Chennai: President Draupadi Murmu will be arriving in Chennai by special Indian Air Force flight from Bengaluru on Thursday evening to take part in the convocation function at the Union Government run Indian Maritime University at Old Mahabalipuram Road (OMR) on Friday morning.

Before driving down to OMR, the President would meet visitors at the Raj Bhavan, where should be spending the night after arriving in Chennai.

Murumu would leave for Delhi from the old airport at 12.05 pm on Friday.

Chennai: Prime Minister Narendra Modi is expected to visit Chennai for two days (July 28-29) to inaugurate the 44th International Chess Olympiad on Thursday and attend the Anna University convocation on Friday. A five-tier security ring will be in place ahead of Prime Minister Narendra Modi's two-day visit to Tamil Nadu, police said on Tuesday.

PM Modi will reach Chennai from Ahmedabad on Thursday evening.

PM Modi’s Full Schedule PM Modi will reach Chennai Airport at 4.45 PM on Thursday. From Chennai Airport, PM Modi will fly in a helicopter to INS Adyar Helipad. At 5.50 PM, he will start his travel to Jawaharlal Nehru stadium to attend the FIDE Chess Olympiad inauguration.

At 6 pm, Modi is expected to reach the stadium and attend the inauguration of 44th FIDE Chess Olympiad till 7.30 pm. Then PM is expected to leave by road to Raj Bhavan for a night halt.

On Friday, PM Modi will then leave Raj Bhavan at 9.55 am for Anna University. From 10 am, he will preside over the 42nd Convocation of Anna University and then will leave for Chennai Airport.

Strict surveillance and monitoring are expected to be in place in various areas that the PM will be visiting, including the venues for the two events.

The Security Arrangements Commissioner of Police Shankar Jiwal reviewed the security arrangements and a five-tier security ring will be in place, with 22,000 police personnel on duty, including senior officials, a city police press release said.

Lodges and hotels were being checked to monitor the possible movement of suspicious persons, it said.

Further, under Section 144 of the Code of Criminal Procedure (Cr.PC), the police prohibited flying of objects like microlight aircraft, hot air balloons, gas-filled balloons, small-sized powered aircraft and para-jumping, on July 28 and 29, "in connection with the security measures" ahead of Modi's visit.

In a separate development, a day after BJP workers pasted photographs of Prime Minister Narendra Mod i on billboards for the Olympiad in Chennai saying they featured only Chief Minister M K Stalin, the Madras High Court Thursday ordered the Tamil Nadu government to ensure that photographs of the President and Prime Minister are published in all Chess Olympiad advertisements in print and electronic media.

Tamil Nadu continued to maintain a downward graph in COVID-19 cases by recording 1,624 new positive cases on Friday, taking the overall tally to 35,41,231 infections. The State witnessed 1,712 fresh COVID-19 cases a day ago.

The number of active cases also dropped to 13,510 today from 13,890 on Thursday. There was no deaths. The toll remained at 38,032. A lone traveller from Jharkhand tested positive for the contagion and was among the 1,624 new cases, said a bulletin from the State Health Department.

About 2,004 patients were discharged during the day and the net recoveries mounted to 34,89,689. Chennai accounted for 353 fresh cases followed by Chengalpattu 171 and Coimbatore with 159. (PTI)  

Indian teams made winning starts in the Open and women's sections of the 44th Chess Olympiad here on Friday. Top-seeded Indian women's A team beat Tajikistan while the B side got the better of Wales. Both the Indian teams have taken unassailable 3-0 leads over their respective opponents.

India's star player Koneru Humpy, playing on the top board, R Vaishali and Bhakti Kulkarni secured victories to ensure a winning start. The Indian C team too began with a win. The three Indian teams in the men's event posted wins in the first round matches over Zimbabwe, UAE and South Sudan respectively.

The opening round of the historic Chess Olympiad was inaugurated by Sports Minister Anurag Thakur by making the first move on Indian player Vidit Gujrathi's board. Five-time world champion Viswanathan Anand, FIDE President Arkady Dvorkovich, All India Chess Federation President Sanjay Kapoor and Olympiad Director Bharat Singh Chauhan were also present on the occasion. The Madras High Court on Friday suggested to the Tamil Nadu government to make available psychiatric counsellors to each school attached with hostels in the state.

