“NO HLB IN SOUTH AFRICA:” Citrus industry asserts

South Africa is free of citrus greening disease or huánglóngbíng (HLB) despite recent reports of its spotting in Eastern Cape province, the industry says. 

Selina Wamucii got an insider look at the clarification statement by Justin Chadwick, CEO of the Citrus Growers’ Association of Southern Africa.

It reads as follows:

“HLB (Huanglongbing or Asian Citrus Greening, and sometimes casually referred to as Yellow Dragon) is a citrus disease and has caused devastation in some citrus producing regions like Florida in the USA and parts of  Brazil.  

“Recently, there has been some confusion and misinformation regarding reports that HLB has been identified in South Africa. It has not. As correctly reported by The Herald (30.5.2024) the disease African Citrus Greening was detected near Gqeberha. However, other media channels falsely spread news that HLB and not African Citrus Greening was identified near Gqeberha. This is incorrect. African Citrus Greening is caused by an entirely different species of bacteria and it is a citrus disease that is not nearly as damaging as HLB.”

The statement further traces the origin of the misrepresentation to a sighting in Gqeberha, formerly known as Port Elizabeth.

“The alarmist reactions and misrepresentation of facts were started by a reefer information news snippet that was erroneously headlined: ‘Yellow Dragon lands in Eastern Cape. Huanglongbing, or citrus greening disease, has been identified in residential areas in the South African port city of Gqeberha.’

HLB not Viable in South Africa

“HLB does not occur in South Africa,” the statement continues. “African Citrus Greening, on the other hand, has been reported in South Africa since 1932. This Greening is under official control in South Africa by preventing movement of propagation material from Greening areas to Greening-free areas. This Greening cannot be spread by fruit or seed and there is no restriction on the movement of citrus fruit, and this applies worldwide.”

Chadwick further clarifies that up to now Eastern Cape has been without active citrus greening occurrences.

“To date, the Eastern Cape province was Greening-free and the recent find in Gqeberha will require further delimitation surveys and control measures (control of the insect vector and infected plant material) to successfully prevent spread to commercial citrus production areas.” Beforehand in early June, the Citrus Management Committee (CGC) of Spain had  recommended a  quarantine  of Eastern Cape. South Africa’s citrus industry last attracted attention in 2023 over citrus black spot (CBS) and had invoked WTO  arbitration . 

Eastern Cape and South Africa Citrus Production Statistics

Located in the southeastern South Africa, Eastern Cape produces the second-highest number of citrus nationally. The province produced  48 million  15-kg cartons out of a national  146 million  cartons in 2022. The province’s Sundays River Valley ranks as South Africa’s single largest source of citrus. While its navel oranges represent   25%  of the national output its lemons claim half the national output.

Eastern Cape’s 2022 citrus exports generated 3.4 billion Rand ($179.146 million) vis-á-vis national revenue of 34.142 billion Rand ( $1.85 billion ). In the 2021-22 season, South Africa exported  168 million  15-kg cartons of citrus and emerged the world’s second largest exporter. 

While oranges led 2022’s citrus fruit production at 1.6 million tonnes, soft citrus (including naartjie) were substantial at 660,000 tonnes. In terms of exports, South Africa ranks  8 th  worldwide for oranges and 7 th  for soft citrus.

South African election — We start today in a South African province as opposition parties celebrate their local victory in a historic election, where no party won a clear parliamentary majority.

For the first time in three decades, the ruling African National Congress party lost its majority—emerging with only 40 percent of the votes.

Here’s President Cyril Ramaphosa.

RAMAPHOSA: Our people have spoken, whether we like it or not, they have spoken.

The ANC said it has started negotiations with other major parties.

The Democratic Alliance opposition party came in second while former President Jacob Zuma’s MK party came in third.

Parliament must elect the country’s president in the next two weeks.

Indian heat wave — Over in India, a scorching heat wave has killed more than 50 people.

Authorities said some 33 people died in the northern Uttar Pradesh state over the weekend. Meanwhile, heat stroke killed another 20 people in Odisha state.

People rushed family members to nearby hospitals for care.

This man in the eastern Bihar state says his family member was struggling to breathe, then died shortly after arriving at the hospital.

