SG Arrival Card (SGAC) with Electronic Health Declaration

You can submit the SGAC via:

  • SGAC e-Service  (submit online here) ; or
  • MyICA Mobile application - Download the official app for free from the  App Store (iOS)  or  Google Play (Android)  and enjoy seamless submissions with the MyICA Mobile app. Travellers are encouraged to download the MyICA Mobile application for your own convenience. The profile-saving function in the app can auto-populate relevant profile information for your subsequent trips to Singapore.  Find out how the MyICA Mobile app can bring convenience to you on-the-go.

SGAC submission is free of charge.  ICA  does not  support or endorse services offered by commercial entities assisting to submit the SG Arrival Card at a fee. They are not affiliated with ICA.

All travellers are required to submit the SG Arrival Card before arriving in Singapore, except:

  • Those transiting/transferring through Singapore without seeking immigration clearance; and
  • Residents (Singapore citizens, Permanent Residents, Long-Term Pass holders*) travelling through Woodlands and Tuas Checkpoints.

*Long-Term Pass holders include holders of Student’s Pass, Dependant’s Pass, Long-Term Visit Pass and Work Pass

You are required to submit the SGAC within three (3) days (including the day of arrival) before arrival in Singapore .* This is to avoid unnecessary delays during immigration clearance upon your arrival.

*For example, if you are arriving in Singapore on 30 Jun 2023, you can submit your declaration from 28 Jun 2023 onwards.

  • At the  SG Arrival Card e-Service , you may begin the submission by selecting one of the two options:

[Updated] Facilitating the resumption of travel with the Vaccinated Travel Framework

[Updated 24 August 2022]

Since its launch on 1 April 2022, the Vaccinated Travel Framework has allowed all fully vaccinated travellers to enter Singapore without serving a Stay-Home Notice (SHN) or applying for entry approvals.  All countries/regions are currently classified under the General Travel or the Restricted Category and accorded border measures by individual travellers’ vaccination status. All countries/regions are classified under General Travel Category with no countries under the Restricted Category. This will be adjusted according to any developments to the local and global COVID-19 situation.

Travellers who tested positive for COVID-19 should defer their travel plans to Singapore and not board commercial flights or ferries, as they may infect fellow passengers and crew. They should only resume their travel after testing negative, at least 72 hours from the time they first tested positive. 1

1  Or on Day 7 for vaccinated persons (and children below 12 years old) if they continue to test positive. Non-fully vaccinated persons aged 12 years and above should only resume travel on Day 14 if they continue to test positive.

Updates on Border Measures for General Travel Category

[Updated]  From  28 August 2022 2359 hours,  all non-fully vaccinated travellers are no longer required to undergo a 7-day SHN and take a Polymerase Chain Reaction COVID-19 test at the end of their SHN period. They are still required to take a PDT within  2 days before departure for Singapore 2  and test negative before departing for Singapore.

Removal of Pre-Departure Test (PDT) Requirements

Under the framework, fully vaccinated travellers and non-fully vaccinated children aged 12 and below are permitted to enter Singapore, without entry approvals or taking Vaccinated Travel Lane (VTL) transport. Meanwhile, those arriving via land checkpoints are not required to take pre-departure or on-arrival COVID-19 tests. 

From  26 April 2022 0001 hours , all fully vaccinated travellers and non-fully vaccinated children aged 12 and below arriving via air or sea checkpoints will no longer be required to take a PDT before departing for Singapore 1 . This means that fully vaccinated travellers and those who are well will not require any tests to enter Singapore.

Removal of entry approval requirements

[Updated]  From  28 August 2022 2359 hours, non-fully vaccinated Long-Term Pass Holders (LTPHs) and Short-Term Visitors (STVs) aged 13 and above are no longer required to apply for entry approval to enter Singapore.

LTPHs will continue to be required to meet all Vaccinated-Differentiated SMMs (VDS) requirements after their arrival in Singapore due to their longer length of stay. STVs are required to purchase COVID-19 travel insurance to cover the duration of their stay in Singapore.

In addition, from  1 May 2022 , fully vaccinated non-Malaysian Work Permit Holders no longer need to apply for entry approvals to enter Singapore. Non-Malaysian Work Permit Holders (WPHs) holding an In-Principle Approval (IPA) in the Construction, Marine Shipyard and Process (CMP) sectors no longer need to apply for entry approvals. Instead, they will need to book a slot at the Onboard centre to undergo onboarding upon arrival. Please refer to  MOM website  for details. 

A summary of the border measures for the General Travel Category and the Restricted Category under the Vaccination Travel Framework is found in the table below. Travellers are strongly advised to check the  SafeTravel website  for the latest border measures before entering Singapore.

1  From  1 May 2022, non-Malaysian WPHs holding an IPA will need to undergo a two-day Pre-Departure Preparatory Programme (PDPP), if PDPP is available in their source countries (currently Bangladesh, India and Myanmar), before entering Singapore. More details of the PDPP and the list of PDPP providers can be found here.  

