Philippines travel requirements 2024: What travelers need to know

We aim to keep this post updated about Philippines travel in 2024 with official Philippines travel restrictions, requirements, and health and safety guidance. Our goal is to help you make informed decisions so you can travel confidently, safely, and responsibly in this new post-pandemic world of ours.

As restrictions can vary based on the traveler’s citizenship, we will focus primarily on rules affecting U.S. citizens.

February 2024:  “Our main requirement for travel to the Philippines was completing an online form within 72 hours of arriving. Our airline reminded us to do the same process before departing the Philippines as well. The form asks for flight info, countries visited in the last 30 days, and whether you have been sick or exposed to someone ‘known to have communicable/infectious disease’ in the past 30 days. We then received a QR code to show at the airport. We did not need to show the QR code upon arrival or departure (airline staff told me it’s actually for Philippine passport holders only). Overall tourism was open and accessible within the country, flights between islands were the easiest, with long overland travel times (due to local-roads / lack of highways). We did not experience any travel restrictions while within the country. There is a pre-arrival form that must be filled out that is used for tracing but really we didn’t find it used much beyond immigration. There were requirements for providing hotels for contact tracing but it was haphazardly enforced, such as only 1 bus company asked for this information. Access to all services is open, we did notice that for many services employees were masked but there was no requirement for tourists to mask. We found covid tests readily accessible and often in vending machines such as in the airport. One thing of note is that people did appear to be sick. Is the Philippines open for travel? Can I travel to the Philippines right now?

Effective July 2023 , all travelers are allowed entry in the Philippines without restrictions. The following are no longer required to enter the Philippines:

• Proof of Vaccination
• Proof of negative Covid test (for unvaccinated or partially vaccinated travelers)
• Travel insurance

However, travelers must still meet the following requirements:

• As of April 2023, all travelers, including children. are required to register via the Electronic Travel Declaration System no earlier than 72 hours from the intended arrival.
• Passport must be valid for at least six months at the time of arrival.
• Have booked a return or outbound ticket (affiliate link).

U.S. citizens are allowed visa-free entry into the Philippines for 30 days.

Quarantine rules in the Philippines: What happens if I get Covid?

All travelers arriving in the Philippines are not required to quarantine.

Foreign tourists who  test positive for Covid while in the Philippines must continue to isolate and undergo quarantine.

For cases with moderate to severe symptoms or belonging to the immunocompromised category, isolation of 10 days from onset of signs and symptoms is required. Patient may be required to be admitted to a health care facility based on the advice of the attending physician.

For severe cases and immunocompromised cases , isolation is required and may end only upon the advice of their health care provider.

Patients with mild symptoms or asymptomatic are advised to isolate at home for five days or until fever-free for at least 24 hours without using antipyretics such as paracetamol, whichever is earlier.

Foreign tourists may be required to cover the costs of quarantine accommodations or hospitalization.

Can I travel to the Philippines in May 2024? Can I travel to Philippines this Summer?

The Philippines is open to tourists in May. Read on for details and check back for updates.

What is it like to fly to Manila MNL Ninoy Aquino International Airport right now? Philippine Airlines reports p assengers are no longer required to wear face masks, though it is still recommended.

Do I have to quarantine when traveling to the Philippines? No. Only travelers who test positive will need to quarantine. See details above.

Does Philippines check COVID-19 symptoms of incoming travelers? Travelers undergo a passive thermal scan upon arrival in the airport. Hats must be removed, otherwise just walk through.

Does Philippines require a negative Covid 19 test for travelers? No. As of July 2023, a negative test is no longer required for travelers to enter the Philippines.

Do I have to undergo a Covid test upon arrival in the Philippines? No. Covid test upon arrival is no longer required.

Does Philippines require a proof of Coronavirus vaccine for travelers? No. A proof of Coronavirus vaccine is no longer required.

Do I still need to provide a negative Covid test or quarantine if I have been vaccinated? Quarantine and negative Covid test is no longer required for travelers.

Is a booster shot required for travel to the Philippines? At this time, booster shots are not required in the Philippines. There is currently no expiration period set for the validity of vaccinations.

Do I need to provide proof of vaccination or test for domestic flights in the Philippines? Most destinations within the Philippines no longer require a proof of vaccination or test for domestic flights.

However, local authorities may have specific requirements. It is recommended to check with the destination’s local government unit (LGU) through their official website or Facebook page for the latest rules and guidelines.

What healthcare options are available to travelers in the Philippines who get the virus?   Philippine hospitals and clinics are open. Foreign visitors can get PCR or antigen test at  the Philippines Department Of Health accredited testing centers .

Foreign visitors who get the virus would pay out of pocket for medical services. The medical expenses for the treatment will vary depending on the severity of the condition, the hospital where the patient is admitted, confinement duration, and other factors.

What service businesses and restaurants are open in the Philippines? Markets and groceries, which are considered essential businesses, remained open throughout the duration of the community quarantine in the Philippines.

Restaurants are permitted to accept dine-ins. Malls, personal care services, and entertainment establishments are also back in business following health and safety protocols.

More hotels, resorts, and other accommodation establishments are allowed to operate under different community quarantine classifications and cater to local travelers.

Do I need to provide proof of vaccination or a negative test to enter or stay at hotels, resorts, and other accommodation establishments in the Philippines? Most accommodation establishments in the Philippines no longer require a proof of vaccination or a negative Covid test.

It is advisable to visit the hotel website or official social media pages to know their latest guidelines. Additionally, contacting the establishment directly is recommended for any clarifications.

What public gatherings are allowed in Philippines? Public gatherings are allowed but must follow health and safety protocols.

Are face masks required in the Philippines? As of July 2023 , wearing of face masks is no longer required in the Philippines.

Are buses running in the Philippines? Yes. Public transportation is available in the Philippines, including buses, jeepneys, trains, tricycles, and vans.

Will the Philippines impose new Covid restrictions? What’s next is difficult to predict. Historically, the Philippines has imposed nationwide as well as localized COVID-19 restrictions when strains on the health care system might become unsustainable.

How has the Coronavirus impacted the Philippines?

The first case of the Coronavirus was confirmed in the Philippines January 30, 2020 and the country was placed under a State of Public Health Emergency on March 8, 2020.

As a measure to limit the spread of the virus, lockdowns or community quarantines have been imposed since March 15, 2020. Despite implementing strict lockdowns, the country still experienced surges in cases, reporting more confirmed cases and deaths than any other Southeast Asian country.

The onslaught of the virus put the country into recession with mass unemployment. The restriction on travel also affected tourism, which is a large industry in the country. 

Over two thirds of the population has been vaccinated in the Philippines.

In July 2023, the State of Public Health Emergency has been lifted throughout the Philippines. All restrictions due to Covid 19 are no longer in effect.

What should you pack for safely traveling in the Philippines?

😷 Face Masks – Face coverings are optional but recommended in crowded areas. Find N95 masks at Bona Fide > or designer options at Vida >

What do Philippine locals and recent travelers say about visiting the Philippines now?

What is it like to visit the Philippines right now? It’s our goal to provide regular updates here from real people on the ground, to help potential visitors know what to expect. The following are subjective opinions only. Official travel guidance can be found above.

November 2023 – Gladis of Happiness on the Way , Filipina citizen:  “I flew from Frankfurt to Clark International Airport (Philippines) in September and was surprised by the low number of tourists. I’ve traveled around Clark and Manila for a month and most of the businesses like cafes, restaurants and even tours are all back – I love how I was able to see famous spots with less tourists!

Healthcare, testing, and local attractions are fully operational in most cities and touristy towns. Hotels and restaurants provide sanitizers, and staff are vaccinated with open-air setups. Airports in the Philippines have synchronized e-travel for smoother lines. Most popular destinations have maximum tourists now, so booking ahead is advisable to secure your spot.”

June 2023 – Liza of Always in Spain : “I’m in the Philippines for one month (May to June 2023) to visit family and travel around the country.

Tourism in the Philippines is thriving again! Tourist attractions are open without restrictions, tour operators are offering services again, and transportation (air & land) look fully open for domestic travel so it’s easy to get around the country.

Aside from having to complete a declaration upon arrival, things are back to normal in the Philippines. Some people still prefer to mask up (especially indoors) but it’s not obligatory.

Pharmacies are plentiful in the large cities so you have easy access to home testing kits and over-the-counter medication if you need it. If you’re traveling to more remote areas, it’s a good idea to have your own emergency medical kit just in case.”

February 2023 – Kieren of Wales Guidebook , UK traveler:  “My girlfriend and I visited the Philippines for 10 days in February 2023 with a return trip from Bali. Tourism in the Philippines is mostly back to normal. Aside from being asked to wear masks at airports and onboard with some airlines, there were no other Covid requirements or restrictions and I can highly recommend visiting at this time.

Although signage regarding Covid restrictions (such as mask wearing) are still on display across the country, these are rarely enforced. You may still see staff wearing masks in supermarkets and shopping malls. Pharmacies are readily available in most areas frequented by tourists and the level of English is usually enough to get any medicine you need. Chain pharmacies, such as Watsons, are more likely to speak a good level of English.”

October 2022 – Jennifer Terri, Philippines:

September 2022 – Elizabeth, visitor from UK:   “I visited the Philippines for a 3-week trip to explore its top destinations. The locals are still wearing masks, however, it’s a bit more relaxed, especially in the open public area. When you enter an establishment, you will be asked or expected to put on the mask.

Most businesses related to tourism are open or in service such as airlines, hotels, and tour agencies. Locals seems to be getting back on travelling as well, but it seems like the airlines are not well-staffed resulting in long queues, although very little delay.”

July 2022 – Angeline of GoAroundPhilippines.com , resident:  “All tourist destinations in the country are open and locals mostly enjoy them now. It is the best time to visit as there are still few tourists around and you can easily get cheaper rates for hotels and tours as companies need tourists.

The islands and beaches have gone through a bit of a break so they’ve become more vibrant and marine animals are plenty. There are still no long lines or crowds either.”

March 2022 – Camille, resident of the Philippines: “Things are finally the closest it’s been to “back to normal” after two long years of strict quarantine rules. Everything feels much more relaxed and people are happy to go out, dine out, party, and travel. Even though it feels like back to normal, most people still comply with wearing masks almost everywhere so this is something foreigners should expect and be sensitive in following.

Many places still are at limited capacity though, so lines are long and crowds can be packed. As much as possible, we appreciate it when tourists are understanding of any delays or mishaps. There’s a period of adjustment since it’s only been recently that things are as they were before. Many workers have been affected and are now happy to get back to work, so patience and tips are appreciated. At the end of the day, tourism has always played a big part in our economy so you’ll definitely feel welcome.”

