Now, first class pass holders can pay extra fare to travel by AC locals

While passengers can avail this facility at the booking counters, the service will move to online soon.

Mumbai After a long-pending demand from commuters, the Railway Board has finally decided to allow first class pass holders to pay extra and travel by air-conditioned (AC) locals.

Amidst the political feud regarding the functioning of the AC local trains, railway officials are trying various measures to ensure that more passengers opt for AC locals (Bhushan Koyande)

While passengers can avail this facility at the booking counters, the service will move to online soon. However, officials said that those upgrading their first-class passes will have to pay for the entire period and not just the remaining days.

Amidst the political feud regarding the functioning of the AC local trains, railway officials are trying various measures to ensure that more passengers opt for AC locals. Railways are upgrading their systems to accommodate the change in ticket fares. The Centre for Railway information systems (CRIS) is upgrading their software systems to include the additional fare. It will soon be available through booking counters and Universal Ticket System (UTS) application as well.

A senior railway official said, “Currently, this facility will be available through booking counters. However, we will soon include it in our online ticketing systems. We are in the process of upgrading our system.”

As per a recent circular by the railway ministry, existing first class quarterly, half yearly and yearly AC local season ticket holders will have to pay the difference of fare for the entire period, irrespective of the days left on their existing first class passes. Similarly, the validity of the pass shall also remain the same as the existing first-class pass.

The AC local fares were reduced on May 5 this year making the minimum single-journey ticket to around ₹ 35 for up to 10km. “This is definitely a good move by the railways. However, they should have also made provisions for first class pass holders to board an AC train for single journeys as well by paying the extra fare. This will help divert crowds during peak hours,” said Shaurya Chehria, 34, regular first-class commuter.

After protests for rescheduling regular local trains in peak hours to AC trains, Central Railway had cancelled 10 additional services last month. Currently, the central railway has 56 and western railway has 48 AC local services.

Meanwhile, the railways have long-term plans to come up with 238 AC locals that will replace the existing fleet gradually in both Central and Western Railway. As a part of the Mumbai Urban Transport Project (MUTP) plan till 2025, 47 more rakes will come up. The remaining 191 rakes will be procured gradually based on the services that will be added.

Mumbai’s first-class local train passengers can finally travel in AC local trains by upgrading their quarterly passes and paying the difference in fare. The fare, however, will have to be paid for the period from when the upgrade was made till the date of expiry of the pass.

Central Railway (CR) chief public relations officer Shivaji Sutar said, “The Centre for Railway Information Systems (CRIS) is tweaking the ticketing software and it will soon be implemented.”

The railway ministry in a recent circular has said that first-class quarterly, half-yearly and yearly season tickets will be allowed to be converted into season tickets for travel in AC EMU services as per the terms and conditions. The fare difference will have to be paid for the entire duration of the pass irrespective of the number of days it is considered valid.

The facility will be available at booking counters and on the Universal Ticket System (UTS) app for which CRIS has been asked to make the necessary changes.

The fares for AC local single and return journey tickets had been substantially reduced since May 5, 2022. With this reduction, the minimum single journey ticket (up to 10 km) now costs R35 only. The first AC local service in Mumbai began on December 25, 2017 on Western Railway (WR).

While CR runs 56 AC services with four of its five trains in use, WR operates 48 such services with four trains in use.

After protests from commuters who illegally boarded local trains from Kalwa car shed and also those from Badlapur who were against the new AC services, various political party leaders and elected representatives made the operation of AC local train into a political issue, leading to cancellation of a few services.

Railways have decided to facilitate First class Quartey (QST), Half yearly (HST) and Yearly (YST) season ticket holders to travel in AC EMU, stated an official statement released by the Central Railways (CR).

However, the difference of fare between first class quarterly, half yearly and yearly season tickets and AC quarterly, half yearly and yearly season tickets shall be collected for the entire period irrespective of the days left in First Class QST, HST and YST and validity of the same shall be as per the validity of First Class QST, HST and YST o­nly.

