DOT lauds winners of ASEAN Tourism Awards 2024

MANILA — The Department of Tourism (DOT) lauds the winners of this year’s ASEAN Tourism Awards, with Secretary Christina Garcia Frasco noting that they have championed not just the Department’s set of standards for the local tourism industry but the whole region as well.
In an awarding ceremony held in Vientiane, Laos on the sidelines of the ASEAN Tourism Forum (ATF) 2024, three Philippine cities and 21 outstanding tourism stakeholders from the Philippines were recognized during the ASEAN Tourism Standard Awards.
The tourism chief personally handed over the plaques to the awardees.
The cities of Baguio in Benguet, Ilagan in Isabela, and Tabuk in Kalinga were awarded as the ASEAN Clean Tourist City. These are the areas where the flow of visitors and where cultural, natural and/or man-made attractions exist, according to ASEAN Tourism Standards.
Prime properties Pearl Farm Beach Resort, Club Paradise Palawan, Bohol Beach Club, Seda Nuvali, and The Forest Lodge at Camp John Hay won the ASEAN Green Hotel Award, an accolade that recognizes hotel industry players whose operations are based on the achievement of sustainable tourism through environment-friendly principles, human resource development, resource consumption reduction, and local community involvement.
Fifteen Philippine venues were also recognized for the ASEAN Meeting, Incentive, Convention, Exhibition (MICE) Venue Awards. This specific accolade is granted to physical spaces with quality facilities and impressive services, designed and provided for MICE activities with purposes for meetings, exhibitions, and events. According to ASEAN, the major criteria for the awards encompass the standards of physical aspects, venue management, and people working within venues that competitively meet the requirements of MICE travelers.
It is divided into three categories: room, exhibition venue, and event venue category.
Properties bai Hotel Cebu, Clark Marriott Hotel, Hilton Clark Sun Valley Resort, Princesa Garden Island Resort & Spa, Seda Hotel Nuvali won the meeting room category; World Trade Center Metro Manila (Manila Exposition Complex), SMX Convention Center Manila, Cordillera Convention Hall by Baguio Country Club, Isabela Convention Center (ICON), and Iloilo Convention Center won the exhibition hall category; and Palacio del Sur by Marcian Group, Jpark Island Resort & Waterpark Cebu, Infinity Garden by Baguio Country Club, CAP-John Hay Trade and Cultural Center, Princesa Garden Island Resort and Spa by Modern Asia, Inc. were named as the winners for the event venue category.
Meanwhile, Palawan-based property Daluyon Beach and Mountain Resort was named as a lead partner for “Enchanting Gastronomical Sabang Delights, Beach Forest and Caves” under the ASEAN Sustainable Tourism Awards.
During the ATF 2024 Philippine night hosted by DOT and its marketing arm Tourism Promotions Board (TPB), Secretary Frasco acknowledged all the winners present.
She emphasized the significant contributions of tourism stakeholders from the private sector to make the industry proper not just through revenue contributions but by employing millions of Filipinos.
“I extend my congratulations to all the winners of the ASEAN Tourism Awards, and I extend, especially my heartfelt congratulations, to my fellow Filipinos—our Filipino tourism establishments—who managed to clinch these most prestigious awards this evening. Truly, you are the pride of the Philippines. These achievements reflect not only the excellence and dedication that you have put in with the development of tourism but also contribute significantly to the overall advancement and sustainability of the ASEAN tourism industry,” Secretary Frasco said during the Philippine Night Function in Laos.
“I am immensely proud of what all of us have accomplished together and even more excited about the limitless possibilities that lie ahead with unwavering determination and a shared vision for the future together as one indivisible ASEAN. In collaboration with our invaluable partners, we continue to write successful tourism stories that will inspire the rest of the world,” she added.
Quality and Responsible Tourism – Sustaining ASEAN Future
With the theme “Quality and Responsible Tourism – Sustaining ASEAN Future,” The Philippines, represented by Secretary Frasco, also shared its commitment to sustainable and responsible tourism practices in a series of panel discussions participated by tourism ministers, representatives from various governments, as well as private sector organizations within the region.
“Allow me to express once again the continuing support of the Philippines, on behalf of our President, Ferdinand R. Marcos, Jr., for our common interests and advocacies,” said Frasco.
“For our part, our President has only one and clear mandate for us in our attendance here, and that is to reintroduce the New Philippines as a tourism powerhouse in Asia, whose people are the epitome of warmth and hospitality, and whose poignant smile is next to none,” added the tourism chief.
During her intervention, Secretary Frasco took the opportunity to invite her fellow tourism ministers and National Tourism Organization heads to the Philippines, as the country takes its turn to Chair the 36th UNWTO Joint Commission Meeting of East Asia and the Pacific, and the Commission of South Asia in Cebu this year.
“With the future in mind, we welcome this opportunity to present our best and re-introduce the New Philippines to the world and for all the member-states and affiliates of the UNWTO to see our country from a fresh new perspective of the Filipino story,” the tourism chief said.
Joining the tourism chief in representing the Philippines is National Tourism Organization (NTO) head OIC-Undersecretary Verna C. Buensuceso, Undersecretary Shahlimar Hofer Tamano, and Assistant Secretary Rica Bueno.
The meeting was also attended by ASEAN top officials and tourism ministers from the region. (DOT)

