I dropped the soap on purpose.

Food was average, accomodation is not the best but I got it for free during 6 years. Staff sometimes a bit rude. This place changed my perception towards life, I’m not drinking any great northern while driving my V8 turbotosser sport Ute, just 4X stabbies mate, that’s a huge correction!

Queensland Corrective Services restrictions update

Queensland Corrective Services (QCS) has provided Queensland Law Society with an update on the current state of Queensland corrections facilities.

As of Friday 4 September 2020 Brisbane, Wolston, Woodford and Borallon Training and Correctional Centre returned to Stage 3 restrictions following a period of time on Stage 4 restrictions.

Arthur Gorrie Correctional Centre (AGCC), remains on Stage 4 restrictions.

Custodial staff from a number of centres in south-east Queensland were called upon to provide assistance at AGCC over the past two weeks due to the health requirements following positive COVID-19 tests amongst officers. QCS has advised that the AGCC is more settled now due to increased staffing levels within the centre and more timely access to services by prisoners. Access to prisoners

QLS is aware that there have been some issues raised regarding disruption to access to prisoners by legal practitioners during this period.

QCS has advised that centres in south-east Queensland (excluding AGCC) have confirmed that the disruptions to videoconferencing and phone access to prisoners for legal representatives have either been resolved or will be at the start of next week. We understand that it may take a short period of time for any backlog to be resolved.

QLS understands that AGCC is continuing to experience some challenges and is in the process of moving some videoconferencing units in order to create greater efficiencies.

QCS has indicated that access to videoconferencing for court appearances has been prioritised. Any additional capacity in terms of both technology and staffing levels has been allocated to legal practitioners and other professionals and agencies requiring access to prisoners.

Urgent matters

QCS is aware that during recent times there have been some issues corresponding with prisoners at AGCC in written form for urgent matters. They have advised that these issues have been attributed to staffing levels and again, are expected to be largely resolved from next week.

Reminders have been provided to all Sentence Management Services staff in centres to provide assistance regarding the provision of urgent legal correspondence, with consideration being given to issues of confidentiality where this may preclude such assistance being provided.

Current centre restriction levels

Centre restriction levels remain as set out below.

Explanations of restrictions for each Stage are outlined in the Custodial Operations Hot Spot Response plan is on the Corrections webpage .

QCS has provided the following information about the key elements of each stage of restrictions:

Stage 4 restrictions

As of 27 August, as per advice from the Chief Health Officer (CHO), AGCC moved to Stage 4 restrictions. As a result, the following restrictions apply:

• Suspension of all visits, including professional and legal visitors;
• New reception prisoners are subject to 14-day isolation protocols. This applies to prisoners leaving the centre and returning, including for the purpose of attendance at court. However, advice from the CHO advice is that prisoners in Stage 4 centres should not attend court in person. Movements out of the centre are restricted to the greatest extent possible.
• Only essential workers, including QCS Officers, Queensland Health staff, law enforcement and emergency services personnel will be permitted entry to these prisons, with other attendance requiring Commissioner approval.
• Mandatory use of face masks for all staff in the centre, and for prisoners when they are out of their cells.
• Non-essential prisoner movement throughout the centre suspended, including non-essential out of cell or unit time.

Stage 3 restrictions

As of 4 September, as per advice from the CHO, the following south-east Queensland prisons moved to Stage 3 restrictions.

• Brisbane Correctional Centre
• Borallon Correctional Centre
• Brisbane Women’s Correctional Centre
• Southern Queensland Correctional Centre
• Wolston Correctional Centre
• Woodford Correctional Centre
• Maryborough Correctional Centre
• Numinbah Correctional Centre
• Palen Creek Correctional Centre
• Helana Jones Centre.

Under Stage 3, the following restrictions apply:

• Suspension of all visits, including professional and legal visitors.
• New reception prisoners are subject to 14-day isolation protocols. This also applies to prisoners leaving the centre and returning, including for the purpose of attendance at court.
• Only essential workers including QCS Officers, Queensland Health staff, law enforcement and emergency services personnel will be permitted entry to these prisons, with other attendance requiring Commissioner approval.
• Face masks are currently in use.

Stage 2 restrictions

Also, as of 4 September, as per advice from the CHO, the following prisons moved to Stage 2 restrictions:

• Capricornia Correctional Centre (& low custody)
• Lotus Glen Correctional Centre (& low custody)
• Townsville Correctional Centre (& low custody)
• Townsville Women’s Corrections Centre (& low custody)

Under Stage 2, the following restrictions apply;

• Suspension of all personal visits (professional and legal visitors may still attend in person).
• New reception prisoners are subject to 14-day isolation protocols. This will also apply to prisoners leaving the centre and returning, including for the purpose of attendance at court.