2  The following PDTs are accepted: Polymerase Chain Reaction (PCR) test, professionally administered Antigen-Rapid Test (ART) or ARTs supervised by licensed Singapore providers (including remotely supervised ARTs). Please refer to https://go.gov.sg/remote-art-overseas-sg for a list of approved remotely supervised ART PDT providers.

3  Non-fully vaccinated LTPHs aged 13 – 17 years entering Singapore should complete the full vaccination regime after arriving in Singapore.

$  Non-fully vaccinated Long-Term Pass Holders (LTPHs) and Short-Term Visitors (STVs) aged 13 and above are now allowed to enter Singapore. LTPHs will continue to be required to fulfil vaccination requirements after their arrival in Singapore due to their longer length of stay.

%  Travellers are subjected to Restricted Category border measures regardless of vaccination status if their 7-day travel history includes Restricted Category countries/ regions. 

^ There may be administrative, health, and vaccination requirements that are in addition or differ from the measures above. Check  SafeTravel website  for details.

&  Refer to  go.gov.sg/remote-art-overseas-sg  for a list of approved remotely supervised ART PDT providers, and the travellers and countries/regions that this service applies to.

@  The charges for 7-day SHN at a dedicated SHN facility currently amount to $1,015.

+  Travellers will be notified of their test appointment closer to the date of their exit PCR test.

Updates to charging policies for vaccinated travellers

With the introduction of the Vaccinated Travel Framework, the charging policies will be streamlined for SCs/PRs/LTPH travellers, if they develop onset of symptoms or test positive for COVID-19 upon their return to Singapore.

Patients who are required to pay for their medical bills may continue to tap on their regular healthcare financing arrangements to help pay for their bills.

There is no change to the charging policy for all Short-Term Pass Holders– the individual remains responsible for any COVID-19 medical bill incurred, throughout their stay in Singapore.

Navigating travel in a post-Covid-19 world may seem daunting with the many requirements necessary before flying into Singapore. To make the arrival process smoother for travellers, Changi launched the Safe Travel Concierge in April 2021, a one-stop portal to guide travellers on the pandemic protocols in Singapore.  

Safe Travel Concierge works like a personal concierge service where you can easily book and pay for your arrival swab test at Changi Airport, as well as be guided through all the necessary pre-travel requirements. The portal considers your profile and trip details, so you have everything conveniently saved in your account and prepared when you arrive. Here is a guide and some tips on how to use the Safe Travel Concierge so you can plan your trip to Singapore with ease of mind.

It's free, easy and you don’t even have to download an app! Go to the Safe Travel Concierge website and sign up for an account. You will receive a verification email sent to the registered email address. Simply enter the code in the sign-up page to be successfully registered.

2. Set up your profile and add in details of your upcoming trips

Key in your personal details such as your name, passport number and nationality. After setting up your account, you can add trips. You will be asked for your flight details such as your flight number, arrival date and airport you are flying from.

Travelling with your family? You can easily copy the trip details and book an arrival swab test for them as well.

Your details will be saved under the account you’ve created on the Safe Travel Concierge website for future reference so you can retrieve them easily.

3. Book your arrival swab test at Changi

All travellers to Singapore Changi Airport, including Citizens and Permanent Residents, must take the swab test upon arrival.

After adding your trip details, you will be prompted to book your arrival swab test at Changi Airport, officially known as the on-arrival Covid-19 Polymerase Chain Reaction test. You will need to enter your address in Singapore where you will be waiting for your test results. 

After making payment, you will receive a booking confirmation email with a QR code. There is also the option to save it to your phone as an image so you can easily present it on arrival. Make sure you have your powerbank on you so that your phone is always charged in any event that you may need it. In case your flight is delayed or your travel plans change, don’t worry! Simply log into your account to edit or cancel your trip and swab test booking. You can do this up to 7 days after your scheduled booking slot. If you are unable to turn up for your Covid-19 test, you will receive an automatic refund. Do note that all cancellations and refunds are subject to a S$3 cancellation fee per booking.  

4. Go through your checklist for other pre-travel requirements before flying to Singapore

Depending on the travel arrangement you are on, you will be prompted by the Safe Travel Concierge to complete the other pre-travel requirements before flying to Singapore, such as purchasing a pandemic travel insurance plan to cover you for any Covid-19-related medical treatment and costs in Singapore.

Mobile Pre-departure COVID-19 PCR Test

Travelling soon? Enjoy the convenience of a home-based pre-departure polymerase chain reaction (PCR) swab test, where our medical personnel will administer the test at your home / preferred location. Note:   A 20-hour advanced booking is required. This service is only applicable for addresses in mainland Singapore and excludes Sentosa. All tests will be conducted in one appointment and location. This service does not include serology test and is not suitable for those travelling to countries which require IgM or anti-bodies tests.