Philippines’ hotels win asean green tourism standards awards.
The City of Dreams Manila’s three Forbes-rated hotels – Nüwa Manila, Nobu Hotel, and Hyatt Regency Manila – bagged the 2022 South East Asian Nations (ASEAN) Green Hotel Award at the recent ASEAN Tourism Forum held in Cambodia.
The ASEAN Green Hotel Awards for the City of Dreams Manila’s hotels recognize their operations are based on the achievement of sustainable tourism through environment-friendly principles, resource consumption reduction, and local community involvement.
The awarded Philippine hotels went through a certification process to meet a set of 11 criteria that promote sustainable tourism practices, which hotel businesses “should aspire to reach to protect and sustain ASEAN’s natural and cultural resources while ensuring tourism meets its potential as a tool for conservation and poverty alleviation”.
The criteria consist of: environmental policy and action for hotel operation; use of green products; collaboration with the community and local organizations; human resource development; solid waste management; energy efficiency; water efficiency; air quality management (indoor & outdoor); noise pollution control; wastewater treatment and management; and toxic and chemical substance disposal management.
The Nüwa Manila , Nobu Hotel , and Hyatt Regency Manila undertake various environmental and CSR projects geared towards contributing to a more sustainable future and the upliftment of communities they serve:
- The luxury integrated resort’s numerous green initiatives are focused on renewable energy and other initiatives on energy efficiency, being the first integrated resort in the country to install solar panels.
- Water conservation projects include reuse of treated greywater, plastic waste reduction with the replacement of single-use plastic bottles in hotel rooms with reusable and refillable, convenient pump bottles, and sustainable sourcing in its supply chain.
These are among the many sustainable initiatives that contribute to its goal of being a carbon-neutral and zero-waste resort by 2030. A strong spirit of volunteerism fuels the hotel staff along with other colleagues, in various CSR, environmental, health, and education programs.
Joining the City of Dreams hotel awardees is Conrad Manila. Besides the ASEAN Green Hotel Award, other Philippine winners were presented the ASEAN Clean Tourist City Award for the cities of Baguio, the country’s summer capital and Ilagan in Isabela, ASEAN MICE Venue Award (Meeting Room) top 5 Conrad Manila’s Forbes Ballroom, and ASEAN MICE Venue Award (Exhibition Hall) top 5 placer Quest Plus Conference Center Clark’s Magellan Ballroom and Baguio Country Club’s William Cameron Forbes Ballroom.
Rounding up the list of national awardees for ASEAN MICE Venue Awards for the meeting room category were Astoria Palawan’s Mangrove Conference and Convention Center and Widus (Clark Marriott Hotel) Marriott Grand Ballroom.
The World Trade Center in Metro Manila and the Cordillera Convention hall in Baguio City were named as MICE Venue awardees under the exhibition venue category.
In acknowledging the ASEAN Tourism Awards on January 18, 2022, bestowed on the hotels and other tourism stakeholders in the Philippines, Tourism Secretary Bernadette Romulo Puyat said that the recognition of the Philippine hotels and cities is a reflection of the industry’s commitment to maintaining the highest standards of tourism despite the pandemic.
“This recognition of our local cities and hotels and MICE (Meetings, Incentives, Convention and Exhibition) venues not only serves as a testament to the Philippines’ commitment to uphold the best tourism standards, it also mirrors the strong Bayanihan spirit we have exhibited to overcome this crisis,” Puyat said.
“The current health crisis is a bane of the industry. Nevertheless, local tourism offices and our stakeholders aren’t backing down from this. By collaborating to help find solutions, they have proven that they can adapt despite the current limitations on their operations,” she added.
“It is an honor to our commitment to the highest standards of sustainable operations and CSR initiatives that our three hotels are recognized with this prestigious award. Practicing sustainable tourism even during these unprecedented times echoes the ‘Above and Beyond’ vision of our parent company, Melco Resorts & Entertainment (Melco) on our long-term and comprehensive sustainability strategy. We will continue to be a force of good not only within the Philippines and regional tourism industry but also for the planet and the people, as espoused by the ASEAN Tourism Awards,” City of Dreams Manila Property President Geoff Andres said.

