Every year, anglers travel far and wide to experience Homer Halibut Fishing. Homer, Alaska is widely known as The Halibut Capital of the World and it received this reputation for the quality and quanity of halibut it produces each season! Additionally, every season brings new travelers and new adventures for travelers seeking time in the great outdoors. As excited as we are about our fishing season, we know guests book with us for the thrill of reeling in their own catch!

With that in mind, we cater to hundreds of guests each season with our 6- passenger vessels, the M/V Snowgoose II and the M/V Sweet T, and offer a variety in fishing experiences. From January thru October, we offer trips that include Winter King Fishing , Halibut Fishing Charters , Combination Charters , and  Salmon Fishing . Preparing For Your Homer Halibut Fishing Trip

Being prepared  for your upcoming Homer halibut fishing trip is a vital component to having the best experience! While our guided trips include all the bait, tackle, and gear you'll need, here are a few things we highly recommend packing:

  • Our vessels do have heated and dry cabins for anglers to transition to throughout the day, however you'll want to wear layers and that includes packing rain gear! Weather in Alaska is constantly changing and having layered clothing and rain gear handy will add additional comfort throughout the day.
  • Let's touch on shoes! Anglers can wear anything from a comfortable tennis shoe, hiking boots, to waterproof deck boots! While it's not required, having slip resistant shoes are a bonus!
  • While we keep water on board for all anglers, we do not provide lunch or additional beverages. Therefore, we recommend bringing your own snacks and drinks for the day!
  • Lastly, don't forget your fishing licenses! You can purchase these online via the ADFG website, via their mobile app, or in person at any bait and tackle store.

Another helpful tip is to prepare ahead of time for those who are prone to getting sea-sick. We do our best to fish in calm waters, however Alaska is widely know for unpredictable weather bursts. If you get sick easily, prepare ahead of time!

Sirens Call is based out of Homer, Alaska. We specialize in long range, multi species fishing trips for halibut, king salmon, rock fish, and ling cod, as well as customized fishing trips during the Summer. Usually before we even leave the slip you will see eagles, otters, and seals hanging out in the harbor. Once we depart, we’ll be traveling along the  beautiful Kenai Mountain range into the Gulf of Alaska or fishing next to the volcanos in the Cook Inlet. We have many encounters with different species of whales, along with special appearances from mountain goats on the hillsides, black bears roaming the shoreline looking for food and all varieties of seabirds. The fishing, sightseeing, and marine life is something that will keep you coming back to Alaska year after year.

We continue our fishing charters into Winter, but switch up our species to tanner crab and king salmon, fishing Kachemak Bay and other beautiful coves. It’s an unforgettable way to spend a winter day. All fishing will be done aboard the 30ft F/V Misty who’s continued to show her sea worthiness for years. She’s comfortable, safe, and a perfect platform to be on for all your fishy and sightseeing needs.

We went on a half day halibut trip at the end of the season, Labor Day weekend. Captain Kenny and deckhand Jimmy made the trip a very enjoyable experience for my dad and I. Very attentive and helpful. Great conversation... Hoping to make it back up earlier in the season next summer to fish again.

Wonderful location with a fabulous view. Right in the middle of the Spit with shopping and restaurants just down the stairs. My family enjoyed every minute of their stay here. Our very competent and easygoing guide Chris flew us to Katmai where we landed on the beach. We then spent 3 hours on the ground with wonderful bear viewing... It was definitely the highlight of our Alaska trip and a wonderful experience. Going to Alaska, my big thing was I wanted to see bears, fishing bears. Well, I certainly got to see them!

Great Halibut fishing tour and a great crew that made our time there special. I went with my nephew and sister-in-law in 2010. Our entire group limited out. Could not have asked for a better experience. I would highly recommend Central Charters!!! A+

Who we are…

We are a halibut fishing charter in Homer, Alaska. Our boat, the F/V Knotty Hooker, was built right here in Homer. It is 28 feet long, 10 feet wide, and powered by twin 4-stroke Yamaha outboards. Captain Ryan Wickline was born and raised in Homer by a long family line of charter fishermen. He has generations of local knowledge of the area that also comes from a lifetime of living and fishing in his home town.

