New regeneration plans for Hull Docks include housing, medical technology campus and new location for cruise ship terminal
Posted: 14 November 2023 | Last updated: 14 November 2023
A new location for a planned cruise terminal in Hull is among plans to redevelop one of the city’s dockland areas set to go before councillors this month.
Cruise ships would dock at a new facility at the Albert and William Wright Dock, south of the A63 and west of Hull Marina.
The Western Docklands area plans also propose waterfront housing, attracting businesses to the Smith & Nephew site when the company leaves and keeping Hull’s Ice Arena in its current location.
Hull City Council Regeneration Portfolio Holder Cllr Paul Drake-Davis said the proposals would get the potential out of the area and bring huge benefits more widely.
The Western Docklands Design Brief, outlining the vision for the site between Hessle Road and Albert Dock including Kingston Retail Park, is set for further discussions this month.
It is due to go before the council’s Planning Committee on Tuesday, November 21 before then going to the Cabinet the following Monday for a decision.
If the Cabinet backs the plans, which went out for consultation between February and March, a final version will be drawn up.
The council is seeking to use the Design Brief to support existing local businesses in the area and promote further commercial activity in the area.
The draft Design Brief initially proposed a leisure and entertainment led regeneration but those who took part in the council’s consultation preferred keeping its employment use.
Proposals include a medical technology centre at the Smith & Nephew if plans for the company to relocate to the East Riding go ahead.
There would be potential for more leisure developments around the Ice Arena and at the Kingston Retail Park which would be better connected to the city centre.
Plans also propose more green spaces in the area and pedestrian and cycling routes.
Land south of Wellington Street West would also be earmarked for homes but proposed housing across the overall area would be scaled back following concerns raised in the consultation.
The cruise terminal would be located at the bullnose of the Albert and William Wright Dock, though this will be dependent on external funding.
The draft Design Brief stated the building should be a gateway to the city and built in line with its maritime heritage.
Traffic from visitors should also be directed away from any existing or proposed housing developments on the opposite side of the dock.
The location was chosen because of its links to the rest of the city.
Original plans for a cruise terminal at Sammy’s Point by The Deep were scrapped in July last year because of fears over its impact on the aquarium.
Cllr Drake-Davis said the council had listened to locals and businesses in drawing up the plans for the Western Docklands, including the new cruise terminal location.
The portfolio holder said: “The council sees real potential for positive regeneration and change in the West Docklands area and this new masterplan will help to make that a reality.
“This plan aims to bring employment and economic growth to the area, as well as the retention of the ice arena and expansion of leisure activities.
“Now, this new plan is an important stepping stone in getting the potential out of the West Docklands area and ensuring the rest of the city sees its huge benefits.”

Carnival Ship Experiencing Propulsion Issues, Cancels Ports
- Doug Parker
- November 6, 2023
- Cruise News
Carnival Panorama’s current sailing is experiencing a technical issue impacting the ship’s maximum cruising speed, forcing it to skip two ports on its current Mexican Riveria voyage.

A letter to guests onboard from Captain Carlo Queirolo reads, “Regrettably, due to the reduced speed, we will not be able to visit Puerto Vallarta and Mazatlan. However, we will be able to call on Cabo San Lucas Wednesday before returning to Long Beach Saturday.”
RELATED: 2 Carnival Passengers Charged with Stealing Art
The cruise line is giving guests $400 onboard credit per stateroom for the inconvenience, as well as refunding all taxes and fees.
Panorama will leave Cabo on Wednesday afternoon to start its 1,000-mile voyage back to Southern California.
Carnival told Cruise Radio , “Carnival Panorama has developed an issue that is affecting the ship’s maximum cruising speed. Our team of engineers is assessing the situation to determine our repair options.”
Ongoing propulsion issues

Carnival’s Vista-class ships ( Carnival Vista , Carnival Horizon , and Carnival Panorama ) have had continuous propulsion problems since launching.
In 2019, the company had to take Carnival Vista out of service for two weeks to repair its propulsion units. To fix the issue, the world’s largest floating dry dock was brought down from Northern Europe, and the ship was lifted out of the water off the Bahamas coast.
At the end of 2021, Carnival Horizon was taken out of service and brought to Europe for repairs.

