According to the WTTC, global travel and tourism activities directly supported more than 100 million employments in 2012, and this figure is expected to rise to 125 million by 2023. International struggle for tourists is extreme. In 1980, Europe and North America were the world's top tourist destinations, accounting for more than 80% of the worldwide market. 

Over the previous several decades, there have been a considerable number of researches created on the specific issue of tourism activities, with an emphasis on the internal movements of tourism. However, legal scientific study on the nature of tourist regulation is still in its early stages. Furthermore, managers of hospitality and tourist-related firms must grasp not just the day-to-day operations of their organization, but also the legal elements of hospitality and tourism management as a whole.

For instance, every hotel or restaurant must follow safety of food and rules to maintain the pureness of the food served to consumers. Eateries must follow proper food control, and violations can result in a court complaint or a fine. Hotel management is responsible for ensuring that their premises are safe to live in and use in the lodging sector:

  • It is a legal right to travel.
  • Transportation that is both dependable and safe must be easily available.
  • Lodgings should be available to all travelers.
  • The traveler must be accommodated in a safe and appropriate manner.
  • Travel and lodging expenses must be affordable.

22 U.S. Code § 2124 - Tourism Policy Council

In order to ensure that the United States’ national interest in tourism is fully considered in Federal decision making, there is established a coordinating council to be known as the Tourism Policy Council (hereafter in this chapter referred to as the “Council”).

Members of the Council shall serve without additional compensation.

The Council shall conduct its first meeting not later than 6 months after October 11, 1996 . Thereafter the Council shall meet not less than 2 times each year.

Where necessary to prevent the public disclosure of non-public information which may be presented by a Council member, the Council may hold, at the discretion of the Chairman, a closed meeting which may exclude any individual who is not an officer or employee of the United States.

The membership of the President of the United States National Tourism Organization on the Council shall not in itself make chapter 10 of title 5 applicable to the Council.

The tourism sector is booming more than ever. The fact that the revenue travel and tourism market is anticipated to reach approximately US$ 854.80bn in 2023 contributes to the industry’s expansion. According to a Statista analysis, Revenue is anticipated to rise at a rate of 4.41% per year (CAGR 2023–2027), with a predicted market value of US$1,016.00 billion by 2027. There has always been a need to govern and monitor the patterns and execution of specific laws and regulations which keep things and stakeholders organized given the expanding demand for different parts of the tourism industry. Tourism In simple terms, specific rules governing the travel and hospitality industries are referred to as tourism law. The tourism industry is dependent on several factors. The World Tourism Organization launched an information service on tourism legislation on its main website. By 1998, the document centre had amassed more than 2000 pieces of legislation governing the key sectors of travel and tourism in more than 140 nations.

Due to the diversity of tourism, there isn’t a single object that can be referred to as a tourist law. However, laws are often used in the tourism sector to control, authorize, encourage, empower, or outlaw the commercial and recreational activities of both visitors and service providers. Additionally, there are laws recognising the rights of tourists as well as contract laws governing the relationships across industry sectors. 

According to Ronaldo A. Kaiser (Travel and Tourism Law, 1994), tourism laws create and define seven basic concepts:

  • Travel is a legal right.
  • Safe and adequate accommodations must await the traveller.
  • Reliable and safe transportation must be readily available.
  • All travellers should have access to such accommodations.
  • Travel and accommodation costs must be reasonable
  • Regulation of the travel and tourism industry is necessary, and 
  • A redressal mechanism for transgressions of rights and regulations is necessary.

What should all be included by the tourism legislation on the bucket list is the primary issue that arises. In general, tourist law would aim to clearly and unambiguously define the duties and obligations of the various tourism-related sectors towards both the customer and the service providers. The following functional areas can be used to categorize the numerous tourism laws that have been developed or introduced around the world:

  • Those related to the protection of tourists
  • Those related to border controls,
  • Those related to quality services
  • Those related to the protection of the environment
  • Those related to the conservation of historical sites and monuments
  • Those related to economic development
  • Those determine the relationship between various segments of the tourism industry.