The government should ensure at least one such counsellor is appointed in each district, Justice N Sathish Kumar said when the criminal original petition from P Ramalingam, the father of the 17-year-old school girl, who allegedly died by suicide at her school premises in Chinna Salem in Kallakurichi district on July 13, came up for further hearing today. Annoyed over the recurring instances of suicide by school girls, the judge gave the suggestion to curb such incidents.

The judge also advised the media outlets and social media to desist from exaggerating such incidents and fomenting consequential violence, which may ultimately result in encouraging such suicides. The media should understand its responsibility towards society, he added. (PTI)

Addressing a large gathering of students, Modi said the post-pandemic period throws opportunities even as “some would call it a time of uncertainty”.

The  Covid-19 pandemic, “a once-in-a-century crisis that nobody had any user manual for” had tested every country, he said, while expressing gratitude to everyone from scientists to common people who helped India fight the difficult phase. “The post-pandemic period is about a new life in India, in every sector,” he said. Tamil Nadu Chief Minister M K Stalin on Friday urged Prime Minister Narendra Modi to take appropriate steps to provide necessary guarantees to the Olympic Council of Asia (OCA) to facilitate holding the Asian Beach Games (ABG) here in 2024.

Stalin, in a letter to Modi, pointed out that the OCA in its executive committee meet held on May 6, 2022 at Tashkent had in principle accepted holding the ABG in Tamil Nadu in January, 2024. The OCA has to be provided necessary guarantees by the Union government by September 2022. Such guarantees, to be given by the Union Youth Affairs and Sports Ministry, include those related to free passage for participants.

The Chief Minister requested the Prime Minister to take appropriate steps to provide necessary guarantees to OCA to facilitate holding the ABG here in 2024, an official release here said. (PTI)

Prime Minister Narendra Modi on Friday said the ruling NDA has changed the notion that a strong government means it should control everything and everyone and hailed the spree of sectoral reforms, insisting it has opened up new avenues and given the much required infra push.

"A strong government does not move into every domain. It limits itself and makes space for people's talents. A strong government's strength relies in its humility to accept that it cannot know or do everything. This is why you see reforms in every sphere that make greater space for the people and freedom", he said. (PTI)

The Centre has allowed the Tamil Nadu Health Department to conduct tests for detection of  monkey pox disease  at the over-a-century old King Institute of Preventive Medicine and Research here, State Minister Ma Subramanian said on Thursday.

While delivering the convocation address at Anna University in Chennai Friday, Prime Minister Narendra Modi said, "In this era of tech-led disruptions, there are three important factors in your favour. The first factor is there is a taste for technology. There is a growing sense of comfort with the use of technology. Even the poorest of the poor are adapting to it."

Two tourists died after being swept away in flash floods at the main Courtallam waterfalls in Tamil Nadu’s Tenkasi district on Wednesday evening following heavy rains in the Western Ghats.

The two women were identified as V Malliga (46) of Perambur, Chennai, and R Kalavathi (55) of Panruti , Cuddalore. They were part of a group of tourists who were bathing at the main waterfalls around 6 pm on Wednesday when the flash floods hit. While five tourists were swept away, three were rescued by locals, the police and fire and rescue personnel. Read more

The Income Tax Department has detected “unaccounted” income of Rs 150 crore after it recently raided two Tamil Nadu-based business groups engaged in real estate and the other undertaking rail and road construction contracts, the CBDT said on Thursday.

More than Rs 14 crore unaccounted cash, and gold and jewellery worth over Rs 10 crore was seized after the department searched 30 premises of the two groups, which have not been identified, in Madurai and Chennai on July 20. Read more

The prevailing cross-border tension ended Pakistan chess team's campaign even before it started as the players are due to return on Thursday night after a last-minute pull out from the 44th Olympiad here. Pakistan was invited by the International Chess Federation (FIDE) to participate in the Chess Olympiad being held in Mamallapuram near here from July 28 to August 10.

However, Pakistan on Thursday withdrew from the prestigious event, citing the torch relay of the event passing through Jammu and Kashmir, which neighbouring country views as a disputed area.

"Pakistani players will be leaving India tonight following their pullout of the event," Olympiad director and All India Chess Federation (AICF) general secretary Bharat Singh Chauhan told PTI. (PTI)

Prime Minister Narendra Modi on Thursday hailed Tamil Nadu for producing many Chess masters from the country. PM Modi in his inaugural speech at the 44th Chess Olympiad said, "There are many temples in Tamil Nadu with beautiful sculptures that represent different sports. Prime Minister Narendra Modi on Thursday was accorded a warm welcome with performances by musicians and percussionists all along the route he took by road to reach the venue, the Nehru stadium during the inaugural ceremony of 44th International Chess Olympiad. Modi sported a shawl and dhothi with a chessboard design border. Tamil Nadu Chief Minister M K Stalin wore a silk like yellow shirt, dhothi and an 'Angavastra' (shawl).