Carnival Panorama will enter its first dry dock in Singapore next year. After a month-long dry dock, the ship will return to its year-round homeport of Long Beach.
Carnival Panorama sails year-round voyages from Long Beach, California, to the Mexican Riveria. The ship debuted just before Christmas in 2019.

STATEN ISLAND, N.Y. — A medical emergency involving two people on a cruise ship in the New York Harbor prompted a water rescue on Sunday evening, according to police.
Police responded to a 911 call regarding one person having a seizure and another person experiencing chest pains — both on a cruise ship — around 4:21 p.m. on Sunday, according to a spokesperson from the NYPD’s Deputy Commissioner of Public Information.
A helicopter could be seen flying above the ship as it was traveling towards the Verrazzano-Narrows Bridge. The cruise ship was Royal Caribbean’s Anthem of the Seas, according to a Coast Guard spokesperson.
According to police, a water rescue was performed to transport patients from the cruise ship.
A Coast Guard spokesperson stated that the NYPD Harbor Unit conducted a medevac of two people from the cruise ship and were brought to Homeport Pier on Staten Island. They were met by emergency medical services (EMS) and transported to Richmond University Medical Center (RUMC).
Earlier Sunday, authorities rushed to the Hudson River to rescue a man who allegedly plunged into the body of water. He was said to be in critical condition after being rescued , but was pronounced dead around 1:45 p.m., according to 1010 WINS.

Coast Guard searching for man who jumped from Carnival cruise ship
NEW ORLEANS ( WAFB /Gray News) - The United States Coast Guard is searching the Gulf of Mexico for a man reported missing from the Carnival Glory cruise ship, WAFB reports.
According to the U.S. Coast Guard, the passenger who is unaccounted for was identified by family members as 28-year-old Tyler Lee Barnett, of Houma, Louisiana.
In a statement issued Tuesday, a spokesperson with Carnival Cruise Lines confirmed the Glory’s security team began an “immediate search” of the ship after a guest was reported missing Monday morning by a family member.
“The Carnival Glory security team has confirmed that after multiple reviews of the shipboard surveillance video, it appears that the guest reported missing on Monday jumped from the ship’s Deck 4 at approximately 1:40 a.m. on Monday, Nov. 13. He can be seen climbing on a lifeboat and jumping from there. Only on Tuesday were we advised of the possibility of him wearing a different shirt, which allowed our security team to change the profile of the guest as we searched onboard video,” Carnival Cruise Lines said in a statement.
The ship was cleared to proceed to Montego Bay, Jamaica, as scheduled and is expected to arrive on Wednesday.
The Coast Guard confirmed that air crews spent several hours Monday off Louisiana’s coast after the man was reported missing. It searched a 200-square-mile area of the Gulf of Mexico.
Barnett’s sister, who is on the cruise ship, posted that he was last seen Sunday at 11:40 p.m. and that an onboard search started Monday around 7 a.m.
The Carnival Glory left port in New Orleans on Sunday for a weeklong cruise with planned stops in Montego Bay on Wednesday, Grand Cayman Island on Thursday and Cozumel on Friday before returning to New Orleans on Nov. 19.

BlueIguana Cantina
Deck: 10 - Lido
BlueIguana Cantina is Carnival Horizon’s onboard taco-and-burrito place, featuring freshly-made Mexican faves. Because BlueIguana is all about you, we’ll make it with the ingredients you choose — tell us which meat, veggies, rice and beans you’re in the mood for — and then we’ll hand it over to you for the finishing touches. Here, that means a detour to the salsa bar to fire it up... or if you’re not feeling the heat, that’s cool too. Any way you dress it, expect a meal that’s suited up to satisfy.

Cherry On Top
Deck: 5 - Promenade
A cruise is the perfect time to treat yourself to something sweet, and Cherry On Top happens to be the perfect place. You'll find this well-stocked candy-and-more-store not only great for enjoying some of your confectionery favorites, but the place to pick up food and apparel gifts for that special someone, even if — admit it — that someone happens to be you!