Nevertheless, more and more areas are being added, such as visitor safety, health and hygiene, and privacy protection, in addition to numerous environmental laws and regulations that have developed over time.

The growth of tourism as a significant industry has highlighted the necessity for a positive working relationship between travellers and service providers. Let’s understand why we need a tourism law.

The goal of travel legislation, according to the World Tourism Organization (UNWTO), is to provide a legal framework for the proper growth and administration of tourism-related activities. Ideally, this will contribute to the protection of cultural traditions as well as natural resources. Additionally, travel businesses and customers are given fundamental legal protection. However, there is a notable lack of enforcement of tourism legislation worldwide, hence, it is understandable that popular nations also struggle to monitor and enforce regulations designed to safeguard tourists.

List of Tourism Laws in India

Tourist laws currently in effect are identical to those that are governed by Indian law and the judiciary. Numerous laws have an effect on or are associated with tourism, both directly and indirectly. 

The Indian government has not enacted any tourist legislation or any central tourism legislation. However, in 2002, the National Tourism Policy was formed for the growth and promotion of the tourism industry, and it incorporates fundamental principles for preserving the interests of travellers and tourism firms. Tourism law utilizes aspects of contract law, employment issues, tourism and hospitality procedures, antitrust rules, regulatory and agency compliance mechanisms, and substantive areas of aviation, maritime, innkeeper, transportation, and public charter laws. It also spans the areas of tort, criminal, contract, corporate, administrative, and constitutional law. Tourism law is found in national and local, common, and civil traditions, customs, and international treaties. Jurisdiction and procedural rules often determine the outcome of tourism lawsuits based on purchase locations, contract formation, places of service provided, forum nonconveniens, and the application of choice of law rules (Dickerson 2011 ).

Legal Issues in Tourism

Airline legal issues include overbooking, lost luggage, frequent flyer mileage disputes, delays and cancellations, unlawful restraint of passengers, passenger air rage, flight attendant air rage, crash and collision, death and injuries, and airline ticket price fixing. International air travel is frequently governed by the agreement between States Parties known as the Montreal Convention for the Unification of Certain Rules for International Carriage by Air (1999). The treaty was sponsored by the United Nations International Civil Aviation Organization and has been ratified by states that seek to replace the Warsaw Convention (1929).

Hoteliers are frequently in court for issues involving overbooking, bait and switch schemes, rape, theft, hotel safes, fire, lifeguard, and pool safety. Restaurant lawsuits result from coat check liability, food poisoning, and misuse of alcohol. Hotel and restaurant legal issues are generally governed by municipal, local, or national statutes, cases law, as well as the contract between the guest and the innkeeper. Hotel law harmonization governing hotelier-guest liability has been drafted, but not ratified, in the Convention on the Hotelkeeper’s Contract of the International Institute for the Unification of Private Law (Barth 2011 ).

Cruise law includes port skipping, ticketing, discrimination, food poisoning, onboard virus, typhoid fever, SARS, rape, child safety and supervision, and many other issues governed by hotel and restaurant law. Cruise industry law encompasses admiralty, ocean, and corporate law, as well as international and ocean laws, and the contract of passage. The Athens Convention, relating to the Carriage of Passengers and their Luggage by Sea (1974) and the Protocol (2002), provides that carriers can be held liable for loss or damage suffered by a passenger resulting from fault or negligence of the cruise line. The Athens Convention also limits cruise line liability and, depending on its nationality, may include insurance, financial security, and jurisdiction requirements (Gore 1995 ).

Tour operators face liability for negligent hiring, personal injuries, breach of contract, and particularly with adventure tours, snorkeling, skydiving, hang gliding, and the failure to warn of hazardous conditions. Tour operator liability is generally governed by state common and statutory laws which vary greatly depending on the jurisdiction. Public charter regulations typically state that the tour operator is the “principal” and, as such, is liable for all defaults in the tour, regardless of fault, except when physical injuries are caused by third parties. These regulations typically penalize the tour operator when it makes changes in the itinerary. Motorcoach legal problems include crash and collision, death and injuries, and being lost in a foreign country because the driver is untrained (Anolik 1995 ).

