Non-citizen travel documents

Can i get a passport if i’m not a citizen.

  • Who gets a Convention Travel Document (CTD)?
  • Who gets a Certificate of Identity (COI)?

Can I get a CTD or COI overseas?

Can i get a ctd or coi if i’m unlawful, how do i choose between a ctd and a coi, how long are ctds and cois valid for, how do i apply for a ctd or coi, how do i get interpreting assistance, what documents do i need.

Australian passports are only for Australian citizens. However, we issue other travel documents to certain non-citizens:

  • stateless people
  • non-citizens who for other reasons can’t get travel documents from their country of nationality.

The types of travel documents we issue to non-citizens are:

  • Convention Travel Documents (CTDs)
  • Certificates of Identity (COIs).

These travel documents don't confer Australian citizenship or Australian consular protection. They're not evidence of any right to re‑enter or remain in Australia. They exist simply to facilitate overseas travel for people who would otherwise have no travel document.

You’ll need to meet the visa and travel document requirements of the countries to which you intend to travel. COIs are accepted in fewer overseas countries than CTDs.

Who gets a Convention Travel Document?

You may be eligible for a Convention Travel Document, also known as a Titre de Voyage, if:

  • you’re in Australia, and
  • you’re not an Australian citizen, and
  • the Department of Home Affairs has recognised you as a refugee under the 1951 Refugee Convention.

Who gets a Certificate of Identity?

You may be eligible for a Certificate of Identity if you’re:

  • not an Australian citizen, and
  • about to leave Australia, and either
  • stateless, or
  • unable to obtain a valid travel document from your country of nationality.

Outside Australia, it’s difficult to replace a Convention Travel Document or Certificate of Identity if it's lost, stolen, expired or damaged.

You can’t apply for these documents if you’re outside Australia and you’ve never held either of them before.

You don’t have to.

When we receive your application, we’ll assess your situation and work out which document you’re eligible to receive.

Convention Travel Documents are usually valid for one or two years.

Certificates of Identity are usually valid for two years. If you return to your home country and are eligible for a travel document from that country, your Certificate of Identity becomes invalid immediately.

The only way to get an application form is to call us on 131 232. Select option zero (0) to be connected with an operator.

When you’ve filled in the form and have all the documents we require, you’ll need to call us again on 131 232 to make an appointment to lodge your application at a capital city passport office . You have to go to a passport office, not Australia Post.

If you’re overseas, contact your nearest Australian diplomatic or consular office to discuss whether you’re eligible to replace an existing CTD or COI.

When you lodge the application, we’ll ask you to sign a letter to confirm:

  • that you understand the terms of issue of the document
  • tell the Department of Home Affairs about your new travel document, and
  • confirm with every country you intend visiting that you meet their entry requirements.

You’ll need to tell the Department of Home Affairs about your new document so that:

  • it can update your visa with your new travel document
  • it can inform you about the travel conditions of your visa and whether you’ll be able to re-enter Australia
  • it can approve your travel, if your visa conditions require you to seek permission .

If you breach your visa conditions, your visa could be cancelled.

If you need interpreting assistance to speak to us about your application, call the Translating and Interpreting Service (TIS) on 131 450. TIS will arrange an interpreter in the language you speak and transfer your call to us at no cost to you.

When you apply for a Convention Travel Document (CTD) or Certificate of Identity (COI), you’ll need to bring us:

  • identity documents, and
  • any previous CTD or COI we’ve issued to you, and
  • a record of your current visa status.

The record of your visa status can include:

  • a Document for Travel to Australia (DFTTA) issued at the time you first travelled to Australia
  • a Visa Entitlement Verification Online (VEVO) printout
  • a Department of Home Affairs visa grant letter.

If you’re not a refugee, you’ll need to show us that you have overseas travel plans, for instance a draft itinerary or a travel booking quote. However, you should wait until you have your COI or CTD before you make firm travel arrangements or commit any funds for travel.

Unless you’re a refugee living lawfully in Australia, or you’re stateless, you need to show to us that you can’t get a travel document from the country of your nationality.