Cucina Del Capitano
Cucina Del Capitano.

Fahrenheit 555 Steakhouse
Haute cuisine meets atmosphere at Fahrenheit 555, a dining experience that stands toe-to-toe with some of the best steakhouses on land. Except this one’s at sea — aboard Carnival Horizon. Ours features your choice of steak cuts, lobster, lamb and more… and inside, there’s even a full bar that pours great pairings. Outside, there’s seating for dining al fresco. These are the building blocks of an amazing experience — delectable elements that combine with great service to offer an evening to remember.

Deck: 3 - Lobby

Guy's Burger Joint
We call Carnival Horizon’s onboard burger spot Guy’s Burger Joint… and that’s “Guy” as in Guy Fieri. We teamed up with him to design not just the burgers and fries, but to help bring in the kind of rustic atmosphere you’d find at a roadside burger shack somewhere off a coastal highway. All signs point to ambiance — and serious flavor — so try a burger dressed up the way Guy likes it, or take it off-roading… to the nearby topping bar, where you can make it your own.

Pizzeria Del Capitano

Need a break from all the fun and sun? Grab something downright refreshing at Shake Spot, where we offer more than just your average shake. Of course, we’ve got you covered if you’re looking for a classic, but since you’re cruising, why not go for something tropical… or for the adults, maybe even spiked? With a variety of tempting, handcrafted shakes and indulgent floats, Shake Spot is your cool spot for something sweet.

The Chef's Table
When you cruise on Carnival Horizon, make sure to reserve a seat at The Chef’s Table. At this small gathering of foodies you’ll indulge in a cascading series of delectable plates as our chef… honestly, kind of shows off a little! And that’s a great thing for guests gathered around the table for dinner. Close your eyes as you savor a series of courses for the main event, but prepare to have them opened during a galley tour — a behind-the-scenes appetizer event that offers a look at where all that magic gets prepared.

Ocean Plaza
Ocean Plaza’s where it all comes together — and all in all, it’s all kinds of delicious. Enjoy live music, coffee and snacks, dancing… and best of all the outdoors are right next door, so expect extra helpings of sunshine and sea breezes, simply ripe for the sitting and savoring. Oh, and when nature’s all done sunning for the day, Ocean Plaza transforms into a spot that’s seriously stunning for the night. Get your nightlife — not to mention your daylife — done at Ocean Plaza.

Fresh Creations
Deck: 15 - Serenity
Sun, sea… salad? Yep! Leave the pizza and burgers for the kids — or maybe just for later — because we’ve got an all-grown-up chopped salad station right inside Serenity. Fresh Creations is free and it’s there when you need it most: on sea days, those lazy afternoons of lounging around and enjoying all the good stuff your ship has to offer. There’s plenty of good here, starting with nearly a dozen varieties of greens (really!), tons of protein and veggie options… only to be topped by dressings creamy, vinaigretty… and in some cases freshly made right there. While made-to-order salads are always appealing, our chef has also designed a few specialties, like “Zensalada,” “Just Arugula Guy” and “Romaine Calm.” (Very punny, chef.)

Carnival Seaside Theater
Deck: 12 - Spa, WaterWorks & Sports
Carnival Horizon actually features two movie theaters next door to one another, and we call the whole great big thing Carnival Multiplex. Behind door number one is an actual IMAX Theatre in all its huge-screen, huge-fun glory. And behind door number two? Thrill Theater lives there, and you’re invited to the 3D experience where jump-off-the-screen visuals are only the beginning of a, shall we say, truly moving experience.

Imax Theatre
To compare the IMAX experience to “just seeing a movie” is like calling a Carnival cruise “just a vacation.” It sounds right… but experienced folks know better. That’s why stepping into the IMAX Theatre you’ll find on a Carnival cruise is more like taking a brief escape from life. On the other side of the amazing screen you’ll find a world of first run Hollywood blockbusters, recent hit films and IMAX documentaries, all in a huge format that makes normal theaters look like your smartphone screen. And the only place you’ll find IMAX at sea On a Carnival cruise.