We catch many Trophy Halibut and a number of variety of Rockfish (Trophy Yellow-Eye was plentiful in 2019). Year round, we fish pristine Alaskan Salmon. We use different tackle and techniques for each species; trolling, drifting and on anchor. We supply all the equipment and instructions to enable our customers to both hook, reel and ultimately land all species of trophy-sized fish.  Our knowledgeable captains and crew are both patient and courteous. Halibut Fishing Trips in Homer, Alaska

Halibut fishing overview.

We have several options for halibut charter fishing including ¾ and full day options on our big, stable 56’ Ultimate or full day trips on one of our 6-passenger boats. A full day, straight halibut trip gives you the most time to target larger fish. The ¾ day halibut trips are a great way to spend a fun day on the water and catch fish, it is not necessarily a big fish chasing trip, though big fish can certainly come up.

How Halibut Fishing Works

We typically anchor while fishing for halibut in Alaska and use baits and jigs. It is not uncommon to catch other species while targeting halibut, though these are bonus catches. The average size halibut caught in Homer, Alaska is around 14 lbs but you never know when that 200 pounders will bite.

Travel time to halibut fishing grounds out of Homer harbor varies from 1-3 hours and is dependent on weather conditions and where the fish have been biting. We are generally always in sight of land.

56′ Ultimate

The 56′ Ultimate is run by co-owner Capt Billy and two deckhands. It has two private bathrooms, seating for 18 inside, and additional seating on the back deck. There are bunks down below, an emergency kid tv, microwave, coffee maker, and freshwater sink. The Ultimate is one of the bigger big boats in the Homer harbor making it very sea stable, not seasick proof, but a big stable platform. It’s also fast, so it can go out to a lot of the same places that the 6 passenger boats go, especially on the full-day trips.  It runs full and ¾ day halibut trips or can be available for private charters for larger groups.

3/4 Day Halibut trip

The 3/4 day option takes up to 18 passengers halibut fishing for approximately 6 hours. An excellent trip for people who want to get out, experience halibut fishing, see the sights and get back before dinner time, not necessarily a big fish chasing trip. Big fish can come up on this trip, but it’s our shorter day, so there is less time to be picky about which fish you keep.

This is a great trip for families also, just the right amount of time for young anglers. Since we are a family owned and operated business, we are family friendly to all ages onboard our fishing charters!

Full Day Halibut trip

The full day option takes up to 16 passengers halibut fishing. This trip is the same amount of time as the 6 passenger boat full day trips, and often goes to the same places.

6 Passenger Boats

We have 2 six-passenger boats, The Julia Lynn (Capt Eric) and the Outrageous (Capt Daniel). These boats run only full-day trips, with the exception of private charters.

Full Day Halibut Trip

The full day six-passenger boat halibut trip is the best option for someone who really wants to spend the day chasing a big halibut. This trip is a full day and there would be a maximum of 6 passengers, so you have the most time and opportunity to wait for the big one if that is your goal.

In case you haven’t heard, Homer, Alaska is the halibut fishing capital of the world! Here are few Halibut fishing FAQs we’ve collected that we think will help.

When & Where To Catch Halibut

Our prime halibut fishing season in Homer, Alaska is May – September. Fishing can still be productive in other parts of the year but weather becomes a major factor in getting to the fishing grounds. As the water temperatures get colder the majority of the halibut move offshore into deeper waters to spawn. Halibut is closed for fishing the month of January to protect their spawning season.

Halibut are bottom dwelling ambush predators, which means they will travel all the way to the water’s surface to feed. They can be found on any type of bottom, typically where there is food, and are able to camouflage easily with their surroundings. Think of a halibut as a hungry teenager, they never get full and are always hunting for food. We fish for halibut at depths of 20’ and all the way up to 600’, so start exercising those arm muscles!