If you claim to be stateless in accordance with the UN Convention Relating to the Status of Stateless Persons, we’ll confirm your claim with the Department of Home Affairs. An Australian immigration document that shows ‘stateless’ as your nationality is not enough to prove that you’re stateless. If you’re applying for a CTD or COI for a child, you’ll also need to meet our requirements for parental consent . There are special instructions if the child is a ward of the Immigration Minister .

Becoming a French Resident: How to Apply for a Carte de Séjour

Essential Reading

Becoming a French Resident: How to Apply for a Carte de Séjour

Once you’ve had your French long-stay visa approved and are nearing the end of your first year in France, you may be eligible to apply for a Carte de Séjour or Titre de Séjour — a French residency card. This is the second step on the road to becoming a permanent resident in France , but the process can seem daunting for first-time applicants. Here’s what you need to know.

IMPORTANT: Please note that this article is designed as a reference point only. You can find the official details of all visas and carte de séjours on the French government site here , and this should always be your first port-of-call for official information and the latest fees/requirements.

When and Where to Apply for Your First Carte De Séjour

Non-EU citizens that come to France to live, work, or study on a long-stay visa have the opportunity to renew this visa and apply for a Carte de Séjour or Titre de Séjour. You can start the application within two months of the end of your long-stay visa and must apply before your visa expires. It’s a good idea to make the application sooner rather than later, to leave yourself enough time to acquire all the necessary documents.

Applying for your Carte de Séjour can be done online here (click ‘ Je demande ou renouvelle un titre de séjour’ ), and you can use the same account which you created when validating your long-stay visa (read more about that here ). You will also need to attend a meeting or ‘interview’ at your local prefecture. The application process is carried out in France; you don’t need to return to your home country.

What happens if I don’t apply for my Carte de Séjour on time?

If your long-stay visa expires before you’ve applied, you will incur an extra fee of €180 (on top of the standard application fees), as well as risking being refused for overstaying your visa.

TIP: A Carte de séjour and Titre de séjour are essentially the same thing – the ‘titre’ refers to the permit, and the ‘carte’ refers to the card that is issued as proof of the permit – but you can’t have one without the other, so it’s easiest to assume they mean the same thing.

Which Type of Carte de Séjour Do I Need?

There are two main types of Carte de séjour available – a Carte de séjour temporaire, which is valid for one year, or a Carte de séjour pluriannuelle , a multi-year card, typically valid for four years.

Most applicants will initially apply for a Carte de séjour temporaire, after which they will apply for a Carte de séjour pluriannuelle . (Under certain circumstances, such as those on a Talent Passport visa or some study programmes, it may be possible to apply directly for a Carte de séjour pluriannuelle ).

There are also several different categories of Carte de séjour available, and typically, you will apply for the same kind of Carte de séjour as your long-stay visa. For example, if you arrived in France on a ‘visiteur’ visa, you would apply for a Carte de séjour “visiteur”.

Here’s a list of all the Carte de séjours currently listed on the French government website:

Carte de séjour “vie privée et familiale”

‘Private or family’ – typically issued to spouses, children, or direct and dependant family members of a French national, permanent resident, or holder of certain visas.

Carte de séjour “salarié” ou “travailleur temporaire”

‘Salaried worker’ or ‘temporary worker’ – typically issued to recipients of a French work visa who have a permanent or contracted position with a French employer.

Carte de séjour “passeport talent”

‘Talent Passport’ – issued to recipents of France’s Talent Passport visa. This is one of the few visas which allow for a 4-year Carte de séjour to be issued upfront.

Carte de séjour “passeport talent (famille)”

‘Talent Passport (family)’ – issued to the spouse, children, or direct dependant family members of a recipient of France’s Talent Passport visa. This is one of the few visas which allow for a 4-year Carte de séjour to be issued upfront.

Carte de séjour “travailleur saisonnier”

‘Seasonal Worker’ – issued to seasonal workers who are not resident for tax purposes in France but work for between three and six months a year in France. This is also one of the few visas which allow for a 3-year Carte de séjour to be issued upfront.

Carte de séjour “salarié détaché ICT”

‘Salaried Inter-Coportate Transfer’  – issued to workers of international companies who have been posted in France. This is also one of the few visas which allow for a 3-year Carte de séjour to be issued upfront (depending on the duration of the work contract).

