U.S. Bank Partners With Mastercard to Launch the U.S. Bank Voyager Mastercard for the Fleet Industry

The dual-network fleet card now offers increased flexibility for fleet-related expenses

MINNEAPOLIS--( BUSINESS WIRE )--U.S. Bank announced today that it has partnered with Mastercard, a global technology company in the payments industry, to offer the U.S. Bank Voyager ® Mastercard ® , which can be used for fleet-related expenses anywhere Voyager or Mastercard are accepted.

U.S. Bank currently offers the U.S. Bank Voyager Fleet Card which can be used to pay for fuel, maintenance and other expenses at more than 320,000 locations across the U.S. using the proprietary Voyager Network.

By joining forces with Mastercard, the U.S. Bank Voyager Mastercard enables clients to pay for fleet-related expenses at existing Voyager merchant locations and any merchant who accepts Mastercard. Now drivers can use just one card to pay for a wide variety of other fleet-related purchases in addition to fuel and maintenance, including, but not limited to:

  • Fees for toll roads or parking
  • Fuel in Puerto Rico and other U.S. territories, Canada, Mexico and other international locations
  • Emergency tows or repairs
  • Infrequent, emergency or on-demand travel purchases (e.g., hotel, food)

The new payment solution allows fleets to tailor spend controls for individual drivers and vehicles while retaining full visibility and oversight across the expanded purchase categories with enhanced travel benefits . From standard purchases to unexpected situations such as inclement weather or emergency repairs, fleets have increased flexibility to manage all fleet-related expenses with ease.

The U.S. Bank Voyager Mastercard also provides Mastercard services including MasterRental Insurance, Purchase Assurance, Extended Warranty and travel assistance through MasterAssist Services, giving managers and drivers added benefits and peace of mind that they’re covered on the road and beyond.

Owned by CSI (Corporate Spending Innovations) and issued and backed by US Bank, the Voyager Mastercard is one of the best fuel cards for monitoring fuel spend closely. Its biggest drawback, though, is its lack of discounts or rebates .

Formerly known as the Voyager Fleet Card, the Voyager Mastercard offers flexibility and customization on spending . Plus, thanks to the colossal Voyager network, this card can be used at hundreds of thousands of fuel and maintenance stations across all 50 states. Now that’s coverage!

We'll explore the pros and cons in detail in this review.

Businesses Served by Voyager Mastercard

We can honestly say that the Voyager Mastercard is suitable for fleet operations of all sizes .

Why? Well, first of all, the card can be used at a (frankly incredible) 32 0,000 locations across all 50 states.

This is great for large businesses – particularly those that operate all over the country – as no matter where your drivers are, it’s likely that they’ll never be too far from a spot to fuel up. It’s thanks to this omnipresence that the card is so popular with commercial fleets, OTR fleets, aviation fleets, and government fleets. It also makes a suitable fuel card for trucking fleets .

Meanwhile, the flexibility offered by this program makes it a good fit for small fleets, too. With highly customizable reporting, purchase controls and payment options, small businesses can really tailor their Voyager Mastercard to their unique needs, in order to get the value they need out of it.

The Voyager card is somewhat unique in combining purchase types: you can pay for gas, repairs, parking, and even toll fees . In our review of ExxonMobil , we noted that it offers both a Mastercard and non-Mastercard, while Voyager's card combines these two different payment methods in one card.

Here’s what Voyager's fleet fuel card program can offer you.

Advanced spending controls

This is a fuel card program that gives you plenty of control over how much your fleet can spend, helping you to slash fuel and maintenance costs wherever you can.

Rather than just setting a single blanket spending limit, you can choose separate limits for each individual card, based on the following:

  • Whether the card can be used to buy fuel only or both fuel and maintenance services
  • How many purchases can be made per day
  • How many dollars can be spent on each purchase
  • How many dollars can be spent in a day
  • How many dollars can be spent in a week
  • How many dollars can be spent in a month

You might find this particularly helpful if you have both part-time and full-time drivers, and so would expect your part-time drivers to spend less.

Customizable reporting

Fleet managers who use Voyager's card program will also gain access to the Voyager Fleet Card online portal. Through the portal, managers can track invoices and previous transaction details, as well as view reports on drivers, vehicles, and how many miles per gallon they are achieving.