Horizon Casino
Deck: 4 - Mezzanine

The Library
For relaxing times, check out The Library , where great literature meets great wine! This intimate wine lounge features state-of-the-art self-serve dispensers. So swing by, pour yourself a bit of vino and unwind with quiet conversation, a board game, or by simply plucking a new book off the shelves for a good read.

What does the “C” in Circle “C” stand for? Well, “chill,” “connect” and “cool,” just to name a few. It’s where young teens ages 12 to 14 go to hang out, meet new friends, and enjoy some pretty awesome activities like dance parties, games, outdoor movies and more, in the special Circle “C” area or around the ship. It’s all supervised by friendly and fun-loving counselors who want your young teens to have the best vacation ever.

What a hangout! From the moment your teen (age 15-17) steps into Club O2 they'll hang with friends, watch movies, listen to the latest music, play video games, join Karaoke jam sessions and more.

Breathe in the salty sea air as you relax in the jacuzzi, stroll along the half-mile-long promenade and get spoiled by views, each more intoxicating than the last.

The Club House

Internet Cafe
Is vacation a time for disconnecting? Yes! But isn’t it a great time to stay connected and share the good times you’re having with everyone back home? Also yes! That’s why your Carnival cruise gives you options for just how in-touch you want to stay. Looking to share every moment as it happens, hashtag it up and get all the Likes? You’re gonna love our onboard WiFi, which lets you do the social thing and connect your phone, tablet or laptop wherever you are on the ship. Or are you looking to check in every now and then — have a look at your email, check the news and send a note home? Stop in to your ship’s Internet Café, sit down at a computer and enjoy the kinda-connected life. Vacation purist looking to get away from all the news feeds and trending whatevers? We dig your style — a Carnival cruise remains the disconnectedest kind of vacation.

Havana Pool
On Carnival Horizon, the Serenity Adult Only Retreat is a place to relax in complete peace, as smooth as a sea breeze through a palm tree. Serenity’s the place to do the stuff that’s so hard to do in everyday life — reconnect with your partner, finish that book… or do absolutely, blissfully, nothing at all. Adults take note: Serenity even has you covered with a chopped salad station that’s open on sea days, featuring a menu that starts with a grand choice of greens, and finishes with your selection from among tons of delicious ingredients.

DR.Seuss Waterworks
Splash into big-fun and way-whimsy — you could, you would, and you definitely should at Dr. Seuss WaterWorks, only aboard Carnival Horizon. When you open the book of vacation fun, flip directly to “completely soaking wet” — this onboard waterpark is where you’ll find your favorite Dr. Seuss characters making a splash. The centerpiece is the two big slides: The Cat’s Hat slide takes you twisting down the red and white stripes of the world’s most famous top-hat, while the Fun Things slide take you through all the topsy-turvy of having the blue-haired pair appear in your living room. With side-by-side racing slides, splashy water-spray toys and a giant tipping top-hat, Dr. Seuss WaterWorks on Carnival Horizon features fun fit for a red fish, a blue fish… a you fish!

Ah, imagine a perfect day out on the links, the golfer's zen of the ball, the hole and nothing in between but well-manicured fairway... plus one cactus, a treasure chest... and wait, is that a windmill in the way? Just who designed this course anyway? Whoever it was, they had one thing in mind — maximum fun for mini-golfers, big and small! That's precisely why you'll find a course on every Carnival ship, where you can hit the holes and take in everything you’d expect, like the sights and the sounds... plus the seagulls.

Deck: 14 - Spa
SkyRide is a bit like riding a bike — you’ll never forget it. But SkyRide is also completely unlike riding a bike, because when was the last time you biked around a ship, high above the deck and even higher above the sparkling blue sea? Zip safely around our two-lane suspended course in a pedal-powered go-mobile, in search of your biggest racing victory, a lower-body workout… or simply the greatest view.