Carte de séjour “visiteur”

‘Visitor’– issued to those who have entered France on a visitor visa without the intention to work in France.

Carte de séjour “retraité”

‘Retired’ – this is issued to non-French nationals who have previously held permanent residence in France and are in receipt of a French pension, and wish to return to France to retire. This is one of the few carte de séjours that can be applied for directly (no visa necessary). NOTE: This visa is not applicable for foreign nationals who wish to retire to France – you must go through the typical route of applying for a long-stay visa first.

Carte de séjour “étudiant”

‘Student’  – issued to students undertaking higher education programmes in France. This is one of the few visas which allow for both temporary or multi-year Carte de séjours to be issued upfront (depending on the duration of the study programme).

Carte de séjour “étudiant – programme de mobilité”

‘Student – Mobile Programmes’  – same as the above, but issued to students undertaking part of their studies in France.

Carte de séjour – Recherche d’emploi/création d’entreprise

‘Searching for Work/Creating a Business’  – issued to recipients of a long-stay visa of the same name. Typically for graduates of masters programmes or entrepreneurs.

Carte de séjour “stagiaire”

‘Intern’  – issued to recipients of a long-stay visas of the same name.

Carte de séjour “stagiaire ICT”

‘Intern Inter-Coportate Transfer’  – issued to recipients of a long-stay visa of the same name.

Carte de séjour “jeune au pair”

‘Au pair’  – issued to recipients of a long-stay visa of the same name, or to young people between 18 and 30 years old working as an au pair in France.

Carte de séjour pluriannuelle “générale”

‘Multi-year visa’ – valid for four years and issued to applicants who already hold a carte de séjour temporaire.

Before Applying For Your Carte De Séjour

In almost all scenarios, in order to apply for a Carte de Séjour, you must already hold a long-stay visa (VLS-TS) and have resided in France for just under a year.

In order to apply for your first Carte de Séjour:

  • You must have validated your long-stay visa within three months of arrival in France (you can do that online here ) and paid the state tax of €200.
  • You must also have taken a medical carried out by the OFII (French Office for Immigration and Integration) to carry out a medical (see below)

OFII Medical

Once you have validated your visa, the French Office for Immigration and Integration will contact you to attend a medical examination, which will be carried out at your local OFII office. The appointment typically takes around an hour and you should bring details of any pre-existing conditions as well as your vaccination record, your passport and current visa or carte de séjour, and your glasses if you wear them.

The medical includes a general clinical examination, a lung x-ray, a vaccination check, and a blood glucose test for those at risk of diabetes. The doctor may request additional examinations depending on your individual circumstances. You will be issued with a medical certain that must be presented when applying for your Carte de Séjour.

Your Carte de Séjour Application

Once you are ready to apply for your Carte de Séjour, you can start the application process online here (click ‘ Je demande ou renouvelle un titre de séjour’ ), and you can use the same account which you created when validating your long-stay visa.

You will be asked to submit a number of documents (many of which you will already have had to submit for your original long-stay visa, but you will have to re-submit them) and pay the application fee of €225. In order to receive your first Carte de Séjour, you will also need to attend an interview at your local prefecture, where you will be asked to submit documents and have your biometric data taken.

Required documents for your Carte de Séjour application

The exact documents required will depend upon the type of Carte de Séjour – you can view the published lists of requirements here (in French). Below is a list of potential documents you may be asked to provide, including some possibilities for different visa types.

  • Your long-stay visa or current carte de séjour
  • Your passport
  • Your full birth certificate (translated into French)
  • Proof of address (dated less than six months old)
  • 3 x passport-style photos
  • OFII medical certificate

For a ‘visitor’ Carte de Séjour:

  • Proof of financial resources of a minimum of € 15,098 per year (for example, a minimum of three months’ bank statements or pension receipts)
  • Handwritten attestation that you will not work in France.
  • Certificate of health insurance covering the duration of your stay

For a ‘Family’ Carte de Séjour:

  • Your marriage certificate and proof of registration on the French marriage registry.
  • Passport or National Identity of your spouse proving that they are a French national.
  • Declaration of honour from your spouse
  • Documents proving a minimum of six months of your residence together in France.