Halibut Species & Sizes

There are only two true species of halibut found in the world, the Atlantic and Pacific halibuts. Clearly, here in Homer, Alaska we are catching Pacific halibut. Halibut Fishing Rules & Limits

We provide up-to-date halibut fishing rules and limits.

2024 Halibut Regulations: 2 halibut per person per day. One any size and one under 28″. No annual limit. No halibut fishing on Wednesdays.

What To Bring & Wear

When halibut fishing in Alaska we recommend that you dress in warm layers with a waterproof outer layer. The waterproof layer is perfect for cutting the wind as well as keeping you dry and warm. Waterproof footwear is best but not absolutely necessary. The cabin of the boat is heated and comfortable, but when you are fishing you are out in the elements.

How To Ship Halibut Home

Our crew will fillet all of your fish and have it ready to be picked up by the fish processor upon returning back to the dock. We highly recommend Homer Fish Processing . They will meet you at the boat to pick up your fish fillets and will vacuum seal and freeze to your specifications. They are able to ship your fish directly from their facility in insulated boxes. However, the most economical way of getting fish home is to take your insulated box of fish as one of your checked bags on the airplane. Please call Homer Fish Processing for current shipping rates.

What Does Halibut Taste Like?

Homer Alaska Fishing Charters - Our Trips

6 great charter trips for you to choose from, halibut only charters, halibut combo charters, multispecies charters, overnight charters, our fishing grounds.

Not surprisingly, knowing where to fish is where it all begins when fishing for halibut. We are so fortunate to have such a massive and fertile fishing area at nearly 4,000 square miles. The fishing grounds begin almost as soon as we leave the Homer harbor extending as far north as Ninilchik and as far south as the Barren Islands.

Alaska halibut fishing limits are set by the international pacific halibut commission (IPHC) annually. Homer, Alaska is found in region 3A which harvests significantly more pacific halibut each year than any other region in the world.

These waters are home to millions of halibut, rockfish, lingcod, shark, Octopus, Skates, and more. One of the most fun things about fishing on a Homer, Alaska Fishing Charter is you know never what you’re going to pull up when the rod starts to bend over. Often it’s a halibut but catching giant Alaska Skates, octopus, and various rockfish is common.

Where we fish depends on the type of trip we’re taking that day, previous days fishing quality, and of course, we always keep a mindful eye on the weather. But, the entirety of the area in red are areas we might fish on your trip.

Halibut Catch Per IPHC Management Area

Did you know that the IPHC management area 3A, surrounding Homer, Alaska and The Kenai Peninsula, catches almost 3X more halibut than any other area? And if you take into account the two neighboring management areas, The Gulf Of Alaska accounts for 66% of all the pacific halibut taken by the United States and Canada.

IPHC management area 3A is home to some of the largest fishing ports found in Alaska. This is certainly due to the abundance of fish found in the Gulf of Alaska and its surrounding waters but also due to the ease of access provided by the road system connecting these cities to Anchorage, Alaska’s largest city. Management area 3A includes the cities of Homer, Whittier, Seward, Ninilchik, as well as the Kodiak archipelago accessible only by road, and the once thriving port of Seldovia. Kodiak and Seldovia are accessible only via plane or boat. 

Before 1964,  Seldovia  was one of the largest ports in the region with nearly 2,000 residents but today has only 300 year round residents. The devastating  Good Friday earthquake  of 1964 and the development of the road system from Anchorage through the Kenai Peninsula slowly led to Seldovia’s contraction. It is the biggest earthquake recorded in North America, and the second largest in the world, at 9.2 on the Richtor Scale and lasted nearly 5 minutes.

So it’s not surprising that the halibut capital of the world will be found in one of these management areas and most likely be found in management area 3A.

Halibut Landings By Port

Pacific halibut are closely monitored by fishing location, fishing vessel, and port of unloading – which is usually the closest major port to where the vessel was fishing.

This chart shows the number of pounds of halibut that has been unloaded at each port from 2015 to 2022 in millions of pounds by IFQ (commercial fisherman). The top 6 ports for halibut fishing are Homer, Kodiak, Seward, Petersburg, Sitka and Juneau.

