryatan Vikas Yojana (CMPVY) to provide financial assistance to over 800 beneficiaries in the tourism sector, including restaurants, homestays, and adventure tour operators. Additionally, we’ve been providing training to hospitality graduates and diploma holders as part of the Chief Minister Paryatan Sikhsha Yojana (CMPSY). We have had 80 beneficiaries so far. Over 250 young individuals had the privilege of undergoing training in the Chief Minister Skill Advanced Certificate Course at the esteemed National Institute of Mountaineering and Allied Sports (NIMAS), located in Dirang. During their time at NIMAS, these enthusiastic participants were exposed to a wide range of exhilarating adventure sports. As a result of their training, a number of these talented individuals have successfully pursued careers as paragliding, rafting, and trekking guides.

The United Nations World Tourism Organization (UNWTO) has set the theme for this year as ‘Tourism and Green Investment.’ How do you plan to embrace sustainable and responsible practices in Arunachal Pradesh’s tourism sector, considering the ecological sensitivity of your region?

The theme ‘Tourism and Green Investment’ is extremely relevant for us, given our delicate ecosystem. We are committed to embracing sustainable practices by reducing our carbon footprint, promoting energy efficiency, and developing eco-friendly accommodations. It’s crucial that we protect our environment while supporting local businesses and preserving our cultural traditions. The only way we can truly develop our tourism is by embracing sustainable and responsible practises. It’s our only viable option.

How do you see investing in sustainable tourism benefiting not only the environment but also local communities and businesses? What steps will Arunachal Pradesh take to create a brighter future for all?

Investing in sustainable tourism is a win-win for everyone. It not only helps protect our environment but also benefits local communities and businesses by creating long-term opportunities. We will take action to ensure a brighter future by promoting eco-friendly practices and supporting local businesses, traditions, and our environment.

As a tribal society, we have been reaping the benefits of sustainable tourism practices for generations. It is crucial that we uphold our legacy by embracing innovative approaches that blend modern technology with our time-honoured traditions. We must strive to decrease our carbon footprint and advocate for energy efficiency by creating eco-friendly homestays, hotels, and resorts.

Can you share with us your thoughts on the role played by individuals within the tourism industry, such as tour operators, guides, homestay owners, and more, in bringing the state to this stage of development?

The individuals in our tourism sector have played a vital role in our state’s growth. They are the backbone of our tourism industry, and their dedication and hard work have been instrumental in getting us to where we are today. I would like to extend my heartfelt gratitude to all the esteemed individuals who make up the backbone of the tourism sector in our state and express my heartfelt gratitude for the tremendous efforts they have made to bring us to the current stage of development.

Tourism across the globe has emerged as a vital pillar of development through forward and  backward linkages, whether employment, income generations, growth of other indigenous sectors, foreign exchange earnings or infrastructural development etc. In many countries and regions of the world, development of tourism is looked upon as the golden ticket for social and economic development. Tourism also triggers economic growth and act as a tool for  poverty alleviation .

Tourism, the driving force for progress of backward and rural regions, is a product of modern social arrangements, beginning in Western Europe in 17 th century, and considered an important indicator for regional and national development. However, novel coronavirus emerged from China’s Wuhan city in December 2019 and declared by WHO as a global pandemic on 11.03.20, had devastating consequences for all spheres of global economy and all socio-cultural systems.

As a result of COVID-19, the global GDP could fall by an estimated 1.5% to 2.8% in 2020, and tourism export revenues could be reduced by $910 billion to $1.2 trillion. Governmental measures and strategies on health (lockdowns, mobility bans, physical distancing, stay-at-home campaigns, curbs on crowding, mandatory and self-quarantine etc.) had halted leisure, global travel and tourism.(UNWTO 2020a)

Thus, travel bans, curfews, movement restrictions were imposed resulting in 78% decrease in international arrivals, 120 million direct tourism job cuts, 100% global travel restrictions imposed by United Nations World Tourism Organization (UNWTO) causing about US$ 1.2 trillion loss in export revenues in 2020. India registered a 66.4% drop of foreign tourists in March 2020 compared with March 2019 resulting in around US$ 17 billion annual revenue loss and 40 million direct and indirect job losses, according to FICCI.