For a ‘Work’ Carte de Séjour:

  • Your work permit
  • Your work contract

Attending your Carte de Séjour interview

Once you have filled in your application online, you will be invited to attend an appointment at your local prefecture. You will also be issued a list of documents to bring, such as the one above.

During the interview, you will be asked to present all your documents and your photos, sign various documents, and – assuming your application is accepted, you will be given a Récépissé De Demande De Carte De Sejour. Hold onto this document as it is the official ‘receipt’ of your application and will serve as your proof of residency up until you receive your carte de séjour.

After the interview, your carte de séjour will either be sent to you or will be available for you to pick up from the prefecture. This may take anything from three weeks to a few months, depending on the prefecture – you should be given an idea of the timeframe at your appointment.

Tips for Attending Your Carte de Séjour Interview

It’s important to point out that having a long-stay visa is not a guarantee that you will be granted a carte de séjour. If your circumstances have not changed and you can provide all the required documentation, there is every reason to expect your request to be approved. However, it is important to treat this step with just as much importance as that of your initial visa application – this is the first real step to permanent residency, and you should expect your dossier to be scrutinised. Here are some tips to make your application easier:

  • Get organised: you will likely have a LOT of documents that make up your ‘dossier’, and it’s a good idea to invest in a file with plastic wallets to keep all of them safe and presentable. A good tip is to have two files: one for your own copies and originals, and one that can be presented to the prefecture.
  • Be sure that your ‘dossier’ includes all required documents (don’t expect to ‘get away’ with any missing, incomplete, or alternative documents!). You may be asked for additional documents if those presented are not sufficient, so bring any backup documents, too. For example, to prove your finances, you might bring copies of your current account statements, but also bring details of your savings account, pension, or other income.
  • Bring any extra personal documents that may be relevant, even if you haven’t been asked for them (divorce certificates, for example, if you have been previously married, your expired passport if you have recently renewed it, or details of a previous address if you have moved house during your stay in France). The more relevant documentation, the better wherever French administration is concerned!
  • Make photocopies in advance of all the documents you will need to present. Bring the originals to the interview too.
  • Dress smartly and be on time for the appointment at the prefecture. Be sure that you also bring the ‘convocation’ (the email or letter with your appointment details on it) – you will need to show this to enter the building.
  • All requested foreign documents (such as your birth certificate, foreign income statements, international health insurance certificate, etc.) will need to be translated into French, and you must use an official French Court of Appeal Translator – find a full list here .
  • Bring a pen to the appointment – they are not typically supplied, and you may have extra forms to fill out as you wait.
  • Brush up on your French. Appointments will generally take place in French and there is no guarantee that officials will speak any English. While French language speaking skills are not a prerequisite for every type of visa, they are required for most permanent residency cards. Either way, making an effort to speak French will go a long way at the prefecture.

Fee: The reciprocity fee, also known as the visa issuance fee, you must pay. This fee is in addition to the nonimmigrant visa application fee (MRV fee).

Number of Entries: The number of times you may seek entry into the United States with that visa. "M" means multiple times. If there is a number, such as "One", you may apply for entry one time with that visa.

Validity Period: This generally means the visa is valid, or can be used, from the date it is issued until the date it expires, for travel with that visa. If your Validity Period is 60 months, your visa will be valid for 60 months from the date it is issued.

Visa Classifications

▲.  The Treaty which entered into force on December 21, 1960, applies only to mainland France and the departments of Martinique, Guadeloupe, French Guiana and Reunion.

Although care has been taken to ensure the accuracy, completeness and reliability of the information provided, please contact the U.S. Embassy or Consulate where you plan to apply if you believe this information is in error or if you have further questions.