July 2021 – Ailene, resident of Manila: “The Philippines does not currently allow tourists to enter the country. Majority of the residents are hesitant to the reopening of the borders to foreign tourists because of the fear that our healthcare system would collapse if there will be a surge in Covid cases. In Metro Manila, people (except children and senior citizens) are free to move within the city as long as the curfew, social distancing, face mask, and face shield rules are observed. Traveling to other places outside Metro Manila is also possible. Travel restrictions are generally being followed. However, there were some instances when people were caught violating the rules such as faking their Covid results, partying, and not following the curfew. Access to healthcare is a little difficult. In some hospitals and clinics, patients without an appointment will not be allowed to enter. But virtual consultation is also available. Getting tested for Covid is easier. People have an option to get tested at clinics, hospitals, drive through testing centers, or at home. Access to local attractions is possible as long as the needed requirements are provided. A negative Covid test is required in some destinations, while a health certificate is enough for some. Right now, the safest and preferred places to travel to are private resorts and outdoor open areas like parks and beaches where interaction with other people can be avoided as much as possible. Restaurants, groceries, and other food service can be accessed easily. Although public transportation is available for travelers, it is safer to travel in private vehicles.”

June 2021 – Tina of https://iwentanyways.com , resident of Philippines: “Many provinces in the country are not yet open to tourism, and those that are already open have requirements that need to be followed. Locals have varying reaction to their place opening up to tourists. Some support the opening due to financial reasons, while those that are not in favor are concerned that these tourists might spread the virus in their place. Travel restrictions are being followed by locals and visitors, but I’ve heard of stories of some people who do not follow it but are able to get away with it. As for the healthcare and testing, most of the hospitals and testing centers are available in the capital cities. Some provinces that have opened for tourism require visitors to register in an app and wait for the approval of their visit before they could travel. This is required for contact tracing purposes.”

We have booked a trip to the Philippines next month. We have not been vaccinated for covid19, Earlier it was mentioned that we had to take a corona test to enter the philippines. I don’t want any surprises, Can you please confirm to me if we need to take a corona test to fly to the Philippines (from Madrid) or if it is therefore not necessary anymore now. In addition, I am also asking for more clarity on the inernal movements.

This means that you are no longer required to present a negative Covid test to enter the Philippines. For traveling within the Philippines, restrictions are also no longer in effect. Hello, I’m a little confused on one issue. I’m a US citizen unvaccinated and would like to fly to the Philippines. I know what tests, etc I need to actually fly to the philippines, but what is not clear to me based on conflicting information is will I be required to take another covid test on arrival if the 24 hour one taken before flight was negative? One thing I don’t want to happen is discover I have to have another one when I arrive as I really hate them since they are so unnecessarily intrusive, and I’ve read some places that you will need a second one on arrival regardless of the results of the preflight test. According to the current entry rules , unvaccinated or partially vaccinated “travelers 15 years and older who fail to present a negative pre-departure testing shall be required to undergo a laboratory-based Antigen Test UPON ARRIVAL at the airport.” Therefore, if you can provide a valid and negative pre-departure Covid test when you arrive in the Philippines, then you will no longer have to test upon arrival at the airport.

Is a negative COVID test result required for return travel from the Philippines to the United States?

Hi. Regardless of departure point, test results are not required going to the US, and as of this month (May 2023), noncitizen nonimmigrant air passengers no longer need to show proof of being fully vaccinated either.

I will be on vacation soon in the Philippines and resorts (specifically at Pico de Loro, Batangas and Los Banos, Laguna) still require a certified negative covid-test for stay. Where can I get this certified covid-19 rapid antigen test?

I am traveling to the Philippines in July 2023. I see that the Philippines currently still requires a negative Antigen Test for entry. Once a traveler has entered the country and wants to travel to different locations (such as Tacloban, Cebu City, Bohol, etc.) does a traveler have to provide a clean test at every domestic airport in the Philippines to board the plane if I stayed at each different location for 3-5 days? I need clarification as the domestic air carriers (Cebu Pacific, Air Asia, etc.) indicate that you need at least a negative Antigen Test to board on their websites. Any comments from recent travelers in the Philippines would be helpful. Thank you

Hi Greg. It is correct that the Philippines still require proof of a negative COVID test for entry if a traveler is unvaccinated or partially vaccinated. For travel within the Philippines, most destination no longer require a negative test for domestic flights. However, please note that some destination may still require a negative test and other documents for domestic travel depending on the local authorities’ regulations. We recommend that you check your destination’s local government unit (LGU) official website or Facebook page for the latest travel guidelines and requirements.

Hello, we are scheduled to go to the Philippines February 1st. We will be flying to japan January 27th and then from japan to Manila February 1st. Then from Manila to Boracay on the 2nd of February. For travel to Japan, you will need to provide a pre-travel COVID-19 test conducted within 72 hours prior to departure from the country/region of origin. You may check the Japan Ministry of Foreign Affairs webpage or the U.S. Embassy in Japan webpage for details.

For travel to the Philippines, you will need the follwing: – negative Antigen test certificate from a clinic conducted within 24 hours of departure from the country of origin – complete a BOQ e-Health Declaration Card (e-HDC), including children – passport valid for at least six months at the time of arrival – return or outbound ticket to your country of origin or next country of destination.

Once you’re in the Philippines, the requirements to travel to Boracay are the following: – Tourist Arrival Form – Confirmed Boracay Hotel Booking slip/voucher – Passport (for Foreigners)

Hello there, i am filipino-american citizen. I am unvaccinated and my vacation and my 4yo son to cebu by october. What are the restrictions for us since we don’t want to get vaccinated. From cebu international airport do we have to book a hotel for quaratines that are doh accredited and for how many days? Is it possible to choose our own place to stay while waiting for pcr test? Unfortunately, you won’t be allowed entry into the Philippines based on the current rules. The same goes for your 4-year-old son since he will follow the rules that are applicable to you. However, if you will enter the Philippines with a visa or if you have double citizenship (Filipino and American) then it’s possible that you and your son may be allowed entry. We recommend that you contact or visit the Philippine Embassy in your area to see if there are any exemptions applicable to you that will allow you to visit the Philippines. Hope this helps.

Thus, the need for a valid return ticket to your country of origin or your next destination dated not more than 30 days from the date of arrival in the Philippines. If you want to stay in the Philippines for more than 30 days, you will need to apply for a Philippine tourist visa. You need to contact the Philippine Embassy or Consulate near you for information on how to apply for a Philippine tourist visa. I hope this helps.

According to the Philippine’s quarantine rules, children below the age of 12 who cannot be vaccinated must follow the quarantine protocols of the parents traveling with them. Since you and your husband are fully vaccinated and do not need to quarantine, your son is not required to quarantine as well. You may also contact the Philippine Bureau of Immigration for more information regarding entry requirements.

Fully vaccinated foreign travellers who have been in a green list country for at least 14 days are allowed to enter the Philippines without any problems as long as they quarantine 7 days in an approved facility, right? So for me who live in Italy, the only way I can currently access the Philippines would be to travel to Albania (green list country) right after I get my second dose, stay there 2 weeks and then fly from Albania to the Philippines.

Therefore, it is important to determine first if you belong to any of the traveler categories who can enter the Philippines. For foreign citizens, you must have a valid and existing Philippine visa. If you are one of those travelers who are allowed to enter, fully vaccinated, and traveling from Albania or any of the countries in the Philippines’ green list, the quarantine period would only be 7 days.

Hello Cristina! Based on the current Philippine travel rules, a booster is no longer required for entry, therefore, you no longer need to provide a negative Covid test. However, you need to register on the Philippines eTravel website and you can register up to three days in advance of your departure. For Boracay, a filled out tourist arrival form, hotel booking, and passport for foreign tourists are required. You can check details here or you may contact the Aklan government through their Facebook page for additional information.

I would double-check with the Canadian State Department and/or a travel agent for more specific guidance. It’s my understanding that the age group restrictions don’t apply for entering the country but rather for going out and about once there – so far this has only been relevant to Philippine residents and will likely change with local vaccination rates eventually.

Please note that this is applicable only to permitted foreign nationals. Also, as of today, only US citizens with visa, US citizens who are former Filipinos, and US citizens who are family members and traveling with a Filipino citizen or former Filipino are allowed entry in the Philippines. i don’t know how accurate your info is as i work with a filipino here in the US and he watches Philip news online and told me that if you fly into Cebu which is where i go not Manila that you get a temp check at the airport and only have to quarantine for 1 day not 14 like u said, also can you answer this question. Hi Will. As a general rule, a mandatory quarantine of 7-14 days is required for persons traveling to the Philippines. In the Province of Cebu, it is true that quarantine is no longer a requirement as of March 31, 2021. However, this is only for repatriated Overseas Filipino Workers (OFWs) and returning non-OFWs. You can visit the Cebu Provincial Tourism Office page for more information about this.

Hi Cher. Yes, you still need a confirmed booking at any accredited quarantine hotel in Metro Manila for at least 7 days (or 6 nights) from the date of your arrival. This is to accommodate the schedule of your RT-PCR test (which will be on the 5th day) and the release of the result. Your food during your stay at the hotel will be at your own expense. You may also have food from outside the hotel delivered to your room, but you need to check with the rules and regulations of the hotel first if it is allowed.

If one has had a coronavirus vaccine in the US, can one come to the Philippines without the need to quarantine and have the Covid test? I should have my second round of the Moderna vaccine on March 4th. Could I travel to the Philippines shortly after that time if I have a card proving that I had the vaccine?

That is a good question and I think many are wondering the same thing about other destinations as well. We can’t predict when the Philippines will reopen to travelers, nor what they will choose to require in terms of vaccines. From what I’ve read, I would guess that most destinations will continue to require a Covid test regardless of the vaccine since the timeline for immunity after vaccination is still uncertain.

Hi Ricardo. We cannot predict if you’ll be able to fly into Manila at that time. What we personally are doing is making sure any flight we book is fully refundable, or can at least be changed to a later date without change fees if travel is not allowed for our original flight date. This will depend on the particular airline’s terms and conditions.

Do you know when is the date or anything that the Philippine government is gonna let foreigners for tourism cause I’ve been planning this trip for a year and its getting the people so angry that we cant go to the Philippines and nobody can give me a straight up answer.

Covid is spreading rapidly and nobody is vaccinated there stay home and keep you and the Philippines safer

The Philippines has no intention of opening up to tourism any time soon. The president has said that when the country is between 70 to 80 percent vaccinated it will reopen the country it currently is at 19%. So if you want to take a vacation start thinking of an alternative destination or your going to be waiting for at least a year.

International travelers:    Yes, the Philippines is open to all international tourists. Foreigners from visa-required countries will not need an exemption document to enter the country but will still need to follow the immigration rules set by the government.

