Some cruise prices are about to get a little more clear

Following a new California law, Royal Caribbean and Carnival Cruise Line will start including taxes and fees in upfront costs.

Cruise lines love to hype their value. But the low prices most dangle don’t tell the full story — for now. Soon, some of the country’s largest lines will better reflect reality.

Starting July 1, operators including Royal Caribbean International, Carnival Cruise Line, Celebrity Cruises and Princess Cruises will include the cost of port expenses, taxes and other fees in the price that potential passengers see. The additional charges can tack on more than $100 to the fare, or even double the cheapest base price on some short itineraries.

The changes kick in when California’s “ Honest Pricing Law ” goes into effect, restricting companies that do business in the state from advertising a price that is lower than what a consumer will ultimately have to pay.

“While this is a California state law, we are making this change nationwide to ensure our advertised pricing is consistent no matter where guests shop for our cruises,” Carnival Corp. spokeswoman Jody Venturoni said in a statement. Other Carnival brands include Princess, Holland America Line and Cunard. Venturoni said the total advertised price would include the mandatory extras that have previously been “itemized separately for consumer awareness.”

In a list of frequently asked questions about changes to advertised pricing, Royal Caribbean Group said that it would not treat California different from the rest of the country, which “could have created confusion and introduced unnecessary complexity.”

Norwegian Cruise Line, another major player in the market, said it was still evaluating how it would implement changes in response to the new law. The industry group Cruise Lines International Association did not respond to a request for comment. Disney Cruise Line and some luxury operators already include the cost of taxes, fees and other charges in their upfront price.

For now, cruise lines like Carnival and Royal Caribbean promote bargain sailings, such as a seven-night Western Caribbean cruise “starting at” an average of $437 per person. But that number does not reflect the nearly $164 more that’s required for taxes, fees and port expenses and displayed in smaller print. A four-day Mexico cruise from Long Beach, Calif., shows the cheapest cabin for $234 — but the additional charges are an additional $240.

“The current ‘drip pricing’ technique where you show a low price and then tack on a lot of the extra fees later is a great attention disrupter but very misleading,” Doug Parker, founder of the podcast and news site Cruise Radio , said in an email.

Gratuities are also extra for most mainstream cruise lines, but tips will not need to be advertised up front. Cruise lines also offer optional drink or dining packages, shore excursions, and other add-ons that would increase the cost of a trip.

Parker said the cost of a seemingly inexpensive cruise can balloon with taxes, depending on the itinerary. He said the new policy will give families “a better idea on what the vacation will actually cost.”

California’s law comes amid a larger focus on “junk fees” from the Biden administration, which has targeted what it calls deceptive pricing from airlines , hotels, live-event companies, banks, cable providers and other industries.

Major cruise companies said that while they would show the cost differently, actual prices would not change.

“Fortunately, despite how our prices will now be advertised, the total price guests pay today for our cruises has not changed — guests still get the same great value and affordable prices we’ve always provided,” Venturoni said in her statement.

Cruise ships set to sail in and out of Baltimore again

After weeks of suspended vessel traffic within the Port of Baltimore, cruise lines are announcing their return and planning new trips out of the area . It’s another sign of progress after the Key Bridge was destroyed by a cargo ship that lost power and crashed into it in March.

In a blog post, Royal Caribbean International said that its “Vision of the Seas” ship will sail out of the Port of Baltimore on Saturday, May 25. That’s nearly two months from when the Key Bridge was hit, sparking a closure at one of the country’s biggest ports .

Vision of the Seas is embarking on a 5-night trip to Bermuda and back. But while it’ll be the first cruise ship to leave out of Baltimore, it might not be the first cruise ship to bring passengers back from the paradise.

This weekend, the Carnival Cruise Line ship “Pride” is due to leave Norfolk for a 7-night trip to the Bahamas. But at the moment, the Pride is scheduled to return to the Chesapeake Bay and keep going past Norfolk, docking back in Baltimore.

While sailing out of Norfolk, passengers could be transported by bus from Baltimore to Norfolk, which is about a 4-hour trip.

Carnival has maintained a presence in Baltimore for years, but at the time the bridge was damaged it was only sailing one ship out of Maryland, minimizing the impact the bridge collapse had on cruises.

CBS News Travel Editor Peter Greenberg told WTOP that cruise lines normally operating out of the busy Baltimore port could see hundreds of thousands of passengers annually. The collapse pushed cruise passengers into ports in Philadelphia, Brooklyn or Bayonne, New Jersey .

Plans to allow recreational vehicles to enter and travel through the Port of Baltimore’s safety zone were confirmed by Maryland officials last week.

Carnival Cruise Line takes a stand on cruise ship ducks

Cruise passengers, at least frequent cruisers, have their traditions. 

In some ways, these work like a secret menu at a fast-food chain. Some secrets are more secret than others and people in the know generally want to bring more people into the fold. 

On social media, for example, some passengers like to share their favorite modified drink recipes or off-menu drinks that bartenders know how to make.

Royal Caribbean ( RCL ) , for example, no longer offers the martini menu it used to feature at the R Bar on Allure of the Seas. Instead, that bar just offers the generic menu served at the cruise line's pool bars. 

The bartenders can still make those martinis, including the popular lavender martini and the espresso martini, which seems to be the drink of the moment. 

And that situation isn't unique to bars. It happens in restaurants, too, where customers order off-menu items or request discontinued items that the chefs might still be willing to make.

Cruise-ship secrets are also not limited to food and drink. There are also all sorts of traditions, but few are as ingrained as hiding ducks on family-friendly cruise lines including Carnival ( CCL ) and Royal Caribbean.   

Carnival makes a comment on cruise ship ducks

The cruise-ship-duck phenomenon has been a popular social media topic and it's growing. It's generally an activity for families with young kids, but all ages get involved.