Visa Category Footnotes

The validity of A-3, G-5, and NATO 7 visas may not exceed the validity of the visa issued to the person who is employing the applicant. The "employer" would have one of the following visa classifications:

  • G-1 through G-4
  • NATO 1 through NATO 6

An E-1 and E-2 visa may be issued only to a principal alien who is a national of a country having a treaty, or its equivalent, with the United States. E-1 and E-2 visas may not be issued to a principal alien if he/she is a stateless resident or national of a country without a treaty.  *When the spouse and children of an E-1 or E-2 principal alien are accorded derivative E-1 or E-2 status and are themselves a national of a country that does not have a treaty with the United States – the reciprocity schedule, including any reciprocity fees, of the principal alien’s country of nationality should be used.  **Spouse and children of an E-1 or E-2 visa principal applicant, where the spouse and children are also nationals of a country that has a treaty with the United States – the reciprocity schedule, including any reciprocity fees, of the spouse and children’s country of nationality should be used.

*Example 1: John Doe is a national of Country A that has an E-1/E-2 treaty with the U.S. however his wife and child are nationals of Country B which has no treaty with the U.S. The wife and child would, therefore, be entitled to derivative status and receive the same reciprocity as John Doe, the principal visa holder. **Example 2:  Mike Doe is a national of Country Y that has an E-1/E-2 treaty with the U.S. however his wife and child are nationals of Country Z that also has a treaty with the U.S. The wife and child would, therefore, be entitled to derivative status and receive the reciprocity issued to nationals of Country Z.

The validity of H-1 through H-3, O-1 and O-2, P-1 through P-3, and Q visas may not exceed the period of validity of the approved petition or the number of months shown, whichever is less.

Under 8 CFR §214.2, H-2A and H-2B petitions may generally only be approved for nationals of countries that the Secretary of Homeland Security has designated as participating countries. The current list of eligible countries is available on USCIS's website for both H-2A and H-2B visas. Nationals of countries not on this list may be the beneficiary of an approved H-2A or H2-B petition in limited circumstances at the discretion of the Department of Homeland Security if specifically named on the petition.

Derivative H-4, L-2, O-3, and P-4 visas, issued to accompanying or following-to-join spouses and children, may not exceed the validity of the visa issued to the principal alien.

There is no reciprocity fee for the issuance of a J visa if the alien is a United States Government grantee or a participant in an exchange program sponsored by the United States Government.

Also, there is no reciprocity fee for visa issuance to an accompanying or following-to-join spouse or child (J-2) of an exchange visitor grantee or participant.

In addition, an applicant is eligible for an exemption from the MRV fee if he or she is participating in a State Department, USAID, or other federally funded educational and cultural exchange program (program serial numbers G-1, G-2, G-3 and G-7).

However, all other applicants with U.S. Government sponsorships, including other J-visa applicants, are subject to the MRV processing fee.

Under the North American Free Trade Agreement (NAFTA), Canadian and Mexican nationals coming to engage in certain types of professional employment in the United States may be admitted in a special nonimmigrant category known as the "trade NAFTA" or "TN" category. Their dependents (spouse and children) accompanying or following to join them may be admitted in the "trade dependent" or "TD" category whether or not they possess Canadian or Mexican nationality. Except as noted below, the number of entries, fees and validity for non-Canadian or non-Mexican family members of a TN status holder seeking TD visas should be based on the reciprocity schedule of the TN principal alien.

Canadian Nationals

Since Canadian nationals generally are exempt from visa requirement, a Canadian "TN' or "TD" alien does not require a visa to enter the United States. However, the non-Canadian national dependent of a Canadian "TN", unless otherwise exempt from the visa requirement, must obtain a "TD" visa before attempting to enter the United States. The standard reciprocity fee and validity period for all non-Canadian "TD"s is no fee, issued for multiple entries for a period of 36 months, or for the duration of the principal alien's visa and/or authorized period of stay, whichever is less. See 'NOTE' under Canadian reciprocity schedule regarding applicants of Iranian, Iraqi or Libyan nationality.

Mexican Nationals

Mexican nationals are not visa-exempt. Therefore, all Mexican "TN"s and both Mexican and non-Mexican national "TD"s accompanying or following to join them who are not otherwise exempt from the visa requirement (e.g., the Canadian spouse of a Mexican national "TN") must obtain nonimmigrant visas.

Applicants of Iranian, Iraqi, Libyan, Somalian, Sudanese, Syrian or Yemeni nationality, who have a permanent resident or refugee status in Canada/Mexico, may not be accorded Canadian/Mexican reciprocity, even when applying in Canada/Mexico. The reciprocity fee and period for "TD" applicants from Libya is $10.00 for one entry over a period of 3 months. The Iranian and Iraqi "TD" is no fee with one entry over a period of 3 months.