All inbound travelers will also be required to register via the eTravel Portal, which replaces the One Health Pass requirement. Travelers may register within 72 hours from their arrival in the Philippines or upon arrival. The pre-registration form may be accessed at etravel.gov.ph . For travelers who were not able to pre-register, there will be special lanes set up for arriving passengers to comply with the eTravel registration.

Domestic travelers: Yes (to re-opened destinations only and with restrictions)

Traveling within the Philippines is allowed for tourists but is limited to select destinations and with restrictions.

Mask-wearing and the presentation of proof of full COVID-19 vaccination are no longer mandatory in tourist spots. For your own safety, it is still encouraged to wear a mask in crowded places.

Registration via etravel.gov.ph . This must be filled out within 72 hours from their arrival or travelers can comply upon arrival at the special lanes for eTravel registration.

A ticket back to the port of origin or the next port of destination outside the Philippines scheduled within 30 from arrival. An Entry Exemption Document (EED) must be secured for those staying beyond 30 days.

Those traveling with their Filipino spouses and parents need to provide proof of filiation

Foreign nationals with valid and existing visas

Valid visa and/or ACR I-Card

A ticket back to the port of origin or the next port of destination outside the Philippines scheduled within the allowed maximum stay in the Philippines.

Proof of vaccination is not required to enter the Philippines, but it may be required when crossing local borders. An International Certificate of Vaccination (ICV) is accepted as proof of a traveler’s fully vaccinated status, but other documents may also be accepted in its place. These include a VaxCertPH digital vaccination certificate or a national/state digital certificate of the foreign government where they were vaccinated, which has accepted VaxCertPH under a reciprocal arrangement.

How to get an ICV

ICVs are issued by the country where you got the vaccine. If you got your vaccines in the Philippines, you can get your ICV by booking an appointment via icv.boq.ph . It costs PHP300, and a PHP70 convenience fee will also be charged. Alternatively, you can apply for a vaccination certificate via vaxcert.doh.gov.ph to prove your fully vaccinated status when entering the Philippines.

After you land in the Philippines, you need to follow the guidelines set by the IATF. 

A quarantine is not required for international travelers entering the Philippines, but a seven-day self-monitoring period is highly encouraged.

Yes, fully vaccinated travel is available in the Philippines, but not for all destinations. Several destinations in the Philippines have opened to fully vaccinated tourists, exempting them from the requirement of obtaining a negative RT-PCR or rapid COVID test for travel.

Fully vaccinated* individuals are exempted from presenting a negative RT-PCR test result. They instead need to show a valid vaccination card that validates their vaccination status.

• Unvaccinated and partially vaccinated travelers must show a negative RT-PCR test result taken within 60 hours from arrival or a negative antigen test taken within 24 hours before arrival.

Children below 12 years old are not required to undergo testing provided that the parent or guardian they are traveling with is fully vaccinated.

Only fully vaccinated individuals* are allowed to enter the province for leisure purposes. They need to present a COVID-19 domestic vaccination card issued by a legitimate vaccinating establishment.

Occidental Mindoro is located in the western half of the island of Mindoro. Apo Reef, the world’s second-largest contiguous coral reef, can be found in the waters of the province.

Traveling during a pandemic can be challenging because of the travel requirements and restrictions imposed. Here are some helpful tips you can take note of when traveling in the Philippines during COVID-19: 

1. Prepare your documents in advance based on the travel requirements of your destination's local government. 

2. Pre-book your DOT-accredited hotel or resort or book Philippines package deals that include accommodations, flights, and transfers. 

3. Not all local destinations have government-arranged transfers to/from the airport. You can book private transfers to/from the airport in advance. 

4. Pre-book tours and activities with DOT-accredited tour operators only.

DOT lists requirements and protocols for arriving foreign leisure guests

Tourism Secretary Berna Romulo-Puyat today, 4 February 2022 (Friday), issued a reminder to foreign tourists coming to the Philippines in the next days to prepare all requirements to ensure a seamless travel experience.

Puyat made the statement, following the issuance of Inter-agency Task Force for the Management of Emerging Infectious Diseases’ (IATF-EID) Resolution No. 160-B, which details the new entry, testing and quarantine protocols for foreign nationals coming from 157 visa-free countries arriving from abroad, effective February 10, 2022.

“The new guidelines issued by the IATF are an indication that, while the country has opened its borders to fully vaccinated business and leisure visitors, it is doing so with utmost care and with full regard for the health and safety of both visitors and the general public.”, Puyat said.

Based on the IATF –EID Resolution 160-B, all arriving visitors must be able to present the following:

– Acceptable proof of vaccination

– Negative RT-PCR Test Taken within forty –eight hours (48 hours) before the date and time of departure from the country of origin / first port of embarkation in a continuous travel to the Philippines, excluding lay-overs for their return journey

– Valid tickets for their return journey to the port of origin or next port of destination not later than thirty (30) days from date of arrival in the Philippines

– Passports valid for a period of at least six (6) months at the time of their arrival to the Philipiines

– Travel insurance for COVID-19 treatment costs from reputed insurers, with a minimum coverage of USD 35,000 for the duration of their stay in the Philippines

The Tourism chief reiterated that only fully vaccinated foreign visitors will be allowed entry to the country. Children below 12 years old will be exempted if they are traveling with fully vaccinated foreign parents.

In the case of unvaccinated foreign children below 12 years old that are travelling with their Filipino parent/s, they shall be allowed entry and shall be required to follow the entry, testing, and quarantine protocols that apply to their Filipino parent/s. Meanwhile, those between 12-17 years old must follow the protocols based on their vaccination status, and shall be accompanied by their parents during their facility-based quarantine.

Based on the resolution, an individual is deemed fully vaccinated if he or she received the second dose in a two-dose series or a single dose vaccine more than 14 days before the date and time of departure from the point of origin.

While foreign visitors will not be required to undergo facility-based quarantine, Puyat reminded arriving travelers that they should continue self-monitoring and report to the local government unit of their destination should they exhibit any of the symptoms of the virus.

“The opening of our borders to eligible foreign visitors and the rebound of the tourism industry can only mean the restoration of the livelihood of millions of Filipinos working in tourism-related establishments and businesses who have been displaced by the pandemic. It will contribute greatly to the eventual revival of the Philippine economy”, Puyat added.

How to Visit the Philippines: Visa and Entry Requirements (2023)

If you’re planning to visit the Philippines soon, you’re in luck! The Philippines is now open to FULLY VACCCINATED tourists/nationals from FROM ALL COUNTRIES . We’ve listed down the general entry and visa requirements for tourists to visit the country.

General Entry Requirements to visit the Philippines for Tourists

• Passport: Your passport must be valid for at least six months beyond your planned departure date from the Philippines.
• Return or Onward Ticket: You may be required to provide proof of a return or onward ticket to your home country or another destination. This demonstrates your intention to leave the Philippines within the permitted stay.
• Have any of the following proofs of full/complete vaccination against COVID-19 recognized under existing IATF regulations: (i) World Health Organization International Certificates of Vaccination and Prophylaxis; (ii) VaxCertPH; or (iii) National/state digital certificate of the foreign government which has accepted VaxCertPH under a reciprocal arrangement (unless otherwise permitted by the IATF);
• Unvaccinated and partially vaccinated travelers need to present a laboratory-administered negative antigen test result taken within 24 hours from departure from the country of origin. They also have the option to undergo a laboratory-based antigen test upon arrival at the airport. (Note: Those who test positive for COVID-19 after testing at the airport will have to follow the quarantine procedures that will be advised by the Philippines’ Department of Health.) Unvaccinated children aged 14 and below are not required to be vaccinated, but they need to be accompanied by a parent or guardian who complies with their own entry requirements. If they are unvaccinated and traveling on their own, they need to follow the testing requirements for adults.
• Fill out the E-travel declaration card . (THIS IS FREE OF CHARGE)
• Sufficient Funds: You may be asked to show evidence of sufficient funds to cover your expenses during your stay. This is very rare but some people have been reportedly asked.
• Accommodation: Providing information about your intended accommodation in the Philippines, such as hotel reservations or a letter of invitation from a host, may also be required. (Again, this is a random incident).

Philippines Visa Requirements for Different Nationalities

Visa-free for stay up to 30 days.

Generally, most countries are allowed 30 days visa-free entry to the Philippines. If you’re from the US, UK or European countries, you already belong in this group. For further information, can check if your country is included here.

Visa-free for stay up to 14 days

If you belong to the two categories below, you are allowed visa-free stay in the Philippines for up to 14 days.

1. Holders of Hong Kong Special Administrative (SAR) passports.

2. Holders of Macau Special Administrative Region (SAR) passports.

Visa-free for 7 days

If you are a Chinese national travelling for tourism and has a valid American, Japanese, Australian, Canadian or Schengen (AJACS) permanent residence or visa, you are allowed a visa-free stay for up to 7 days.  (NOTE:  not  applicable for business travelers)

Philippines Tourist Visa Extension

If you are a foreign national  from one of the visa-free countries who wish to stay in the Philippines for more than 30 days, you can request an extended stay at the Bureau of Immigration upon arrival in the Philippines. PHILIPPINES ENTRY AND ARRIVAL REQUIREMENTS 2023

Entering the Philippines has become simpler and faster, with protocols now based solely on your vaccination status. If you are fully vaccinated with or without a booster, your protocol will differ from those who are not vaccinated or whose vaccination status cannot be confirmed.

Let’s discuss the protocols for fully and unvaccinated travelers, whether you hold a Philippine or foreign passport, based on the latest IATF resolution. If you are a Filipino or foreign passport holder 15 years and above, there is no requirement to present a pre-departure COVID-19 test.

COMPLETE THE ONLINE REGISTRATION FORM

The Philippines has replaced the One Health Pass with the eTravel Card. The eTravel Card is a digital platform that streamlines the process of health declaration and contact tracing for travelers from the time they leave their home country to their arrival at their final destination in the Philippines. Before traveling to the Philippines, every foreign and Filipino traveler, including minors and children must individually register for the eTravel Card.

COVID-19 testing is no longer required upon departure from your country of origin, but you must complete the online registration form, also known as the eTravel, to enter the Philippines. You have two options for completing the form: either at least three days prior to your departure or upon arrival in the Philippines. It’s best to complete the form before your departure to avoid long lines. 

The e-Travel registration can be accessed through the official government website etravel.gov.ph . There is no need to provide credit card information. The registration process is quick and simple, taking only a few minutes to complete. If you’re not comfortable with online forms, you can ask a family member to assist you with the registration as long as they have your necessary information.

Travelers, both vaccinated and unvaccinated, will receive a QR code after completing their registration. If you are fully vaccinated, you will receive a green QR code and it is best to screenshot it or save it in your phone or email. If you are unvaccinated or partially vaccinated, you will receive a red QR code and there may be a manual verification check upon arrival at the airport. Regardless of your vaccination status, you will still be able to travel and may be asked to present additional documentation for verification by airport personnel.