The very sensitive, volatile and highly vulnerable tourism industry faced many hurdles in local, regional and international levels with COVID-19 emerging as one of the leading deterrents.

The tourism sector of Arunachal Pradesh, known as nature’s trove, was equally halted due to COVID-19 pandemic. But, the state Cabinet had given nod to lift the ban on issue of innerline permit (ILP) for national tourists and protected area permit (PAP) for foreigners to benefit all tourism stakeholders, including operators, hoteliers, cab operators and homestay owners as announced on October 1 last. In fact this vital decision was preceded by Chief Minister Pema Khandu taking a 122-km bike ride from Yinkiong to Pasighat on October 14, 2019 to promote adventure tourism.

Tourism in Kashmir Valley, identified as the major industry next to  horticulture  and agriculture, was also worst hit affecting livelihood of lakhs of stakeholders. Kashmir Valley received 5,65,532 visitors in 2019, but only 25,922 from January to November 2020 – a decline of 93% as per tourism director data. Realizing the vital contributions of this sector to economy bold steps are being taken across the country and Dal Lake in Srinagar, summer capital of Jammu & Kashmir, is a glittering example.

Dal Lake, named the ‘Lake of Flowers’, ‘Jewel in the crown of Kashmir’ or ‘Srinagar’s Jewel’, spread in 18 sqkm area, is famous for fun ride in shikara. Scenic views of the lake can be witnessed from the shore line Mughal gardens, such as Shalimar Bagh and Nishat Bagh built during the reign of Mughal Emperor Jahangir and from houseboats cruising along the Lake in colourful shikaras besides floating gardens, known as ‘Raad’ in Kashmiri, blossom with lotus flowers during July and August. The Lake got its first floating ambulance service introduced by local resident Tariq Ahmad Patloo due to COVID-19, the department conducted capacity building programme for shikara operators and a shikara rally in April last.

The outcome if visible as tourism is getting revived much faster than expected. If tourists from Arunachal Pradesh could get attracted to Dal Lake, the credit goes to the department for this success.

Why not Arunachal Pradesh government cannot revive tourism by taking various initiatives, the need of the hour and famous, If J-K government could do so?

Tawang, the beautiful land of the people of Monpa Tribe, is located in the Western mostpart of the state Arunachal Pradesh bordering China and Bhutan. The district is entirely located amongst the mighty Himalayas and has a rugged terrain with deep valleys and altitude ranging between 3,500 to 22,500 feet. Its snow-capped peaks, pleasant lakes, congenial climate, friendly and hospitable people

West Kameng 

Bomdila is well-recognized for its fantastic environment with apple orchids and Buddhist monasteries. Also, many trekking trails are available in this region that will make the trip of adventure seeker worthy. It brings the spectacular views of lush greenery and snow-covered Himalayas.

East Kameng 

The three valleys namely Pakke-Valley, Pappu Valley and Passa Valley are worth seeing from the road top. The meandering rivers makes them more beautiful. On both the banks of the rivers paddy fields are grown

Kurung Kumey 

The name of this district is derived from the Kurung and the Kumey, the two principal rivers which flow through it.

Papum Pare 

The name of the district is derived from the two major rivers called Papum and Pare.

Set in the foothills of the Himalayas, the city is home to medieval Ita Fort and the Jawaharlal Nehru State Museum, which exhibits textiles and handicrafts.

Pakke Kessang 

Pakke Kessang is a town in the Indian state of Arunachal Pradesh . It is located in Pakke-Kessang district , which has been carved out of the East Kameng district along with five administrative units.

Lower Subansiri 

The district was formed when Subansiri district was bifurcated into Upper and Lower Subansiri districts in 1987. Lower Subansiri district has a long ancient history related with the Chutiya Kingdom. It was probably under Chutiya chieftain rule from a long time, and came under Birpal’s rule in the 12th century.

Kra Daadi is a district in Arunachal Pradesh in north-eastern India. It was carved out of Kurung Kumey district on 7 February 2015.

Upper Subansiri 

The region is mostly covered by dense forest consisting Alpine, moist temperature tropical pine and temperate weather evergreen forests in upper, upper middle, middle and lower region respectively. The district is rich in flora and fauna.