Q-2 (principal) and Q-3 (dependent) visa categories are in existence as a result of the 'Irish Peace Process Cultural and Training Program Act of 1998'. However, because the Department anticipates that virtually all applicants for this special program will be either Irish or U.K. nationals, the Q-2 and Q-3 categories have been placed only in the reciprocity schedules for those two countries. Q-2 and Q-3 visas are available only at the Embassy in Dublin and the Consulate General in Belfast.

No S visa may be issued without first obtaining the Department's authorization.

V-2 and V-3 status is limited to persons who have not yet attained their 21st birthday. Accordingly, the period of validity of a V-2 or V-3 visa must be limited to expire on or before the applicant's twenty-first birthday.

Posts may not issue a T-1 visa. A T-1 applicant must be physically present in the United States, American Samoa, the Commonwealth of the Northern Mariana Islands or a U.S. port of entry, where he/she will apply for an adjustment of status to that of a T-1. The following dependents of a T-1 visa holder, however, may be issued a T visa at a U.S. consular office abroad:

  • T-2 (spouse)
  • T-3 (child)
  • T-4 (parent)

The validity of NATO-5 visas may not exceed the period of validity of the employment contract or 12 months, whichever is less.

The validity of CW-1 and CW-2 visas shall not exceed the maximum initial period of admission allowed by DHS (12 months) or the duration of the transition period ending December 31, 2014, whichever is shortest.

The validity of E-2C visas shall not exceed the maximum initial period of admission allowed by DHS (24 months) or the duration of the transition period ending December 31, 2014, whichever is shortest.

General Documents

Note:   If it is claimed that an original record was made in a territory devastated during the war, positive proof of the non-existence of the record may be obtained from the appropriate authorities in the form of a letter or certificate. The form of a document often varies according to the district in which they are issued. They are sometimes typed, but frequently written in longhand, and all of them, except military discharge, bear appropriate fee stamps, as well as the signature and seal of the issuing authority. Fraud in the issuance of such documents is rare. The foregoing information applies to all departments of France, regardless of location.

Short-term visa for germany.

A Schengen visa is required if you wish to stay in the Schengen territory for up to 90 days within a 180 day period for business, visitor and/or tourist purposes, and you do not attempt to work.

General information

Where to apply for short-term visa in australia, australian citizens / the german-australian agreement on the exemption of visa requirements, dated 22.12.1952, holders of un travel document / titre de voyage, holders of document of identity / certificate of identity, airport transit, application form and further information.

Important information

Short-term visas are also called “Schengen-visa” as they allow a stay up to 90 days in a 180-day timeframe in the Schengen area. A short-term visa is needed for any stay shorter than 90 days. If you intend to stay for longer than 90 days, you would have to apply for a long-term visa (also called “national visa”).

You can use the Schengen calculator to find out how much time is left on your visa and determine if you are in compliance with the “90 days/180 days” rule.

Long-term visa

Please note that visa applications have to be lodged at the competent Embassy or Consulate in which jurisdiction you reside. Only if you have been legally residing in Australia for over 6 months, you can apply for your short-term visa in Australia. If you are only temporarily staying in Australia for a short period of time (under 6 months), we cannot accept your visa application.

1. Applicants with residence in Australia (residence = have been legally residing in Australia for over 6 months):

The Austrian Embassy in Canberra is responsible for issuing Schengen Visas on behalf of Germany in all States and Territories of Australia. As a consequence, visa applicants with residence in Australia will have to launch their application for a Schengen-Visa (intended stay of up to 90 days in a 6 months period; e.g. tourist or business visa) personally at VFS global or the Austrian Embassy in Canberra . The German Consulate General in Sydney cannot accept these applications.

For enquiries about short-term Schengen visa for travellers, please contact:

VFS Global Tel: (02) 8278 4527 (Mon - Fri, 9 a.m. - 5 p.m.) Email: [email protected]

For background Information on Schengen Visas (e.g. fees, required documents) you can also visit the respective website of the Austrian Embassy .