Secure purchase authorization

Purchases made with your Voyager Fleet Cards can be as secure as you like, with drivers asked to give ID prompts of your choosing to prove they’re legitimate card holders.

At the point of purchase, you can decide what your drivers are asked to give. Options include:

  • Odometer readings
  • Trip numbers
  • Vehicle numbers
  • Employee numbers
  • A combination of these

If you’re feeling lucky, you can even let your drivers make purchases without having to give any ID info – though we’d advise against this.

But does the Voyager Fleet Card program offer fuel cost rebates?

Sadly, no . Though most fleet card programs give you a few cents back for every gallon of fuel you buy, we're disappointed to say Voyager doesn't .

Voyager's appeal hinges on purchase control settings being enough to save on gas costs. We're not really so sure that's good enough, given all fuel cards give you more insight into and control over your fuel spending. It's true that Voyager's card gives you slightly better control over spending than other brands' cards.

A note on distribution

It should be noted that the Voyager Fleet Card is  distributed through Voyager Fleet partners  – in other words, third party companies.

While your Voyager Fleet Card program will always offer the benefits listed here, it’s worth being aware that these distributors do have the power to add  their own service charges  to your program.

Have we mentioned that over 320,000 stations nationwide (including 60,000 maintenance locations) accept the Voyager Fleet Card? We have? Well, it bears repeating – especially now we’re onto the subject of finding stations.

Put simply, this awesome coverage makes it extremely easy to find a station that’ll accept your Voyager Fleet Cards. Stations are available in every state, and are easy to pin down using US Bank’s online Voyager Merchant Locator . You can also use the free app – Voyager Mobile – which is available for both Apple and Android users.

The Voyager Merchant Locator enables fleet managers and their drivers to filter station searches by fuel type and available amenities. Results are shown on a digital map, and you can even check the current price of your fuel at each location that pops up.

It’s worth being aware, though, that a large proportion of Apple Store customer reviews for the Voyager Mobile app are less than positive – they complain the app is glitchy and sometimes doesn’t work, and overall, it’s been rated a measly 3.3 stars. It's 3.5 on the Google Play Store.

Are Voyager fuel cards the same as credit cards?

Unlike credit cards that allow any type of purchase, our cards are restricted to gas stations, truck stops and maintenance locations. They can be set up for fuel only or fuel and maintenance purchases so that you have control over employee use.

What is the minimum volume to be a customer?

We set up accounts for customers that use at least $1,500 per month on average.

Are there any contracts?

Other than a credit application to apply, we don't require any long-term contract. You can cancel anytime if you're unhappy with our service, but we find few customers do.

Is there an APR finance fee?

We don't add a fee for late invoice payments, but we encourage payments to be made on time to avoid any service disruption. If an account is closed with an unpaid balance, we may elect to charge 1.5% per month until the balance is resolved.

Who can apply for an account?

Any business, sole proprietor, owner-operator or independent contractor is welcome to apply. Accounts are set up for commercial use, not consumers.

How do you compare to other vendors?

Voyager Fleet Card Program

The U.S. Postal Service uses credit cards, called Voyager cards, to pay for the commercially purchased fuel, oil, and routine maintenance for each of its roughly 236,500 vehicles. Site managers at the delivery units maintain the Voyager cards for drivers at the unit to use. These site managers are responsible for obtaining driver personal identification numbers (PIN), reconciling high-risk transactions, disputing transactions, maintaining transaction supporting documentation, performing semi-annual driver certifications, and securing the Voyager cards. Each driver is assigned a unique PIN for their Voyager card purchases. Drivers are responsible for securing their PINs and providing a receipt to their site managers. During fiscal years 2021 and 2022, the U.S. Postal Service Office of Inspector General (OIG) conducted 14 Voyager card-related audits. During this audit, we found issues that required immediate attention. This resulted in the OIG issuing a management alert related to premium fuel purchases and PINs.

What We Did

Our objective was to determine the effectiveness of the Postal Service’s fleet card program and identify opportunities for improvement. For this audit, we summarized previous audit findings and recommendations, interviewed Postal Service management, and engaged with a contractor to assess industry best practices for fleet card management.