Here's how it works:

Before the cruise, some people buy rubber ducks to hide once they get on board. Some people decorate the ducks, and some share social-media info on attached cards so the people who find the ducks can share pictures of them.

Many people who find the ducks take pictures and then hide them again. It's a fun, generally harmless, tradition that leads people to explore more on the ships. As long as parents ensure that kids don't damage the ship when they search, it's hard to see a negative to the activity. If you don't want to participate, it's easy to ignore.

That has not stopped some passengers from being irrationally angry about duck hiding. Carnival Brand Ambassador John Heald shared a letter from one such angry customer.

"Honestly 'P' saying 'you will not cruise with us until we stop allowing people to hide ducks' makes me feel very sad, it really does. It also has me wondering, do ducks ever get down in the mouth?" he wrote on his Facebook page. "Hide them, find them, or ignore them. Which one applies to you?"

Carnival Cruise Line passengers respond

Heald's brief post resulted in over 5,300 comments. That's a lot even for Heald's highly interactive page.   

Most responders either ignored them or enjoyed hiding and finding the ducks.

"We ignore them. Although I've never actually seen one 'in the wild' on a ship. But people have so much fun hiding and finding them, why rain on their parade?" Didi Concepcion posted.  

Jennifer Armstrong agreed, albeit in a sassier way.

"Ignore them but think everyone’s excitement for them is fun. OMG wait!! Can I actually not care about things that don’t affect me??? why yes… yes I can," she wrote.

Most people who enjoyed hiding and finding ducks cited kids as the reason.

"My grandkids love cruising and love everything about hiding and finding ducks! Be prepared for them on the Celebration Dec. 8. They are already planning," Jenneatte Wilding wrote.

And some adults enjoy duck hunting with no mention of kids being involved.

"I absolutely love looking for them and thousands of others do as well. Please keep allowing them. It has become another awesome thing about cruising. I can't for the life of me figure out how anyone would care," wrote Fiona Macbeth Ash.

Cruise ship operations to resume from Baltimore later this month, port confirms

Cruises from Baltimore will resume later this month.

Royal Caribbean International’s Vision of the Seas will leave from the city on May 25. That will mark the first cruise ship to do so since the March collapse of the Francis Scott Key Bridge , the Port of Baltimore said in a Facebook post .

Vision of the Seas will sail a round-trip cruise to Bermuda, according to CruiseMapper . Royal Caribbean previously moved the ship’s operations to Norfolk, Virginia in the wake of the bridge collapse.

“Royal Caribbean International looks forward to returning to the Port of Baltimore once again,” a spokesperson told USA TODAY in an emailed statement. “Vision of the Seas will set sail on a 5-night itinerary as planned on Saturday, May 25 after completing its previously scheduled drydock in the Bahamas.”

Carnival Cruise Line also expects to return this month.

Carnival will embark guests on Carnival Pride’s May 19 cruise in Norfolk, but anticipates it will end the trip in Baltimore.

“We are encouraging our guests to register for our complimentary bus service between Baltimore and Norfolk for the sailing's embarkation,” spokesperson Matt Lupoli said in an emailed statement. “We remain in close contact with local, state and federal officials regarding the return of our operations at the Port of Baltimore.”

More than 250 passengers taken ill after suspected 'vomiting bug' outbreak aboard cruise ship, report says

Hundreds of holidaymakers on board a P&O cruise ship have been taken ill with suspected cases of norovirus.

More than 150 guests are isolated on board P&O's MV Ventura ship, which left Southampton in the UK on May 11 for a 14-night cruise around the Canary Islands, a source told Metro.co.uk.

The unnamed source said there had been 250 suspected cases in the last four days, adding that guests had been "throwing up in public spaces" around the vessel.

"This is a serious outbreak. We don't know where it came from, it has been on board for a month maybe 5-6 weeks now and each cruise we think it has gone but more and more people get sick," another source told Metro.

Business Insider was unable to independently verify these claims, but a P&O spokesperson told BI that there had been numerous reports of guests with "gastrointestinal symptoms" on board.

The P&O spokesperson said, "upon embarkation, all guests were provided with an advisory notice with precautionary health measures for on board and on shore."

The staff aboard Ventura had "implemented approved and enhanced sanitisation protocols" and "a further enhanced and extended sanitisation took place in Tenerife," on Friday.

In the US, the risk of getting norovirus each year is about 1 in 15, while a passenger on a cruise ship has about a 1 in 5,500 chance of getting laboratory-confirmed norovirus during an outbreak on ship, Cruise Lines International Association says on its website.

According to the P&O website, Ventura has capacity for 3,078 guests and 1,205 crew.

Norovirus is one possible cause of the guests' symptoms.

Also known as the "vomiting bug," norovirus is a highly contagious stomach bug that causes vomiting and diarrhea.

It can be spread via close contact with someone who has the bug, touching your mouth after touching contaminated surfaces or objects, or eating contaminated food, according to the UK's National Health Service .

In confined areas such as a cruise ship, the virus can spread particularly quickly.

The UK experienced a period of high norovirus activity in April.

"Between weeks 14 to 17 of 2024, the total number of norovirus laboratory reports was 75% higher than the 5-season average for the same 4-week period," a UK government report said.

In February, over 120 passengers on board Cunard's Queen Victoria ship reported having diarrhea and vomiting. It was later revealed that norovirus had caused the sickness.

In January, the CDC reported an outbreak of norovirus on a Celebrity Cruises ship . The agency said 100 people, including passengers and crew, reported symptoms of vomiting and diarrhea.

The CDC had already logged a total of six outbreaks of gastrointestinal diseases aboard cruise ships so far this year. Five of those were due to norovirus, while one was said to have been caused by E. Coli.