The COVID-19 PCR swab test directly detects the presence of the COVID-19 antigen in an individual. It is the most accurate and definitive test for COVID-19.

Please do check the testing window requirement and ensure the test is completed within the time-frame for your destination country.  Test results are available 24 hours after the test is conducted . Validity period of the test varies according to travel destination. If a re-swab is required due to inconclusive results, travellers may need to re-purchase the test.

Can i do a covid-19 swab test even if i am not travelling  .

Yes you may choose to do an voluntary COVID-19 PCR Swab Test. COVID-19 PCR Swab Test can be conducted for individuals on anyone, as well as for travellers.  No prior approval required. 

What if the COVID-19 PCR Swab test results fail to be ready on time? 

Kingsway Medical Clinic works with multiple authorized Laboratories appointed by the Ministry of Health (MOH) for our COVID-19 PCR Swab and Serology Test. 

In the event that results are not furnished within 3 hours of your flight departure due to exingencies of service on the part of our clinic of laboratory partners, we will provide a full refund of the cost of test. 

What if the Pre-departure COVID-19 PCR Swab test is positive / inconclusive? 

Positive Results - You may consult our doctors if you feel unwell. If you are well, do isolate yourself for 72 hours according to prevailing guidelines.

Inconclusive Results - a repeat test is required, please note that this will be chargeable.

askST: Do I still need to take PCR tests to travel? What are S'pore's latest border measures?

SINGAPORE - Vaccinated travellers will be able to enter Singapore from more countries and with fewer Covid-19 tests as the country resumes its border reopening following a three-month pause.

The Straits Times looks at the key changes in Singapore's border restrictions:

1. For all travel (air, sea and land)

What are the changes that will apply to travellers from 11.59pm on feb 21.

First, the travel history requirement will be cut from 14 to seven days. This means that a passenger's travel history prior to the past seven days will not affect his ability to travel to Singapore.

Second, the stay-home notice (SHN) requirement for travellers will be standardised at seven days for those who must quarantine after arriving in Singapore. Currently, it can go up to 10 days for those arriving from countries deemed to be of high risk for Covid-19 infections.

The new measure means that most arrivals not under the Vaccinated Travel Lane (VTL) scheme will face a seven-day isolation requirement, regardless of which country they are from.

Third, VTL travellers will no longer need to test themselves daily for Covid-19 with an antigen rapid test (ART) kit from Day 2 to Day 7 after their arrival.

Fourth, VTL travellers will no longer need to take an on-arrival polymerase chain reaction (PCR) test. This will be replaced by a supervised self-swab ART at a testing centre. The test must be taken within 24 hours of their arrival in Singapore.

This rule update also applies to non-VTL travellers from Macau, China and Taiwan.

Last, vaccinated long-term pass holders, except work permit holders, will no longer have to obtain a vaccinated travel pass or an entry approval to enter Singapore.

Work permit holders and short-term visitors should continue to obtain a vaccinated travel pass if entering through VTLs.

This excludes work permit holders in the construction, marine shipyard and process sectors and other dormitory-bound work permit holders, who are not allowed to enter Singapore via VTLs.

2. For air travel

A) what are the new countries and regions that will be added to the vtl scheme.

The VTL scheme allows travellers who are fully vaccinated against Covid-19 to enter Singapore without having to serve quarantine. VTLs are generally unilateral moves by Singapore.

On Feb 25, VTLs for Qatar, Saudi Arabia, Hong Kong, the United Arab Emirates will take off. Short-term visitors and eligible work permit holders can apply to travel under the scheme from 10am on Feb 22.

On March 4, VTLs for Israel and the Philippines will start. Short-term visitors and eligible work permit holders can apply to tap the scheme from 10am on March 1.

The VTL for Thailand will be extended beyond Bangkok to include flights from all Thai cities. Airlines can operate designated VTL flights from these other cities once they get approval from the Civil Aviation Authority of Singapore.

By March 4, 15,000 air travellers will be allowed to enter under the VTL scheme daily, up from the current cap of 5,000.

b) What will change in Singapore's stance for travellers from Hong Kong?

Currently, all travellers from Hong Kong can enter Singapore without having to serve quarantine. But following the Health Ministry's review of the Covid-19 situation in Hong Kong, this arrangement will stop at 11.59pm on Feb 24.

It will instead be replaced by a VTL for Hong Kong travellers. This means only travellers vaccinated against Covid-19 can enter Singapore without having to quarantine.

The VTL for Hong Kong will start on Feb 25.

c) What are the on-arrival Covid-19 testing requirements for air travellers?

Currently, VTL air travellers have to take an on-arrival PCR test at Changi Airport. This test costs $125.

In addition, they will have to test themselves for Covid-19 with ART kits from Day 2 to Day 7 after their arrival if they plan to leave their place of accommodation.

These two sets of testing requirements will stop at 11.59pm next Monday (Feb 21). They will be replaced by the standardised testing requirement of a supervised self-swab test.