What We Found

We found Voyager card policies to be generally adequate and in line with best practices. However, management did not always follow policy for PIN management, supporting documentation, transaction reconciliation, and Voyager card security. This occurred because site managers did not always take required training, did not have refresher training, were not aware of proper security procedures, and did not have a standard check-in and check-out procedure for Voyager cards at the time of our audits. Although the Postal Service offers Voyager card training for site managers, all 14 of our audits identified training issues or that management was unaware of their responsibilities, and Voyager cards were not listed on the afternoon checklist to remind site managers to check them in at the end of the day.

Recommendations

We recommended management establish a procedure for site managers to take required training before they have access to Fleet Commander Online and Fuel Asset Management System; create periodic training and require remediation training for site management failures; and update the appropriate checklists to include Voyager cards.

GSA Fleet Card

You can pay for fuel and maintenance for your GSA Fleet-leased vehicle with the Wright Express, Inc.® (WEX) Fleet Mastercard. The GSA Fleet WEX card is accepted at over 180,000 fueling and maintenance sites in all 50 states, U.S. territories, and Canada. Every vehicle you lease through GSA Fleet has a corresponding WEX card.

Charging your electric vehicle

Upon request to your Fleet Services Representative (FSR), GSA will send you a ChargePoint scan card. You can use this card to charge publicly at any public station operating on the ChargePoint network. The energy consumption data is recorded by vehicle tag and published along with your other fueling transactions in the GSA Fleet Drive-thru fuel usage report (FUR).

How to purchase fuel on a military installation

You can use your GSA Fleet card to activate DLA-capitalized pumps at military installations in CONUS/Stateside and in Europe.

WEX card use by federal agencies other than GSA Fleet

Each agency is responsible for issuing a Fleet card task order. In addition to GSA Fleet, the Departments of Commerce, State, and Homeland Security have all chosen WEX as their fleet card. Identifying if a card belongs with a vehicle

Each GSA Fleet vehicle has a corresponding GSA Fleet card. The seven-digit vehicle tag number is embossed on the face of the card (Ex. G12-3456A,G12 A3456).

Personal Identification Number (PIN) and driver ID assignment

Increasing the dollar limit on your GSA Fleet card

Each GSA Fleet card has a dollar limit based on the tank capacity of the vehicle. Pumps have dollar limits built into their software that card providers cannot override. Fleet card providers work with merchants to determine the pump shut off limits as fuel prices change.

Ordering a replacement card

If your card is lost, stolen, compromised, or broken, contact your agency vehicle coordinator to order a replacement. You can order replacement cards online by logging into the GSA Fleet.gov website. After logging in, select "Fleet Leasing Card Replacement" from the "Manage My Fleet" dropdown on the main page. Verify that the default shipping address is correct or add a new location. Because orders are sent via overnight shipment, you must provide a physical shipping address and not a P.O. address. Replacement card(s) will arrive within 1-2 business days from the time of order. What to do when a transaction is declined

If you are unable to purchase vehicle services with the Fleet card, call WEX at the number on the back of the card, 866-WEX-4GSA ( 866-939-4472 ) and they will supply the merchant with an alternate payment over the phone. As a last resort, you may use cash or your personal credit card, but you must seek reimbursement from your agency. Your agency must contact GSA Fleet for reimbursement. GSA Fleet will issue a credit to your agency’s monthly vehicle bill.

What to do if the gas pump shuts off at $50 or $100

Some gas merchants set dollar limits for purchases at customer-activated pumps when payment cards are used. If you hit the station limit but still need more fuel, you can begin a second transaction at the pump to finish filling.

Types of authorized purchases

In accordance with the Federal Acquisition Regulation (FAR 13.301), you are authorized to use your GSA Fleet card for the purchase of fuel, maintenance, and repair of government owned and operated motor vehicles. A GSA Fleet card is issued to a specific vehicle and should only be used for the corresponding vehicle. The leasing agency is the government’s agent for each purchase made with the GSA Fleet card and is responsible for each transaction. The agency is also responsible for ensuring compliance with applicable GSA Fleet and agency regulations and procedures.

