Thiruvananthapuram: Kerala government has issued new guidelines for study tours from schools in the wake of the bus tragedy in Vadakkencherry.

The guidelines issued by General Education Department:

  • Travel between 10 PM and 5 AM will not be allowed
  • Only those vehicles complying with Motor Vehicle Department mandates will be permitted
  • Only those tour operators authorised by the government should be involved. The list of authorised operators will be available on the department website.
  • If there are any grievances against the driver’s conduct, then they should be intimated to Regional Transport Officer
  • Schools should have a travel committee. A teacher under school management’s control should be the convenor. The committee should include a student representative from the school parliament, two teachers’ representatives and a PTA representative.
  • A detailed itinerary and time-cost estimates should be prepared and handed over to schools and the education department. Parents' meetings should be convened to brief the same. Before travel, the police station concerned should be briefed about the trip.
  • In an academic year, only three days will be permitted for a study tour. This can be taken either together or separate.
  • Teacher-student ratio should be 1:15.

സര്‍ക്കാര്‍ അംഗീകരിച്ച ടൂര്‍ ഓപ്പറേറ്റര്‍മാര്‍ മുഖേന മാത്രമേ വിനോദയാത്ര ചെയ്യാന്‍ പാടുള്ളുവെന്നും യാത്രക്കു മുമ്പ് സ്‌കൂള്‍ അധികൃതര്‍ വിവരങ്ങള്‍ പൊലീസിനെയും ഗതാഗത വകുപ്പ് ഉദ്യോഗസ്ഥരെയും അറിയിക്കണമെന്നും ഉത്തരവില്‍ നിര്‍ദ്ദേശിക്കുന്നു. ഇത് കൂടാതെ ഒരു അധ്യാപകന്‍ കണ്‍വീനറായ കമ്മിറ്റിയും വിനോദയാത്രക്കുണ്ടാകണം. സംസ്ഥാനത്തെ എല്ലാ വിദ്യാഭ്യാസ സ്ഥാപനങ്ങള്‍ക്കും ഈ പുതുക്കിയ നിര്‍ദ്ദേശം ബാധകമാണെന്നും പൊതുവിദ്യാഭ്യാസ ഡയറക്ടര്‍ അറിയിച്ചു.

വിഴിഞ്ഞം തുറമുഖ നിര്‍മ്മാണം നേരിടുന്ന തടസങ്ങള്‍ നീക്കണമെന്ന ഇടക്കാല ഉത്തരവ് നടപ്പാക്കണമെന്ന് ആവശ്യപ്പെട്ട് ഹൈക്കോടതി. ഏത് സാഹചര്യത്തിലായാലും ഇടക്കാല ഉത്തരവ് നടപ്പാക്കിയേ മതിയാവൂ എന്നാണ് ഹൈക്കോടതി ഇന്ന് സര്‍ക്കാരിനെ അറിയിച്ചത്. റോഡുകളിലെ തടസങ്ങള്‍ ഉള്‍പ്പെടെ നീക്കാനുള്ള നടപടികള്‍ സ്വീകരിക്കണമെന്നും കോടതി സര്‍ക്കാരിനോട് ആവശ്യപ്പെട്ടു. 

റോഡ് ഉപരോധവുമായി ബന്ധപ്പെട്ട് സര്‍ക്കാരിനെ കോടതി വിമര്‍ശിച്ചു. വിഷയത്തില്‍ കോടതിയെ പഴിചാരാനാണ് സര്‍ക്കാര്‍ ശ്രമിക്കുന്നതെന്നാണ് കോടതി ചൂണ്ടിക്കാട്ടിയത്. ഇടക്കാല ഉത്തരവ് നടപ്പിലാക്കിയതിന്റെ വിശദാംശങ്ങള്‍ ഒക്ടോബര്‍ 25നകം സമര്‍പ്പിക്കണമെന്നും ഹൈക്കോടതി കര്‍ശന നിര്‍ദ്ദേശം നല്‍കി.