2. Applicants with residence on Nauru, Vanuatu or the Solomon Islands

Only persons requiring a visa and permanently residing in Nauru, Vanuatu or the Solomon Islands have to apply for a visa at the German Consulate General in Sydney. The following information is therefore only relevant for residents on Nauru, Vanuatu or the Solomon Islands:

  • You have to book an appointment online and submit your application in person at the German Consulate General in Sydney.
  • Please complete the visa application form on this website . If this is not possible, you can also download the application form: Application Schengen Visa
  • Please compile the documents you need to submit your application: document checklist . If documents or supporting documents are missing, your application may be rejected.
  • For long-term visa applications, please refer to: long-term visa

Please note that the German Honorary Consuls in Australia, Vanuatu and the Solomon Islands cannot accept any visa applications or give any information on visa issues.

3. Applicants who are only temporarily residing in Australia (under 6 months):

Please note that visa applications have to be lodged in at the competent Embassy or Consulate in which jurisdiction you reside. Only if you have been legally residing in Australia for over 6 months, you can apply for your short-term visa in Australia. If you are only temporarily staying in Australia for a short period of time (under 6 months), we cannot accept your visa application.

Australian citizens do not need a visa for the Schengen area, which includes Germany, for an intended stay of up to 90 days in a 180 day period as long as

  • their passports are valid for at least 3 months beyond the intended length of stay in the Schengen zone and
  • they do not engage in any type of gainful employment

The German-Australian Agreement on the Exemption of Visa Requirements, dated 22.12.1952

The German-Australian Agreement on the Exemption of Visa Requirements, dated 22.12.1952, allows Australian citizens to travel to Germany and to stay in Germany for up to 90 days without having to apply for a visa, as long as their passport is valid for the entire duration of the stay and as long as they do not engage in any kind of employment in Germany.

According to this agreement the duration of one stay in Germany must not exceed 90 days but the number of entries to Germany is not limited . In order to re-enter Germany for another 90 days visitors have to depart Germany for any other country outside the Schengen States (e.g. the UK or Romania to name a few) and can come back even the same day.

Since visitors need to be able to document the period of time they have been spending in Germany we recommend to enter and to depart via a German airport in order to obtain an official entry and departure stamp in their passport.

Germany is part of the Schengen States, so your first 90 days count – no matter where in the Schengen Area you spent them. You have to leave the Schengen States after 90 days and then you can go back only to Germany for the next 90 days. If you want to visit other Schengen States during this time you have to check if these states also have a bilateral agreement with Australia.

This means:

You can spend your first 90 days anywhere in the Schengen States and enter and leave the different states as often as you like.

On day 90 the latest you have to leave the Schengen States (you could go to the UK or Romania to name a few).

You have to make sure that you have the stamps from the border police in your passport to be able to proof that you have left the Schengen Area.

Afterwards you are allowed to go back to Germany for the 90 days, but only to Germany.

If you want to visit other Schengen States please check before travelling if these States have also a bilateral agreement with Australia.

Holders of UN Travel documents, issued by the Australian Government according to the UN Conventions for refugees (Convention of 28 July 1951) and stateless persons (Convention of 28 September 1954), mentioned on the front page, can enter Germany without a visa for an intended stay of up to 90 days, as long as at the time of entry into Germany their travel document is still valid for at least 4 months and they do not engage in any type of gainful employment. If you want to travel to other Schengen countries, please check with the respective embassy for entry requirements.

Holders of other Australian travel documents (Document of Identity or Certificate of Identity) need a visa according to the citizenship mentioned in the document. They have to apply for a Schengen visa at VFS Global or the Austrian Embassy (see above).

If you are planning a trip by air and have to transit at a German airport, you find information on whether you will need a transit visa on the website of the Foreign Office

I-131, Application for Travel Document

Alert:  Beginning July 1, 2022, we will issue a new travel authorization document to Temporary Protected Status (TPS) beneficiaries: Form I-512T, Authorization for Travel by a Noncitizen to the United States, at our discretion if we find the beneficiary merits this authorization. We will no longer issue advance parole documents as evidence of our prior authorization for a TPS beneficiary to be permitted to reenter the United States if the beneficiary travels outside the United States.