The authorities had earlier allowed arriving VTL air travellers to clear their pre-departure test requirement through a professionally administered antigen rapid test.

The latest move thus means that air travellers entering through VTLs can avoid the more expensive PCR test for the first time since the scheme started in September last year.

3. For land travel

A) what are the changes in the singapore-malaysia land vtl.

More travellers can now buy bus tickets for quarantine-free travel between Singapore and Malaysia via the Causeway.

The Ministry of Trade and Industry said on Wednesday (Feb 16) that it will lift a 50 per cent limit imposed on the land VTL arrivals since December.

From next Tuesday, 2,160 travellers can enter Singapore daily under the land VTL with Malaysia.

b) What are the on-arrival testing requirements for the land VTL?

Currently, travellers must take a supervised self-swab ART upon arrival at the two designated bus terminals in Singapore.

They will also have to swab themselves daily on Days 2 to 7 after their arrival.

These two requirements will stop at 11.59pm on Feb 21 and be replaced by the new standardised requirements.

4. For sea travel

Can i now take a round trip to batam and bintan without having to serve quarantine.

Singapore does not have a VTL for entry by sea currently. So while it is technically possible for a traveller to go to specific areas in Batam and Bintan without having to serve quarantine, he will have to serve a seven-day SHN when he returns.

But on Feb 25, Singapore will launch a sea VTL arrangement with Batam and Bintan.

Applications for the Vaccinated Travel Pass will open at 10am on Feb 22.

The arrangement will initially allow 350 travellers weekly each from the Nongsapura International Ferry Terminal and the Bandar Bintan Telani Ferry Terminal.

As with the VTLs for land and air travel, VTL sea travellers must take a pre-departure test that can either be a PCR test or a professionally administered ART.

They must also take a supervised ART within 24 hours after their arrival in Singapore and remain isolated until their result is confirmed to be negative.

From 1 December 2020, in Singapore, you are able to get tested for COVID-19 with the Polymerase Chain Reaction (PCR) Swab Test without requiring prior approval or proof of travel*. You will also be able to take other tests including COVID-19 Serology (IgM) Test.

Now available at over 36 clinics in the Raffles Medical clinic network, select clinics are operational 24/7.

*Prior approval from the Ministry of Health (MOH) is still required to conduct the Polymerase Chain Reaction (PCR) Swab Test and Antigen Rapid Test (ART) at Raffles Medical clinics located in Changi Airport Transits 1, 2, 3 and 4.

What are the available timings for home-based pre-departure PCR test?

Appointment Timings

Mondays to Fridays (excluding Public Holidays):

For weekdays after 6pm, Saturdays, Sundays, Public Holidays, a surcharge of $150 applies.

A minimum 20-hour advanced booking is required.  

This service is only available for addresses in mainland Singapore, and is not available for addresses in Sentosa island.

How long do I have to wait for the result?

Frequently Asked Questions about COVID-19 tests

Yes you can request to take a COVID-19 polymerase chain reaction (PCR) swab test voluntarily from 1 December 2020.

Costs of the COVID-19 tests are available on the Raffles Connect app.

You can book a COVID-19 tests via the Raffles Connect app which is free for download for via iOS and Google Play stores.

Note that you must download the latest version of the app, version 3.5.0 and above in order to do so.

You can make payment via credit or debit card on Raffles Connect.

No you do not, all appointments will be booked through the Raffles Connect app. After successful purchase of the COVID-19 tests and booking of appointment, a confirmation email with details of your appointment will be sent to your email.

48 hours before your appointment, a reminder will be sent via SMS to you.

From 1 December 2020, there is no eligibility criteria for taking a COVID-19 test.

Please bring along your identity card or passport.

If your swab test is for travel purposes, please bring along your passport and have your flight details on hand.

There are no subsidies for COVID-19 tests for travellers – leisure or business. For voluntary testing there are also no subsidies.

COVID-19 tests results for COVID-19 PCR and COVID-19 Serology (IgM) will be available within 24 – 36 hours of the administration of the respective test.

For the COVID-19 Antigen Rapid Test the results will be available within 15 minutes of administration.

This turnaround time includes public holidays and weekends.

COVID-19 test results will be sent to the individual’s email address provided.

If you take the COVID-19 PCR and the COVID-19 Serology (IgM) test at the same time the results will be shared together.

For the COVID-19 Antigen Rapid Test, results will be available within 15 minutes of administration.

The COVID-19 PCR swab tests directly detect the presence of the COVID-19 antigen in an individual and detects active COVID-19 infections. This is the globally accepted test standard for COVID-19.

The COVID-19 Serology (IgM) test detects the presence of antibodies to COVID-19 which is a marker of past infection. Individuals who have been infected with COVID-19 more than 10 to 14 days ago will have a positive serology test.

All COVID-19 tests purchased via the Raffles Connect app can be cancelled in-app. Please go to "View My Tests" to do so.

Cancellation must be made at least 48 hours before your test appointment or you will be charged the full amount.