The heatwave coincided with India’s extensive six-week general election, which wrapped up this week.

Guatemala prison grab — In Guatemala, authorities transferred more than 200 gang members from a prison some 43 miles south of the capital.

Police said members of the Barrio 18 gang had operated a call center for criminal activities out of the prison nicknamed “Little Hell.”

She says here that police also found air conditioners, music equipment, refrigerators, and other comforts.

The Barrio 18 and MS-13 gangs are fighting over territory in Guatemala.

Authorities blamed previous governments for handing over control of prisons to criminals. Interior Minister Francisco Jimenez said authorities will tear down the prison and replace it with a maximum-security prison.

Tiananmen Square anniversary — We wrap up today with activities around the world marking the anniversary of the Tiananmen Square massacre.

Hong Kong residents previously commemorated June 4 when Chinese authorities used tanks and troops to crush peaceful protests on the mainland in 1989.

But Hong Kong’s national security law has outlawed all memorials since 2020, including an annual candlelight vigil in Victoria Park.

In London, people from Hong Kong, Tibet, and Taiwan shouted chants and sang together to commemorate the day.

DAKAR, Senegal (AP) — Russia’s top diplomat pledged help and military assistance while on a whirlwind tour of several countries in Africa’s sub-Saharan region of Sahel this week, as Moscow seeks to grow its influence in the restive, mineral-rich section of the continent.

Russia is emerging as the security partner of choice for a growing number of African governments in the region, displacing traditional allies like France and the United States. Sergey Lavrov, who has made several trips to Africa in recent years, this week stopped in Guinea, the Republic of Congo, Burkina Faso and Chad.

Moscow has aggressively expanded its military cooperation with African nations by using the private security company Wagner and its likely successor, Africa Corps , with Russian mercenaries taking up roles from protecting African leaders to helping states fight extremists.

The Polish Institute of International Affairs said in a study this month that in “creating the Africa Corps, Russia took an assertive approach to expand its military presence in Africa.

Moscow is also seeking political support, or at least neutrality, from many of Africa’s 54 countries over its invasion of Ukraine. African nations make up the largest voting bloc at the United Nations and have been more divided than any other group on General Assembly resolutions criticizing Russia’s actions in Ukraine.

Russia-linked entities also spread disinformation to undermine ties between African states and the West, the Africa Center For Strategic Studies, an academic institution within the U.S. Department of Defense, wrote in a March report. Moscow has been “sponsoring 80 documented campaigns, targeting more than 22 countries,” it said.

Here’s a look at how Russia is expanding its influence in Africa.

WHY ARE AFRICAN NATIONS TURNING TO RUSSIA?

Russia has taken advantage of political unrest and discontent in coup-hit nations, capitalizing on popular frustration and anger with former colonial power France. Military coups have ousted governments seen close to France and the West and doing little to alleviate grinding poverty, unemployment and other hardships.

Russia offers security assistance without interfering in politics, making it an appealing partner in places like Mali, Niger and Burkina Faso , all ruled by military juntas that seized power in recent years. In return, Moscow seeks access to minerals and other contracts.

Violence linked to extremists allied with al-Qaida and the Islamic State group has been on the rise in Sahel for years, despite efforts by France, the U.S. and other Western allies to help fight the jihadi groups there. In 2013, France launched a near decade long operation in Mali to help fight militants , which expanded to Niger, Burkina Faso and Chad. The operation ended nine years later but the conflict did not, contributing to anger with the West.

The U.S. has further lost its footing with key allies for forcing issues — including democracy or human rights — that many African states see as hypocrisy, given Washington’s close ties to some autocratic leaders elsewhere.

While the West may pressure African coup leaders over democracy and other issues, Russia doesn’t meddle in domestic affairs, Rida Lyammouri, a senior fellow at the Policy Center for the New South, told The Associated Press.

WHAT IS RUSSIA’S INTEREST IN AFRICAN COUNTRIES?

Africa is rich in minerals, oil and other resources, which come with political and legal challenges. Its resources are increasingly central to economic and national security, such as cobalt, which is used in electronics like mobile phones, or lithium, which is used in batteries.