SKYBOX Sports Bar
Get hands-on with a game, a drink… and high-fives galore! SkyBox Sports Bar gets you right onto the 50-yard line of onboard sports action. Grab a drink or order some snacks — they’re great while kicking back and watching your favorite teams on one of the big screens, or just dropping by to check out real-time scores and headlines on the panoramic ticker. And if you’re feeling lucky, feel free to grab a controller and get a little competitive with the latest sports game titles. They’re free to play, so find a friend or three and get set for some serious play-action.

Decks: 4 - Mezzanine 5 - Promenade
Everything from t-shirts to high-end timepieces, lockets to your favorite spirits (duty-free) - That's what you'll find at the shops of Carnival Magic located on the Promenade deck. Find the perfect "Fun Ship" gifts for friends, family or yourself.

Dance Floor
When you’re on a Carnival cruise, there are plenty of places to bust out your moves when the mood strikes: in the dance club, at a deck party, in line for tandoori. Some people are born with all the right moves, but the rest of us need a little instruction to smooth the sharp edges off of ours. That’s why you’ll find a host of free dance classes that sail along with you, helping you make the most of your cruise… which is perfect because a cruise is just the kind of vacation that puts you in the dancing mood!

Shore Excursions
The best way to fill your day on shore is to explore our vacation destination's hot spots.

Dr. Seuss Bookville

A trip to the salon is an opportunity to relax, to chat with others, to focus on yourself. It’s about more than just getting your hair or nails done… but it’s definitely about getting your hair or nails done! Even though you’re on vacation, you won’t have to settle for anything less than the salon style you’re used to back on land. And these good looks go beyond the usual — we even offer services like teeth whitening… great for taking those ‘I’m on vacation and I’m looking great!’ smiles to the next level.

Cloud 9 Spa Treatment Rooms
Decks: 14 - Spa 12 - Spa, WaterWorks & Sports
True or false: cruises are a time for relaxation. Our answer: whether you’re all action all the time, or chill to the core, everybody needs a chance to take it easy! And nobody will find an easier spot than Cloud 9 Spa aboard Carnival Horizon. This is an oasis built from the ground up for relaxation, from a full complement of traditional spa services like massages, facials, body wraps to the carefully-designed climates of Cloud 9’s thermal suites… rooms swirling with moist or dry air, each heated very precisely. It turns out it’s true: anyone can find a reason to say “ahhh” at Carnival Horizon’s Cloud 9 Spa.

Fitness Center
We have some bad news for you — your ship has a gym. In other words, there’s no excuse for leaving your fitness routine back on land. That’s great news, however, for your body, which will definitely benefit from all the extra energy that vacationing pumps directly into you. And let’s not forget the extra time you’ll have, since you won’t be waking up and spending most of the day at the office or anything like that. If those were some of your go-to excuses, we’re sorry, but we all know this is important.

Sky Fitness
Hey, who left a gym on top of the cruise ship? Whoever it was, they’ve done us a favor! If you’re gonna sweat it out during your cruise, why not do it outdoors and enjoy a great sea breeze… and the greatest view? Grab some gloves and work the bag, grab a seat and work the bike, or work your way around the vita course for a little of everything. Speaking of variety, why not switch off between SkyFitness and the standard indoor gym, to work a little change of pace into your daily workout?

Thermal Suites
To be the king or queen of the thermostat — doesn't it feel great? While bending the elements to your will, finding that perfect temperature for relaxation is awesome… even better is not needing to. Carnival's Cloud 9 Spa thermal suites are dedicated relaxation zones with a variety of available environments, each carefully developed by our master climate artists. Whether you prefer to lounge in the dry heat of the Laconium or Tepidarium, or like a little soothing moisture in the air (in which case try the Oriental or Aroma steambaths), prepare to experience temperature nirvana.

Thrill Theater

Guest Sevices
So you're in the mood for some good eats, but you’d rather stay in your comfy, cozy stateroom? Really, who could blame you? Simply pick up the phone and order something from our tasty room service menu. And since you get hungry when you get hungry, room service is available any time of the day (or night) and delivered right to your door. Best of all — and you may not believe this — the food's even included in your fare.