The recognition of Philippine hotels and cities by the 2022 Association of Southeast Asian Nations (ASEAN) Tourism Standards Awards is a reflection of the commitment of the industry to maintain the highest standards of tourism despite the pandemic, Tourism Secretary Berna Romulo-Puyat said today Tuesday (Jan. 18).

Awardees for the ASEAN clean tourist cities for 2022 include the cities of Baguio, the country’s summer capital and Ilagan in Isabela.
Nobu Hotel, Nuwa Hotel, Hyatt Regency and Conrad Manila were also recognized as among the best in the ASEAN Green Hotel Award for 2022.
Likewise, Conrad Manila’s Forbes Ballroom was included in the top five of ASEAN MICE Venue Award for meeting room category.
Quest Plus Conference Center Clark’s Magellan Ballroom and Baguio Country Club’s William Cameron Forbes Ballroom were also recognized among the top five of the MICE award.

36 Tourism Enterprises in Philippines Get ASEAN Tourism Award
36 enterprises of the tourism sector in the Philippines meet the requirements of the Association of Southeast Asian Nations (ASEAN) Tourism Standards what is now confirmed by ASEAN tourism award.
The ASEAN Tourism Standards Award was created in order to mark the enterprises that provide services in line with "Quality Single Destination" standards, which were introduced by ASEAN member-states. The award recognizes efforts and commitment of groups working in the industry to the principles of sustainable tourism. The award is an annual event. Currently it recognizes achievements of the enterprises dealing with tourism in seven pilot categories of standardization. These categories are Green Hotel, Community-based tourism, Homestay, Clean Tourist City, Spa Services, MICE Venue and Public Toilet. This year, both private local government organizations in the National Capital Region, Cordillera Administrative Region, Cagayan Valley , Calabarzon, Mimaropa , Central Visayas , and Davao region received the award. The ASEAN Homestay Award went to Kiangan Homestay Association, the Siquijor Isla Mystica Homestay Association, the Batanes Homestay Association, and the Cabarroguis Homestay Association. ASEAN Community-based Tourism Standard Awardees in 2019 are the Palaui Environmental Protectors Association from Cagayan Valley , the Tour Guide and Recreation Association, Inc. from Rizal, and the Sabang Mangrove Paddle Boat Tour Guide Association from Puerto Princesa .

WTCMM wins the ASEAN Tourism Standards Awards
Rising above the pandemic challenges, World Trade Center Metro Manila (WTCMM) wins the “MICE Venue Award” in exhibition category during the recently concluded 2022 Association of Southeast Asian Nations (ASEAN) Tourism Standards Awards held in Cambodia last January 19, 2022.
The ASEAN Tourism Standards Awards is an initiative undertaken by all 10 ASEAN member states to encourage stakeholders in respective countries to further improve standards in terms of sustainable tourism services. This effort is done to sustain the ASEAN region’s objective to make it a globally-known "Quality Single Destination."
WTC Metro Manila stood out within the region after garnering top ratings in major criteria that evaluated its exhibition halls and meeting room facilities to be compliant to international standards, pursued to achieve positive social and environmental impacts and help promote health and well-being of all stakeholders. This also includes environmental compliance related to improvements and upgrades in technologies such as shift to automated LED lights and motion sensors, and introduction of photocatalyst in Air Handling Units (AHU) and energy recovery ventilators to achieve quality air supply in its exhibition halls and function rooms. Also being implemented are proper waste management, including toxic and chemical substance disposal thru DENR-accredited TSD (treatment, storage, disposal) facility, and noise pollution control through management of noise levels, among others.
In its behalf, the award was received by H.E Ms. Maria Amelita C. Aquino, Ambassador Extraordinary and Plenipotentiary of the Republic of the Philippines to the Kingdom of Cambodia, together with Attaché Ms. Reichelle V. Corpuz.