Rail issues involve deregulation, privatization and state support, sexual harassment, crash and collision, and death and injuries. The rental car industry faces legal issues with bait and switch schemes, unbundling price schemes, negligent entrustment, GPS tracking devices, airport service charges, rental car theft, and destruction of property.

The seller of travel is a person, business entity, or other legal entity that sells, provides, contracts for, represents, or arranges travel services as an intermediary between the provider and the consumer. An agent is a person or company authorized to act on authority of and on behalf of the principal. The agent remains under the control of principal in dealing with third parties, and all the authorized acts of the agent are imputed back to the principal as if they were done by the principal and not the agent. Many courts find that travel agents owe a fiduciary duty to the customer. In other words, the travel agent is the legal agent of the customer, as well as being the legal agent of the provider of travel. This is a dual agency status of being an agent for both the consumer and the provider. Agents may be company employees, duly authorized individuals, or even independent contractors acting on behalf of suppliers of travel.

The Rights of Tourism and Future Research

The rights of the traveler are increasingly being recognized. The legal classification of the traveler often entails third-party beneficiary rights that may be important to a particular case to distinguish the tourist, consumer, and traveler in contractual disputes with a provider or seller. General cases that apply to many tourism transactions include fraud, misrepresentation, bankruptcy, theft of deposits, and illegal ticket sales (Anolik 1995 ).

Hosts are the locals that have rights regarding tourism when they receive the travelers. The hosts’ connection between culture and tourism is protected under international law as evidenced in treaties and agreements such as the UNESCO World Heritage Convention (1972) to protect host peoples’ cultural landscapes, historic towns and town centers, heritage canals and routes, and intangible heritage such as food, song, and dance, the Statement on the Prevention of Organized Sex Tourism (1995), and the Convention on the Protection and Promotion of the Diversity of Cultural Expressions (2005).

Tourism law, procedures, and remedies depend largely on domestic state-based laws, and therefore jurisdiction issues dominate many lawsuits. Future harmonization of tourism laws will be felt with increased ratification of international treaties and domestic codification of industry standards.

Tourism is a multi-billion dollar industry and Malaysia generated a huge sum of income from tourism. According to the New Straits Times, in the year 2018, tourism generated an income of approximately RM84.1 billion to the Malaysian economy. The industry covers areas such as, inter alia , transportation, accommodation, money exchange, immigration and customs, levy and taxes. 

The tourism and hospitality industry represents a broad range of undertakings, including accommodations, restaurants, tourism destinations and attractions, airlines and other transportation. 

Like any other industries, tourism has its peculiar regulations and sets of rules. The general laws such as contract and tort apply to the tourism industry, while specific laws such as Tourism Industry Act 1992 , Civil Aviation Act 1969 and its rules and regulations as well as the Innkeepers Act 1952 specifically govern the industry in Malaysia.

Tourism Law is a unique area of law which involves general government regulations and specific travel and hospitality industry rules.  According to the United Nations’ World Tourism Organization (UNWTO), the purpose of Tourism Law is to provide a legal and regulatory framework for the development and management of tourism, preservation of cultural traditions, natural resources and facilitate the involvement of the private sector & local communities in tourism development activities. 

Tourism Law also reflects not only the rights of international and local tourists, but also the legal responsibilities of inbound-outbound tour operators, travel agents and other significant players in this industry. The main concern in Tourism Law is to provide a fair and equitable environment for travel consumers and organisations. For instance, Tourism Law comes into play when it involves goods and services rendered and situations where laws are there to ensure restaurants are serving food which are safe to consume and premises which are free from danger. 

Tourism Law also encompasses laws in movement of people and goods across the World. This includes movements by air, sea, rail and road where each mode of transportation applies different sets of rules and international conventions. 

Furthermore, Tourism Law also plays an important role in cases or situations involving terrorism, natural disasters, protests, and disease break-outs where visitors and tourists should be aware of their rights and the safety precaution measures that should or could be taken at the time. Tourism Law provides guides and imposes responsibilities and liabilities to the players in the industry to ensure the safety and the well-being of any tourists or visitors under their care in cases which are out of their control as listed above.

