The Provincial Government of Ilocos Norte (PGIN), through the Ilocos Norte Tourism Office, has recorded an increased number of tourists in the province since it reopened its door to visitors last September 24 amid the COVID-19 pandemic.

As of this writing, a total of 229 tourists visited the province. The biggest in single-day arrival was on October 10, with 51 tourists.

Most of them came from the National Capital Region, Cagayan, Baguio City, La Union, and Pampanga.

“We’re happy to inform you that we have an increasing number of tourist arrivals in Ilocos Norte. I know that these are not impressive numbers compared to thousands before the pandemic. With our current situation, this is not bad at all,” Xavier R. Ruiz, Officer-in-Charge of the Ilocos Norte Tourism Office, stated.

“We can see the trend that people from our neighboring provinces and regions are excited anew to visit our province. As usual, most of them would stay on the white beaches in Pagudpud for staycations while others would go around the province for sightseeing,” Ruiz added.

Recently, the “Come IN Online Travel Sale” was relaunched by the INTO to provide exclusive deals and bigger discounts to tourists who will book their trip in Ilocos Norte from October 1 to December 31, 2021.

“Through the ‘Come IN Online Travel Sale,’ we were able to encourage tourism establishments, composed of mostly accommodation establishments and travel agencies in the province, to participate.

Fortunately, we’ve been getting positive feedback and we have been receiving travel inquiries and bookings so we’re really expecting to have a steady, safe, and sure increase in tourists arrival now and until the Christmas season,” Ruiz remarked.

It may be noted that Ilocos Norte was the first province in the Philippines awarded the World Travel and Tourism Council Safe Travels Stamp for adopting globally recognized health and safety protocols during the COVID-19 pandemic.

Meanwhile, non-high-risk individuals below 18, fully-vaccinated individuals above 65 years old, and individuals with comorbidity, along with fully vaccinated pregnant women, are now welcome to travel to Ilocos Norte.

Department of Tourism officials said the said individuals are now allowed to travel in areas under general community quarantine (GCQ) and modified general community quarantine (MGCQ), after the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID) released the new guidelines allowing interzonal travel for these individuals under Alert Level 4.

“Kids, seniors, and even pregnant women are already allowed to travel in Ilocos Norte. However, as of now, we’re still requiring health protocol tests. This is to further ensure the safety and protection not only of our tourists but of the entire community as well. Also, for the record, we have no single tourist-related case of COVID, hence, our goal is to have safe tourism activities in Ilocos Norte,” Ruiz explained.

Since October last year, INTO had recorded visitors numbering almost 353,000 a day; locals, nearly 4,000 tourists; and APORs and staycation visitors, nearly 121,000.

Ilocos Norte launches new tourism ad to revive pandemic-hit industry

LAOAG CITY, Ilocos Norte—A new tourism campaign aimed at luring back tourists was launched Sunday, April 24, by the Ilocos Norte tourism office (INTO), hoping to boost the industry hit hard by the pandemic.

The campaign kicked off with a new advertisement starring a sexagenarian character named “Lolita,” who traveled to Ilocos Norte in search of adventure, INTO said.

It said the provincial government produced the advertisement directed by award-winning director Jerrold Tarog.

The new tourism advertisement “celebrates the natural beauty and culture of the province while highlighting strong family ties, values, and traditions,” INTO said in a statement.

“It follows Lola Lolita’s adventures as she goes on an unforgettable journey of rediscovering joy,” added INTO.

As Ilocos Norte fully reopens its borders to tourists, officials are hoping to revive the province’s critical driver of growth that has employed more than a thousand workers in the tourism and creative industries, including those in the informal sectors.

During the first year of the pandemic, more than P17 billion in potential revenues in the sector were lost.

It was only during Holy Week this month that the province saw another glimmer of hope as more than 14,000 tourists arrived in the province, the highest since the pandemic struck in 2020.

With the new travel advertisement, the provincial government hopes to repeat the feat of its previous campaign known as “Paoay Kumakaway,” that was launched in 2012.

Officials said the previous campaign helped generate more than two million annual visitors to the province before the pandemic shut borders to mitigate the spread of the virus in March 2020.