Shyi Yomi 

District is created by bifurcating the West Siang district with its headquarters at Tato. The district would have four administrative units namely Mechuka, Tato, Pidi and Manigong.

Kamle got its name from the river Kamle. River Kamle joins the Subansiri river which finally meets the Brahmaputra in Assam .

Lower Siang 

The Lower Siang District is composed of Likabali and Nari-Koyu Assembly Constituencies

Lepa Rada district, with headquarters at Basar, is one of the 25 districts of Arunachal Pradesh state in northeastern India. Lepa Rada falls under 29-Basar Assembly Constituency and 1-West Parliamentary Constituency

The homeland of various tribes like Galo, Minyong, Bori, Bokar, Pailibo, Ramos, Memba form a natural abode for many species of orchids, diverse flora & fauna endowed with a dense vegetation, and a wide range of climatic and geographical variations, the district enjoys a moderate and comfortable climate.

West Siang 

Upper Siang 

The homeland of various tribes like Galo, Minyong, Bori, Bokar, Pailibo, Ramos, Memba form a natural abode for many species of orchids, diverse flora & fauna endowed with a dense vegetation,

East Siang 

Famous around the world as one of the best white water rafting expeditions, it attracts adrenaline seekers

Dibang Valley 

Dibang Valley district derives its name from the river Dibang which flows through it and finally debouches into the plains where it meets the Lohit River near Sadiya. The major tributaries of Dibang River are Dri, Mathun, Talon, Eme, Ahi, Emra and Awa. The district is a wild mountainous area and present remarkable topography.

Lower Dibang Valley 

The name of Lower Dibang Valley district is derived from the mighty river Dibang that flows through the heart of district and finally ends into the Brahmaputra

Anjaw is an administrative district of Arunachal Pradesh with its headquarters at Hawai. It is bounded on the north by China, on the west by Lower Dibang Valley and Lohit district, on the south by Changlang district and on the east by Myanmar.

In the easternmost tip our country lies this enchanting land namely LOHIT(also Lohit) district of Arunachal Pradesh which is known for its pristing scenic beauty. Lohit named after the mighty river that meanders across the mountaineous region from Tibet and enters India at DICHU village of KIBITHOO circle of Anjaw district and gushes down to meet the mighty BRAHMAPUTRA in the plains of Assam.

Picture large paddy fields, gentle rivers and gentler rivulets, sprawling tea plantations, clean wide roads, grand pagodas, massive Buddha statues, traditional bamboo houses, ethnic roadside eateries, charming little markets, handsome men and pretty women. That’s Namsai for you.

Changlang 

Changlang District, showered with Bio-diversity and covered with picturesque hills lies in the southeastern corner of Arunachal Pradesh, is the eastern most part of India, having international boundary with Myanmar (Burma), where the morning Sun light first touches the Horizon of the eastern Mountain ranges of the district while the rest of the Country still napping in their cozy beds waiting for the emergence of the dawn of the day.

Unique picturesque hills in the southernmost part of Arunachal Pradesh is Tirap District

Longding District was once a part of Tirap frontier agency which was created in 1943 covering some areas from Lakhimpur Frontier Track and Sadiya Frontier Track with administrative Headquarters at Margherita town in Assam.

New Delhi: Surging domestic tourism is helping India withstand the renewed slump in global tourism brought on by rising costs due to the Russia-Ukraine war and the resultant spike in inflation in many developed countries, according to industry bodies.

Following the lifting of pandemic-induced lockdowns and restrictions in many countries, global tourism witnessed a sharp, but short-lived recovery. According to the United Nations World Tourism Organization’s World Tourism Barometer report released on 26 September , international tourist arrivals across the world had nearly tripled in the January to July 2022 period, compared to the same period in 2021.

“This means the sector recovered almost 60% of pre-pandemic levels,” the Barometer report said. “The steady recovery reflects strong pent-up demand for international travel as well as the easing or lifting of travel restrictions to date (86 countries had no Covid-19 related restrictions as of 19 September 2022).”

The latest data, however, shows that this recovery has already started losing steam, with rising costs putting pressure on consumers’ wallets.