This facility will be available with effect from September 24, 2022   (Midnight of September 23/24, 2022).

It is pertinent to note that this development also comes at a time when the railways is planning to increase the number of AC local train services.

For this, the Centre for Railway Information Systems (CRIS) decided to tweak the ticketing software and it will soon be implemented, a  Central Railways  (CR) official stated.

Releasing an official circular earlier this month , the railway minister had mentioned that first-class quarterly, half-yearly and yearly season tickets will be allowed to be converted into season tickets for travel in AC local train services as per the terms and conditions.

It further clarified that the fare difference will have to be paid for the entire duration of the pass irrespective of the number of days it is considered valid.

Moreover, this facility will be available at booking counters and on the Universal Ticket System (UTS) app for which CRIS has been asked to make the necessary changes.

Besides, few months ago, in order to attract passenger footfall, the fares for AC local single and return journey tickets had been substantially reduced since May 5, 2022 .

For those unversed, the first AC local service in Mumbai began on December 25, 2017 on Western Railway (WR). While CR runs 56 AC services with four of its five trains in use, WR operates 48 such services with four trains in use.

The Railways on Thursday implemented the revised single-journey ticket fares for passengers travelling in first-class compartments and air-conditioned suburban local trains here, an official said.

While the single journey fare for passengers travelling in first class and AC trains on Central and Western Railway has been revised, there is no change in the fare for second class and season tickets for both the classes, he said.

“The revised single journey fares for first class travel and air-conditioned trains came into effect from May 5. This will immensely benefit commuters,” Shivaji Sutar, chief spokesperson of Central Railway said.

According to the Western Railway, for the air-conditioned train journey between Churchgate-Dadar, passengers will have to pay Rs 50, while for Churchgate-Andheri the fare is Rs 70, Rs 95 instead for Churchgate-Borivali and for Churchgate-Virar it is Rs 115.

For journey in the first-class compartment between Churchgate-Dadar, passengers will have to pay Rs 40, for Churchgate-Andheri Rs 60, for Churchgate-Borivali Rs 85 and for Churchgate-Virar Rs 100, the Western railway said.

According to the Central Railway, for travelling in air-conditioned local between CSMT-Dadar stations the fare is Rs 35, for CSMT-Kurla Rs 70, for CSMT-Thane Rs 95, for CSMT-Panvel Rs 110 and Rs 105 for CSMT-Kalyan.

The Central Railway operates over 1,700 daily suburban services between CSMT and Kasara and Khopoli on its main line, CSMT-Panvel and Goregaon on its Harbour line, Thane to Vashi and Panvel on Trans-harbour line and Bamandongari to Belapur and Seawood. Daily around 40 lakh commuters travel on these lines.

For the first-class journey between CSMT-Dadar stations, the fare is Rs 25, for CSMT-Dadar Rs 50, for CSMT-Thane Rs 85 and Rs 100 for CSMT-Kalyan and CSMT-Panvel.

Union Minister of State for Railways Raosaheb Danve had earlier announced a reduction in the fare of air-conditioned local trains by 50 per cent, following which the Indian Railway's policy making body had issued a notification regarding implementation of revised fare from May 5.

Over 3,000 local trains are being run on Mumbai's suburban network, and around 80 lakh passengers used to travel before the COVID-19 pandemic. Of the total, 80 services are operated with air-conditioned locals.

The Mumbai division of the Western and Central Railway is expecting that the reduction in the fare will increase the ridership of AC local trains that have very few takers and can be seen empty most of the time due to high ticket prices.

Around 80 air-conditioned local train services have been initiated on both the Central and Western Railways on a daily basis and the ridership is around 20-24,000 on each line.

“While there has been a drop in prices of AC and first class tickets, there has been no change in the fare of monthly passes,” the officer said.

After the implementation of the facility, every AC compartment will have a ticket checker with handheld machines for issuing tickets to first-class pass holders.