You can see from the chart that Homer and Kodiak are often in quite a strong battle for the top top spot each year. In fact, Homer has beat out Kodiak in 4 of the last 8 years, and Kodiak has out fished Homer in 4 of the last 8 years. In 2018, Seward took the top spot (barely) but 2nd place went to Homer beating out Kodiak.

Homer Alaska Fishing Charters Trips

Homer Halibut Hunters offer a wide range of Homer halibut charters out of beautiful Kachemak Bay in Homer, Alaska. We offer 3/4 day, full-day, and multi-species adventures. In all total we offer 6 different types of trips to suit just about any angler, group, or family:

  • 3/4-Day single species halibut charter
  • Full-day single species halibut charter
  • Trophy halibut & rockfish combo charter
  • Halibut & salmon combo charter
  • Triple Threat! Trophy halibut, rockfish & salmon multi-species combo

We begin our fishing season in May and continue until the end of September. Halibut fishing limits are two halibut per person per day and there is no annual limit. One fish can be of any size, and the other fish must be smaller than 28 inches or approximately 10 lbs.

Rockfish have separate limits . You are allowed 5 rockfish in total but only 1 can be a nonpelagic rockfish, such as the highly prized Yelloweye Rockfish.

You will need to purchase a fishing license for all of our excursions and if you are booking one of our trips that includes salmon you will also need the king salmon stamp. Fishing licenses are most easily purchased at  Alaska Department of Fish and Game online store .

Homer Alaska Fishing Charters Limits & Regulations

Halibut, rockfish,salmon & lingcod fishing charter, limits & regs.

Homer, Alaska may be the “ Halibut Fishing Capital of the World ” but we catch a lot more than just halibut. Regulations can change slightly from year to year and we get final regulations from NOAA around late February and early March regarding size limits so check back in then for 2023 updates.

Halibut Fishing Regulations for Area 3A:

  • Each angler is allowed a daily bag limit of 2 halibut: one Halibut can be any size and one Halibut must be 28 inches or less, which is approximately a 10 lb fish. 
  • There is no annual limit on Halibut
  • No charter “halibut” fishing allowed on Wednesdays. However, we still do salmon & rockfish charters on Wednesday, we simply cannot retain any halibut we may catch.
  • We are available for Salmon and Rockfish charters on Wednesdays

Rockfish Limits:

  • 5 per person per day maximum
  • Only 1 may be nonpelagic (yelloweye, tiger, copper, quillback, silvergray, china)

Our full-day Homer halibut charters are the best opportunity for you to catch good sized halibut. These trips are because they don’t require a 2+ hour ride out giving us more time for fishing! We still catch very good sized fish on these trips anywhere between 20 and 80 lbs and it maximizes the amount of time we have available for fishing for halibut.

Homer Alaska Fishing Charters - Our Boats

Every boat in the Homer Halibut Hunters fleet is complete with the latest electronics, navigation, and safety equipment. In addition, all of our boats are equipped with heaters, comfortable cabins, restrooms, and top of the line fishing gear. Our captains are all experienced and operating under license from the US Coast Guard. Starting in mid-May and continuing until Oct, we fish nearly every single day in the waters of Kachemak Bay, Cook Inlet, and the areas near the Gulf Of Alaska. The main things you need to bring are warm comfortable clothes, rain gear, any food and snacks you may want, and your fishing licenses. All bait, gear, tackle is provided on your trip as well as filleting of all your fish. We can accommodate groups of up to 12 people in size.

Homer Alaska Fishing Charters - How We Fish

Halibut are extremely good hunters and hunt by using their keen sense of smell. By using good quality bait such as herring, salmon, and a chum bag we can draw these bottom dwelling hunters right to our waiting hooks.

We use the anchor as much as we can when we’re halibut fishing. This allows su to get our chum bag on the bottom and draw them to our bait. We use circle hooks, baits, jigs, and chum bags. The tides in Cook Inlet are enormous and usually we are not able to use the anchor for the entire fishing trip. So part of the time we’ll use the anchor and other times we’ll drift with the current using baited jigs.