For many people spending time with a chaplain leaves them experiencing a sense of peace, acceptance of what is happening for them, some clarity about how they can move forward and relief that they have been able to share their story with someone they can trust in extreme confidence.

Personal visits to Wacol, Ipswich and Gatton prisons suspended

Due to cases of COVID-19 in the community, personal visits have been suspended to the following Queensland prisons on the advice of the Chief Health Officer (CHO):

• Arthur Gorrie Correctional Centre
• Brisbane Correctional Centre
• Borallon Correctional Centre
• Brisbane Women’s Correctional Centre
• Southern Queensland Correctional Centre
• Wolston Correctional Centre

This decision was made to protect the safety of prisoners and our officers.

All other visits, including legal, service provider and official visits will continue with appropriate social distancing.

Every person entering the prison will undergo health screening including thermal imaging, and new reception prisoners are subject to 14-day isolation protocols.

This suspension will be regularly reviewed in line with advice from the CHO.

Three prisoners die in less than a week in Queensland prisons

Queensland's Corrective Services Investigation Unit (CSIU) is examining the deaths of two prisoners within 24 hours at Woodford Correctional Centre.

Key points:

• Two separate investigations are underway into the deaths of two 37 year old inmates within 24 hours at Woodford Correctional Centre
• The centre is specifically-designed for high security male prisoners and includes a maximum security unit
• This morning's death was being treated as non-suspicious, however the death of the man on Wednesday was still under police investigation

The Woodford incidents follow the death of a Wolston Correctional Centre inmate on Sunday.

The first Woodford inmate, a 37-year-old man, died in custody at the facility yesterday afternoon.

His body was found in the centre's laundry and despite attempts to revive him, he was declared dead just before 4:00pm.

The CSIU and Queensland Police Service launched an investigation into the incident when a second death was reported this morning.

It is understood the second inmate, also a 37-year-old man, died in custody about 4am.

The centre is specifically designed for high security male prisoners and includes a maximum security unit.

Queensland Corrective Services confirmed the man's body was "found in a single occupancy cell with obvious injuries".

A spokesman said officers "immediately commenced first aid on the man, including CPR," and an ambulance was called.

"However the man could not be revived, and he was declared deceased," the spokesman said.

"Our condolences go out to his family and friends.

"Support is being provided to the officers involved in responding to the incident."

Investigators will prepare reports for the coroner for both deaths, but said police were also running a separate investigation into how the first death occurred on Wednesday afternoon.

They are also investigating the death of another prisoner from Wolston Correctional Centre at Wacol on the weekend.

The 39-year-old man was taken to Princess Alexandra Hospital on Sunday morning after what appeared to be a "self-harm incident".

Number of deaths 'unheard of'

Debbie Kilroy from Sisters Inside, a group advocating for the human rights of prisoners, met with Corrective Services Minister Mark Ryan late this afternoon.

"I had a prearranged meeting with the minister on a number of issues," Ms Kilroy said.

"As far as I'm aware it's a Queensland first that three people have died in a matter of four days within our prisons, and two within 12 hours — it's unheard of."

Ms Kilroy said the matters were still under investigation but there were indications that at least two of the incidents involved self-harm.

"We need to find out the facts and there will be coronial inquest at some stage on all the deaths," she said.

She is worried inmates are under extreme pressure with the pandemic forcing prisons into lockdown with no visitors or regular face-to-face contact with family and friends.

"I think it's a great indication of the level of stress people are under at our prison systems while this COVID-19 is requiring people to be locked down and isolated for long periods of time," she said.

"People are decomposing with their mental health." 

The Queensland Corrective Service today announced a new virtual visits program to keep prisoners connected with family and friends.

Commissioner Peter Martin said the program is being rolled out statewide, giving inmates access to computer terminals so they can speak via video link to their family and friends.

"Our officers have worked tirelessly to get programs like virtual personal visits operating in an expedient manner," Commissioner Martin said.

The Sisters Inside group is also lobbying for widespread COVID-19 testing in Queensland prisons.

A spokesperson for Mr Ryan's office said it would be inappropriate to make comment on the deaths in custody while they were under investigation.

Wolston Surgery is part of the Rugby Care Commissioning Group that has now amalgamated with the Coventry Care Commissioning Group. We are a member of the GP Alliance Group.