Yes, as long as your information has not been processed, verified, and tagged as arrived by the border health authorities (BOQ), you have the opportunity to modify certain details in your eTravel profile through the “Open My Profile” tab on the eTravel website. Once you have arrived, been verified, and tagged as arrived by the Quarantine Officer, you will no longer have the ability to edit your information. The main data that can be edited are those required for the issuance of your quarantine certificate, such as arrival date, address, and personal information.

VACCINATION CERTIFICATE

After completing the E-Travel, you will be required to present a vaccination certificate or card as proof of your vaccination status. The good news is, you do not need to upload the certificate on the e-travel system, simply carry it with you. If you are fully vaccinated with or without a booster, make sure you have either your WHO International Certificate of Vaccination or Prophylaxis, your yellow card, or if you were vaccinated in the Philippines, your vaccine Ph.

PROTOCOLS FOR FULLY VACCINATED FILIPINOS AND FOREIGN NATIONALS

If you were vaccinated in another country, you can present your government-issued vaccination card or certificate. For example, if you were vaccinated in the USA, you can present your CDC card, and if you were vaccinated in the UK, you can present your NHS card. Any other certificate or card accepted by the Philippines or the Philippine government will also suffice.

Also, you may be wondering if quarantine is required upon arrival in the Philippines. Good news, there is no quarantine required, whether it be at a hotel or your home. These are the protocols for fully vaccinated Filipinos and foreign nationals.

PROTOCOLS FOR UNVACCINATED FILIPINOS AND FOREIGN NATIONALS

If you are traveling to the Philippines and are partially or unvaccinated, you will need to provide a pre-departure COVID-19 test result taken within 24 hours prior to departure or arrival at the Philippine airport. This applies to both Filipino and unvaccinated foreign travelers.

This means that you must have a negative rapid antigen test result from a laboratory taken within 24 hours before departing or arriving at the Philippine airport. Previously, only Filipinos were allowed to enter the Philippines, but as of the end of last year, unvaccinated foreign nationals are now also permitted to enter.

If your test result is negative, you are good to enter the Philippines. However, if it is positive, you must undergo hotel quarantine. It is advisable to take the pre-departure COVID-19 test before departing from your origin. You may take either an RT-PCR test within 48 hours before your flight or a rapid antigen test within 24 hours before your flight. Both tests are acceptable for unvaccinated and partially vaccinated individuals 15 years old and above.

If you’re a fully vaccinated parent or guardian traveling with children, the minors will not be required to take a pre-departure COVID-19 test. However, if you are unvaccinated or partially vaccinated, the minors will need to take a pre-departure COVID-19 test. In both cases, the minors should complete the e-travel registration form either prior to boarding or in the Philippines. For the e-travel registration, guardians and parents can use their own contact details, such as email and phone numbers for infants or babies.

AFTER ARRIVAL TO THE PHILIPPINES

Upon arrival at any airport in the Philippines for Filipinos and foreign nationals, make sure you have all the forms the flight attendant asked you to complete, and all your belongings are ready to be retrieved from the plane. At the terminal, airport personnel will direct you to the correct signage. Fully vaccinated travelers can proceed directly to immigration, collect their luggage, and proceed to Customs if they have nothing to declare. Unvaccinated travelers will undergo manual verification and present the required documents before proceeding to immigration, collecting their luggage, and heading to Customs.

Country Summary:  Terrorists and armed groups have carried out kidnappings, bombings, and other attacks targeting public areas like tourist sites, markets, and local government facilities in the Philippines.  Violent crimes are also common in the Philippines such as robbery, kidnappings, and physical assaults. Protests happen in the Philippines and could turn violent and/or result in traffic jams and road closures with limited capacity of the local government to respond.

There are stringent travel protocols and restrictions for U.S. government employees under the U.S. Embassy’s (Chief of Mission) security responsibility when traveling to certain areas of the country as stated below.

The Sulu Archipelago and Sulu Sea – Level 4: Do Not Travel

Terrorist and armed groups in the Sulu Archipelago and the Sulu Sea have historically engaged in kidnappings for ransom on land and at sea, in addition to bombings and other attacks. Entry, Exit and Visa Requirements

If you remain in the Philippines beyond the “admit until” date stamped in your passport by immigration authorities, you may be subject to fines and detention by the  Philippine Bureau of Immigration (BI).

Certain foreigners must apply for an  Emigration Clearance Certificate  (ECC) from BI before they may depart the Philippines.

The U.S. Department of State is unaware of any HIV/AIDS entry restrictions for visitors or foreign residents of the Philippines. 

We advise all U.S. citizens against traveling with potentially prohibited items, such as firearms, on their person or in their checked baggage. While at the airport or traveling in country, possession of prohibited items such as live or spent ammunition or firearms, or anything resembling such items -- whether it be a souvenir, gift, or artifact – may subject the traveler to prosecution and stringent penalties by local authorities.  Learn more about how to avoid problems when traveling abroad with firearms.

Check with your airline to determine whether a particular item is allowed for transport, as well as with the appropriate authorities in the Philippines – such as the  Philippine National Police  and  Bureau of Immigration  – as well as the appropriate authorities in any transit countries.

Safety and Security

Terrorism:  Terrorist groups, and those inspired by such organizations, are intent on attacking U.S. citizens abroad. Terrorists are increasingly using less-sophisticated methods of attack – including knives, firearms, and vehicles – to target crowds more effectively. Frequently, their aim is unprotected or vulnerable targets, such as:

• High-profile public events (sporting contests, political rallies, demonstrations, holiday events, celebratory gatherings, etc.)
• Hotels, clubs, and restaurants frequented by tourists
• Places of worship
• Shopping malls and markets
• Public transportation systems (including subways, buses, trains, and scheduled commercial flights)

U.S. citizens should remain alert to the potential for explosions and bombings as part of pre-planned attacks, as well as the threat of kidnapping.

Terrorist and armed groups continue plotting possible kidnappings, bombings, and other attacks in the Philippines. Terrorist and armed groups may attack with little or no warning, targeting tourist locations, markets/shopping malls, and local government facilities.

Crime:  Confidence games (con games), pickpocketing, Internet scams, and credit/ATM card fraud are common. Be wary of unknown individuals who attempt to befriend you, especially just after you arrive in country. Do not accept food, drinks, or rides in private vehicles from strangers, even if they appear to be legitimate. Solo travelers have been drugged and robbed by strangers after accepting an invitation to visit a tourist destination.

Kidnappings, physical assaults, murder-for-hire, and other violent crimes occur in the Philippines. Philippine government law enforcement agencies are engaged in a nationwide counter-narcotics campaign that has resulted in a sharp increase in violence between police and individuals suspected of involvement in the drug trade. As part of this campaign, law enforcement is engaged in aggressive search and buy-bust operations that could affect foreigners.

Taxis or ride-sharing applications are the recommended form of public transportation. However, taxi drivers and/or individuals using stolen taxi cabs have committed robberies. Ask the hotel, restaurant, and/or business establishment to call a reliable taxi service for you.

• Do not enter a taxi if it has already accepted another passenger.
• Request that the taxi driver use the meter to record your fare.
• Wait for another cab if the driver is unwilling to comply with these requests.
• Make a mental note of the license plate number of your taxi, or text it to someone, should there be a problem.

When driving in the city, make certain that vehicle doors are locked and windows are rolled up.

Travelers have been stopped and robbed shortly after leaving Manila Ninoy Aquino International Airport in a taxi or private vehicle. 

One common form of credit/ATM card fraud involves an illicit electronic device attached to ATM card readers that retrieves and records information, including the PIN, from a card's magnetic strip. Refer to the Overseas Security Advisory Council (OSAC) website for more  information .

Internet romance and financial scams are prevalent in the Philippines. Scams are often initiated through Internet postings/profiles or by unsolicited emails and letters. Scammers almost always pose as U.S. citizens who have no one else to turn to for help. Common scams include:

• Romance/online dating
• Money transfers
• Lucrative sales
• Gold purchase
• Contracts with promises of large commissions
• Grandparent/relative targeting
• Free trip/luggage
• nheritance notices
• Work permits/job offers
• Bank overpayments

Victims of Crime:   U.S. citizen victims of sexual assault are encouraged to contact the U.S. Embassy for assistance.

Report crimes to the local police at the 911 hotline and contact the U.S. Embassy at +(63)(2) 5301-2000. Remember that local authorities are responsible for investigating and prosecuting the crime.

• Help you find appropriate medical care.
• Assist you in reporting a crime to the police.
• Contact relatives or friends with your written consent.
• Provide general information regarding the victim’s role during the local investigation and following its conclusion.
• Provide a list of local attorneys.
• Provide our information on  victim’s compensation programs in the U.S.
• Provide an emergency loan for repatriation to the United States and/or limited medical support in cases of destitution.
• Help you find accommodation and arrange flights home.
• Replace a stolen or lost passport.

Domestic Violence:  U.S. citizen victims of domestic violence are encouraged to contact the Embassy for assistance.

Tourism:   Please check with the  Philippine Department of Tourism  before traveling. The safety standards you might expect of transport and tour operators, including adventure activities such as diving, are not always met. Sufficient safety equipment may not be provided, and recommended maintenance standards and safety precautions may not be observed. Always use available safety equipment, such as lifejackets or seatbelts, even if others do not. If appropriate safety equipment is not available, use another provider. In the event of an injury, appropriate medical treatment is widely available throughout the country. Outside of a major metropolitan center, it may take more time for first responders and medical professionals to stabilize a patient and provide life-saving assistance. U.S. citizens are encouraged to purchase medical evacuation insurance . If you are planning to dive, the  Diver’s Alert Network (DAN)  provides information on diving accident management. 

Local Laws & Special Circumstances

Criminal Penalties:  You are subject to local laws. If you violate local laws, even unknowingly, you may be expelled, arrested, or imprisoned. Individuals establishing a business or practicing a profession that requires additional permits or licensing should seek information from the competent local authorities, prior to practicing or operating a business.

The judicial process in the Philippines typically is lengthy, extending for years rather than weeks or months, and individuals charged with a crime can be held in indefinite pre-trial detention as their case makes its way through the judicial system. Penalties for possessing, using, or trafficking in illegal drugs in the Philippines are severe.

Convicted offenders can expect long jail sentences and heavy fines.

If a traveler is found to have any amount of drugs on his or her person, or nearby, when arriving or departing from the Philippines, he or she will be charged with trafficking. Trafficking is a non-bailable charge, and the maximum penalty is life imprisonment. If you intend to enter the Philippines with a prescribed controlled substance (e.g., medical marijuana), obtain clearance from the Philippine government first. 