Travel time to halibut fishing grounds out of Homer harbor varies from 1-3 hours, and is dependent on weather conditions, where the fish have been biting, and what type of trip you’ve booked. We are generally always in sight of land but can travel as much as 150 miles in a single day on our long range trips.

Arriving early in the morning at the Homer dock, we met our boat mates, new friends we would be fishing with for the next 48 hours. My buddy, Dave Atcheson, and I were both excited to be there. We reside on the Kenai Peninsula and get to fish a lot, yet each new Alaskan adventure can be epic, to be reminisced about for decades to come. Joining us on this adventure would be a group of three from California, a couple from Ohio and four brothers from various states. Brian has been fishing in Alaska since 1991, both commercially and sport, from Homer to the Bering Sea. He prides himself on fishing for halibut in areas that other boats do not. Brian tries to pick halibut fishing areas with shallow water as often as possible. Halibut tend to fight more knowing they have a short distance to the surface, making the catch even more exciting.

I can't say enough great things about this charter. Captain Brian and his girls were awesome! Our charter got cancelled because of the weather, so we were about to cancel, but I am so glad we decided to spend an extra day in Homer and rebook this tour. We caught the allotted amount of fish pretty quick thanks to Captain Brian knowing where to go. The girls work so hard making sure everyone is set with their poles and bait. And holy smokes, I've never seen anyone filet a fish like that...

We spent two weeks in Homer, and had the time to carefully select the charter company we wanted to go fishing with. Barb did a great job finding us the right boat and date, and Captain Garry was both very fun and professional. He took us in the middle of the bay and we were able to catch a lot of good sized halibuts. We came all the way from France to fish in Alaska, and we would do it exactly the same way and with them if we had to do it again. A real Alaska time with Inlet Charters :)

Best charter company Homer. Granted, it's our first time chartering in Alaska; however, the way we were treated is what will bring us back. Fishing in Alaska has been a bucket list item for myself, my brother, and my father. O'Fish'ial Charters didn't treat us as newbies. They made us feel competent and treated us as friends. Our captain was Skyler and Charley was the deckhand. Both were just amazing. Skyler was informative and educational. We left the 3 day charted feeling we knew more about fishing and Alaska in general than we would have with any other charter company. We didn't feel as if we were 'just customers'. Thank you Skyler! Same with Charley. By the end of the charter, we felt he was like a younger brother. And he worked hard!! We were on the Artemis. A great boat! Again, really looking forward to another charter next year!!

July 2023 Salmon charter was awesome. Captain Austin was the BEST along with Mike the deck man. Everyone caught their limit for Salmon. Bonus was the amazing lodging suites. The suite was simply FIVE stars. I look forward to returning.

Coming to Alaska for our honeymoon, I wanted to surprise my husband with a fishing trip. After striking out with several river charters and other fishing companies, I managed to find Chad at O'fish'ial Charters. He agreed to take my husband and I out for some winter king salmon fishing. It was a beyond incredible experience and we managed to catch two good-sized winter king salmon. The weather was calm and the skies were clear. Watching the sunrise over the mountains was breathtaking. Chad was an incredible captain and I know that this is an experience my husband will remember forever. If I ever return to Homer and find myself wanting to fish again, or maybe as a future present for my husband, I cannot recommend O'fish'ial Charters enough. Thank you, thank you, thank you!

Fished with Captain Schylar on the Artemis and had a great time, lots of halibut and rockfish were caught. Stayed at the seafarer suites and the rooms were very nice and comfortable. Recommend them to anyone wanting to fish or stay in Homer.

My first time going out with this charter company in July 2023. I absolutely loved it. Captain Austin and Mike on the and Captain Chad and his crew Charlie and Christian knew their stuff, very helpful, and very professional. I had no concerns with them keeping us safe. Alaska Wildlife Troopers dedicate patrol vessel to former Unalaska trooper

It was wet and windy in Cordova on Saturday. Still though, around 50 people showed up at the dock for the dedication of the Alaska Wildlife Troopers’ newest boat, the P/V Arduser, named after retired Trooper Alex Arduser, who died one year ago while on a hunting trip in Prince William Sound.