Travel Law are laws which regulate both business and individual behaviour in the travel industry, while International Travel Law refers to ordinances, rules, treaties and agreements which are used to regulate international travel industry. In addition, laws such as common law, contract law, employment law, trust law and tort law govern the international travel law.

Hospitality industry is an industry which involves food service, travel, and lodging industries. Hospitality Law is introduced to regulate hotels, restaurants, bars, country clubs and other public accommodations, so as to provide safety measures within the law to protect the customers.

For example, every restaurant must abide by the food safety and regulations to ensure purity of food being supplied to customers. Restaurants must practice safe food handling and violation can lead to legal suit being initiated or fine being imposed.

On lodging industry, the hotel management has the responsibility to ensure that its buildings are safe to be lived in and used. For example, Section 28 of the Fire Services Act 1988 states that every designated premise including hotels shall require a fire certificate which are to be renewed annually. Section 29 of the Fire Services Act 1988 further states that Fire and Rescue Department shall carry out an annual inspection on the premises to certify that the premises comply with the life safety, fire prevention, fire protection and fire-fighting requirements. For example, the hotel management must ensure that the sign “KELUAR” (Exit) can indicate the escape route. This may inadvertently help to improve the reputation of business as the customers can rest easy by knowing that the place is safe in the event fire breaks out.

Furthermore, safety and security aspects play a very vital role in the hospitality industry. Hotel management shall at all times ensure no uninvited guest in the premise of the hotel and provide adequate measure of protection to their guests from any criminal harm such as robbery and theft of personal belongings arising from their own negligence. On another aspect, it is essential for the hotel management to educate their staffs to avoid or prevent any discrimination made against any guests based on their race and religion. Receptionist and front desk staff shall welcome every guest with open arms because customer service is important in providing a positive image of the hotel to the guests. Providing a safe and crime free staying environment can lead to guest satisfaction resulting in improvement of rapport and good will of the hotel.

Tourism and hospitality industry linked closely with laws and regulations. It helps to ensure both tourists and industry operators come within a fair and equitable environment. It is also very important for industry operators to have the knowledge of it so that they can prevent legal suit being initiated or fine being imposed on them.

This Act which is a consolidation of Senate Bill No. 2213 and House Bill No. 5229 was finally passed by the Senate and the House of Representatives on March 6,2009 and March 4, 2009, respectively.

A bill proposed by the Lee administration, which seeks to allow records from the Tennessee Department of Tourist Development to be exempt from public records laws if the tourism commissioner and attorney general deem them “sensitive,” passed in the House on Thursday, despite pushback over how it could deal a blow to transparency.

The bill, sponsored by House Majority Leader William Lamberth, R-Portland, is modeled after a similar exemption for the Tennessee Department of Economic and Community Development that passed in 1988 and keeps records deemed sensitive secret for five years, with the possibility of an extension for a second five-year term.

The House passed the legislation, HB 1692 , on a 69-14 vote. The bill has not yet been heard in a Senate committee.

Rep. Andrew Farmer, R-Sevierville, presented the bill in the House and repeatedly said the option of secrecy would help Nashville "get the Super Bowl."

"This would allow the department of tourism, in their negotiations with businesses and tourism interests with the state of Tennessee, to keep their trade secrets and proprietary information safe while the negotiations are going on," he said. "This would help entice things like when we get this stadium going in Nashville. This could help us get the Super Bowl, for example, and things of that nature for our mega event funds. We want Tennessee to stay on top of our tourism efforts — that keeps our taxes low and everything running smooth.”

Rep. Justin Jones, D-Nashville, asked Farmer what records would be kept secret under this bill — citing an economic development trip to France and Italy that Lee and other administration officials took last year. Some of the records from that trip were kept secret under the ECD's public records rules, from which this bill is modeled.

Farmer said issues such as international trips are not related to the bill, and when pressed for specific examples of what the bill does cover, again noted the Super Bowl.