Since June 2016, Philippine authorities have conducted a public campaign against illegal drugs. This has resulted in armed confrontations between authorities and suspected drug dealers and users.

Always carry a copy of your passport in the event that you are asked about your citizenship. You may be questioned by authorities if you take pictures of certain buildings, especially government buildings or military installations. Driving under the influence of alcohol or drugs could land you immediately in jail.

The Philippine Bureau of Immigration (BI) may consider the participation of foreigners in demonstrations or political rallies in the Philippines to be a violation of the terms of admission. Foreign nationals who participate in demonstrations, political rallies, or other activity deemed anti-government in nature may be detained and deported for violating Philippine immigration laws.

In the Philippines, any adult in the company of a minor under 12 years old who is not related within the “fourth degree” may be subject to a severe penalty. U.S. citizens should be aware of this law both to avoid unlawful behavior and to protect themselves against potentially frivolous accusations.

Arrest Notification:  If you are arrested or detained, ask police or prison officials to notify the U.S. Embassy immediately. See our  webpage  for further information.

Counterfeit and Pirated Goods:  Although counterfeit and pirated goods are prevalent in many countries, they may still be illegal according to local laws. You may also pay fines or have to give them up if you bring them back to the United States. See the  U.S. Department of Justice website for more information.

LGBTQI+ Travelers: There is no prohibition on entry into the Philippines by LGBTQI+ individuals. Transgender travelers should be aware that immigration officials may require supporting documents if the gender in the traveler’s passport does not reflect the gender expression of a transgender person. According to Philippine law, an individual’s sex must match that assigned at birth as reflected on the official birth certificate, even in cases of post-operative sex reassignment.

Same-sex relationships are not illegal in the Philippines, but they lack legal recognition. No federal law prohibits discrimination against LGBTQI+ individuals. Several cities, however, have passed local ordinances protecting LGBTQI+ rights. Despite these legislative efforts, LGBTQI+ individuals continue to face discrimination and harassment.

Travelers with Disabilities:  Streets, buildings, and public transportation may lack facilities for persons with disabilities. Most public buildings are inaccessible to persons with physical disabilities or mobility impairments.  Government efforts to improve access to transportation for persons with disabilities are limited due to weak implementing regulations.

There are local stores in the Philippines for durable medical equipment (DME) and some pharmacies also carry limited medical supplies and equipment.

Ambulance services are not widely available, and training and availability of emergency responders may be below U.S. standards. Not all ambulances are equipped with state-of-the-art medical equipment.

We do not pay medical bills.  Be aware that U.S. Medicare/Medicaid does not apply overseas. Most hospitals and doctors overseas do not accept U.S. health insurance.  For more information about TRICARE medical services overseas (a health care program for uniformed service members, retirees, and their families), including possible vaccinations, please visit their Tricare-overseas website . 

Medical Insurance:  Make sure your health insurance plan provides coverage overseas. Most care providers overseas only accept cash payments. We strongly recommend supplemental insurance to cover medical evacuation.

Always carry your prescription medication in original packaging, along with your doctor’s prescription. Check with the Philippine Bureau of Customs to ensure the medication is legal in the Philippines.

Vaccinations:  Be up-to-date on all  vaccinations  recommended by the U.S. Centers for Disease Control and Prevention.

Health facilities in general:

• Adequate health facilities are available throughout the country but health care in rural areas may be below U.S. standards.
• Public medical clinics lack basic resources and supplies.
• Hospitals and doctors often require payment “up front” prior to service or admission.
• Patients bear all costs for transfer to or between hospitals.
• Psychological and psychiatric services are limited, even in the larger cities, with hospital-based care only available through government institutions.
• Hospitals usually require advance payment or proof of adequate insurance before admitting a patient.  
• U.S. citizens have lodged a large number of complaints about unethical business practices, prices, and collection measures against some of the  hospitals in the Philippines. Travelers should make efforts to obtain complete information on billing, pricing, and proposed medical procedures before agreeing to any medical care.  
• Be aware that some hotels or resorts may have exclusive agreements with medical providers, which may limit your choices in seeking emergency medical attention. 
• Medical staff may speak little or no English. 
• Generally, in public hospitals only minimal staff is available overnight in non-emergency wards. Consider hiring a private nurse or having family spend the night with the patient, especially a minor child.

Medical Tourism and Elective Surgery:

• U.S. citizens have suffered serious complications or died during or after having cosmetic or other elective surgery.
• Medical tourism is a rapidly growing industry. People seeking health care overseas should understand that medical systems operate differently from those in the United States and are not subject to the same rules and regulations. Anyone interested in traveling for medical purposes should consult with their local physician before traveling and visit the  U.S. Centers for Disease Control and Prevention  website for more information on medical tourism.
• We strongly recommend  supplemental insurance  to cover medical evacuation in the event of unforeseen medical complications.
• Your legal options in case of malpractice are very limited in the Philippines.
• Although the Philippines has many elective/cosmetic surgery facilities that are on par with those found in the United States, the quality of care varies widely. If you plan to undergo surgery in the Philippines, make sure that emergency medical facilities are available and professionals are accredited and qualified. 

Pharmaceuticals:

• Exercise caution when purchasing medication overseas. Pharmaceuticals, both over the counter and requiring prescription in the United States, are often readily available for purchase with few controls. Counterfeit medication is common and may prove to be ineffective, the wrong strength, or contain dangerous ingredients. Medication should be purchased in consultation with a medical professional and from reputable establishments.
• U.S. Customs and Border Protection and the Food and Drug Administration are responsible for rules governing the transport of medication to the United States. Medication purchased abroad must meet their requirements to be legally brought back into the United States. Medication should be for personal use and must be approved for usage in the United States. Water Quality:

In many areas, tap water is not potable. Bottled water and beverages are generally safe, although you should be aware that many restaurants and hotels serve tap water unless bottled water is specifically requested. Be aware that ice for drinks may be made using tap water.

Air Quality:

• Air pollution is a significant problem in several major cities in the Philippines. Consider the impact seasonal smog and heavy particulate pollution may have on you and consult your doctor before traveling if necessary.

Travel and Transportation

Road Conditions and Safety:  Vehicle traffic is dense and unpredictable. The road system is frequently congested, and drivers are often undisciplined. Consider the risks of driving your own vehicle if you are not used to Philippine road conditions. Avoid driving off the national highways and other paved roads, especially at night. Be extra vigilant when crossing the street. Do not expect vehicles to stop.

Traffic Laws:  If you are involved in an accident, contact the local police, and attempt to stay inside your car until the police arrive before engaging with the other driver. Do not attempt to negotiate with drivers until police arrive. Drivers often ignore or do not yield to emergency vehicles, which may delay their arrival to the scene of an accident.

Always have a valid driver’s license and relevant documents with you when driving. Please review the following notices circulated by the Metropolitan Manila Development Authority (MMDA) to avoid scams and requests for bribes from apprehending officers:  List of Traffic Violations and Penalties,  No Contact Traffic Apprehension Policy,   and Procedure in Settling Traffic Violations  The MMDA also publishes guidelines on  what to do during vehicular accidents . 

Public Transportation:  Exercise caution while traveling by inter-island ferryboats or other public transportation. Avoid overcrowded or unsafe transport. There have been 19 major inter-island ferryboat accidents since 2012, two with significant loss of life. U.S. government employees are advised not to use inter-island ferry boat services unless they are the only means of transportation available. There have also been a series of bus accidents due to poor bus maintenance or driver error. While taxis are the recommended form of public transportation, there have been safety issues using taxis. Aviation Safety Oversight:  The U.S. Federal Aviation Administration (FAA) has assessed the government of the Philippine’s Civil Aviation Authority as being in compliance with International Civil Aviation Organization (ICAO) aviation safety standards for oversight of the Philippine’s air carrier operations. MANILA, Philippines – By September 3, Filipinos heading to another country – mostly those traveling for the first time – may need to provide additional documents at immigration counters in line with the government’s revised guidelines for international travelers.

The Inter-Agency Council Against Trafficking (IACAT), which issued the revised departure rules on August 18, said these are necessary to combat the “evolving profile of human trafficking victims.”

The council said that trafficking victims increasingly pose as tourists with sufficient means to travel abroad, but their real intention is to seek overseas employment.

In a press briefing on Thursday, August 24, Department of Justice officials clarified a few things to address apprehensions by the public:

• A large part of the guidelines had always been in place, but they were releasing the details of the revised version “for transparency.”
• The documents specified in the guidelines are not absolute requirements but are a list of supporting papers that may be asked of the travelers.
• The guidelines will mostly apply to first-time travelers, who may be traveling as tourists but are profiled to have intentions to seek work abroad.
• Around 95% of travelers are required to present only these basic documents: valid passport; valid visa, depending on the destination; boarding pass; confirmed return ticket, when necessary.

What may be asked of different types of travelers

Self-funded travelers may now need to provide documents such as proof of accommodation abroad, proof of employment in the Philippines, and proof of their financial capacity or source of income.

Travelers being sponsored by relatives or others abroad may have to show birth or marriage certificates, among other documents, that show their relationship to the sponsors. A notarized affidavit of support and guarantee is among these documents.

Travelers sponsored by a non-relative or a juridical entity, such as a company, may be asked to show a notarized affidavit of support and guarantee, as well as a document showing the relationship between the passenger and sponsor.

Overseas Filipino workers will need to show their OFW clearance from the Department of Migrant Workers – a longstanding requirement usually interchangeable with the Overseas Employment Certificate – along with supporting documents, such as their work permit and employment contract.

Questioning should not take long

As for fears that the additional requirements could extend the already-lengthy immigration process – in some cases, causing Filipino travelers to miss their flights and hampered OFWs from making it in time for the start of their employment – the guidelines say travelers who have to undergo further questioning must not be subject to it for more than 15 minutes . Extensions of this period are only for extraordinary circumstances.

“It is of paramount importance to emphasize that the Revised Guidelines have been formulated not to encroach upon the fundamental right to travel, but to serve as a protective bulwark shielding our fellow citizens from the dire perils of human trafficking,” IACAT said in a press release on Tuesday, August 22.

We’ve all been hearing “immigration horror stories” these past months, prompting confusion and anxiety to Filipinos traveling abroad. On August 23, the Inter-Agency Council Against Trafficking (IACT) announced stricter departure formalities to combat the rising number of human trafficking victims. The revised guidelines will take effect on September 3, 2023.

Under the 2023 IACAT Guidelines on Departure Formalities for International-Bound Filipino Passengers, here are the documents needed depending on the type of traveler.

What are the basic travel documents?

For immigration inspection, here are the basic travel documents you need to present:

• Passport, valid at least six (6) months from the date of departure;
• Appropriate valid visa, whenever required
• Boarding pass
• Confirmed return or roundtrip ticket, when necessary

What are the additional documents to prepare for?