For eligible cancellations, a cancellation fee of SGD 10 applies and it will be deducted from your refund.

It can take up to 14 business days for the amount to be returned to the credit/debit card used to purchase the test.

Details of how to reschedule your appointment is available via the confirmation email that is sent to your registered email address.

Travellers must complete the pre-requisite COVID-19 tests within a specific testing window before the departure flight.

Kindly note: For leisure or business travellers, please note that travellers are responsible for checking your appointment and testing window is in line with your destination country’s guidelines and requirements.

Which COVID-19 Pre-Departure Tests Should You Take?

If you are traveling to countries that require COVID-19 PCR test for entry, you can take the nasal swab PCR test. The saliva-based PCR test is for those who are traveling to countries that accept saliva-based tests. The list of countries accepting saliva-based PCR tests can change anytime so it is recommended that you check the most recent travel advisories from the destination country before booking your pre-departure PCR test. To be eligible for the saliva-based PCR test, you need to be at least 6 years old and above and have no acute respiratory infection.

COVID-19 Testing: All the Essentials You Need to Know

  • If you have been exposed to COVID-19 but you have no symptoms, you can wait for at least 5 days after the exposure before getting tested. You might not be able to get an accurate result if you test too early.
  • If you are exposed to high-risk settings, you may be required to get a test as part of a routine screening testing program.
  • It is highly recommended to get yourself tested if you will have contact with people who are at a higher risk for COVID-19.

COVID-19 PCR and COVID-19 Serology Antibody test results will be available within 24 – 36 hours of the administration of the tests. You will receive your COVID-19 test results to the email address you provided. A text notification via SMS will be sent once your results have been delivered.

6. If I take more than one COVID-19 test, will I get my results at the same time?

If you take the COVID-19 PCR and the COVID-19 Serology Antibody test at the same time, you will receive the results at the same time.

7. What’s the difference between the COVID-19 PCR test and the COVID-19 Serology Antibody test?

The COVID-19 PCR Swab Test screens for the presence of the COVID-19 antigen in an individual. It can tell whether or not the individual has the virus, very early on. Pre-Departure COVID-19 PCR Swab Test results may return as inconclusive. In that event, a repeat test may be conducted and is chargeable. A swab test is done to test for the presence of a current infection. It is also known as the RT-PCR (Real Time- Polymerase Chain Reaction) swab test. The usual turnaround time for the test result is about 12 to 48 hours . Please opt for a Rapid Swab for test results to be out in about 3 to 6 hours after the test sample has been submitted to the lab. A serology test (through blood-taking) helps to determine a past infection. It is also known as the IgG/IgM (Immunoglobulins) antibody test.

The swab test will take 15 minutes while the serology test will take 15 to 30 minutes. Please note that before performing the swab or serology test at your home, our staff will spend 5 minutes verifying some of your personal particulars such as your name and IC/passport number.

Jaga-Me’s operating hours are from 8.00am to 5.30pm (Weekdays) and 8.00am to 12.30pm (Weekends) .

For urgent pre-departure tests and Persons on Stay-Home Notice swab tests, please submit and confirm your swab test booking requests by 12pm to get your test results on the same day*. If your swab and serology test results are ready after 5.30pm on weekdays or 12.30pm on weekends, they will only be issued at 8.00am the following day.

Yes, a false-positive swab test is possible. The swab tests are done according to the Ministry of Health’s guidelines that follow the World Health Organization’s (WHO’s) recommendation of at least 80% sensitivity and 97% for specificity. As such, the swab tests will be able to identify at least 80% of individuals who are infected with COVID-19, and will show 3% of false-positive results in healthy individuals. In such cases, a second swab test is recommended.

Jaga-Me possesses the capability to conduct testing for children at home, however please take note of the minimum age as follows:

Swab test: 3 years old

Serology test: 12 years old

Your health certificate will be issued to the email address that is indicated on the service request form.

In compliance with MOH regulations, we will only be able to send your health certificate to a maximum of 2 email addresses.

If your health certificate has yet to reach your inbox, do check your junk mail and spam folders in case it was placed in those mailboxes.

The normal turnaround time is between 12 to 48 hours after the test sample has been submitted to the lab and the urgent turnaround time is within 8 hours after the test sample has been submitted to the lab. Additionally, swab and serology results which come out after 5.30pm on weekdays or 12.30pm on weekends will only be sent over at 8.00am the next day. Thus, we do not advise you to have the swab and serology test done on the same day as your flight. This is to take into account any delays.

Travellers are responsible to check the latest travel and COVID-19 test requirements to countries of interest. Jaga-Me will not be held liable for any missing tests.

We apologise for the unsuccessful serology test. Each JagaPro will only be allowed to attempt a serology test twice on each person. If the second serology attempt was unsuccessful, we will send over a second JagaPro to get your serology test done. You will only be charged $67 (after GST)  if you booked a serology test for yourself at one location, and all attempts were unsuccessful. The remaining amount will be refunded to you.