Alchemy Bar
You don’t need to be a mix-master to appreciate Alchemy – you just have to be up for trying something new. We’ve been stirring up some magic behind the scenes here at Carnival to produce a tasty series of all-new cocktails served at this unique vintage-themed cocktail “pharmacy.” Let our cocktail specialists prescribe you something from the bar, with both nonalcoholic and alcoholic elixirs to remedy what ails you. Or, create your own custom concoction from a variety of unique ingredients.

Blueiguana Tequila Bar

A spot that's intriguing by night and friendly anytime, step into the Havana Bar and be transported to antebellum Cuba preserved today in old postcards, vintage literature… and classic delicacies. Take in great ocean views as you try something authentically Cuban, like café Cubano (that’s Cuban coffee!) or handcrafted Cuban cocktails (think daiquiris, mojitos and more). And this spot definitely doesn’t cool down when the sun goes down, with music and dancing keeping things hot well into the night.

The chance to complete an awesome challenge, high above it all… now that's what you want in a good ropes course. An awesome ropes course, however, will let you do all that with a cool sea breeze and a view to match! Not sure that navigating a high-up-there challenge is for you? Did we mention that on this one you'll be safely strapped in, emboldening you to take on the kinds of challenges you may not normally feel up to? Here everyone — even kids — become thrill-seekers, testing their ability to make their way around the course, which features two levels of challenge, letting you increase or decrease the toughness as you go. So take to the sky!

Grand Princess cruise ship bound for Adelaide suffers dual COVID-19, gastroenteritis outbreaks
SA Health says a cruise liner bound for Adelaide from Queensland is dealing with outbreaks of both COVID-19 and gastroenteritis.
Key points:
- SA Health says a cruise ship heading to Adelaide is dealing with outbreaks of COVID and gastro
- SA Health has not confirmed how many people on board are infected
- SA is experiencing a rise in both gastro-related illnesses and COVID cases
The Grand Princess — operated by Princess Cruises — is expected to arrive in Port Adelaide on Monday.
Grand Princess passenger, Maureen Monk, said there was a lack of communication onboard that she believed created an "unsafe environment" for passengers.
"The communication was not there at all, none of the guests really knew what was going on," she said.
Ms Monk set out on a 14-day cruise around Australia on the Grand Princess but said it became apparent on the second day of her trip that some passengers were becoming unwell.
"The first two days there was nothing in place … we took it upon ourselves to sanitise, which a lot of people weren't doing," she said.
Ms Monk said crew began serving guests food, including at buffets, due to illness and staff were stationed near hand-washing points.
"I felt so sorry for them," she said.
SA Health has not confirmed how many people have been infected with either COVID-19 or gastroenteritis on the ship, which has a total capacity of 4,000 including crew.
Ms Monk said she noticed an increasing number of passengers confined to their rooms.
"There was a cabin across from me that was served breakfast, lunch and dinner for 10 days," she said.
Ms Monk said the captain announced there were COVID-19 cases on board about a week after they said people were sick with gastroenteritis.
"Speaking to other guests, it was quite common that the person they were travelling with was confined, or just come out of confinement, or sick," Ms Monk said.
"If there was two in the room and one was sick, one could leave and one couldn't.
"[The rules] didn't make sense to me."
The ship's operator, Princess Cruises, didn't respond to questions by the ABC.
In a statement, SA Health said the cruise ship operator has strict processes to manage outbreaks of communicable diseases.
'Significant COVID spike' in SA
South Australia has been experiencing a rise in gastro cases , as well as being in the middle of a COVID wave.
"There's a significant COVID spike underway and that's having an impact in the community," South Australia's Premier Peter Malinauskas said.
On Friday, SA Health reported a total of 2,493 COVID-19 cases for the previous week — 793 cases more than the previous reporting period.
SA Health said there were 33 patients in hospital during the reporting period, including three in intensive care.
"When we see a spike of the number COVID cases in an environment when people aren't testing themselves anymore you know there's a lot in the community," Mr Malinauskas said.
"It's having an impact on the health system."