The provincial government said outdoor promotional materials relating to the campaign would be set up in strategic locations in Metro Manila, one of the biggest travel markets of the province.

The increase in arrivals in the province was said to be an indication that the industry, which is one of the primary drivers of economic growth in Ilocos Norte, had bounced back from losses incurred during the COVID-19 pandemic that struck in March 2020, which led to travel and movement restrictions that lasted until the early months of 2022.

“This growth in tourism underscores the resilience and enduring appeal of Ilocos Norte as a premier destination in the Philippines,” according to Into.

International visitors also rose in the province in 2023, with a 51-percent increase from 2022. LAOAG CITY, Ilocos Norte – Tourists started trickling back to Ilocos Norte during the Holy Week, with the provincial government reporting over 14,000 inbound arrivals who stayed at least a night in a local establishment, the highest since the Philippines declared a national COVID-19 spread in March 2020.

Although the figure is barely 3% of the 483,778 visitors reported during the same period in 2019, the provincial government said it could spur revival of livelihood and create more employment opportunities.

The Ilocos Norte tourism office (INTO) said domestic travelers accounted for most arrivals, which peaked on Maundy Thursday, April 14, and Good Friday, April 15.

The long weekend also brought 700,000 day visitors, or those who did not stay overnight in the province’s accommodation facilities, INTO reported. The figure was also the highest recorded so far during the pandemic.

Fully booked

Hotels and accommodations were fully booked in popular destinations like Pagudpud town and the capital city of Laoag.

This forced tourists to look for alternatives, spreading revenue to other communities, the provincial government said.

Before the pandemic, Ilocos Norte hosted about 3.8 million tourists annually, data from the local tourism office showed.

Lockdowns and travel curbs led to P17-billion losses in potential income during the first year of the pandemic.

The Federated Hotels and Resorts of Pagudpud Inc. said that accommodation facilities were fully booked from April 8 to April 18, and described the situation as “lively and bustling,” at par with pre-pandemic days.

Nelly Cristobal, owner of the Casa Victoria Resort, said in a press statement that she had to hire additional part-time workers to help their 30 regular staff.

“This is the first time [during the pandemic] I have ever seen such a large number of tourists,” said Cristobal, adding that it was a “relief that things are getting back to normal.”

Pagudpud town, with its serene and crystal clear beaches, has always been a top tourist drawer, with over 116,000 tourists visiting its beach park during the same season in 2019.

Most travel restrictions in the province have been eased under COVID-19 Alert level 1. Fully-vaccinated tourists would only need to show their vaccination cards upon entry.

At least 2,500 tourism workers in the province are already fully vaccinated.

Ilocos Norte was the first province in the country to receive a “safe travel” stamp from the World Tourism Council and the Department of Tourism for being compliant with safe travel protocols and other requirements. Tourism Secretary Bernadette Romulo-Puyat issued the certificate on September 27, 2021.

Assessment of Tourist Attractions and Facilities in Ilocos Norte

Introduction

The tourism program of Ilocos Norte dubbed as Paoay Kumakaway was launched in 2011 to lure tourists to visit and enjoy the stay in the province. The study aimed to assess the various attractions and facilities of tourism as perceived by tourists. It assessed whether they are aware of these facilities, are they used, and whether they were satisfied by it.

Tourist respondents were interviewed in the tourist spot they are seen in the summer of 2016. Key tourism towns were selected as data-gathering sites. A socio-demographic profile was gathered per respondent. For analysis, this study is patterned to the Department of Interior and Local Government Citizen Satisfaction Index System. Each was asked on specific tourist sites whether they are aware of it, have availed it, and asked of their assessment and importance of the site through a scaled scoring.