Aside from the basic travel documents, the immigration officer may ask clarificatory questions and require additional documents:

FOR TOURISTS

• Confirmed return or roundtrip ticket
• Proof of hotel booking/accommodation
• Financial capacity/source of income
• Proof of employment
• Original birth or marriage certificate or report of marriage issued by PSA
• Copies of sponsor’s passports and valid work visa/permit or residence permit
• Original Affidavit of Support and Guarantee (AOSG)
• Substantial proof of relationship

FOR OVERSEAS FILIPINO WORKERS

If you’re an OFW departing for the first time , bring the following:

• Overseas Employment Certificate (OEC) or OFW Clearance issued by the Department of Migrant Workers (DMW)

• Visa Usage Undertaking or Manpower Request

Minors who are traveling without their parents need to present a DSWD Travel Clearance Certificate (TCC). Travelers under the age of 13 are prohibited from traveling alone.

FOR STUDENTS/SCHOLARS STUDYING ABROAD

If you’re a student or scholar moving abroad, bring the following:

• Acceptance Letter issued by the institution or school abroad
• Notarized affidavit indicating the name of the student, educational institution, and duration of the course of program or study
• Confirmed roundtrip ticket consistent with the duration of the program
• Proof of financial capacity or academic scholarship/funding/support

What is the inspection process?

All international-bound Filipino travelers are subject to a primary inspection where basic travel documents and the purpose of travel will be asked by the Immigration Officer (IO).

A traveler may be subject to a secondary inspection, which shall not exceed 15 minutes , under the following circumstances:

• Those who failed to establish the purpose of travel during primary inspection
• Those with inconsistent or insufficient travel documents
• Unable to show proof of financial capacity or accompanied by a foreign national who isn’t a relative by the fourth civil degree
• Traveling to countries under Alert Level 3 or 4 as determined by the DFA
• Those who previously stayed abroad for over six months as a tourist and intend to travel again for the same purpose
• Those identified and reported by the IACAT or other government agencies as a potentially trafficked/illegally recruited person or a suspected trafficker/illegal recruiter

Grounds for offloading

The primary IO (immigration officer) may defer the departure of a passenger if:

• They present fraudulent, falsified, or tampered travel or supporting documents
• They refuse to undergo primary inspection

A traveler may also be deferred during secondary inspection under the following grounds:

• Refusal to undergo secondary inspection
• Doubtful purpose of travel
• Inconsistent or insufficient travel or supporting documents
• Misinterpretation or withholding of material information about the travel
• Presentation of fraudulent, falsified, or tampered travel or supporting documents
• Non-compliance with previous deferred-departure requirements

The introduction of new guidelines for international travel has sparked a debate among overseas Filipino workers (OFWs). While the announcement has been recognized, it has raised questions about whether these guidelines will really protect Filipinos from human trafficking or if they are an unnecessary addition. A subset of OFWs has raised apprehensions regarding the perceived stringent new requirements.

The Inter-Agency Council Against Trafficking (IACAT) has introduced revised guidelines aimed at enhancing efforts to safeguard Filipinos from human trafficking and illegal recruitment.

These updated departure regulations will result in more rigorous procedures for Filipino travelers, especially for first-time travelers, prior to their departure.

Dixie Lao, who works in Dubai, appreciates the Philippine government’s good intentions to protect all Filipinos from human trafficking. However, she pointed out that the extra paperwork needed for first-time travelers might worry people who just want to tour and travel abroad.

“Sa totoo lang maganda ang layunin ng Philippine government na ma-protektahan ang bawat Filipino against human trafficking sapagkat ‘yun ang nais ng nakararami sa atin,” Lao said in an online interview with The Filipino Times (TFT). “Sa kabilang banda, ang additional na mga dokumentong hihingin sa mga first time travelers abroad ay magbibigay ng dagdag isipin at alalahanin ng mga nais lamang pumasyal sa ibang bansa.”

Herman Ataat, a supervisor in Dubai, acknowledges the intent of the revisions but still has some concerns about the recent decision.

“I have some reservations about it because there are tendencies that with the new guidelines, mas lalo lang nila binigyan ng scapegoat ang mga Pinoy immigration officers para mas lalong mang ipit. With the previous situations ito yung susceptible to ‘under the table’ negotiations and corruption,” Ataat told TFT.

Amid discussions about possible impacts on people’s travel rights, the Department of Justice (DOJ) officials have tried to allay worries and explain the reasons for the updates. Initially set to be in effect on September 3, the IACAT has decided to defer the implementation amid public concerns.

“We take this opportunity to remind everyone that the temporary suspension of the implementation of the revised guidelines on departure formalities does not affect existing laws and regulations governing travel and immigration procedures. All existing rules and guidelines remain in place until further notice,” the DOJ said.

In a press briefing last August 24, government representatives emphasized that the new rules don’t add extra difficulties for travelers. Instead, they match the Philippines’ promise to safeguard its citizens and stop the exploitation of those at risk.

“Given the nation’s history of migration as well as the vulnerabilities of many of our countrymen, it becomes essential to have well-defined and easily understandable departure protocols that deter potential traffickers from exploiting vulnerable individuals,” DOJ spokesperson Mico Clavano said.

Norman Tansingco, Commissioner of the Bureau of Immigration, said that the newly introduced guidelines were built upon a framework that has existed since 2012. He assured departing tourists that the revisions were designed to address public concerns and that there was no need for undue worry.

This move to revise the guidelines follows a series of incidents where travelers reported missing flights or being offloaded due to in-depth questioning by immigration officers.

Basic travel requirements

The DOJ highlighted that the majority of travelers, over 95 percent, are required to present only the most basic documents such as a passport valid for at least six months from the departure date, a boarding pass, an appropriate visa (when required), and a confirmed return or roundtrip ticket (when necessary).

According to DOJ Secretary Jesus Crispin “Boying” Remulla, additional requirements are predominantly applied to first-time travelers who may appear as tourists but have intentions of seeking employment abroad.

For his part, Atty. John Rio Bautista, Labor Attaché in Dubai and the Northern Emirates, affirmed his support with IACAT in the release of the updated departure guidelines, covering not solely OFWs but all departing Filipino travelers.

“The Migrant Workers Office in Dubai would like to remind and advise all departing passengers from the Philippines, particularly our OFWs, to take note and comply with the presentation of the required documents in order to facilitate their departure and eventual arrival to their worksite abroad,” Bautista told TFT in an online interview.

“The Assistance Center of the Department of Migrant Workers in all international airports will continuously provide departure assistance to all OFWs,” he added.

Financial capacity: When is it needed?

The need to provide proof of financial capacity and employment is largely dependent on specific circumstances.

According to IACAT in-charge Nicholas Felix Ty, these requirements are not standard for all travelers.

“That will only come in if the Filipino traveler is not able to adequately present and prove his purpose of travel, or in more regular parlance, when there are indications of red flags,” Ty stated.

He also noted that immigration officers do not typically request for proof of financial capacity and employment, especially for travelers going to countries that require a visa.

Ty said that such proof is usually established at the embassy level when applying for a visa.

Travelers with a history of trouble-free departures are likely to navigate immigration smoothly without the need for additional documentation.

Supporting documents

In addition to the basic travel documents, an immigration officer may request supporting documents based on the traveler’s circumstances.

Self-funded travelers might be required to present proof of accommodation, financial capacity, source of income, and proof of employment.

On the other hand, travelers whose trips are sponsored by a relative within a first civil degree may need to provide birth/marriage certificates, copies of sponsor’s passport, a valid work visa or residence permit, and Overseas Employment Certificate (for OFW sponsors).

Meanwhile, cases involving sponsors within the fourth civil degree of consanguinity or affinity could require a notarized affidavit of support, along with birth/marriage certificates.

For travel sponsored by non-relatives or legal entities, an affidavit of support and a document establishing the relationship between the passenger and sponsor may be requested.

First-time OFWs may need to present an OFW clearance, valid employment visa or work permit, and employment contract.

To ensure smooth processing, primary inspections are expected to last for 45 seconds, while secondary inspections should not exceed 15 minutes unless exceptional circumstances necessitate a longer evaluation period.

The Philippine government aims to strike a balance between protecting its citizens and facilitating their travel experiences with the revised guidelines in effect. While concerns have been voiced, officials emphasized that the changes are rooted in a commitment to combat human trafficking and safeguarding the welfare of Filipino travelers.

Coming home

As OFWs in the UAE prepare for their journey home, they will navigate these updated protocols with the hope of a joyous and meaningful Christmas reunion with their loved ones.

Looking forward, Lao said she is set to come home to the Philippines this September to welcome the ‘ber’ months together with her family. This, amid the revised departure rules.

“Hindi ko man maabutan ang Pasko sa aking pag-uwi, mahalaga pa rin na makauwi ako sapagkat may mga pamilya akong naghihintay sa akin. At sila ang dahilan kung bakit na-eexcite akong umuwi dahil makikita ko na sila at makakausap ng aktwal,” Lao exclaimed.

“Magkakasama na muli kami lalo na ngayong ‘ber’ months sapagkat masaya sa pakiramdam ang pamilyang magkakasama sa nalalapit na Pasko,” she added.

Meanwhile, Ataat still plans to spend Christmas in the Philippines despite his reservations about the recent move, because for him family is the essence of the celebration.

Entry requirements.

This advice reflects the UK government’s understanding of current rules for people travelling on a full ‘British citizen’ passport from the UK, for the most common types of travel.

The authorities in the Philippines set and enforce entry rules. If you’re not sure how these requirements apply to you, contact the Embassy of the Philippines in the UK .

To enter the Philippines as a visitor, you must have a ticket for your departure. Most airlines will not carry you if you cannot produce your departure ticket.  

You must also register with the ‘e-travel’ system 72 hours or less prior to your arrival.

COVID-19 rules

There are no COVID-19 testing or vaccination requirements for travellers entering the Philippines.

Passport validity requirements

Your passport must have an ‘expiry date’ at least 6 months after the date you arrive.

Check with your travel provider that your passport and other travel documents meet requirements. Renew your passport if you need to.

You will be denied entry if you do not have a valid travel document or try to use a passport that has been reported lost or stolen.

Visa requirements

UK passport holders do not need a visa to visit the Philippines for 30 days.

If you overstay your visa-free 30 days without getting an extension , or if you overstay any visa without authority, it is a serious matter. You could face fees and fines, and detention if you cannot pay them, or you could be deported at your own expense.

If you want a visa to live, work, or study in the Philippines, you’ll need to meet the requirements of the Philippine immigration regulations . This includes having certain UK documents (birth certificates, marriage certificates, UK police certificates, school documents) legalised by the Legalisation Office (not by the Philippine Embassy in London).   

