Mussoorie will have tourist friendly weather in November. Usually rain does not come in those days.
I have been to mussoorie in November last year. It was a pleasant weather. In days it will be little hot but cool breeze will give you chills, In night, temperature will drop to 5 to 7 degrees. So, be prepared. Though you can not expect snow fall but who knows, now a days you can aspect unexpected.