Beginning July 1, 2022, we will issue a new travel authorization document to Temporary Protected Status (TPS) beneficiaries: Form I-512T, Authorization for Travel by a Noncitizen to the United States, at our discretion if we find the beneficiary merits this authorization. We will no longer issue advance parole documents as evidence of our prior authorization for a TPS beneficiary to be permitted to reenter the United States if the beneficiary travels outside the United States.

If you are a TPS beneficiary with an existing, unexpired advance parole document, you may continue to travel and seek reentry  to the United States after a trip outside the United States through the period of validity printed on your advance parole document.

If you are a TPS beneficiary applying for a new travel authorization document, you should continue to use Form I-131, Application for Travel Document. If you have a pending Form I-131, you do not need to file a new application.

We will continue to issue advance parole documents to noncitizens with pending initial applications for TPS (Form I-821).

TPS beneficiaries and individuals with pending initial TPS applications should carefully read the Form I-131 Instructions which contain warnings about certain risks an individual may face if they are outside of the United States while USCIS is considering their TPS reregistration or initial application, such as missing important request for evidence or other notices or being denied TPS while outside the United States.

ALERT: Court decisions regarding DACA.

On Sept. 13, 2023, the U.S. District Court for the Southern District of Texas issued a decision finding the DACA Final Rule unlawful and expanding the original July 16, 2021 injunction and order of vacatur to cover the Final Rule. However, the court maintained a partial stay of the order for “all DACA recipients who received their initial DACA status prior to July 16, 2021.” See the Memorandum and Order (PDF, 1.35 MB)  and Supplemental Order of Injunction (PDF, 72.53 KB) .

Accordingly, current grants of DACA and related Employment Authorization Documents (EADs) remain valid until they expire, unless individually terminated.  In accordance with this decision, USCIS will continue to accept and process DACA renewal requests and accompanying applications for employment authorization under the DACA regulations at 8 CFR 236.22 and 236.23, as it has since October 31, 2022. We will also continue to accept initial DACA requests, but in accordance with the District Court’s order, we will not process initial DACA requests.

Current valid grants of DACA and related EADs will continue to be recognized as valid under the Final Rule. This means that individuals with DACA and related EADs do not have to submit a request for DACA or employment authorization until the appropriate time to seek renewal.

Please see the  DACA Litigation Information Page  for important updates and information related to court rulings on the DACA policy.

Use this form to apply for a reentry permit, refugee travel document, TPS travel authorization document, advance parole document (including parole into the United States for urgent humanitarian reasons or significant public benefit), or advance permission to travel for Commonwealth of the Northern Mariana Islands (CNMI) long-term residents.

If you file this form to request an advance parole document, and then you leave the United States without having an advance parole document that is valid for the entire time you are outside the United States, we will consider your Form I-131 abandoned.

If you file this form to request an advance permission to travel for CNMI long-term residents document, and you leave the CNMI without having an advance permission travel document, your status will automatically terminate.

titre de voyage application form

Just to be on the safe side, it's probably best that you contact the Indonesian consulate general to ask about your specific case, rather than rely on responses from a travelers forum.

nobody here can tell you.

Here is a link to the official “molina” online Visitor Visa application. You will see Item 5 states that holders of Titre de Voyage can not apply for a visitor Visitor.

https://molina.imigrasi.go.id/front/info/evoa

The molina system is fairly new.

Under the “old” system for non-passport holders (e.g. Titre de Voyage) it was possible to apply directly to your local Indonesian Embassy. Assessed on case by case basis.

Just examples of old links to various Embassies indicating it was possible to apply (wasn’t able to find old link for Australia).

There are lots of factors affecting any travel on a TdV/CTD

Why you have a CTD.

Where it was issued/by whom.

If you have or had a Passport from or are entitled to a Passport from another country where you would be lawfully resident.

If you only have a CTD issued by Australian Authorities and travel to another country (that accepts your TdV ) then you need a “re-entry” Visa for Australia.

I would firstly go to the Australian Authorities Department of Home Affairs to understand your rights of residency, travel and re-entry before heading out of the country.