Children travelling without their parents

If your non-Filipino children aged 14 or under are travelling without either parent, you must apply for a waiver of exclusion ground for entry into the Philippines .     

Vaccination requirements

At least 8 weeks before your trip, check the vaccinations and certificates you need in TravelHealthPro’s Philippines guide .

Depending on your circumstances this may include:

• a yellow fever vaccination certificate
• a polio vaccination certificate

Customs rules

There are strict rules about goods you can take into or out of the Philippines . You must declare anything that may be prohibited or subject to tax or duty.

Taking money into the Philippines 

You cannot bring in more than 50,000 Philippine pesos. If you are bringing in foreign currency (cash or cheques) worth more than 10,000 US dollars, you must complete a foreign currency declaration form on arrival.

Exit requirements

If you have stayed in the Philippines for 6 months or more on a tourist visa, you must get an emigration clearance certificate ( ECC ) during the 72 hours before you leave the country.    

If you were in the Philippines on a visa issued by the Department of Justice ( DoJ ), the Board of Investments ( BoI ), the Philippine Retirement Authority ( PRA ) or the Philippine Economic Zone Authority ( PEZA ), you will need a travel pass from the department that issued your visa to leave the Philippines. If you have  an ECC , you do not need a travel pass.

Airport tax

If you’re leaving the country from Cebu Mactan airport you must pay a departure tax of 850 Philippine pesos in local currency or the equivalent in US dollars. There’s no longer a departure tax at Manila airport. This information can change and you should check with local authorities before you travel.

What to do Before Visiting Baguio

Here are the steps you need to take before your trip.

Create a BAGUIO VISITA account at  visita.baguio.gov.ph

Activate your account by following these steps:

• Complete the registration form. Enter your contact information, current address, and personal information (such as name, nationality, and birthdate).
• Upload a current picture ID and a valid ID to prove your identity. The majority of official identification documents, including voter’s IDs, passports, SSS/UMIDs, and Driver’s Licenses, are recognized.
• The Data Privacy and Consent Agreement should be read. If you concur with the terms, click Confirm.
• Check your inbox for emails. Your address will be given a verification link. You’ll be sent back to the VISITA website if you click that.
• To complete the verification procedure, log in one more time.

Schedule a visit.

Here are the following steps to schedule a visit:

• Register with your account. An illustrated menu will be shown to you.
• When you select  Schedule a visit , a form will appear.
• Fill out the scheduler form. You’ll be asked for information regarding your itinerary, including your starting location, destination, mode of transportation, dates of travel, and any contacts you have in Baguio or your travel agency.
• You must complete the  Health declaration form , which includes questions about your exposure history, current health (including if you are experiencing symptoms), and other clinical data. Click  submit .
• If you are completely vaccinated, provide a copy of your  Vaccination card/Certificate , and if not, upload a copy of your  Negative test result . Click  Confirm  once you have uploaded the papers. It is strongly advised that you upload a copy even if skipping this step won’t prevent your registration from being processed. 
• Your application will be examined when you have finished the Health Declaration Form; this process might take up to 24 hours.
• Make contact with the hotel you reserved. Inform them that you have already booked a trip through the Baguio Visita website and are waiting.

Baguio Travel Requirements & Guidelines | COVID-19 New Normal

Philippines visitors can once more take in Baguio’s stunning attractions and picturesque mountain vistas. However, in light of the COVID-19 pandemic danger, the city has issued a list of regulations and conditions for visitors to observe and take into account before visiting the City of Pines.

1. Who is permitted to travel to Baguio? Baguio is open to tourists who meet the travel requirements. Fully vaccinated tourists must show proof of their vaccination status, while unvaccinated and partially vaccinated adults must present a negative RT-PCR test result taken within 72 hours of arrival.  Children under 17 traveling with a parent or guardian who has complete requirements are exempt from these rules. Tourists need to register with visita.baguio.gov.ph and submit a valid ID and hotel booking to obtain a QR-coded Tourist Pass or QTP, which is required to enter the city. 

2. What are the necessary travel requirements that you have to prepare?

• Approved Baguio Visita QR-coded Tourist Pass (QTP) and confirmed schedule.
• Valid ID. Government-issued.
• Secure your vaccination card or certificate (for fully vaccinated travelers)
• Get a negative COVID-19 test result (for unvaccinated and partially vaccinated travelers)
• Medical Certificate stating that the traveler is not eligible to receive COVID-19 vaccine, issued by the Local Health Officer.

All tourists must also follow minimum health standards, including wearing face masks, practicing social distancing, and entering only establishments with a Safety Seal

3. What rules and procedures should you adhere to while visiting Baguio?

Once in Baguio, be cautious to adhere to these safety precautions:

• Face masks and social seclusion are considered the bare minimums for wellness. Face masks are strongly advised for all locals and domestic visitors, especially when visiting public markets, malls, shopping centers, and other institutions. Additionally, travelers must maintain a distance from others and frequently wash their hands.
• Enter establishments with the Safety Seal. To safeguard the health and safety of local residents, the municipal administration has given enterprises the Safety Seal. It is advised to only go inside places that have this Safety Seal.
• Observe current city ordinances. Follow local regulations and refrain from smoking and littering when visiting Baguio.

Frequently Asked Questions (FAQs):

1. Can children or other minors visit? If they originate from places with Alert Levels 1 and 2, then yes. As long as they are accompanied by an adult who has had their vaccinations or undergone testing, minors are not needed to provide proof of either.

2. We’re traveling as a group. Does everyone need a QTP? Can we register as a group? Each and every passenger must have their own QTP. The good news is that groups may now register. This is a brand-new function that was added to the Baguio Visita website. One group member must register for a Baguio Visita account and set up a visit in order to accomplish this. Then take these actions:

• Navigate to the MY TRAVELS tab on the dashboard.
• Select the trip to which you want to invite friends, then press the three dots next to it.
• On the pop-up box, choose ADD COMPANION. You will be sent to the page for MY COMPANIONS.
• For each vehicle, add a vehicle or a partner. Then enter each vehicle’s or each person’s information.

3. I still have not received a QTP. It’s been days, but my schedule is still not approved. What can I do? Make contact with the hotel that you reserved. The management of the lodging facility often authorizes QTP applications. Inform them that you have already finished the registration and schedule for the Baguio Visita and are only awaiting their permission. Send the names of every one of your traveling buddies. If you’re not booked with a hotel, contact Baguio Visita through the following:

Tips to Keep In Mind

Here are other important notes to keep in mind.

• You must book your visit in advance since there are restrictions on the number of visitors per day.
• No QTP, no entry! When you register for or arrange your visit, you will receive a QR-coded Tourist Pass, or QTP. No walk-ins or registrations made on-site. Travel only after receiving a QTP.

Congress extends funding for the Federal Aviation Administration. Here's what to know.

Congress passed a new long-term funding bill for the Federal Aviation Administration Wednesday afternoon, ensuring the agency's continued operation for the next five years. President Biden is expected to sign the legislation into law imminently.

The previous five-year funding bill expired on Sept. 30, and Congress has been supporting the agency with short-term measures in the interim. The latest stopgap funding was set to expire on Friday.

The new FAA authorization brings multiple safety improvements with it, including a requirement for 25-hour cockpit voice recorders. Previous regulations required only two hours of recording capacity, the limits of which were highlighted by January’s Alaska Airlines explosive decompression incident . The voice recordings from the incident had already been overwritten by the time investigators retrieved the devices.

“The American people expect and deserve the safest, most reliable and modern aerospace system in the world and this landmark bill is intended to deliver just that,'' Senate Commerce, Science and Transportation Committee chair Maria Cantwell said in a statement after her chamber passed the legislation Thursday. "Our bipartisan legislation sets clear priorities to strengthen aviation safety standards, implement new safety technology, hire more air traffic controllers and safety inspectors, give passengers a guaranteed right to a refund, advance innovation and modernize our air travel infrastructure nationwide."

The legislation also establishes refund standards for non-refundable tickets and bars airlines from charging additional fees to families that want to sit together onboard.

Here are some key issues the draft legislation is looking to address: 

• Ensuring passenger refunds: The Department of Transportation’s recently announced rules require airlines to issue automatic cash refunds for flight cancellations and significant delays. The proposed law seeks to codify these requirements, establishing thresholds for refunds and mandating reimbursement policies for passengers affected by cancellations or delays.
• Air traffic controller shortages: The legislation aims to tackle the persistent shortage of air traffic controllers, which has led to mandatory overtime and fatigue-related incidents. The proposed law mandates the FAA to study the issue and enhance training facilities to address staffing shortages.
• Extending cockpit recordings: Investigative bodies like the National Transportation Safety Board (NTSB) have long advocated for extending cockpit voice recording times to 25 hours to aid crash investigations. However, the legislation only requires the FAA to consider this recommendation, citing cost concerns as a potential hurdle.
• Flight simulator training: Pilots will not be allowed to substitute more time in flight simulators for time at the controls of an actual aircraft when qualifying for licenses.
• Enhancing protections for airline workers: The legislation strengthens rules against attacks on aviation workers and expands legal protections to ground-based employees like gate and check-in agents. It also enhances self-defense training for flight attendants to better respond to unruly passengers.

Notably missing from the draft is a mandate on minimum airline seat size . Instead, the bill directs the FAA to revisit seating and evacuation standards. It also doesn’t require raising pilots’ retirement age, a provision some legislators and advocates had proposed. Instead, it calls for a study on the impact of the pilot shortage on regional and commuter carriers, a decision applauded by pilot unions.

“This FAA Reauthorization is a true bipartisan win for our entire economy as well as a landmark improvement for aviation safety that will benefit the flying public and consumers across this country,” Sen. Tammy Duckworth, D-Ill., said in a statement. "Not only does this package include so many of my priorities—including my EVAC Act to ensure emergency evacuation testing reflects realistic situations , a provision upholding strong pilot certification standards and another increasing aviation workforce development funding by six-fold each year—it also represents the most significant effort by Congress in over a decade to make flying safer, easier and more accessible for passengers with disabilities.”

From August 1, 2024, Onward: What Your Dog Needs to Enter the United States

At a glance.

Starting on August 1, 2024, dogs entering or returning to the United States must meet new, specific requirements depending on where they have been in the 6 months before entering the U.S. and where they received their rabies vaccines (if required).

Requirements for all dogs

Requirements for dogs with a current and valid rabies vaccination administered in the united states.

• Requirements for foreign-vaccinated dogs that have been in a country with high risk of dog rabies within 6 months before entry

Requirements for dogs that have been ONLY in countries that are dog rabies-free or low-risk during the 6 months before entry

All dogs must:

• Be at least 6 months of age at time of entry or return to the United States
• This must have been implanted prior to any required rabies vaccination
• The microchip number must be documented on all required forms and in all accompanying veterinary records
• Dogs may not enter the United States if they are carrying a disease contagious to people.
• Isolation of the dog, veterinary examination, and additional testing, at the importer’s expense, may be required to determine if the dog has a contagious disease and prevent spread if the dog does not appear healthy upon arrival.