The majority of these tourists are females, single and college graduates. Most tourists stayed in Hotels and that their primary purpose of travel is for Holidays followed by VFR (Visiting Relatives and Friends). The majority of the tourists learned about Ilocos Norte through social media such as Facebook and Instagram. Results show that most tourists are aware of the province's tourist facilities and attractions and they have availed it. The satisfaction of tourists falls mostly in the "satisfied" and "definitely satisfied" category. Importance of the programs and facilities fall mostly on the the "high" to "veryhigh"

The overall rating of the tourism industry in Ilocos Norte is "high" which means that the tourism industry of the province is pleasing and satisfactory to the tourists. The Provincial Tourism Office of Ilocos Norte should continue the active management and development of the province as a prime destination. The creation of new themes for tourism in the province and product innovation is encouraged to not just invite more tourists but also encourage repeat visits. Moreover, if the creation of new tourist attractions will require time and major financial consideration, the Tourism Office may target a new market segment that is emerging worldwide and has economic benefits such as the differently-abled tourist. Research towards inclusivity in tourism can also be conducted for continuing tourism development in the province.

A Norwegian cruise ship with 2,376 passengers and 1,970 crew members from different countries has docked at the Port of Currimao in Ilocos Norte.

Micro, small, and medium-sized enterprises set up early at the port to showcase Ilocano products.

The cruise ship came from Boracay and sailed to Taiwan after at least six hours at the port.

This was the second time the Norwegian Cruise Line has docked in the province.

The ship docking in Ilocos, no matter how short the time, was expected to contribute to the continued growth of the tourism industry in the area.

According to the Philippine Ports Authority (PPA), in 2023, 164 cruise ships with over 80,000 passengers from various shipping companies such as Norweigan Cruise Lines, Holland America Line, Silverseas, Windstar Cruises, and AIDA had visited the Philippines.

The Philippines was also recognized as the 'Best Cruise Destination in Asia' by the World Cruise Award.

The PPA expects around 132 cruise ships to visit the country with around 100,000 passengers in 2024.

To further address the impact of work displacement in the province as a result of the COVID-19 pandemic, the Provincial Government of Ilocos Norte (PGIN), through the Ilocos Norte Tourism Office (INTO), has increased its assistance to both employers and employees in the tourism industry throughout the province by implementing an additional installment of a livelihood continuity program.

Last year, INTO redesigned its Summer Tourism Employment Program into the Tourism Livelihood Continuity Program (TLCP) to aid daily wage earners, informal workers, and freelancers in the gig industry affected by the pandemic.

"If we can recall, we had our 'pay now, work later' scheme last year. This year, we have another phase where we will support the employees of private tourism establishments. PGIN will provide partial payment of their salaries to help business owners with their financial burdens.

"This is actually an effort to ensure that employers will no longer need to lay-off their employees. We're trying to preserve businesses and keep them from closing, and we're trying to save the jobs of those who are working in the tourism industry," Mr. Xavier R. Ruiz, Officer-in-Charge of the Ilocos Norte Tourism Office, expressed.

A total of 1,250 beneficiaries from around 300 tourism establishments in the province will be working for 10 days under the supervision of their employers, and will receive a salary amounting to P4,000.

Over 2,000 restaurant workers, travel and tour staff, senior citizen tour guides, accommodation staff, destination workers, vendors of local product, souvenir makers, events and freelance artist, heritage artisans, and other workers in the tourism and cultural sectors have been assisted through the TLCP since it was launched last year.

LAOAG CITY, Ilocos Norte (PIA) – A financial support amounting to P2,605,892 has been approved by the Embassy of Japan in the Philippines for the project titled “The Project for the Provision of a Refrigerated Delivery Truck for Small-scale Farmers in Ilocos Norte.”

Under the embassy’s Grant Assistance for Grassroots Human Security Projects (GGP), the grant will help the Bacarra Multi-purpose Cooperative to procure a refrigerated truck for small-scale farmers.

Some farmers in Ilocos Norte rely mostly on middlemen and rented vehicles due to limited access to transporting their crops.

Because of this, farmers face high brokerage fees, fewer market options, and crop loss.

Through this assistance from the Japan Embassy, they will be assisted in improving their supply operations and ultimately, boosting their earnings.

In his message, Ambassador Koshikawa Kazuhiko shared Japan’s continuing strategic partnership and commitment in providing aid for grassroots projects in the Philippines toward achieving sustainable and inclusive growth.

“Together, we embark on a journey to enhance local livelihoods and uplift communities,” said the Japan Embassy in its official social media page.

Ilocos Norte Governor Matthew Marcos Manotoc also attended the ceremonial signing of the grant contract and conveyed his gratitude for the support of the Japan Embassy in the province.