If you booked a serology test for multiple persons at the same location, and there was a mix of successful and unsuccessful serology tests, you will only be charged for the successful serology tests. The remaining amount will be refunded to you.

Failure to turn up for the appointment (no show) for more than 30 minutes will be regarded as cancellation on the spot with no refund.

Do I need to make an appointment to do the testing? – PCR Test Singapore

We would highly encourage you to make an appointmen t before heading down to any of DTAP’s clinics for the COVID 19 PCR swab. This is to ensure safe distancing is adhered to. Your health and safety are of our priority.

Do I need to prepare anything before I come for the test?

No. There is no special preparation that needs to be done before coming for the test. There is NO need to clean your nose with any substances. In fact, that may cause an error in the results.

What is done during the test? Will it be painful? – PCR Test Singapore

A small cotton swab is inserted into each of your nostrils and left in each nostril for a few seconds in order for any liquid in your nostrils to be soaked up by the cotton swab. This is to ensure that the results are accurate. You may feel uncomfortable as the swab is inserted into your nostrils but it would NOT be painful. You may experiencing some tearing form your eyes. The whole process will only take 30 seconds or less.

When will I get the results?

The results will be available on the next working day.

What if I am tested positive for the COVID-19 PCR swab test?

MOH will be notified of the positive results. MOH officers will contact you and will advise you on further actions. You are required by law under the Infectious Disease Act to NOT  leave your home until MOH contacts you with further instructions. Failure to comply with the Infectious Disease Act may mean that you may be fined or jailed or both. You may also be required to undergo additional testing by MOH.

How much will the testing cost? – PCR Test Singapore

The total cost of the testing will be $ 251 (inclusive of GST but excludes consultation).

I heard that COVID-19 PCR swab test is free/$11 for Singapore citizens. How come I have to pay $ 251 for the test?

Free COVID PCR testing or $11 testing is for Singapore citizens who have symptoms and are referred to SASH clinics or if they were required by MOH to do the testing. For persons wanting to pre-departure swab testing for travel purposes, they are not eligible for free or subsidized testing.

What safety precautions has the clinic taken to minimize the risk of spreading the virus to me or other patients if there is a positive case?

Safe distancing practices are adhered to in our clinics. Persons doing the test are only allowed to remove their mask during the performance of the swabbing of the nostrils. The surfaces of the area like the tables and chairs where the swab is taken cleaned after every patient with disinfectant wipes. Samples taken from patients are processed in special equipment that will prevent aerosols (tiny droplets) from escaping into the clinic. The doctor or staff who is in the same room when the swab is being taken will be wearing full personal protective equipment like head net, face shield, N95 mask, waterproof gown and gloves. The glove will be changed for each patient. Also every 2 hours, the room will be thoroughly cleaned with disinfectant.

Cheapest pre-departure COVID-19 PCR and ART tests for travel from Singapore

With Singapore’s borders now reopened to all travellers regardless of vaccination status, travel has truly opened up on a large scale for the first time since the COVID-19 pandemic, and many of the city’s travel-starved residents are busy planning or already taking overseas trips.

In an increasing number of cases, fully vaccinated travellers can thankfully enter several countries without the need to take a pre-departure COVID-19 test, though unfortunately some destinations still require it.

With cheaper pre-departure ART tests now accepted for certain routings as well as the more expensive PCR method some countries still insist on, here’s our latest analysis on where you can get a pre-departure test in Singapore, including a list of the cheapest providers across the city .

Rates for PCR tests now start at S$50 , while you can pick up an approved ART test from S$18 , or S$9 via video call at home (where you provide your own approved test kit, costing a further S$5 or so).

For those phobic of the nasal swab process, there are also saliva-based PCR tests available from S$90 , valid for travel to selected countries. Jump to the list here for details.

Your pre-departure test must typically be conducted within 24 hours to 3 days of your scheduled flight departure time, depending on the test type and your destination country, though do check the exact rules for your routing.

Some countries apply a number of days (rather than hours) principle, while some apply the requirement to your arrival time, not departure, so do be careful.

You’ll be subject to the following pre-departure testing requirements when travelling to some of these popular countries:

Some other countries like Japan and Taiwan also require pre-departure testing, if you are eligible to enter.

Where can you be tested in Singapore?

There are over 800 approved clinics and hospitals across Singapore where you can get a COVID-19 pre-departure PCR test and over 1,100 that should provide an acceptable pre-departure ART test certificate.

These continually updated lists will not only tell you which clinics are approved, but also their contact number, address and opening hours.

Within a 10-minute walk of our own place in East Coast, for example, there are 22 approved PCR testing facilities alone, so you shouldn’t have to go far from your home or office to take the test.

Cheapest clinic pre-departure PCR tests

We contacted over 30 major providers, covering around 300 of the 800+ clinics in Singapore offering pre-departure COVID-19 PCR tests, to check their effective rates as of 17th June 2022.