"This bill does not deal with that direct issue," he said. "This just deals with business relations here in Tennessee, and hoping to procure more business related to tourism...I believe now (the NFL) have negotiated out to 2027, 2028. That’s the ones they’ve announced. I would think they’re probably in negotiations for 2028, 2029, and 2030. And I would like to see Nashville on that list for the Super Bowl and other mega events that could be available to the state.”

Rep. Aftyn Behn, D-Nashville, also spoke against the bill, pointing to a state regulation that allows for contract records to be destroyed after six years — an assertion Farmer said was "inaccurate," but later supported.

“So in committee, someone said there was confusion whether the statute would apply for two five-year terms or one six-year term, plus two years," Behn said. "But inevitably, the commissioner can keep any detail secret for two five-year periods, 10 years total. Everything can be destroyed before it would possibly see the light of day."

Farmer said this was "partially correct."

"What this bill does is allow for a 10-year period because the issues (tourism) deals with is much larger, and negotiation periods take much longer," he said.

He then said the state regulation regarding records disposal would apply to tourism, but brushed the transparency concern aside because the bill would help "bring big things" to Tennessee.

"The department of tourism would hold records for up to six years," he said. "But here’s the deal: we’re trying to negotiate with businesses and bring big things to this state. We’re not trying to hide things. We’re not trying to pay people, and we’re definitely not going to put them in posh hotel rooms and private jets. We’re not Washington DC. We’re smart with our money in here in Tennessee."

"It just feels that it gives more subjectivity to the commissions on what and when to disclose," Behn said. "Call me old-fashioned, but I believe the public taxpayers and our constituents deserve to know what the government is spending money on, and this diminishes transparency."

Open records advocates in the state previously pushed back against the proposal, calling it overly broad and lacking in true accountability.

"It's particularly concerning from a transparency standpoint, because it gives complete discretion to the commissioner of the department, along with the attorney general, to keep anything confidential that he thinks would be sensitive," said Deborah Fisher, executive director of Tennessee Coalition for Open government. "It's just a very broad definition, and very subjective based on what the commissioner feels is sensitive. If you were trying to get a record, there would be no way to challenge it."

Biden Signs Law Funding New U.S. Tourism Czar

Nearly every other country has a tourism minister or tourism secretary. In a halfway fix, the U.S. Congress passed funding bills Friday that included money to hire an assistant secretary of commerce for travel and tourism.

The U.S. Senate passed key government funding bills Friday evening — with one that included “up to $3.5 million of funding for the office of the assistant secretary of commerce for travel and tourism.

President Joe Biden signed the legislation Saturday, setting up the Commerce Department to fill the role.

Congress created the assistant secretary position in 2022 with the aspiration of ensuring that travel issues receive a more coordinated government focus. A top goal is to enable the U.S. to draw 90 million international visitors a year by 2027.

“Funding this critical position is a step in ensuring the long-term global competitiveness of the U.S.,” said Geoff Freeman , president and CEO of the U.S. Travel Association , which had lobbied extensively to create and fund the position.

The new official’s purpose will be to craft a strategy for maxing out the economic potential of the travel sector in communities nationwide as they vie to attract international visitors and host major conventions and sports events. Partly this will be done by encouraging interagency coordination. The office will sit in the International Trade Administration.

At the Skift Global Forum last September, Freeman cautioned that the position wouldn’t be a ‘panacea’ for issues facing the U.S. travel industry.

“You look at so many of our challenges in the Department of Transportation, the Department of State, the Department of Homeland Security, the Department of ‘Let’s keep people from traveling’ – across the federal government and people in the Department of Commerce are going to be limited in their ability to solve those problems,” Freeman said.

It’s unclear how long the Biden Administration will take to fill the position. In December, the administration swore in Alex Lasry as the new deputy assistant secretary for travel and tourism at the Commerce Department. Lasry oversees the  National Travel and Tourism Office within the International Trade Administration.