BJP's Tamil Nadu unit's art and culture wing organised music and traditional dances to welcome Modi. Petals were showered on Modi's car by enthusiastic supporters, who gathered on both sides of the road while he was on his way to the stadium from INS Adyar. The Nehru Indoor Stadium here sparkled with classy lighting, and a sense of excitement was palpable during the inaugural event for the 44th Chess Olympiad. The sprawling arena in downtown Chennai was buzzing with fresh ideas represented in the form of elegant decor with the undercurrent being the nerve-wracking game of chess.

The classy lighting displayed multiple colours everywhere and the magic of light embossed on the foreground a grand, big chessboard and the flags of participating countries. The stadium's dais was decked with king-sized brightly coloured chess pieces of king, bishop, rook, queen, knight and the pawns.

A special dance-song 'Vanakkam Chennai, Vanakkam Chess', was screened. An audio visual on the theme of sand-sculpting captured the game of chess to be played in Tamil Nadu's historic sea port town of Mamallapuram. (PTI)

Superstar Rajinikanth on Thursday said he loves chess the most and extended his greetings to chess players as Tamil Nadu gears up to host the 44th Chess Olympiad, to be inaugurated by Prime Minister Narendra Modi.

On his twitter handle, using the #ChessOlympiad2022 hashtag, the top actor said, "an indoor game I love the most … wishing all the chess minds the very best...god bless." Rajinikanth also posted an undated photograph of him playing chess and appearing in a pensive mood. The sporting event will be held in nearby Mamallapuram, about 50 km from here from July 28 to August 10. (PTI)

Ahead of the inaugural function of the  44th World Chess Olympiad , which will take place at the Jawaharlal Nehru Indoor Stadium on July 28, the Chennai traffic police has announced diversions in parts of the city on Wednesday and Thursday. The Olympiad is scheduled to take place from July 28 to August 10 at Poonjeri Village in Mamallapuram.

In a press release, the Greater Chennai police announced that there will be slow movement of traffic at EVR Salai, Central Square, Anna Salai, Raja Muthiaha Salai and the areas in and around Jawaharlal Nehru indoor Stadium. Read more

Prime Minister Narendra Modi, who will reach the Jawaharlal Nehru Stadium in Chennai at 6:00 PM IST, will inaugurate the 44th Chess Olympiad amidst the presence of Tamil Nadu CM MK Stalin and other special invitees.

150 underprivileged children of government schools who have won in chess games were given the opportunity to fly and play chess onboard a special aircraft branded with the Chess Olympiad mascot.

Countdown has begun for the world’s biggest chess event – the 44th International Chess Olympiad – which is scheduled to take place from July 28 to August 10 at Poonjeri Village in Mamallapuram, a UNESCO heritage site, located about 50 kilometres from Chennai, Tamil Nadu.

On July 22, Minister of Environment – Climate Change and Youth Welfare and Sports Siva V Meyyanathan tweeted that according to the directions of the state’s CM M K Stalin, a review meeting to discuss the arrangements for the event with officials was also conducted.

The Tamil Nadu Government Monday announced a holiday for schools, colleges, and other non-essential government offices in four districts for Thursday, July 28, in view of the opening day of the 44th International Chess Olympiad.

The International Chess Olympiad is scheduled to take place from July 28 to August 10 in Mamallapuram near Chennai. On the opening day, a grand inaugural ceremony is planned at the Jawaharlal Nehru Indoor Stadium which is likely to be attended by Prime Minister Narendra Modi, Chief Minister M K Stalin and other dignitaries.

On October 26, the President will inaugurate the Foundation Week of Indian Institute of Management, Bangalore as part of its golden jubilee celebrations at Bengaluru, Karnataka. She will also interact with the women entrepreneurs and officials of NS Raghavan Centre for Entrepreneurial Learning (NSRCEL) at IIM Bangalore. 

On October 27, the President will grace the 8 th convocation of Indian Maritime University at Chennai, Tamil Nadu.