Authorized Transactions:

  • Regular unleaded, self-service fuel
  • Immediately consumable items (e.g., a quart of oil or washer fluid)
  • Required preventative maintenance
  • Car washes (not to exceed regional policy)
  • Mechanical repairs

Unauthorized Transactions:

  • Use of card for any vehicle other than the one imprinted on the card
  • Premium or full-service fueling (unless required by state law)
  • Convenience store items such as maps, air fresheners, food, etc.
  • Over-maintenance of the vehicle ( ONLY purchase maintenance authorized by GSA Fleet)
  • Excessive car washes or details
  • Purchases at parts stores

Card Use During a Government Shutdown

Your GSA Fleet card will continue to function as normal when there is a government shutdown, unless there are agency-specific requests to disable the cards. Check with your agency regarding the use of both GSA Fleet-leased vehicles and Fleet cards due to appropriation limitations during a shutdown. You may not be authorized to use your card if your agency has determined you are not an exempt employee during the shutdown.

Maintenance and After Hours Needs

How to use the gsa fleet card for maintenance.

For maintenance under $100 Merchants can either electronically accept the WEX Fleet card or call in the transactions to 866-WEX-4GSA ( 866-939-4472 ) to receive a MasterCard number.

For maintenance over $100 or for any accident damage Merchants must contact GSA Fleet for authorization prior to doing the work at 866-400-0411 .

What to do if a GSA Fleet vehicle breaks down and needs to be towed

You can obtain roadside assistance through the following methods, which are listed in preferred order:

  • During business hours, contact the Maintenance Control Center (MCC) at  866-400-0411 and select option 1.
  • If the vehicle is under manufacturer warranty, contact the manufacturer’s roadside assistance program .
  • If you need a tow after normal business hours and the vehicle is not under warranty, contact WEX to coordinate roadside assistance. Use the toll-free number listed on your GSA Fleet card. On the next business day, contact the MCC or your Fleet Service Representative (FSR)  to inform GSA Fleet of the location of your vehicle so we can expedite repairs. You can avoid unnecessary “unauthorized purchase” charges on your agency’s monthly GSA vehicle invoice by promptly informing us of any after-hours roadside assistance events.

Using a vendor that does not accept the GSA Fleet card

The GSA Fleet card uses MasterCard over the phone as a backup. For maintenance and fuel purchases, call 866-WEX-4GSA ( 866-939-4472 ).

Locations Outside of the Continental U.S.

Obtaining a fuel card in puerto rico, the u.s. virgin islands, or american samoa.

If you are a GSA Fleet customer located in Puerto Rico, you will be issued a Total Fleet Card for fuel and car washes at participating Total fuel stations. If you are a GSA Fleet customer located within the U.S. Virgin Islands and American Samoa, you will be issued a MasterCard exclusively for fuel purchases. For further assistance with fuel cards, contact your Fleet Service Representative (FSR).

Purchasing Fuel in Europe

You can use your WEX fleet card, included with each GSA Fleet-leased vehicle, to turn on installation pumps nationally. The Defense Logistics Agency (DLA) uses WEX fleet cards to activate DLA-capitalized pumps at military installations in European countries where GSA Fleet Europe offers full-service rates. You can also coordinate with GSA Fleet to obtain reimbursement for tax-free, off-post commercial fuel in full-service area host nations, which is available via Army Air Force Exchange Service (AAFES) or Navy Exchange (NEX) cards or coupons. For more information, contact your Vehicle Control Officers (VCOs) or GSA Fleet Service Representative (FSR).

Short Term Rental (STR)

When submitting a Short Term Rental (STR) request online, you can request a Fleet card through the STR program. We will ship fuel card(s) to the designated rental point of contact via overnight trackable shipping. We process fuel cards up to 10 days before the rental start date, or as soon as you select a vendor if the request begins in less than 10 days.

Are fuel cards for STR vehicles tag-specific?

Fleet cards for STR vehicles are not tag-specific. However, each fuel card has a unique account number and includes the rental request and sequence number.

Billing for STR fuel card use

The rental request and sequence number appear on each vehicle record in the card contractor electronic access system (EAS). All STR fuel charges are billed as an agency-incurred expense (AIE) based on the rental request number.

Identifying if a vehicle belongs to GSA

You can easily identify GSA Fleet vehicles by the license plate and payment method. License plates on GSA Fleet-owned vehicles have a G preceding the alphanumeric sequence. If you encounter a GSA Fleet vehicle without a GSA license plate, ask the driver to provide the GSA Fleet service card. The vehicle tag number is located in the lower left corner of the card. If the vehicle has GSA tags, make sure the vehicle tag number matches the number listed on the GSA Fleet service card.