Russia has thrived in countries where governance is limited, and has signing mining deals through companies it controls. An EU parliament study showed that Russia secured access to gold and diamonds in the Central African Republic, cobalt in Congo, gold and oil in Sudan, chromite in Madagascar, platinum and diamonds in Zimbabwe, and uranium in Namibia.

The U.S. based non-profit Democracy 21 group said in an analysis last December that Wagner and Russia may have made about $2.5 billion through the African gold trade alone since invading Ukraine in February 2022.

Though Russia is increasingly a partner to African countries in the oil and mining sector, it lags far behind as an overall trading partner. For example, data by the International Monetary shows less than 1% of Africa’s exports go to Russia, compared with 33% to the European Union.

WHERE DO RUSSIAN CONTRACTORS OPERATE IN AFRICA?

The first reports of Wagner mercenaries in Africa emerged in late 2017, when the group was deployed to Sudan to provide support to then-President Omar al-Bashir, in exchange for gold mining concessions. Wagner’s presence soon expanded to other African countries.

In 2018, Russian contractors showed up to back powerful commander Khalifa Hifter in eastern Libya who was battling militants. They also helped Hifter in his failed attempt to seize the capital of Tripoli a year later.

In the Central African Republic, Russian mercenaries have been providing security since in 2018 and in return have gained access to some of the country’s gold and diamond mines.

Coups in Mali in 2020 and 2021, in Burkina Faso in 2022 and in Niger in 2023, brought military juntas critical of the West to power. All three eventually ordered French and other Western forces out, and instead turned to Russia for military support.

Niger ordered the U.S. to withdraw its troops and close its multimillion dollar flagship investment in a sprawling military and spy base in Agadez earlier this year, after a meeting with a U.S. delegation ended poorly. The decision has upended U.S. counterinsurgency operations in Africa’s Sahel.

Weeks later, Russian trainers arrived in Niger with new defense equipment .

Russia aims to increase footprint, influence in Africa

Russia's top diplomat pledged help and military assistance while on a whirlwind tour of several countries in Africa's sub-Saharan region of Sahel this week, as Moscow seeks to grow its influence in the restive, mineral-rich section of the continent.

Russia is emerging as the security partner of choice for a growing number of African governments in the region, displacing traditional allies like France and the United States. Sergey Lavrov, who has made several trips to Africa in recent years, this week stopped in Guinea, the Republic of Congo, Burkina Faso and Chad.

Moscow has aggressively expanded its military cooperation with African nations by using the private security company Wagner and its likely successor, Africa Corps, with Russian mercenaries taking up roles from protecting African leaders to helping states fight extremists.

The Polish Institute of International Affairs said in a study this month that in "creating the Africa Corps, Russia took an assertive approach to expand its military presence in Africa.

Moscow is also seeking political support, or at least neutrality, from many of Africa's 54 countries over its invasion of Ukraine. African nations make up the largest voting bloc at the United Nations and have been more divided than any other group on General Assembly resolutions criticizing Russia's actions in Ukraine.

Russia-linked entities also spread disinformation to undermine ties between African states and the West, the Africa Center For Strategic Studies, an academic institution within the U.S. Department of Defense, wrote in a March report. Moscow has been "sponsoring 80 documented campaigns, targeting more than 22 countries," it said.

Here's a look at how Russia is expanding its influence in Africa.

Why are African nations turning to Russia? Russia has taken advantage of political unrest and discontent in coup-hit nations, capitalizing on popular frustration and anger with former colonial power France. Military coups have ousted governments seen close to France and the West and doing little to alleviate grinding poverty, unemployment and other hardships.

Russia offers security assistance without interfering in politics, making it an appealing partner in places like Mali, Niger and Burkina Faso, all ruled by military juntas that seized power in recent years. In return, Moscow seeks access to minerals and other contracts.

Violence linked to extremists allied with al-Qaida and the Islamic State group has been on the rise in Sahel for years, despite efforts by France, the U.S. and other Western allies to help fight the jihadi groups there. In 2013, France launched a near decade long operation in Mali to help fight militants, which expanded to Niger, Burkina Faso and Chad. The operation ended nine years later but the conflict did not, contributing to anger with the West.