Oregon undoes groundbreaking drug decriminalization law

Measure 110, an experiment approved in 2020, gets overhauled as state grapples with fentanyl crisis and growing public drug use

Oregon lawmakers have moved to reintroduce criminal penalties for the possession of hard drugs, in effect ending the state’s groundbreaking three-year decriminalization experiment.

In 2020, nearly 60% of voters moved to decriminalize the possession of small amounts of illicit drugs with the passage of Measure 110, but the new law had grown increasingly controversial as the state grappled with the fentanyl crisis and growing public drug use.

Lawmakers had recently reached a bipartisan deal to undo a key aspect of the law and make minor possession a misdemeanor, while also allocating millions of dollars toward specialty court programs as well as mental health and addiction treatment.

The Oregon house approved the $211m bill earlier this week, followed by the state senate, which voted to approve the measure on Friday. The bill now heads to the desk of Governor Tina Kotek, who said in January that she is open to signing a bill that would roll back decriminalization, Oregon Public Broadcasting reported .

The measure makes the possession of small amounts of drugs such as heroin or methamphetamine a misdemeanor, punishable by up to six months in jail. It enables police to confiscate the drugs and crack down on their use on sidewalks and in parks. Drug treatment is to be offered as an alternative to criminal penalties.

The measure passed despite concerns that it would create more suffering and disproportionately harm people of color. Research by the state has found that the changes would disproportionately affect Black and Latino people.

The authors of the bill have said that drug users will have the opportunity to seek treatment before facing any criminal consequences and that the proposal was necessary to give law enforcement the power to tackle public drug use. One proponent pledged to ensure it would not have racial disparities in the criminal justice system.

“With this bill, we are doubling down on our commitment to make sure Oregonians have access to the treatment and care that they need,” said the Democratic Senate majority leader, Kate Lieber of Portland, one of the bill’s authors, adding that its passage will “be the start of real and transformative change for our justice system”.

Oregon has seen a 1,500% rise in overdose deaths since the pandemic started, the steepest increase in the country, according to recent federal data. In 2022, almost 1,000 people in the state died from opiate overdoses. But research has so far showed no correlation between the rise in overdoses and decriminalization.

Still, the public health crisis, coupled with a shortage in affordable housing that has fueled homelessness, has become more visible and residents and business owners have grown increasingly exasperated. City residents report seeing people openly smoking fentanyl in downtowns while small towns that had historically low rates of homelessness are now seeing encampments.

“What has developed in the last three years is not the utopian Shangri-La that we have been promised with ballot Measure 110,” Christopher Parosa, the Eugene district attorney, said at a community forum this year, “but rather a dystopian nightmare that is akin to a grim Hollywood movie.”

The passage came after weeks of tense debate over proposed changes to Measure 110 and Oregon’s addiction crisis and rising overdoses, and included hours of testimony from law enforcement, advocates, local officials and residents directly affected.

In testimony before lawmakers, supporters of overhauling the law urged action to address the “death grip” of fentanyl and the drug use they say is visible on streets across the state, Oregon Public Broadcasting reported. Critics argued that restoring criminal penalties would not stop drug use and would instead make it harder for people to quit, and that the state’s under-resourced criminal justice system was not ready to accommodate the changes.

The American Civil Liberties Union of Oregon said in a statement that the state had rushed the bill through “without essential and necessary vetting by treatment providers, doctors and nurses, addiction experts, budget experts, people with lived experiences or anyone who could adequately assess the consequences of such a massive shift of public policy”.

“People with money, connections, or racial privilege will be most likely to get into limited treatment spaces. Black, brown, and low-income people will continue to be jailed at the highest rates,” the statement said.

Lawmakers who opposed the bill voiced similar concerns. A democratic state senator, Lew Frederick of Portland, who is one of four Black senators, said the bill had too many flaws.

“I’m concerned that [the bill] will attempt to use the same tactics of the past, and fail, only to reinforce the punishment narrative that has failed for 50 years,” he said, adding that the measure could move more people into the court system without making them healthier.

Miami Beach is ready to cut ties with spring break — but some aren’t ready to let go. 