Rashtrapati Bhavan was the creation of architects of exceptional imagination and masterfulness, Sir Edwin Lutyens and Herbert Baker. It was Sir Lutyens who conceptualized the H shaped building, covering an area of 5 acres on a 330 acre estate. This mansion has a total of 340 rooms spread over four floors, 2.5 kilometres of corridors and 190 acres of garden area.

When constructed, it was called the Viceroy’s House. The name changed to Government House on August 15, 1947 when India became independent. Finally, its name was changed to Rashtrapati Bhavan during the term of President Dr. Rajendra Prasad.

Rashtrapati Bhavan has since independence hosted defence investiture ceremonies, swearing in of its leaders, honoured its bravehearts and achievers, has heard the speeches of world leaders, signed pacts and treaties with various countries, celebrated India’s Independence and Republic Day functions along with other festivals.

After President Biden's ‘xenophobic’ remark, US makes U-turn, calls India ‘vibrant democracy’

Just two weeks after US President Joe Biden referred to India as ‘ xenophobic ,’ White House national security communications advisor, John Kirby, has described India as a ‘vibrant democracy.’ Responding to a question on the country's ongoing general elections, Kirby said that “there are not too many more vibrant democracies in the world than India.”

“Not too many more vibrant democracies in the world than India. And we applaud the Indian people for exercising, you know, their ability to vote, and to have a voice in their future government. And we wish them well throughout the process, of course,” Kirby told reporters at a press conference.

John Kirby added that the India-US relationship has strengthened under Prime Minister Narendra Modi in the last three years. “Our relationship with India is extremely close and getting closer,” he said.

“You saw it on a State Visit (last June). We launched all kinds of new initiatives, working on critical emerging technologies together, and bolstering and expanding the relevance of the Indo-Pacific quad, of course, which India is a part of. And then, just the people-to-people exchanges, and the military that we share with India… It's a very vibrant, very active partnership… We are grateful for Prime Minister Modi's leadership,” said the senior White House official.

When asked if President Joe Biden believes that India and Japan are xenophobic countries, Kirby replied in the negative. He said the president was making a broader point.

“I mean, the president was making a broader point here about the vibrancy of our own democracy, here in the United States, and how inclusive and participatory it is,” he said.

In a statement made earlier this month , US President Joe Biden said, “You know, one of the reasons our economy is growing is because… we welcome immigrants…"

“Why is China stalling so badly economically? Why is Japan having trouble? Why is Russia? Why is India? Because they’re xenophobic, they don’t want immigrants,” he added.

Meanwhile, national security communications advisor John Kirby said, “The broader point that the president was making — and I think people all around the world recognize this — is that the United States is a nation of immigrants, and it’s in our DNA… We’re better for it, we’re stronger for it. We’re not going to walk away from it.”

Designed in neo-Gothic style, the church entices visitors with its naturally illuminated interiors, rows of wooden benches, and painted panes. This is a must-visit place.

Marina Beach: If you’re planning to go to Chennai then do visit the Marina beach. It is one of the most loved tourist places in the city. Situated along the Bay of Bengal, the beach with a distance of 6 KM is said to be one of the longest beaches in the country and the second-largest urban beach in the world. St George’s Fort: If you’re fond of visiting historical places, then the St George’s Fort should have to be on your bucket list. Located in Chennai, this is the first fort built in India during the British rule in 1644. For more than three centuries, this place was the Britisher’s centre of power and also witnessed several battles and historic events.

Guindy National Park: Situated on the grounds of Raj Bhawan and IIT Mardas, this is the 8th smallest National Park in India. It is home to about 300 types of plants and trees, 150 species of birds and 15 species of animals.

Chennai Government Museum: Situated at Egmore, Chennai, this is India’s one of the oldest and largest Museums. Bronze statues, historic objects discovered during the excavations and also the renowned Amravati Gallery can be found here.

Vivekananda House and Museum: Located opposite Marina Beach, this place holds a special significance for the followers of Swami Vivekananda. The philosopher stayed a few of his last days here after returning from the West. The museum displays his life teachings and notes via photos and artefacts.

Russian President Vladimir Putin met with Chinese President Xi Jinping in Beijing during his two-day state visit to one of his strongest allies and trading partners. Flash flooding and torrents of cold lava and mud flowing down a volcano’s slopes on Indonesia’s Sumatra Island caused dozens of deaths. Royal Challengers Bengaluru are set to face Chennai Super Kings in a do-or-die game at M Chinnaswamy Stadium on May 18. Both the teams are still in race for the playoffs and the match between them is going to decide the fate of both the teams. CSK have already reached the venue to prepare for the game. Ahead of the crucial encounter, a heartwarming video was shared on social media in which CSK's MS Dhoni was seen inside the dressing room of RCB.