The U.S. has further lost its footing with key allies for forcing issues — including democracy or human rights — that many African states see as hypocrisy, given Washington's close ties to some autocratic leaders elsewhere.

While the West may pressure African coup leaders over democracy and other issues, Russia doesn't meddle in domestic affairs, Rida Lyammouri, a senior fellow at the Policy Center for the New South, told The Associated Press.

What is Russia's interest in African countries? Africa is rich in minerals, oil and other resources, which come with political and legal challenges. Its resources are increasingly central to economic and national security, such as cobalt, which is used in electronics like mobile phones, or lithium, which is used in batteries.

Russia has thrived in countries where governance is limited, and has signing mining deals through companies it controls. An EU parliament study showed that Russia secured access to gold and diamonds in the Central African Republic, cobalt in Congo, gold and oil in Sudan, chromite in Madagascar, platinum and diamonds in Zimbabwe, and uranium in Namibia.

The U.S. based non-profit Democracy 21 group said in an analysis last December that Wagner and Russia may have made about $2.5 billion through the African gold trade alone since invading Ukraine in February 2022.

Though Russia is increasingly a partner to African countries in the oil and mining sector, it lags far behind as an overall trading partner. For example, data by the International Monetary shows less than 1% of Africa's exports go to Russia, compared with 33% to the European Union.

Where do Russian contractors operate in Africa? The first reports of Wagner mercenaries in Africa emerged in late 2017, when the group was deployed to Sudan to provide support to then-President Omar al-Bashir, in exchange for gold mining concessions. Wagner's presence soon expanded to other African countries.

In 2018, Russian contractors showed up to back powerful commander Khalifa Hifter in eastern Libya who was battling militants. They also helped Hifter in his failed attempt to seize the capital of Tripoli a year later.

In the Central African Republic, Russian mercenaries have been providing security since in 2018 and in return have gained access to some of the country's gold and diamond mines.

Coups in Mali in 2020 and 2021, in Burkina Faso in 2022 and in Niger in 2023, brought military juntas critical of the West to power. All three eventually ordered French and other Western forces out, and instead turned to Russia for military support.

Niger ordered the U.S. to withdraw its troops and close its multimillion dollar flagship investment in a sprawling military and spy base in Agadez earlier this year, after a meeting with a U.S. delegation ended poorly. The decision has upended U.S. counterinsurgency operations in Africa's Sahel.

Miller rescues South Africa in win over bogey Dutch team at the T20 World Cup

WESTBURY, N.Y. – David Miller bailed South Africa out of deep trouble against the Netherlands with a clutch innings to win their Twenty20 World Cup clash by four wickets on Saturday.

Miller's unbeaten 59 off 51 balls, with four sixes and three boundaries, rescued South Africa from 12-4 in the fifth over.

This was after the Netherlands was restricted to 103-9.

The Proteas were made to sweat hard before Miller and Tristan Stubbs, with 33, saved the day for them to reach 106-6 with seven balls remaining.

The Netherlands was going for a hat trick of wins against South Africa in World Cups, after winning their T20 in 2022 and one-day international in 2023.

Chasing a paltry 104 for victory, South Africa’s big T20 hitters failed.

Quinton de Kock was run out for a duck after a mixup with opening partner Reeza Hendricks, who was bowled for 3.

Aiden Markram was caught behind playing down the leg side; the umpire’s review went against him. He was out for a three-ball duck.

Hard-hitting Heinrich Klaasen holed out for 4, and Dutch medium-pacer Vivian Kingma finished his four overs with 2-12.

Miller and Stubbs put on a cautious 65 off 72 balls on a challenging pitch.

Stubbs was caught in the 17th over as South Africa edged closer to the finish. Marco Jansen was dismissed for a golden duck in the next over and the situation tensed up again.

But Miller held his nerve to see the Proteas home to their second win in two games in Group D.

Earlier, pacer Ottneil Baartman grabbed 4-11 in four overs as the Netherlands was down to 48-6 in 11.5 overs.

Sybrand Engelbrecht scored 40 off 45 balls to anchor the Dutch, and Logan Van Beek scored 23 runs to push the total past 100.