ഇടക്കാല ഉത്തരവ് വന്നിട്ടും സമരപ്പന്തല്‍ പൊളിച്ചില്ലെന്നും പോലീസിന് ആവില്ലെങ്കില്‍  കേന്ദ്ര സേനയെ കൊണ്ടുവരണമെന്നും അദാനി ഗ്രൂപ്പ് വാദിച്ചു. എന്നാല്‍ ബലം പ്രയോഗിച്ച് ഒഴിപ്പിച്ചാല്‍ മരണം ഉള്‍പ്പെടെയുള്ള കാര്യങ്ങള്‍ സംഭവിക്കാമെന്നും, ക്രമസമാധാനം ഉറപ്പാക്കാന്‍ ശ്രമിക്കുന്നുണ്ടെന്നും സര്‍ക്കാര്‍ മറുപടി നല്‍കി. സര്‍ക്കാരിനെതിരായ അദാനി ഗ്രൂപ്പിന്റെയും, കരാര്‍ കമ്പനിയുടെയും കോടതിയലക്ഷ്യ ഹര്‍ജികള്‍ പരിഗണിക്കുന്നത് ഹൈക്കോടതി ചൊവ്വാഴ്ചത്തേക്ക് മാറ്റി.

Kerala Government to share detailed guidelines for re-opening of schools on Oct 5

Kerala government has given a nod for the resumption of offline classes in the state from November 1, 2021. Schools would re-open in a staged manner with proper COVID-19 guidelines. Ahead of the reopening of schools, the government would soon share detailed guidelines on October 5, 2021.

  • Meanwhile, physical classes have already resumed for UG students from final year and PG students in the state with proper COVID-19 protocols.

Kerala government has allowed the resumption of physical classes in the state from November 1, 2021. Classes would start for classes 1 to 7, classes 10 and 12 from November 1, 2021. Similalry, schools would re-open physically for classes 8, 9, 11, and other primary classes from November 15, 2021. Kerala State Education Minister V Sivankutty has mentioned that the detailed guideline for the re-opening of schools would be shared by the government on October 5, 2021. 

Further, the Education Minister has also mentioned that the decision about sharing the detailed guidelines was taken after several meetings. The meetings were held with various stakeholders and they ended on October 3, 2021. Sivankutty has also highlighted that extensive preparations have been started by the education department for the resumption of physical classes for students.

Sivankutty also mentioned on Twitter that disinfection and cleaning have started at schools in the state. He wrote, "Prep for #Nov1 has begun. Cleaning & disinfecting are underway at schools across Kerala. From Oct 20-30, a massive statewide clean-drive will be implemented with public participation. At Cottonhill today, inaugurating a clean-drive put up by state police officers' associations."

Further, according to ANI, Sivankutty said, "Some schools have a lack of infrastructure facilities, so the government is planning to accommodate those students in nearby schools within the stipulated day of schools reopening so that they can follow all the Covid-19 guidelines."

Kerala government recently issued the draft guidelines for the re-opening of schools. Schools would resume in the state with proper COVID-19 guidelines such as wearing masks, maintaining social distancing, and others. Further, instead of mid-day meals, allowance for the same would be given to students. The total number of active COVID-19 cases in the state is 137,6304 cases. The death ratio due to COVID-19 in the state is 0.54%.

Thiruvananthapuram: The Kerala Government is understood to have decided to allow only one-third of students at a time in a classroom when the schools reopen on November 1. 

As per the new guidelines prepared by the General Education Department, only 10 students will be allowed in a classroom from Class 1 to Class 7. 

The class strength would be a maximum of 20 students for secondary and higher secondary courses. In the primary section, only one student will be allowed on a bench. But for other classes, two students can sit on a bench.

In schools where the students' strength is very high, appropriate changes can be made at the school level with regard to the number of students to be admitted in a classroom. All such decisions on class restructuring and timings will also be taken on the basis of the circumstances prevailing in each school and the availability of travel facilities for students. 

In the beginning, classes will be held till the afternoon. Class intervals will be fixed in different time schedules to avoid crowding of students. Cleaning and sanitization will be undertaken in schools on a daily basis.

The guidelines, which were prepared jointly by the Health and the General Education Department, was released by Education Minister V Sivankutty today after holding discussions with Chief Minister Pinarayi Vijayan.

According to the guidelines, social health awareness classes will be given to students and teachers. A health monitoring committee will be set at each school The service of doctors will be ensured at the schools. Teachers will be equipped with the skills to meet any kind of exigencies.  

Model residential school hostels will be opened. Those who are having health issues and the differently-abled do not have to come to school. Separate academic modules will be prepared by the time the school reopens.   