“September data pointed to a renewed fall in tourism & recreation activity, the first in eight months, as cost of living pressures have choked off the post-pandemic recovery. Input costs in the sector increased at the sharpest pace of all those covered at the end of the third quarter,” US-based financial information and analytics firm S&P Global said in its Global Sector Purchasing Managers’ Index (PMI) report for September, released on 6 October.

The PMI scores industries based on questionnaires answered by the purchasing managers for companies in that sector. If the overall score is above 50, that implies an expansion of the sector, while a score of below 50 denotes a contraction. September data for the global tourism and recreation sector has fallen below that 50-mark for the first time in eight months.

“Now, cost pressures due to the Ukraine crisis, OPEC’s recent decision to cut oil production, and the impending recession in Western economies have meant that tourism could again take a back seat,” explained Aashish Gupta, consulting CEO, Federation of Associations in Indian Tourism & Hospitality. “Zoom has already provided companies a cost-effective alternative to traveling for work and people will likely start prioritising domestic travel over the more costly international travel.”

While official figures for 2022 are not yet available, industry bodies believe a domestic tourism surge is definitely underway in India.

One of the particular bright spots in India seems to be Jammu & Kashmir, which, according to Union Minister Piyush Goyal, has seen a “record footfall of 1.62 crore tourists since January 2022, the highest in 75 years of Independence”.

“This year, it [domestic tourism] will definitely go beyond 100 crore visits,” M P Bezbaruah, secretary general of the Hotel Association of India told ThePrint. “I have no doubt that in 2022, it will pick up from anything between 100 crore and 120 crore visits. It may be even more because domestic tourism is growing.”

Gupta explained that while rising costs are having an impact, “if you look, all flights are fully booked, hotels are fully booked, and prices for both are higher than they have been for some time”.

“People who would otherwise have travelled abroad, are travelling within India instead,” he added.

India remains resilient

Domestic tourism in India reached a peak in 2019, with more than 232 crore domestic tourist visits and 3.14 crore international tourist visits, according to data released by the tourism ministry . This was the highest level witnessed since 2001, the earliest data the ministry makes accessible. 

The Union government’s Press Information Bureau Twitter handle   tweeted on 7 October that India moved to the 34th position on the World Economic Forum’s Travel & Tourism Competitiveness Index in 2019 from the 65th rank in 2013.

The Covid pandemic, however, halted the robust performance in its tracks, with domestic tourist visits falling to just 61 crore and international tourist visits to 71.7 lakh in 2020. However, tourism ministry data shows that while international visits to India dropped even further in 2021, to just 10.5 lakh, domestic visits increased by 11 per cent, to 67.7 crore. 

Arunachal Pradesh (140 per cent), Jammu & Kashmir (349 per cent), Lakshadweep (290 per cent), Ladakh (4,394 per cent), and Meghalaya (524 per cent) saw high triple-digit and even quadruple-digit growth in visits in 2021 compared to the previous year.

Govt steps behind revival

There are several reasons behind this strong performance, Bezbaruah explains. 

“The government has started the Dekho Apna Desh campaign in a big way,” he said. “Secondly, the festival season is on now and will go on, and thirdly, the people’s fear of the pandemic is slowly going. So, by March 2023, we should see a very robust return to domestic tourism.”

Dekho Apna Desh, launched on 24 January 2020, is a campaign by the tourism ministry in line with an appeal made by Prime Minister Narendra Modi in his 2019 Independence Day speech asking every citizen to visit at least 15 destinations within the country by 2022 so as to promote domestic tourism in India.

Other industry bodies agree that actions taken by the government have played a large part in ensuring that domestic tourism recovered quickly and began to grow again.

“There has been a significant push for domestic tourism from the highest level, with the Prime Minister himself encouraging Indians to travel within the country to explore new destinations and contribute in post-pandemic revival of this crucial sector of the economy and save millions of jobs,” said Anwar Shirpurwala, secretary general of the Confederation of Hospitality, Technology and Tourism Industry.

“The national Covid-19 vaccination programme also proved to be a critical factor for the steady growth of the tourism sector in India,” he added. 

These efforts, Shirpurwala explained, helped control the third wave which in turn led to a recovery in tourism owing to unprecedented pent-up travel demand as people went out for “workcations, staycations, drivecations, daycations, revenge/catch-up travel as they got bored while they remained confined to their homes for about two years”.