RCB not only need to beat CSK to make it to the playoffs but that margin also needs to be either 20 runs or 11 balls to spare, assuming that the first innings score in the game is 200.

Meanwhile, for CSK, they can secure a spot despite a loss if RCB fail to maintain the margin of victory.

On Thursday, SunRisers Hyderabad became the third team following Kolkata Knight Riders and Rajasthan Royals to qualify for IPL 2024 playoffs. SRH made it to the final four after their match against Gujarat Titans at Rajiv Gandhi International Stadium was washed out due to rain.

The toss for the game was delayed due to consistent rain and the contest was eventually abandoned without a ball being bowled.

SRH now have 15 points to their credit with a game in hand. The Pat Cummins-led side thus eliminated Delhi Capitals from the playoff race and also made the RCB vs CSK contest a do-or-die game.

It is worth noting that the Lucknow Super Giants are practically out because of their extremely poor net run rate but are mathematically alive in the playoff race. To turn the tables, LSG will be needing to win their final league match, which is against Mumbai Indians, by an extremely huge margin.

In Talks With Putin, Xi Hails ‘Powerful Driving Force’ of Cooperation

At a summit with China’s leader, in Beijing, the Russian president called for stronger economic ties between the countries, as he intensifies his war effort.

With his army making advances in Ukraine and his political grip tightened at home after securing an unprecedented fifth term as president, Vladimir V. Putin of Russia arrived in Beijing on Thursday in search of another win: more support from his “dear friend,” Xi Jinping.

Mr. Putin, whose economy is isolated from the West because of sanctions over his invasion of Ukraine, relies on Mr. Xi, China’s leader, for diplomatic cover and a financial lifeline, including huge purchases of Russian oil.

But Mr. Putin will need more help to sustain his war machine, especially now as his military makes a push near Kharkiv, Ukraine’s second-largest city, before billions of dollars’ worth of arms arrives from the United States to shore up Ukraine’s depleted forces.

In Beijing, Mr. Putin sought to show that Moscow was deepening its ties as a bulwark against Western attempts to contain the two countries. “We are working in solidarity on the formulation of a more just and democratic multipolar world order,” he said.

He trumpeted China’s role as Russia’s number one trade partner, highlighted the use of the Russian ruble and the Chinese renminbi currency in the countries’ transactions, and said the sides would strengthen contacts between credit institutions and banks. He also said the leaders discussed working more closely in energy and nuclear power research, though made no mention of a proposed natural gas pipeline to China that Moscow would like to see built.

Mr. Xi is committed to his partnership with Mr. Putin, regarding Russia as a critical counterweight to their common rival, the United States. The two leaders share a vision of an alternative world order where autocratic countries like China and Russia can operate free of interference from Washington and its allies.

The pomp and pageantry that greeted Mr. Putin in Beijing made clear the importance of that relationship and the leaders’ “no limits” strategic alignment. Mr. Xi welcomed Mr. Putin at the Great Hall of the People with a tightly choreographed ceremony featuring a 21-gun salute, a marching band, an honor guard and children jumping and waving in sync.

Mr. Xi hailed ties between their two countries as “a model for a new type of international relations and relations between neighboring major powers.” Key to the relationship, he said, was that the countries “always firmly support each other on issues involving each other’s core interests and major concerns.”

The nations released a lengthy joint statement late Thursday that vowed deeper cooperation in a range of critical areas, including the space, military and energy sectors. The document also took particular aim at the United States, demonstrating how the world’s two most powerful autocratic powers are consolidating their alignment against a community of democracies dominated by Washington.

The joint statement implicitly accused the United States and its allies of “pursuing confrontational policies and interfering in the internal affairs of other states, undermining the existing security architecture, creating new dividing lines between countries, provoking regional tension and promoting bloc confrontation.”

The document also called on the United States not to arm its allies in Asia and Europe with intermediate range missile launchers, a move made possible after Washington withdrew from a treaty regulating the weapons in 2019 , citing violations by Moscow.

“The parties strongly condemn these extremely destabilizing steps, which pose a direct threat to the security of Russia and China, and intend to increase interaction and tighten coordination in order to counter Washington’s destructive and hostile move toward the so-called ‘dual containment’ of our countries,” the statement said.