Conrad Manila received the dual recognition as ASEAN Green Hotel and the ASEAN MICE Hotel at the recent 2022 Association of Southeast Asian Nations (ASEAN) Tourism Standards Awards by the Department of Tourism recently held in Cambodia.
This is the third time that Conrad Manila has been awarded the bi-annual ASEAN Tourism Standards as Green Hotel and MICE (Meetings, Incentives, Conventions and Exhibitions) since the hotel started its operations five years ago.

When tax and accounting rules meet

I temporarily shift from my ongoing series “Philippines as a global tax leader” and write on important developments in the accountancy sector that have significant impact on the field of taxation.
I refer to the recent release by the International Ethics Standards Board for Accountants (IESBA) of the International Federation of Accountants (IFAC) of guidelines on tax planning and related services revisions to the International Code of Ethics for Professional Accountants (the Code) on April 14, 2024. ( https://www.ethicsboard.org/publications/final-pronouncement-revisions-code-addressing-tax-planning-and-related-services ).
I have been following the evolution of the work on these IESBA guidelines of the Code since it started way back in September 2019. I appreciated the motivation enunciated then of the need to address the “ethical implications of aggressive tax planning of professional accountants, both in business and in public practice.” I have been in tax practice for over four decades and was the Bureau of Internal Revenue Commissioner from 2009 to 2010. All through these years, I have a keen knowledge of the risks and adverse implications of such aggressive tax planning in terms of cutting the revenue collections of the BIR and the reputational as well as economic and legal damages that can impact the erring taxpayers, accountants and tax pactitioners.
The leak of data from the Panama Papers in 2016, Paradise Papers in 2017, the Pandora Box Papers in 2021, and the Hongkong Shanghai Bank Corporation (HSBC) case in Switzerland in 2019, disclosed irregular practices of rampant global tax evasion and money laundering. The Paradise Papers scandal revealed how over 100 multinational corporations, including Nike and Apple, evaded substantial amount of taxes by shifting money offshore. The Pandora and Panama Papers investigations further exposed global tax evasion and money laundering with the use of offshore companies in tax haven countries. There were over 200 Fiipinos included in these listings. The HSBC case involved the bank’s marketed schemes for wealthy customers to shield their savings from tax authorities by setting up holding companies in Panama and the British Virgin Islands to circumvent withholding taxes on interest income earned . The investigations of these scandals indicated that a great number of the cases resulted with the tax consultants and professionals involved in effecting the irregularities.
In the Philippines, the recent crusade of BIR Commissioner Romeo Lumagui Jr. against fake “ghost” receipts and warehouses that were raided containing untaxed excisable articles revealed that there were accountants and tax advisors abetting the commission of tax crime.
The objective of the IESBA’s Tax Planning Standards is to provide a “principles-based framework and a global ethical benchmark applicable to tax planning services and activities” rather than the often abused purely mechanical and legalistic approach. The guidelines “establish a consistent point of reference for all professional accountants, as well as other tax professionals, who are strongly encouraged to use the standards, when dealing with tax planning, to ensure due consideration of public interest as well as potential reputational, commercial, and wider economic consequences for their clients or employing organizations.”
The IESBA pronouncement will be effective for tax planning activities or services beginning after June 30, 2025. These proposed revisions to the Code are for public comments, prior to Philippine adoption. The Philippine Institute of Certified Public Accountants (PICPA) is spearheading the compilation of comments until the deadline of June 15, 2024 and the subsequent review of the guidelines. These will then be submitted to the Professional Regulatory Board of Accountancy, which shall issue the resolution to implement these prior to the June 30, 2025 target date.
It is appropriate that the stakeholders in the accountancy and tax community participate in the process of effecting these guidelines. These include PICPA, Tax Mnagement Association of the Philippines, the business and other industry associations, and the Bureau of Internal Revenue, which will be benefitted most with these standards of ethical tax planning practices.
I am sure that our coordinated and dedicated pursuit of adopting these guidelines will propel our courtry’s standing in the global tax community, which is ever vigilant to curb irregular and unethical tax practices.