Cost of COVID-19 pre-departure PCR tests (Clinic)

For families or groups all needing a pre-departure PCR test at the same time, there are also some discounts available with some providers:

  • AcuMed offers a $145.52 in-clinic PCR test rate for two travellers, which is $72.76 per pax .

PCR test turnaround time

Clinics generally offer a 24-hour turnaround time for test results, though you may see some quote up to 48 hours. We’ve never waited more than 24 hours for a standard clinic PCR test result in Singapore.

The best promised turnaround time we’ve seen quoted for a regularly-priced PCR test is within 12 hours of your swab, via MyDoctor SG at S$70, provided you test in the morning.

Travel to China (no more serology test)

Those taking a pre-departure test for travel to mainland China have had a complex series of requirements to fulfil over the last few years, at one point comprising three pre-departure tests (2 x PCR and 1 x PCR plus serology).

Thankfully requirements for those travelling from Singapore have been relaxed recently , with the following now required:

  • A PCR test on the second day before departure
  • A PCR test within 24 hours of departure
  • An ART test at Changi Airport within 2 to 6 hours of boarding (S$38)

For example, if your flight departs at 10am on 18th June, the first PCR test shall be performed any time on 16th June and the second PCR test after 10am on 17th June.

With no more requirement for a serology test, we’ve removed that pricing from the above table of options.

Do note, however, that at least one of the two PCR pre-departure tests must be conducted at clinics or hospitals belonging to the Raffles Medical Group or Parkway Medical Group .

You’re therefore looking at a best-case pricing of S$90 at Parkway, plus S$50 at PDT Swab for the two PCR tests, then S$38 for the pre-departure ART test at Changi Airport (T3 Level 1 Coach Park), for a minimum total testing cost of S$178 per person .

Given the strict 24-hour timing requirement of the second PCR test, you may also need to fork out extra for a rapid test (e.g. S$185 at Raffles Medical, see below).

Cheapest home pre-departure PCR tests

If you’re pressed for time, you can enjoy the ultimate convenience with a home PCR test.

There was previously only a single option (Homage), charging a steep rate for home testing, but now at least ten providers across the city will come to you and collect the swab sample for analysis, allowing you to get on with your day almost interruption-free, especially useful if you’re working from home.

All the providers we checked will swab up to four people at the same address if required, and the per-person cost usually starts to drop the more tests you require, for example if you’re travelling as a couple or a family.

The cheapest options (on a per pax basis) are highlighted in green. Note that some providers apply a surcharge for home testing during evenings, weekends or on public holidays.

Cheapest express pre-departure PCR tests

If you are travelling at very short notice (e.g. the same day) to a country requiring a pre-departure PCR test, some providers are able to offer quick turnarounds with results available in as little as 4-6 hours.

Be warned – it’s not cheap – but if you’re in this situation you are probably flying out for urgent reasons and won’t have a lot of choice in the matter.

There are also some home testing express turnaround PCR test options, as outlined below (cheapest options per pax highlighted in green).

Pcr saliva tests.

If you particularly dislike the regular nasopharyngeal swab (taken through your nose to the back of your throat), which let’s face it isn’t the most pleasant experience, you’ll be pleased to know that Singapore has now approved saliva PCR testing .

In this case the test is far less invasive, since you simply gargle and spit into a tube.

If this is your preference, you’ll need to make sure your destination country accepts saliva-based swabs for pre-departure tests. At the time of writing, the following countries accept saliva pre-departure tests:

Prices start at S$90 including GST. Turnaround time is 24 hours, though some clinics offer a faster turnaround for a higher cost, in addition to some home-based testing options.

Cost of COVID-19 pre-departure PCR tests (Saliva)

Travellers taking the saliva-based pre-departure test are advised to follow these instructions one hour before sample collection:

  • Do not  eat or drink (sipping water is allowed)
  • Do not  brush your teeth or use mouthwash
  • Do not  smoke or chew gum

Saliva antigen rapid tests (ART) are not yet approved for use in Singapore, though hopefully that will change soon and these will of course be cheaper than the PCR version, for countries that accept both saliva-based and ART pre-departure test results (like Australia and the USA).

Cheapest pre-departure ART tests

If you’re travelling to a country that allows you to complete a pre-departure ART test, like the USA, the good news is that this is a lot cheaper than the PCR version.

Results are available within 30 minutes, so there are also no concerns when making short-term travel plans.

Note that self-administered ART tests are not valid for travel purposes. You must do these at an accredited clinic and obtain a certificate to use them as evidence of your COVID-19 status for entering a country. Similarly, the S$15 ART tests at QTCs/CTCs cannot be used for travel.

Lion Health provides the cheapest option at S$18 including GST, followed by Northeast Medical clinics at S$21.40 including GST (no consultation fee for negative result).

We checked with them and they will also provide a results certificate with your personal details suitable for travel, however it cannot be notarised (though this isn’t really necessary for ART test results when travelling to most countries).