Alex Arduser may have been the strong and silent type, but his wife, Kate, said it was pretty clear he had a way of having a lot of meaningful interactions with a lot of people.

“When we moved to Dutch, I felt like I almost couldn’t go anywhere without a fisherman coming up to me to tell me some story about their specific encounter with Alex as a game warden,” Kate said. “They were ecstatic to tell me about their ticket from Alex because they felt human.”

One of those people was Mike Towle, who received a ticket from Alex around 2010 when Towle was in his twenties, gillnetting in Prince William Sound.

“I had gone to sleep with my net out, which is pretty typical in our fishery, and I set alarms for like an hour, hour-and-a-half, to wake up and pick my net,” Towle said. “I woke up to a pounding on the cabin of my boat. I looked up and I’d overslept my alarms by like nine hours.”

Wildlife Trooper Arduser told him he had drifted half a mile over the fishing boundary. He gave Towle a ticket, but Towle remembers that Alex seemed genuinely concerned for him and wanted to make sure Towle was doing well.

Towle later had a daughter who became friends with a girl her age, and one night the two families got together for a family dinner.

“I go over to their house and see Alex. I couldn’t place him, but I was like, ‘He looks familiar,’” Towle said. “We went like a full hour or two into this family dinner before it hit me that he was the guy that gave me my ticket. I just started laughing and I called him out on it, and he was like, ‘I was wondering if you’d figure it out.’”

The families became friends, spending summers shrimping and camping.

“In our lives up here in Alaska, and as Alaskans, the highs and lows are so dramatic and can be so quick,” Towle said. “That swing is sometimes in a moment.”

The swing came on April 25, 2023, when Alex went duck hunting by himself on Egg Island in the Copper River Delta.

“It all happened really fast,” Towle said. “Kate hadn’t heard from him since the night before and so there was a lot of concern over that. He was supposed to be picked up by a plane and apparently he hadn’t made it to the pickup.”

Arduser was found drowned in a pond near his campsite. An autopsy showed that Alex had an enlarged heart, but his wife Kate said they will likely never know the details surrounding Alex’s death.

“Basically, he went duck hunting. I said goodbye to him that morning. The kids went to school, said goodbye. He was really excited about his trip. He had been there before we moved to Dutch. But yeah, there’s never going to be more to know about that,” Kate said. “As my brother says, ‘He died too young.’ It’s pretty succinct.”

The Alaska Wildlife Troopers has a large marine fleet across the state. The boats are typically named for a location the boat is serving, or it’s given out to the community to name. In some situations, they use the name of a past Trooper who’s had a great impact on the state of Alaska.

Kate said she was approached by the troopers to say they would like to name a boat after Alex.

“I knew that was a huge honor,” Kate said. “I felt like being married to him as he had this amazing ability to be compassionate. I’m hoping there’s this layer of honor and then there’s this layer of a little bit of optimism that that boat will carry that part of spirit on.”

Alaska Wildlife Trooper Aaron Fenzel worked with Alex, and he said he was proud of the work and the legacy Alex left with the organization.

“Naming this boat, the P/V Arduser only seemed appropriate for a person like Alex,” Frenzel said. “(Alex) worked in some very remote areas around the state … and saw some of the worst conditions throughout his career. He did some amazing things, and helped a lot of people when those calls came in.”

The P/V Arduser is a 35-foot aluminum vessel made by Bay Weld in Homer. It’s powered by twin 425 horsepower Yamaha outboards. It has the Alaska State Trooper emblem on the sides, and then, printed in blue letters on each side of the bow, “Arduser.”

Senate Bill 217 and House Bill 307 were introduced by Gov. Mike Dunleavy in February. The bills had two primary goals: to enable the lowest-cost power to be delivered across the grid between Homer and Fairbanks, and to better integrate renewable energy into the system.

The measures would eliminate wheeling rates , which are fees charged by utilities to transmit power across their portion of the grid. Renewable power producers would also be exempt from local property and sales taxes on new projects. The same exemptions currently apply to the utilities that overwhelmingly source their power from natural gas.