In a new video campaign released on City of Miami Beach TV on Friday, the Florida city reiterated its plans to implement stricter rules for college students and tourists visiting Miami in March. They first announced the initiative in a press release on Feb. 13.

Throughout the entire month, the city’s Entertainment District will enforce a flat rate parking fee of $30 for parking garages and surface lots, according to their official website . In South Beach, the towing rate will double to $516 plus an additional $30 administrative fee for nonresidents. 

Limited beach access on Ocean Drive will now close at 6 p.m. and have security checkpoints and bag checks for any prohibited items such as alcohol, coolers, tents and tables. Beach goers are also not allowed to play music from portable speakers.

The rules get stricter during the “highest-impact weekends” from March 7 to 10 and 14 to 17 as the city anticipates the largest spring break crowds then. All parking garages in South Beach will be closed from Thursday at 6 a.m. to Monday at 6 a.m. during these weekends and the flat rate parking fee will increase to $100. 

Additionally, DUI checkpoints will be enforced and a License Plate Reader detail will be implemented by the Miami Beach Police Department on certain streets. 

The video campaign references lawless behavior and deadly violence being city's “breaking point."

Last March, back-to-back shootings in South Beach left two people dead, including a student who was on vacation in Miami. Additionally, a total of 573 arrests were made during spring break in 2023, a spokesperson for the City of Miami Beach confirmed to PEOPLE.  

In 2021, Miami Beach declared a state of emergency due to an influx of crowds amid the COVID-19 pandemic. The packed beaches resulted in an 8 p.m. curfew.

In a statement shared with PEOPLE, a spokesperson for the city said that the “Miami Beach is Breaking Up with Spring Break” campaign is meant to inform “potential spring breakers and any other people coming to cause trouble, that Miami Beach will not tolerate disorderly behavior.” 

“The message is clear that Miami Beach is no longer a place for raucous behavior, and that our laws and regulations will be fully enforced,” they add. “We hope this campaign will dissuade unruly crowds from coming to Miami Beach during this time.”

In the comments of the video, people appear to have mixed feelings about the new campaign.

“Amazing,” one person wrote, while another added, “literally the ONLY reason you could be mad about this for is if you want to be part of the chaos.”

Meanwhile, others pointed out that the video should have been posted in February and that the initiative won’t stop spring breakers from coming to Miami to party. 

“Spring break is going NOWHERE, there will be NO breakup at ALL, and these measures WILL NOT stand,” another added.

NEW DELHI (Reuters) -India announced rules on Monday to implement a 2019 citizenship law that critics call anti-Muslim, weeks before Prime Minister Narendra Modi seeks a rare third term for his Hindu nationalist government.

The Citizenship Amendment Act grants Indian nationality to Hindus, Parsis, Sikhs, Buddhists, Jains and Christians who fled to Hindu-majority India from Muslim-majority Afghanistan, Bangladesh and Pakistan before Dec. 31, 2014.

Modi’s government had not crafted implementation rules for the law, after protests and sectarian violence broke out in New Delhi and elsewhere within weeks of the law’s December 2019 enactment. Scores were killed and hundreds injured during days of clashes.

“The Modi government announces implementation of Citizenship Amendment Act,” a government spokesperson said in a text message.

“It was an integral part of BJP’s 2019 manifesto.

This will pave (the) way for the persecuted to find citizenship in India,” he said, referring to the ruling Bharatiya Janata Party’s (BJP) 2019 election manifesto.

Muslim groups say the law, combined with a proposed national register of citizens, can discriminate against India’s 200 million Muslims – the world’s third-largest Muslim population. They fear the government might remove the citizenship of Muslims without documents in some border states.

The government denies accusations that it is anti-Muslim and has defended the law, saying it is needed to help minorities facing persecution in Muslim-majority nations.

It says the law is meant to grant citizenship, not take it away from anyone, and has called the earlier protests politically motivated.

Modi swept to power in 2014 and has consolidated his hold since with a focus on growth, welfare economics, boosting infrastructure and aggressive Hindu nationalism.

Opinion polls suggest he will comfortably win a majority in a general election that must be held by May.