The preparation of the guidelines for school reopening had been an extensive affair with the government holding a series of meetings with experts in the field of health and education. 

Schools to function on Saturdays

As per the present plan, schools will function on Saturdays too to make up for the losses to be suffered due to the restructuring of classes as a result of the COVID-19 restrictions. 

Since only one-third of students are going to be admitted to a classroom, more sessions are to be needed to cover portions. This is the reason why the government is planning to open schools on Saturdays.

The state health minister Veena George has said that classes will be arranged in a bio-bubble system meaning students in a class will be divided into batches.

The Kerala government will reopen schools from November 1 for classes 1 to 7 and classes 10 and 12. It has issued a series of guidelines for the same. All staff and teachers have been directed to be vaccinated with both doses of vaccine before schools reopen. Drivers of vehicles to be used by schools for transportation of children must also be vaccinated.

The state health minister Veena George has said that classes will be arranged in a bio-bubble system meaning students in a class will be divided into batches. Only one batch will be allowed to attend physical classes at a given time, and interact with each other. Schools are planning to put students who come from the same area into a single batch. That way their travel could also be arranged together. In each class, there will be two or three bio bubbles. Children in one bio bubble should not have close interaction with another bio bubble at any given point. If anyone tests Covid-19 positive in a bio bubble the rest of the students will also go into quarantine.

Students have been directed to bring written permission from their parents allowing them to return to schools. Classes will begin between 9 am to 10 am and will be allowed till the afternoon in the first two weeks. It will be divided in half as batches and each will be allowed to attend schools for two or three days a week. On one bench maximum of two children can be seated.

If any school has more than 1000 children, classes must be arranged in such a way that only 25 per cent of the children should be on campus at any given time. Children with any kind of co-morbidities or those whose family members are Covid-19 positive have been directed not to attend schools.

Rooms with good air circulation must be used for taking classes and only fans should be used. If possible, schools can take classes in the open air. Mid-day meals in schools can be provided depending upon the situation in each school. Classes must be sanitised every day. Toilets are to be disinfected at regular intervals. Children have been advised to bring drinking water from their homes.

The remaining classes will begin on November 15. The Kerala chief minister had earlier directed the state authorities to complete the necessary requirements to reopen the schools at least 15 days in advance.

Comprehensive guidelines on school reopening in Kerala soon

THIRUVANANTHAPURAM: In the run-up to the phased reopening of schools from November 1,  the government has tasked the Principal Secretaries of General Education and Health to come up with a comprehensive set of guidelines that would touch upon various aspects relating to resumption of academic activity in schools.

Briefing reporters after attending a meeting to discuss the broad aspects of school reopening, General Education Minister V Sivankutty and Health Minister Veena George said all arrangements will be put in place so that all concerns of parents and the public are addressed.

Ahead of framing the guidelines, meetings will be held with parent teacher associations, student and youth outfits, political parties and local self-governments, Sivankutty said. While offering full support to the General Education Department’s initiatives, Veena said the guidelines will be based on a ‘bio-bubble’ model. 

The ‘bio-bubble’ model refers to creation of sanitised environments for school students where only people vaccinated against Covid come in contact with them. A similar model is being implemented by the state tourism department for hotels and resorts. According to Sivankutty, the meeting discussed various aspects including conveyance for school students, safety in classrooms, distribution of noon meal, class schedule and use of restroom facilities. 

Discussion was also held on minute aspects such as the number of students to be accommodated in the classroom at any given time and the vaccination status of family members and teachers.

Plus One seats may be increased T’Puram: The government will consider increasing higher secondary seats in unaided schools to ensure that all students who had applied for admission can pursue the course, General Education Minister V Sivankutty said here on Thursday. The minister’s response came a day after the first allotment list for Plus One admission was released on Wednesday.

Several meritorious students, including those who secured A+ in all subjects, could not get their preferred school-course combination. Sivankutty, who visited Government Girls’ Higher Secondary School, Cotton Hill, to oversee the admission proceedings, said the issue of many students being unable to get admissions of their choice could be addressed to a large extent through a marginal increase of Plus one seats by 20%. “We are hopeful that there will be enough seats for all applicants once the admission process comes to an end. However, we will examine the situation after admissions are carried out based on the first allotment list and decide on the future course of action,” Sivankutty said.