The members of the transmission organization would include the heads of the utilities and the executive director of the Alaska Energy Authority, which owns and operates the Bradley Lake Hydroelectric Project .

Supporters say that an integrated transmission system will reduce power costs for ratepayers in the long term. But eliminating wheeling rates is anticipated to initially see winners and losers. Power costs are expected to marginally increase in Anchorage and drop in Fairbanks.

Matanuska Electric Association and Golden Valley Electric Association both support a new Railbelt Transmission Organization. In recent days, Chugach Electric Association and Homer Electric Association have both publicly opposed elements of the plan.

Discussions are going on behind closed doors to develop a model that can get enough votes to pass the Legislature, and is acceptable to the utilities.

“It’s like herding chickens,” said Rep. George Rauscher, a Sutton Republican. “Because you fix one problem for one, and then you have another problem for two more.”

Industry experts say unifying the utilities has proven difficult, as they will inevitably be tempted to prioritize the interests of their own members over those of the system as a whole. Tony Izzo, CEO of Matanuska Electric Association, said without an integrated transmission organization, the utilities would continue engaging in the same “myopic” decision making.

Sharp divides between the utilities is nothing new. For 50 years, there have been attempts to unify the utilities under a single umbrella organization. None of those attempts have succeeded. The most recent attempt failed in 2019.

The latest effort comes after the Regulatory Commission of Alaska sent a frank letter to the Legislature in 2015 that said the Railbelt’s electrical system was “fragmented” and “balkanized.” The commission recommended that the utilities voluntarily improve their coordination.

The Legislature passed a bill in 2020 that enabled the five Railbelt utilities to form an electric reliability organization. The organization was established to oversee implementation of system-wide reliability standards and coordinate long-term planning amongst the utilities. But the electric reliability organization’s role is limited.

The new and separate transmission organization would go further and is seen as a first step toward “economic dispatch.” That model would allow an independent operator to choose which power plants to use to deliver the cheapest sources of energy along the grid.

Part of the interest in a new transmission organization comes as substantial investments are planned to modernize the grid’s infrastructure.

Last year, the state of Alaska was awarded a $206 million federal grant to invest in an undersea power cable connecting the Kenai Peninsula and Chugach Electric’s Beluga power plant, on the west side of Cook Inlet, to build redundancies and better allow the lowest-cost power to be delivered across the grid. The state wants to secure a second federal grant to build another power line between Southcentral and Healy.

Senate bill and Iceland

In October, the managers of the Railbelt’s four largest utilities and 12 legislators traveled to Iceland. The tiny European nation was seen as a potential model for the Railbelt . Iceland had publicly owned utilities operating on a state-owned transmission line before European Union regulations forced them to deregulate the market in the early 2000s.

Gwen Holdmann, the founding director of the Alaska Center for Energy and Power, organized the trip to Iceland, which is seen as a world leader in integrating renewable energy into a unified electric grid.

”I think it was really successful in terms of showing the potential for this system,” Holdmann said.

Despite their long-held disagreements and a history of failed attempts, the four Railbelt utility managers signed a tentative agreement on a napkin in Iceland to form an integrated transmission organization. Since then, there have again been disagreements.

Using Iceland as a model, the Senate bill developed a more ambitious plan for the grid than originally planned by Dunleavy. SB 217 would transfer responsibility for transmission planning and management of the utilities’ assets to the new transmission organization.

Arthur Miller, CEO of Chugach Electric Association, said the utility supported eliminating wheeling rates, and to instead recover costs through a unified rate structure. However, Miller said the utility had “significant concerns” about the transmission organization, including a central plank in the Senate’s plan.

”Chugach is adamantly opposed to the transfer of management or operational control of its transmission system. This will not lower cost or rates, that provides no benefit to our membership,” Miller said to lawmakers last week.

Sen. Cathy Giessel, an Anchorage Republican and architect of the Senate’s bill, argued that the state’s largest utility had a simpler reason for opposing the new transmission organization: “Chugach has a huge amount of infrastructure that they have built and they have bonding on.”