Cost of COVID-19 pre-departure ART tests

You certainly shouldn’t be spending more than S$40 for an ART test in Singapore, and there are many clinics offering the service at S$30 or less, including all Raffles Medical locations.

Do note that many clinics in Singapore offering ART tests are more geared up for producing certificates for pre-event testing, rather than for international travel, but provided they can produce a results certificate you shouldn’t have any issues.

Many clinics will also tell you that an ART is not sufficient for pre-departure testing, and that you must have a PCR test, but as we know that’s not the case for many countries, like Australia and the USA. Don’t be talked into paying for an expensive test that you don’t need.

Video ART tests

Following a successful pilot scheme, Singapore now recognises video ART testing (also called “Tele-ART”), where you use your own approved test kit and complete the test under live observation from a clinic representative.

You will then receive a results certificate, typically within around 4 hours, suitable for use as a pre-departure test.

Pricing starts at S$9, but you’ll have to also factor in the cost of your own approved ART kit, which at the time of writing cost around S$5 each.

* Plus the cost of providing your own approved test kit.

This option allows you to take your PDT from the comfort of your own home or office, with the video appointment typically lasting no more than 30 minutes.

Some of these providers offer overnight or 24-hour service, either with or without an additional fee.

Most countries allowing entry with a negative ART test like New Zealand and the USA recognise Tele-ART results, though do note that South Korea explicitly does not permit this method.

Notarised results

Since 10th March 2021, all clinics in Singapore offering pre-departure PCR tests must now offer digital results certificates, to reduce fraud and speed up the departure process.

Most clinics provide a notarised result automatically, but in some cases you may be required to digitally authenticate and endorse the digital test certificate via the government’s Notarise website  before travel.

ART test results can also be notarised in some cases, though this is not necessary for travel to any country accepting pre-departure ART tests.

You’ll receive a QR code by email within 15 minutes of uploading your certificate. The QR code will then be used by the authorities to verify the authenticity of your pre-departure test when you travel.

The easiest way to present the QR code will be via your mobile device, though you can also print and carry a hardcopy version if you prefer.

If you have presented your NRIC at the clinic when having your pre-departure test, the Notarise QR code will be automatically uploaded onto your SingPass app.

The Notarise system can also be used to provide certified vaccination certificates for travel.

What you’ll need to bring

You’ll need your identity card or passport when attending your COVID-19 pre-departure test appointment, plus a valid payment method (remember some clinics accept cash / NETS / PayNow only).

Some clinics also require your flight details if you are having a pre-departure test, even to make an appointment, as they want to ensure the test timing will fall within the applicable pre-departure validity window for your destination country.

They may also ask you to bring your flight details along to the appointment itself.

Be careful with transit itineraries

If you are not making a simple A-B journey involving only one flight, do be sure to check whether your transit itinerary gives rise to any additional test requirements.

Some countries require pre-departure tests for transit passengers, which you’ll have to comply with in addition to any requirements for your final destination country, including stricter test type and timing rules in some cases.

What about overseas tests?

If you’re looking at where to obtain a pre-departure COVID-19 test prior to travel from overseas to another country requiring PDTs (e.g. from the UK to the USA), Singapore Airlines is maintaining a helpful list of available pre-departure test facilities in its primary overseas markets.

If you can’t find details you need for your departure country, other airlines are maintaining similar lists on their respective websites. For example, Emirates has this extensive list of recommended pre-departure test locations.

With overseas travel back, there is unfortunately still a requirement for pre-departure COVID-19 PCR or ART tests before we depart Singapore when heading to some countries, including South Korea and the USA. Generally, when it’s needed, you’ll need to lock in a test 24 hours to 3 days before departure.

It’s definitely worth shopping around, since we found that the most expensive PCR tests (S$200) now come in four times as costly compared to the cheapest (S$50).

Those who hate the nasal swab method can now opt for a saliva-based PCR test for travel to selected countries from S$90.

For ART tests, there’s a good range of options around the S$25-30 mark, with remote video testing now approved and available from S$9 plus your own kit.

Where PCR testing is required, a family of four is looking at up to S$520 in savings by locking in one of the better-value clinics prior to their trip compared to the more expensive ones, making even an couple of Grab rides across town to a more distant testing location almost certainly worthwhile!

There are also an increasing number of competitively priced home testing PCR options, from S$98, while express PCR test costs for last-minute travel have also fallen significantly and now start at S$185.

Even some transit airports are requiring a negative pre-departure test, regardless of your origin / destination requirements, so be careful not to unduly add this cost to your trip if it’s not otherwise necessary.

One thing we can’t complain about in Singapore is the number of options, with over 800 facilities island-wide offering these services, many supporting walk-in, 24-hour opening, home testing and even urgent 6-hour results turnaround.

The May trip to Japan “The Best Of Central Honshu”, was a very good experience especially the Alpine Route. This “Premium Tour” small group was very good, from total strangers became good friends.