This form should be filled out online ideally 2-10 days before arrival; however, it can also be completed right before travel (even in line at the border crossing) if you have internet access. If the information on the form changes before the dog arrives, you must submit a new form and indicate you are making changes to an existing form. All information, including port of entry where the dog is arriving, must be correct at time of arrival.

• This form requires you to upload a clear photograph of the dog showing its face and body. Dogs that will be less than one year of age at time of arrival should have the photograph taken within 10 days before arrival.
• There is no charge to importers for submitting this form.
• Additional requirements for dogs with a current rabies vaccination administered in the United States
• Additional requirements for dogs that have been in a country at high-risk for dog rabies within the 6 months before entry and do NOT have appropriate documentation of current US-issued rabies vaccine
• Additional requirements for dogs that have been ONLY in countries that are dog rabies-free or low-risk in the 6 months before entry

Dogs that do not meet all entry requirements or do not have accurate and valid forms will be denied entry to the United States and returned to the country of departure at the importer’s expense. These requirements apply to all dogs, including service dogs and dogs that were born in the United States.

Specific requirements depend on whether the dog has been in a high-risk country for dog rabies  in the past 6 months.

Dogs with a current rabies vaccination administered in the United States that have been in a high-risk country for dog rabies must:  

• Meet all requirements in the “All Dogs” section above
• The Certification of U.S.-issued Rabies Vaccination form is required for the importation (re-entry) of U.S.-vaccinated dogs that have been in high-risk countries for dog rabies  within the 6 months before re-entry into the United States.
• Please note, during the transition period, the importer may instead present a copy of the USDA endorsed export health certificate that was used to ship the dog from the United States, if that export health certificate documents the dog’s age (at least 6 months), the microchip number, and valid rabies vaccination administered in the United States. The rabies vaccination must be valid (not expired) on the date of return or the form will be invalid.
• Arrive at the location listed on the CDC Dog Import Form receipt (This can be any airport, land border crossing, or sea port but you must select this location when you complete the CDC Dog Import Form.)

Dogs with a current rabies vaccination administered in the United States that have NOT been in a high-risk country in the last 6 months must:

• A Certification of U.S.-Issued Rabies Vaccine form that was endorsed by USDA before the dog departed the United States; or
• Document a valid (unexpired) rabies vaccination administered in the United States (the form will be valid for the duration of the rabies vaccination (1 or 3 years)).
• Arrive at the location listed on the CDC Dog Import Form receipt (This can be any airport, land border crossing, or sea port but you must select this location when you complete the CDC Dog Import Form .)

Important information about the Certification of U.S.-Issued Rabies Vaccination Form

The Certification of U.S.-Issued Rabies Vaccination form must be completed before the dog departs the U.S. Before asking your veterinarian to complete this form, verify the following requirements will be met:

• Ensure your dog will be at least 6 months of age on date of return to the U.S.
• Have your dog microchipped with an International Organization for Standardization (ISO)-compatible microchip (implanted before any required rabies vaccinations)
• Ensure the veterinarian scans the dog for the ISO-compatible microchip and records the microchip number at the time of vaccine appointment. Rabies vaccines administered prior to microchip implantation will not be considered valid.
• Ensure the rabies vaccination will be valid for the entire duration of your travels. If your dog’s U.S.-issued rabies vaccination lapses while overseas and your dog has been in a high-risk country in the past 6 months, your dog will need to be revaccinated overseas and meet requirements for foreign-vaccinated dogs to return to the U.S., including having a rabies serology titer, arriving at a specific port of entry, and possible quarantine requirements.
• Your dog’s first rabies vaccination must be administered at least 28 days before travel.
• Ensure the veterinarian submits this form to the USDA for official endorsement through the VEHCS portal
• Your dog must travel with a printed copy of the official endorsed form upon your dog’s return to the United States if your dog has been in a high-risk country within the 6 months before returning to the U.S.

During the transition period, U.S.-vaccinated dogs that have been in a high-risk country in the past 6 months, may have either the Certification of U.S.-Issued Rabies Vaccination form or the USDA endorsed export health certificate for re-entry into the United States. Without one of these forms your dog will need to meet the requirements specific to the risk category of the countries where they have been in the 6 months before returning to the United States.

The export health certificate must document the dog’s age (at least 6 months), microchip number, and the rabies vaccination date. The rabies vaccine must be valid (not expired) on the date of return or the form will be invalid.

Requirements for foreign-vaccinated dogs that have been in a country with high risk of dog rabies within 6 months before entry

Dogs, including service dogs, that have been in a country at high-risk for dog rabies within the 6 months before entry and do not have appropriate documentation of current U.S.-issued rabies vaccine must:

• Meet all requirements in the “All Dogs” section
• Ensure the dog is microchipped with an International Organization for Standardization (ISO)-compatible microchip before receiving the rabies vaccination and the number is recorded on the veterinary documents or the vaccine will not be considered valid
• Verify the dog is at least 12 weeks (84 days) of age when vaccinated against rabies
• The dog must have a valid (i.e., non-expired) rabies vaccination. If it’s the dog’s first vaccination or if the dog’s vaccination coverage has lapsed, the vaccine must be administered at least 28 days before arrival to the United States.
• The Certification of Foreign Rabies Vaccination and Microchip form must be completed by your veterinarian AND endorsed by an official veterinarian in the exporting country.
• The blood sample for the rabies serology titer must have been drawn at least 30 days after the dog’s first valid rabies vaccination and at least 28 days before entry to the U.S.
• Dogs with a history of multiple valid rabies vaccinations administered after the microchip was placed may have the sample for the rabies serology titer drawn at any time after a rabies booster vaccination as long as the dog’s first vaccine was given at least 30 days before the blood sample was drawn and there has been no lapse in vaccine coverage. If a lapse occurs, the sample must be drawn at least 30 days after the valid booster vaccination was administered.
• The sample must be sent to a CDC-approved rabies serology laboratory . If there is no CDC-approved laboratory in your country, your veterinarian may draw the sample and send it internationally to a CDC-approved laboratory.
• Passing results must be obtained in order for a serology to be valid.
• Rabies serology titer results will be considered valid for the life of the dog as long as the dog’s rabies vaccination coverage does not lapse. If a lapse occurs, a new rabies serology titer will be required and that sample must be drawn at least 30 days after the new vaccination was administered.
• If the dog does not have a valid rabies serology titer, it will be required to be quarantined at a CDC-registered animal care facility for 28 days after the dog is revaccinated by the facility’s veterinarian.
• All foreign-vaccinated dogs that have been in a high-risk country in the previous 6 months must have a reservation for examination, verification of age, documents, and microchip number, and administration of a rabies booster vaccination at a CDC-registered animal care facility immediately upon arrival in the United States.
• Dogs that do not have a valid rabies serology titer must also have a reservation for quarantine. Dogs will be quarantined at the facility for 28 days at the importer’s expense after being revaccinated by the facility’s veterinarian.
• All CDC-registered animal care facility expenses, including exam, revaccination, and quarantine (if required), are the responsibility of the importer.
• The facility will need copies of all required documents prior to confirming your reservation.
• Ensure the dog meets any facility-specific requirements (contact facility for additional information).
• If after arrival the CDC-registered animal care facility determines that your documents are not valid or the dog’s microchip number, age, or description does not match the paperwork provided, the dog may be denied entry and returned to the country of departure at your expense.
• Dogs that have evidence of illness or are not healthy will be required to have testing to confirm they do not have contagious diseases before they will be eligible for release, which may extend the required quarantine period beyond 28 days. Any required testing or extended stay in quarantine will be at the importer’s expense, so please ensure dogs are healthy upon arrival (including no evidence of fleas, ticks, or skin diseases).
• Dogs must arrive to the U.S. at the airport where the CDC-registered animal care facility is located. This must be the location where the dog has a reservation.
• This must also be the airport listed on the CDC Dog Import Form
• Domestic flights or other forms of travel to other locations in the U.S. are not permitted until after the dog receives required follow-up services at the CDC-registered animal care facility and is cleared for entry.
• SERVICE DOGS ARRIVING BY SEA : Service dogs, as defined in 14 CFR 382.3, may arrive by sea if they meet the requirements in the “All Dogs” section, have a complete Certification of Foreign Rabies Vaccination and Microchip form and a valid rabies serology titer, and are traveling with their handler. Emotional support animals are not service animals under this definition.

Countries that are not on the list of countries at high risk for dog rabies  are considered to be free of or low risk for dog-mediated rabies virus variant (DMRVV) (called dog rabies-free or low-risk countries on these webpages).

Dogs, including service dogs, that have been ONLY in dog rabies-free or low-risk countries during the 6 months before entry into the United States must:

• Certification of Foreign Rabies Vaccination and Microchip form, including the endorsement by an official veterinarian of the dog rabies-free or low-risk country where the dog has been located; AND EITHER (1) a valid rabies serology titer OR (2) veterinary records* (which list the microchip number) for the dog from the exporting country for the previous 6 months. The form must be completed within 30 days before arrival to the United States.
• Certification of U.S.-Issued Rabies Vaccination form that was endorsed by USDA before the dog departed the United States
• Is for the dog rabies-free or low-risk country where the dog’s return itinerary originated (the form will only be valid for 30 days if it does not contain rabies vaccination information), or
• Documents a valid (unexpired) rabies vaccination administered in the United States (the form will be valid for the duration of the rabies vaccination (1 or 3 years)).
• Certification of Dog Arriving from DMRVV-free or Low-Risk Country into the United States form endorsed by an official veterinarian in the exporting country; AND veterinary records* (which list the microchip number) for the dog from the exporting country for the 6 months before traveling to the U.S. The form must be completed within the 30 days before arriving to the United States.
• Foreign export certificate that documents the dog is at least 6 months of age, lists the dog’s International Organization for Standardization (ISO)-compatible microchip number, and has been endorsed by an official veterinarian of the exporting country; AND veterinary records* (which list the microchip number) for the dog from the exporting country for the previous 6 months
• Arrive at the location listed on the CDC Dog Import Form receipt (This can be any airport, land border crossing, or sea port but you must select it when you complete the CDC Dog Import Form .)

Any documentation that is not from the United States must be completed in the country where the dog’s travel originates. For example, if the dog’s documents were issued in France, the dog may not enter the U.S. via a land-border crossing from Mexico to the U.S.

*Examples of veterinary records that must accompany completed forms are European Union pet passports or proof of payment for veterinary services received in the exporting low-risk country for the previous 6 months. Records must include the dog’s microchip number.