Chugach Electric holds substantial debt after acquiring Municipal Light & Power in 2019. Miller told legislators last week that the utility has spent $41 million rebuilding its transmission line and has planned to invest over $85 million more in upgrades through 2030.

The Anchorage-based utility filed a proposed rate increase in July with the Regulatory Commission of Alaska, which is the state board tasked with setting “just and reasonable rates” for Railbelt ratepayers. In its filing, Chugach requested to raise its wheeling rates, which would increase costs for the other utilities. Matanuska Electric Association , Golden Valley Electric Association and Homer Electric all filed motions arguing that Chugach’s proposal would significantly increase costs for their members.

While the Senate’s proposal for a transmission organization has been expansive, the House bill is more limited. Instead of transferring management of the utilities’ assets, Andrew Jensen, Dunleavy’s energy policy adviser, said that under the House bill, the transmission organization “would be tasked solely, for now, with eliminating wheeling rates.”

Legislators say the House bill has alleviated some of Chugach Electric’s concerns, but other concerns remain.

Homer Electric Association has largely operated in isolation from the other utilities and has recently shown an unwillingness to join a unified transmission organization, legislators say.

Keriann Baker, chief strategy officer at Homer Electric, told legislators last week that the proposed changes in the Senate’s bill were too much for a single year.

“We think that we should probably understand the law that’s being passed before we pass it. That’s just our position,” she said.

Baker told legislators that before joining the transmission organization, the utility wants to see the grid upgraded and bottlenecks removed that hinder the delivery of power.

Other stakeholders have expressed oversight concerns. The Renewable Energy Alaska Project, or REAP, prefers the House version of the bill. REAP’s executive director, Chris Rose, is a member of the existing electric reliability organization. He wants transmission planning to stay there.

“We believe it makes far more sense to use existing law and institutions to build out our transmission system, rather than creating a new transmission organization that is not subject to the RCA project preapproval authority,” he said to legislators last week.

The Alaska Public Interest Research Group, a consumer advocacy organization, is also concerned about moving planning authority for the Railbelt grid to the new transmission organization. The group suggested that there could be insufficient oversight from state regulators.

More clean power

Integrating more renewable power into the Railbelt’s electric grid is a key priority in the House and Senate bills. In a recent report , the National Renewable Energy Laboratory said that ratepayers could save well over $1 billion by 2040 if the grid got 80% of its power from renewable sources.

Jenn Miller, CEO of Renewable Independent Power Producers, said that eliminating local taxes on new clean energy projects creates “a level playing field and reduces energy costs to ratepayers.”

In testimony to senators last week, Matanuska Electric CEO Izzo applauded Miller’s work in developing the state’s largest solar farm in Houston. As Railbelt utilities face a looming shortfall of Cook Inlet natural gas, Izzo said that it was “key” to exempt new renewable power projects from local taxes.

“We need to move to other sources of energy as soon as possible,” he said.

Supporters say that eliminating wheeling rates charged by utilities to transmit power across the grid would be another critical step for more clean energy.

Holdmann used the example of the Shovel Creek wind project proposed in Fairbanks. She said the wind farm could produce 150 megawatts of power, but that would be far more than Fairbanks needs. The city’s peak demand is around 220 megawatts, she said.

Eliminating wheeling rates charged to send power across the grid could make that project more attractive to utilities south of Fairbanks, Holdmann said. She said that wheeling rates were why a plan to build additional wind turbines on Fire Island was scrapped in 2015.

“It wasn’t cost competitive anymore,” she said.

With one week left in the Alaska Legislature’s regular session, time is running out to approve an integrated transmission system for the Railbelt. Rauscher said it would be a “monumental task” to get a transmission organization passed into law this year alongside several other measures intended to address a Cook Inlet gas shortage.

HB 307 has advanced to the House floor before it would head across to the Senate for its consideration. The Senate bill is before the Senate Finance Committee. The regular legislative session is constitutionally required to end by midnight on May 15.