“The signal is, ‘we are strong together,’” said Nadège Rolland, a scholar at the National Bureau of Asian Research. “Western sanctions may bite, but as long as China stands by Russia, the power of the West is limited, precisely because of their own interdependence.”

Russia publicly reaffirmed its support for China over Taiwan, saying Moscow opposed “independence of Taiwan in any form.” China supported Russia’s efforts to ensure its “sovereignty and territorial integrity” and said it opposed “outside interference in Russia’s internal affairs” but stopped short of endorsing its actions in Ukraine.

The two leaders were due to discuss the crisis in Ukraine over dinner late Thursday.

Mr. Xi is under growing diplomatic and economic pressure from the West to curtail any support that aids Mr. Putin’s war on Ukraine.

The United States has accused Beijing of aiding the Kremlin’s war efforts by providing satellite intelligence, fighter jet parts, microchips and other dual-use equipment. Senior American officials have warned of sanctions against Chinese banks and “significant consequences” for Chinese companies that assisted Russia’s war effort.

The warnings appear to be having some effect. Russian media reported earlier this year that Chinese banks have scaled back transactions with Russian firms over concerns about secondary sanctions. The change is believed to have contributed to a fall in trade between Russia and China in March from the same period a year ago, the first such decline since January 2021, according to Chinese customs data.

Shi Yinhong, an international relations professor at Renmin University in Beijing, said finding a way to restore bank transactions and trade volume may be the summit’s “number one topic of discussion.”

Mr. Putin traveled with a sizable delegation that reflected the deepening economic and military cooperation he hoped to cement with Mr. Xi in the face of such pressure from the West. Included were Andrei R. Belousov, an economist who was named the new defense minister this week; Maksim Reshetnikov, the economy minister; and Sergey V. Lavrov, the foreign minister.

Mr. Belousov has experience with China, having previously co-chaired a group formed in 2014 to promote more trade between the two countries.

Others accompanying Mr. Putin included the heads of Rosatom, Russia’s nuclear power company, and Roscosmos, Russia’s space agency, as well as five deputy prime ministers.

The makeup of Mr. Putin’s entourage suggested that the talks focused on military and space cooperation that could include how China can aid Russia’s military aims in Ukraine, said Alexander Gabuev, director of the Carnegie Russia Eurasia Center.

“What this visit gives to Putin is this avenue to have one-on-one sincere conversations with the Chinese leader, brainstorming on strategy, and then bringing the most senior military-security teams together,” Mr. Gabuev said.

Mr. Putin wants to find ways to circumvent sanctions and gain support with banking and the supply of parts, rather than ready-made lethal weapons, Mr. Gabuev said. Military-technological support, he said, seemed to be “a subject of very intensive discussions between the Russians and the Chinese.”

Mr. Putin also called for greater economic cooperation, saying the two countries should prioritize energy and agriculture, as well as advanced technologies, infrastructure construction and transportation. Chinese products, from electronics to cars, have filled the gap left by Western companies that quit the Russian market after the start of the war, allowing Mr. Putin to retain a semblance of consumer normalcy for his people despite Moscow’s isolation.

The Russian leader lauded the two countries’ use of rubles and renminbi to settle trade to circumvent U.S. restrictions on using dollars.

“Despite some actions aimed at restraining our development — some actions on the part of third countries — trade turnover between Russia and China is increasing at a good pace,” Mr. Putin said, according to Russian state media.

“Our cooperation in world affairs today serves as one of the main stabilizing factors in the international arena,” he added.

The two leaders, who have met over 40 times, including virtually, depicted their relationship as close. In a statement he read to reporters, Mr. Putin sought to show that he was both not isolated and fully in charge. He said that he and Mr. Xi were in frequent contact, enabling the leaders to “discuss any, even the most difficult problems.”

On Friday, Mr. Putin is scheduled to visit Harbin, a city in China’s northeast that for years was home to tens of thousands of ethnic Russians, many of whom were involved in railroad construction or fled to the city during the Russian Civil War.

With pointed symbolism, the Russian leader will visit the Harbin Institute of Technology, which boasts scientific exchange between Russians and Chinese dating back more than a century. The institute has become one of the most important military research universities in China, developing some of the technologies that the Kremlin may want, as Moscow and Beijing deepen their military cooperation, Mr. Gabuev said.

The details of any agreements in that area are likely to be a top focus of the Kremlin and unlikely to be revealed in public, he added.

“The substance, the most important part, is hidden,” he said. “It is the underwater part of the iceberg.”
